Container terminal plays an important role to serve container vessel¡¦s loading and discharging in seaport. Owing to high sunk cost and resource limited in operating ( e.g. rental, quay and yard cranes, berth window, yard and so on ), container terminals are mostly run by government or conglomerate of joint carriers . Practically, there are many container terminal operation types in the world. Among them, Kaohsiung Harbor Authority ( KHB ) leases out all terminals to several vessel carriers and the terminal lessee serves hers own vessels. In such operation type, Kaohsiung port terminal industries are faced with resource limited and berth window shortage problems. Above all, under the prevailing of global alliance tendency and ports serious competition, the terminal lessees will have the pressures of lack in resource sharing advantage and cost increasing. In such situation, the terminal performance and efficiency will be deteriorated in the long run. Thus, how to seek a better way, even changing the operation type, to enhance Kaohsiung port competitive ability is an imminent problem. Therefore, in order to maintain the Kaohsiung port¡¦s competitive advantage in international seaports, this thesis aims to discuss and evaluate the possibility of joint-venture type in Kaohsiung container terminal. We take Los Angeles¡¦s joint-venture case, which is a success cooperation, as an emulating example. And we act the expert investigation by AHP analysis to process this study. Finally, we expect this conclusion and suggestions can provide an opportunity to relating organizations for further study enabling them to come up with a suitable operation type in Kaohsiung harbor.

The study for strategies of BOT development in Taiwan-Kaohsiung MRT Project

As a distinctive type of investment, BOT indicates distinct attraction in many aspects. The government adopts BOT¡]Build-Operate-Transfer¡^format to reprieve financial stress, to attract folk enterprise to join grand-scale public construction projects, to infuse the operation of the government department with the spirit of enterprise, to expect efficient build and operation of grand-scale public construction projects, to make bigger economic efficiency and profit for the country. There are some characteristics for BOT, inclusive of long-term build eviction, unreversibility of investment, huge amount of investment, uncontrollable risks on scheme, build and operation, and the privilege for the enterprise. In theory, BOT format can reduce the financial stress and human-resource expense of the public department, raise the economic efficiency on management and disperse the investment risks of the government. Complete experiences are lacking from the operation of development project, bank financing to risk assessment and management because of the enforcement of public construction projects through the BOT format in Taiwan is still in the beginning. This thesis mainly examined Kaohsiung MRT Project, and analyzed foreign successful or discussible cases to explore why the enforcement of BOT format in Taiwan was difficulty, and severely criticized. The purpose of this thesis is to identify the various issues of BOT format by interviewing with the industrial advanced, official advanced and scholar to examine the BOT spirits is implemented or twisted, and hope the government¡¦s development project in the further can be practically benefited by this research. Since there are no limits on the number of non-performing asset management companies imposed by the Financial Firms Merger and Acquisition Act of 2000, total numbers of such companies has been increasing in resent years. Under the circumstances of keen competition and shrinking market, non-performing asset management companies are facing enormous challenges. For this study, experts were interviewed and literatures were reviewed, resulting in a key factor structure of Taiwan¡¦s non-performing asset management companies. Quantified data are gathered and analyzed via questionnaires and AHP methods, and the most important key factors applicable for Taiwan¡¦s non-performing asset management companies are derived. To the large-scale AMCs, the most important key factors are: impact from the overall economic or real estate market condition, assisting corporations in restructuring, employees¡¦ past job experiences, and the accurate estimation for investment return. To the medium-scale AMCs, the most important key factors are: employees¡¦ past job experiences, and bidding in conjunction with large-scale AMCs or foreign capital. To the small-scale AMCs, the most important key factor is the overall economic or real estate market condition.

In the book of ¡§The Practice of Management¡¨, Peter Drucker(1989) mentioned, that the quality and performance of managers determine the fate of the company. Indeed, the faster the world changes, the more significant the role managers play is.) Especially, the middle/ high level managers, who highly involve and participate in the organization, play the pivotal roles. The case company has been growing up during recent years, and the demand for the middle/high level managers is very great. So, whether the managers have the appropriate management ability will be the focus of training programs. As a result, the study constructed the management competency model for the case company via Analytic Network Process (ANP). Besides, this model provided the clear criterions that could help the case company to select and train the middle/high level managers. The findings are listed as bellows¡G 1. Confirming key management competence items for the middle/high level managers, and built up an analysis framework. Therefore, the case company would figure out important key items to improve the efficiency of selection and work performance. 2. Deciding the criterion and authority for each management competency index with Analytic Network Process. The result considered depending relationship between indices correspond with practice, clearly numerical data also help to reduce uncertain in decision process. 3. The study constructed the management competency index, and according to the result of the test, this model could correctly identify the middle/high level managers with brilliant performance.
