Peri-urban agriculture and population growth : the case of Asmara, Eritrea

The aim of this thesis is to provide a differentiated view of peri-urban agriculture in the context of urban population growth in Asmara, Eritrea. Peri-urban agriculture is viewed as a distinct type of broader urban agriculture, and in this case is not as subsistence-orientated as other branches of it. Urban population growth is comprised of three elements, namely, natural population increase, rural-urban migration and outward movement of people to the urban periphery linked to urban expansion. Each receives extensive treatment. Asmara is the capital city of Eritrea and using Weeks (2004:473) phrase can be termed as a “primate city”. As such, it exerts a major influence on the political, economic and cultural life of the country, but has never been subjected to this type of research. The analytical framework that is adopted is that of urban population growth. In order to operationalize it, theoretical insights into each of its three branches were applied. For example, the informalisation of the economy in developing cities was used to explain the operation of peri-urban agriculture in the context of natural population growth. An adaption of the original Harris-Todaro Model by Fields (2004) was used for the migrants, and the Mosaic Model by Bryant and Johnson (1992) for those facing urban encroachment. Primary data were collected in the field by the author with the help of research assistants. This was supplemented by secondary data which involved reports commissioned by the Ministry of Agriculture and the Ministry of Public Works. Focus Group discussions were also held to supplement the data with information, views and insights that do not emerge in one-to-one interviews. This thesis demonstrates that those respondents operating within the context of natural population growth make a viable living from peri-urban agriculture, but that they also recognise that there are considerable challenges to be faced. Three sub-groups of farmers are identified. Of these, poultry farmers are the most vulnerable because of the high costs of the inputs, the uncertainty associated with avian „flu and an undeveloped distribution network. The vegetable producers, on the other hand, have a sophisticated marketing network, but low levels of education, high household numbers and an impending shortage of land and water. The agriculturalists that have migrated to Asmara seem to have created sustainable occupations for themselves over a number of years. However, 75 percent of them felt that migration to Asmara was not worthwhile. This negative view is explained in terms of the struggle it has taken to maintain such a living and the growing shortage of land. This set of farmers achieves lower production levels than its city-reared counterparts, carries considerable expenses and has to hire its land. The farmers who have had to cope with urban encroachment fall into two classes. The first has chosen to remain in peri-urban agriculture despite feeling the pressure to scale down activities and thus have a lower income. The majority of this group are dairy farmers who have to trade off increasing costs of cattle feed against shrinking grazing land. They are unwilling to take the initiative to solve their land problems, but look to the authorities to do so. The second class of respondents in this category have abandoned their agricultural holdings. The majority of these agriculturalists are poultry farmers living in the Eastern side of the city. A shortage of agricultural land, high population densities and high costs of inputs make poultry farming difficult. This thesis, therefore, presents a multifaceted view of peri-urban agriculture. While each set of farmers has to cope with its own particular circumstances, there is a common factor. This is the tension between preserving agricultural land on the urban fringe and the need to expand the city to accommodate its inhabitants.

Designing and implementing a GIS-based cadastral database for land administration in the city of Asmara, Eritrea.

The knowledge and application of land information and GIS in Eritrea are very limited and as a result there is a shortage of sufficient, reliable, up-to-date and modem land information for decision-making. This study aimed to develop and design a GIS-based cadastral database for land administration in the city of Asmara, Eritrea. The two components of the cadastral data, the spatial and non-spatial were collected and processed in a GIS environment. GIS-based cadastral data was created to store the data. A recently acquired IKONOS image and existing Auto CAD data were the main sources of data for the study. Geo-rectification, conversion, ,building of topology, spatial adjustment, and digitizing were used' for creating the parcels and roads of Asmara city. A key of relation was created to link both the spatial and non-spatial components of the cadastre. The study used illustrated practical examples to show how GIS-based cadastral data could support land administration as practiced by the different divisions of the Municipal Office of Asmara city. The importance and usage of the cadastral database for urban planners and property valuators were detailed. Spatial and network analysis were used to develop bands for creating a banded property appraisal system for assessing the service catchment area~ of hospitals and the only fire station. Further, a location allocation model was <,I:lso developed to recommend suitable sites for new fire stations in the city of Asmara. It is recommended that the Municipal Office of Asmara adopts the designed GIS-based database. A study of the Eritrean art and material culture in the collections of the National Museum of Eritrea.

