Seu campo de estudo foi o Instituto Federal de Educação, Ciência e Tecnologia do Sertão Pernambucano (IF Sertão-PE). O objetivo foi compreender qual a influência do discurso do planejamento nas aquisições de bens e serviços. Pauta-se numa abordagem teórico-metodológica à luz da Análise do Discurso, que busca entre o discurso manifestado entre os responsáveis pelo processo de aquisição de bens no IF Sertão-PE e os responsáveis pelo seu planejamento. A Análise do Discurso permite unir teoria à prática, trabalhando com a perspectiva integrativa entre discurso e ação, permitindo-se, dessa forma, reconhecer e intervir sobre modelos de discurso pouco eficientes ou que possam levar ao desenvolvimento de um padrão de atitudes negativas. O estudo apresentou a perspectiva do pessoal que atua na linha de frente do trabalho com a aquisição de bens e serviços na organização em questão, apresentando como universo de interação, interface virtual e demais instrumentos que permitem o processamento de pedidos e dimensionamento de recursos para as necessidades apresentadas. Como resultado, o estudo demonstra que a prática discursiva no contexto estudado não dispunha de efetividade em nível suficiente para permitir que houvesse a devida proatividade. Aliada a outros fatores, como a dificuldade de adaptação dos sistemas ao contexto da realidade do IF Sertão-PE, a atividade de aquisição de bens e serviços se tornou prejudicada e não apresentou, conforme os discursos coletados, a efetiva objetividade que a demanda do Instituto Federal requer. Conclui-se, que os discursos concorrentes que permeia a organização, especialmente entre os discursos dos servidores que atuam na elaboração do planejamento e dos servidores que executam o planejamento influenciam os processos de aquisições, afluindo, sobretudo para a eventual ineficácia do planejamento. / The present study has as object of analysis the perspective of the discourse of planning versus the acquisition of goods and services. His field of study was the Federal Institute of Education, Science and Technology of Sertão Pernambucano (IF Sertão-PE). The objective was to understand the influence of planning discourse on the acquisition of goods and services. It is based on a theoretical-methodological approach in the light of the Discourse Analysis, which seeks to answer the following question: between the discourse expressed by those responsible for the process of asset acquisition in the Sertão-PE and those responsible for its planning. Discourse analysis allows us to combine theory with practice, working with the integrative perspective between discourse and action, thus allowing us to recognize and intervene in discourse models that are not efficient or that can lead to the development of a pattern of negative attitudes. The study presented the perspective of the personnel who work at the front line of the work with the acquisition of goods and services in the organization in question, presenting as interaction universe, virtual interface and other tools that allow the processing of orders and sizing of resources for the needs. As a result, the study demonstrated that discursive practice in the context studied was not effective enough to allow for proper proactivity. In addition to other factors, such as the verticalization of decisions, and the difficulty of adapting the systems to the context of the reality of IF Sertão-PE, the activity of acquiring goods and services became impaired and did not present, according to the collected discourses, the effective objectivity that the Federal Institute demands. It is concluded, therefore, that the discrepancies between the discourses of the servers that act in the planning elaboration and the servers that carry out the planning influence the acquisition processes, especially competing for the eventual inefficiency of the planning.

No. of bitstreams: 1 Graciela_Caroline_Gregolin.pdf: 6132593 bytes, checksum: 7bf97ddc78d1ff164a4d2d3ad8c6d3f9 (MD5) Previous issue date: 2016-03-04 / Coordenação de Aperfeiçoamento de Pessoal de Nível Superior / This study had the main objective investigate the participation of family farming in the National School Meal Program NSMP, in Paraná Southwestern, at the local's schools, during the year 2013, considering that the Law 11.947/2009 requires that 30% of money transferred by the National Fund for Education Development - NFED to municipalities, states and the Capital, have to be invested in foodstuffs of family farming, promoting food and nutrition security, and - in this way - the sustainable development. First of all, it was carried out a literature research, which showed the relationship between development, sustainability and food, emphasizing the importance of the National Food Program. About the methodology, it was a case study with an exploratory view, and a quantitative and qualitative character, divided into two stages. In the first stage, there was a large research about the NSMP in the municipalities of Paraná Southwest; having noticed that, from the 42 municipalities in the Southwest, only 24 (57%) actually participated. At that time, the investigated was the Technical Manager of Nutrition (TMN) by the municipal school feeding. Posteriorly, after discovering who was the municipality with the highest percentage of purchases of family farming (Francisco Beltrão), and a municipality with acquisition of less than 30% (Pato Branco); the studied went ahead to the second stage of the research, interviewing all the stakeholders related to the NSMP, trying to identify the strengths and weaknesses of each municipality. Thus, it was found that 13 municipalities of the Paraná Southwest reached the percentage of acquisition in 2013, while 11 municipalities have not reached the required amount. Therefore, the most obvious difficulties in Paraná Southwest are: little diversity, quality and quantity of products, low number of family farmers within the program, and insufficient technical