Eritrean art and material culture has not been accorded its rightful pace, neither has it been sufficiently isolated from its Ethiopian counterparts. Like the other reconstruction challenges facing Eritrea, following the 30 years' war for independence, the field of art and culture is in need of reconstruction. This study aimed to contextualize selected Eritrean material culture in terms of social, cultural, historical, art-historical and iconographic values. The selected artefacts have been studied in terms of construction, tactility of materials, iconography and functionality of the objects' form and surface. This dissertation provides a photographic documentation of the study samples. Results of this study indicate that makers of Eritrean material culture primarily aimed at the functional values of most of the objects instead of the aesthetic values. This is clearly shown on the form of the objects which describe the function. The makers produced the material culture to their own taste, reflecting the culture or religion they represent. The study samples are taken from the Ethnographic Section of the National Museum of Eritrea (NME). This study investigated museum practices, including challenges and limitations, as well as future plans of the NME. Information was elicited from knowledgeable individuals, fieldwork data collection, secondary sources and visual analysis of the study sample. The study recommended that this young institution (NME) needs to be empowered by the Government and solve its problems, so as to play a major role in reconstructing Eritrean cultural identity and preserving cultural heritage. In addition, research centres should be established to work on the process of the documentation and construction of Eritrean art history. Accounting education in Eritrea seems to lag behind the rest of the world, particularly in curriculum administration and development aspects of the discipline. The target group of the above programme was directed to the 11th grade candidates who have passed the matriculation exam. The primary goal of this training was to achieve qualified students and help them to prepare for the world of work at the end of the programme. A second goal was to assist them in their professional development as future accountants. The study therefore evaluated how successfully the Accounting curriculum helped the students to develop themselves academically and professionally. It was also aimed at providing some suggestions and recommendations to the curriculum developers and teachers of the college in particular and other interested parties to assist them in identifying different aspects of the object of evaluation questions to be addressed. The researcher used both a literature review and empirical data to achieve the desired aim. Based on the literature, the Accounting education concepts, the concepts of change and evaluation as well as the role of evaluation in relation to the Accounting curriculum had been reviewed in order to support the study with its theoretical background. In the empirical part of the study, it investigated the perceptions of the respondents concerning the current Accounting practice at ACC and its relationship with the world of work. The necessary empirical data were mainly collected by 1) interviews and 2)-document analysis. The respondents were seven: 1) the director of ACC, 2) two Accounting instructors from ACC, 3) two employers, and 4) two graduates students. A normal flow of text had been used to analyze each response given to the interview items by respondents and observation of documents.

Techno-economic assessment of off-grid PV systems in Eritrean buildings : A case study about apartment buildings in Asmara

Eritrea is experiencing difficulties as a result of its low rate of electricity, together with its expanding population and the significance of green energy in today's world. Due to poor infrastructure and capacity, Asmara's electricity grid is well known for being unreliable, with frequent power outages and load shedding. Due to its location in an area with high solar irradiance, Asmara has a lot of potential for PV. Using a reference hotel building that is based on a case study of a current construction project in the capital Asmara, this thesis has chosen to analyze if implementing PV systems with storage can produce sustainable electricity for residential homes in Asmara. Through a study visit to the current construction project, a load profile is designed. The reference hotel building's 96 apartments had an average daily energy consumption of 1828 kWh and a peak power demand of 207 kW based on the designed load profile. The PV system results showed that none of the PV systems was feasible or economical to implement on the reference hotel building. The PV-hydrogen system required less inverter capacity than the PV-battery system, however the PV-battery system was less expensive and needed less installed PV capacity. The COE for the PV-battery and PV-hydrogen systems was 580 respectively 226 times bigger than Eritrea's existing COE, which is not feasible from an economic standpoint. Additionally, both systems' installed PV capacities were greater than the maximum possible capacity on the reference hotel building.

English language teachers' practices in the development of grade nine learners' oral proficiency : a case study of students in Asmara, Eritrea.

The main focus of this study is on the causes of the problems in English language proficiency of Grade Nine high-school learners in Asmara, Eritrea, with reference to their oral skills, particularly for academic purposes. This study examines the way Grade Nine English teachers in Eritrea do or do not promote the development of Grade Nine learners' oral proficiency. The researcher's focus is on how the teachers structure their teaching approach to English and the way students learn the language in the classroom. The researcher looked at the practices of English language teachers by conducting observations in English classes in two high schools in Eritrea for about a month. The researcher obtained rich data via different methods of data collection with respect to the learners' oral development. The criteria that the researcher adopted for observation were those of the Communicative Orientation of Language Teaching Observation Scheme (COLT) (Allan, Frohlich, and Spada: 1983). In addition to the classroom observation, the researcher also conducted interviews with the teachers. Questionnaires were distributed to learners, after which focus-group discussions with selected students were conducted. The findings of this study are summarized as follows. Firstly, English teachers have teaching techniques which are ineffective in achieving the intended objective. They use the structural approach to language teaching, which is out-dated. Secondly, grammar is the main focus of lessons. Most of the students commented that more oral (speaking) classes should be included in the learning of language to achieve oral/aural proficiency. Preserving Power, Remaking the Past: Race, Colonialism, Modernism, and Architectural Preservation