assistance. Despite the relevance of public policy studied, as to a healthy eating as to promote sustainable development, implementation of PNAE - unfortunately - it has not been effective. Finally, about the cities Pato Branco and Francisco Beltrão, it was observed that the support from the Government, the organization of family farming, the diversification of food along with agribusiness, may be determining factors in the implementation of these public policy / O presente estudo teve como objetivo fundamental averiguar a participação da agricultura familiar no Programa Nacional de Alimentação Escolar PNAE, no Sudoeste do Paraná, abrangendo a rede de ensino municipal, no ano letivo de 2013, em atenção à Lei 11.947/2009, a qual exige, entre outras prerrogativas, que 30% do recurso federal transferido pelo Fundo Nacional de Desenvolvimento da Educação - FNDE aos municípios, Estados e DF, seja investido em gêneros alimentícios da agricultura familiar, promovendo Segurança Alimentar e Nutricional e desenvolvimento sustentável. Inicialmente, realizou-se uma revisão bibliográfica, a qual culmina na relação existente entre desenvolvimento, sustentabilidade e alimentação, enfatizando, nesse contexto, a importância do Programa Nacional de Alimentação. No que tange à metodologia, realizou-se um estudo de caso de caráter exploratório e qualiquantitativo, o qual se dividiu em duas fases. A priori, realizou-se uma investigação geral sobre a execução do PNAE nos municípios do Sudoeste do Paraná; sendo que, nessa fase, dos 42 municípios que compõem o Sudoeste, 24 (57%) efetivamente participaram da pesquisa. Nessa etapa, o sujeito da pesquisa foi o nutricionista Responsável Técnico (RT) pela alimentação escolar municipal. Posteriormente, considerando o município com maior percentual de aquisição da agricultura familiar (Francisco Beltrão) e um município com aquisição inferior a 30% (Pato Branco), realizou-se a segunda etapa da pesquisa, a qual incidiu na realização de entrevistas com os atores envolvidos no PNAE, buscando identificar, de modo mais intenso, as potencialidades e fragilidades de cada município. Assim sendo, verificou-se que 13 municípios do Sudoeste do Paraná atingiram o percentual de aquisição em 2013, ao passo que 11 municípios não atingiram tal quantitativo. Destarte, as dificuldades mais evidentes no Sudoeste do Paraná referem-se à pouca diversidade, qualidade e quantidade de produtos, ao baixo número de agricultores familiares participantes do programa e à assistência técnica insuficiente. Portanto, pode-se perceber que, apesar da relevância da política pública em estudo, para a garantia da alimentação saudável e adequada aos escolares, bem como ao desenvolvimento sustentável - através da inclusão da agricultura familiar - a operacionalização do PNAE, em parcela significativa dos municípios, não é efetiva. Por fim, em relação aos municípios de Pato Branco e Francisco Beltrão, observou-se que o apoio consolidado do poder público, a organização da agricultura familiar, bem como a diversificação e agroindustrialização dos alimentos podem ser fatores determinantes na execução da política

In the public sector, it is not different. The government procurement with efficiency will promote the good performance of the public financial, providing the operation of the activities of the public administration as well as their public politics. Therefore, it is necessary to verify those expenses, if they are bringing good results. And a way for that is to verify the perception that who use those procurement public. In that sense, the objective of this research was to analyze the procurement public by a public institution, under the perspective who users them and to propose an instrument that permit the continuous improvement of the expenses with public improvement. For the elaboration of the diagnosis, the bibliographical and documental research were used to know the characteristics of the institution in study, as well as the research with the survey to verify the users’ perception. The results were analyzed with base in the efficiency and in the dimensions of performance of the public procurement: quality, time, price, transparency and sustainability. As it was verified that the beginning phase of the process of procurement public influences the result directly, this work make as product a manual of proceeding for the requisition of procurement public that can possible procurement public with efficiency and improve the expectations that who uses them. / A área de compras é essencial para a concretização dos objetivos de uma organização. No setor público não é diferente. As compras governamentais realizadas com eficiência promoverão o bom desempenho dos gastos públicos, proporcionando o funcionamento das atividades da administração pública assim como a realização de suas políticas públicas. Nesse sentido, é necessário constatar se esses gastos estão trazendo bons resultados e uma forma para isso é verificar a percepção que os usuários possuem sobre as compras realizadas. Portanto, esta pesquisa tem como objetivo analisar as compras realizadas por uma instituição pública, sob a perspectiva de quem as usufrui e propor um instrumento que auxilie a melhoria contínua dos gastos com as aquisições públicas. Para a elaboração do diagnóstico, foram utilizadas as pesquisas bibliográfica e documental para traçar as características da instituição em estudo, assim como a pesquisa com survey para verificar a percepção dos usuários. Os resultados foram analisados com base no princípio da eficiência e nas dimensões de desempenho das compras públicas: qualidade, celeridade, preço, transparência e sustentabilidade. Como foi constatado que a fase inicial do processo de compras influencia diretamente o resultado da compra, este trabalho gerou como produto um manual de procedimentos para a requisição de compras que possibilita a realização de compras mais eficientes e que atendam as expectativas de quem as usufrui.