This dissertation examines how institutions and individuals navigate the histories of racial difference and settler colonialism by focusing on architectural preservationists' explanations of what are referred to as white cities. Through dialogue between architectural history, international relations, and critical heritage studies, I map the making and remaking of the histories of white cities, or what were designed as "European" zones – in opposition to "Indigenous" zones – that brought together modernist architecture, white supremacy, early twentieth-century European settler colonialism, and architectural preservation. My focus on preservationists' narrations of these white cities extends interdisciplinary work charting their historical production from a group of scholars focusing on the relationship of architecture in the production of domination in European colonialism. My work extends this scholarship by shifting to preservationists' narrations of white cities through the question: how do preservationists remake the histories of racial difference and settler colonialism that underpinned the production of white cities? In this dissertation, I argue that preservationists remake the histories of racial difference and settler colonialism that produced white cities by relying on what I refer to as didactic narratives to legitimate preservation interventions. Preservationists use these didactic narratives to reframe white cities as part of national histories, the universalism of the World Heritage List, and the history of the modernist movement in architecture and planning. My argument advances by showing preservationists' appropriations of the didactic narratives in the World Heritage List inscription materials for White City of Tel Aviv (2003), Rabat, Modern Capital and Historic City: A Shared Heritage (2012), and Asmara: A Modernist African City (2017) and through ethnographic fieldwork with local preservationists in Casablanca and Tel Aviv. To frame these analyses, I map the institutional changes within the UNESCO World Heritage Committee that sought greater legitimacy by expanding the typological and geographical scope of the World Heritage List. To do so, the institution enlisted the International Committee for the Documentation and Conservation of Buildings, Sites, and Neighborhoods of the Modern Movement (DOCOMOMO-International) to recraft the criteria to include twentieth-century modernist architecture onto the List. However, DOCOMOMO promoted a particular way of interpreting white cities through the didactic narratives that led to the proliferation of white cities on the World Heritage List. By charting the different ways that preservationists appropriate the didactic narratives in the World Heritage List materials and in the text of semi-structured interviews and from participant observation, I show how the intersecting power structures of white supremacy and settler colonialism that were embedded in the production of white cities are adapted by preservationists in the co-constitution of international institutions, disciplinary knowledge, and individual subject positions. / Doctor of Philosophy / This dissertation considers how the histories of race and colonialism are narrated by architectural preservationists. I do so by focusing on preservationists' narrations of white cities, "European" enclaves designed in opposition to "Indigenous" zones in early 20th century settler colonialism. By focusing on the preservation of what were designed as racialized spaces, I explore how these histories of racial difference and colonialism are mediated by forms of knowledge, institutions, and individuals. Yet it is the focus on preservationists that I detail how preservationists silence, downplay, or mobilize the histories of white cities through three different narrative tropes of national histories, the universalism of the World Heritage List, and modernist movement architecture and design. I show how these narrative tropes justify preservation interventions while making some histories more accessible and others less so. To analyze how preservationists remake the histories of white cities, I map the creation and transformations of the primary international preservation organization, the World Heritage List. These institutional changes led to the addition of white cities in Asmara, Rabat, and Tel Aviv based on preservationists' adaptations of the three narrative tropes. I then show how these same narrative tropes are appropriated by local preservationists to remake the histories of race and colonialism in white cities. By drawing attention to the ways that the histories of race and colonialism are remade through the intersections of individuals, institutions, and forms of knowledge, the project shows how knowledge on the modernist movement is implicated in the constitution of power in the World Heritage List and in consolidating privileged subject positions. Moreover, my analysis opens up questions on the co-constitution of institutions, forms of knowledge, and individual subject positions. Lastly, the analysis demonstrates that individuals have the potential to challenge – rather than to uphold – the constellations of power etched into white cities. I show one instance of architectural preservationists challenging these structures of power in the preservation effort of Les Abattoirs in Casablanca in 2009-2013.
