An Examination of Virginia's Adult SNAP-Ed Program by Cost-Effectiveness Using Program Cost and Participant Self-Evaluations

The Supplemental Nutrition Assistance Program Education (SNAP-Ed) is an extension of the Supplemental Nutrition Assistance Program (SNAP) that aims to promote living healthier lifestyles for low-income participants of SNAP with limited resources. This thesis aims to investigate the effectiveness of Virginia's adult SNAP-Ed program through a cost-effective analysis (CEA) for fiscal year 2013 which requires the separation of the into the costs and the effects of the program. The costs for the program are categories as the labor, capital, material, and utility costs that are required to implement the adult SNAP-Ed program. The effects are measured as the number of participants who start, graduate, and improve from the start to the end of the program. The effects were measured on a retrospective self-assessment that measured both if a participant graduated and their magnitude of improvement. The analysis showed that as the state of Virginia the adult SNAP-Ed program incurred a cost of $2,488,170.07 with 6,759 participants starting the program and 3,704 of those that graduated in fiscal year 2013. Participants that improved on at least one of the questions by a score of one were 3,609 of the 3,704 that graduated. For the state of Virginia the cost effective ratio (CER) for starting a participant was $368 and CER of $672 for each graduated participant. An improvement on at least one question saw a CER value of $689. These findings show patterns that can be used for future policy implementation and the focus of the program. / Master of Science

As políticas de assistência estudantil na Universidade Federal de Alfenas: uma avaliação das ações no campus de Varginha entre 2009 e 2015

Este estudo, descritivo e exploratório, tem como objetivo verificar se as ações promovidas pelo Programa de Assistência Estudantil da UNIFAL – MG tem garantido a permanência dos estudantes de baixa renda do campus de Varginha. Com vistas a respaldar esse estudo, buscou-se contextualizar a história do ensino superior no Brasil, apresentando as resistências e os incentivos ocorridos nesse processo, a evolução das ofertas de vagas dos setores público e privado até culminar nas políticas de expansão e democratização de acesso ao ensino superior implementadas nas últimas décadas. A assistência estudantil também é discutida de forma conceitual, abordando o processo histórico que levou à institucionalização das práticas dessa política nas Instituições Federais de Ensino Superior, bem como a consolidação do Programa Nacional de Assistência Estudantil – PNAES, fruto de um longo processo de lutas dos movimentos sociais e estudantis. A operacionalização de tal estudo deu-se a partir de pesquisa documental, entrevista junto ao setor responsável pela assistência estudantil e aplicação de questionários junto aos alunos beneficiados com ações de assistência estudantil. Os resultados mostraram que o Programa de Assistência Estudantil implementado pela UNIFAL - MG é fundamental para a permanência dos estudantes beneficiados do campus de Varginha e apesar desta política estar contribuindo para mantê-los na universidade, alguns pontos precisam ser revistos e melhorados para atender de forma mais ampla as demandas para a permanência dos estudantes de baixa renda. / This descriptive and exploratory study aims to determine how the actions promoted by the Student Assistance Program UNIFAL – MG has impacted the permanence of students considered low income campus Varginha. In order to endorse this study, we sought to contextualize the history of higher education in Brazil, presenting the problems and incentives occurred in the process, the evolution of offers of places of public and private sectors culminating in the expansion and democratization of access higher education access implemented in recent decades. The student assistance is also discussed conceptually, addressing the historical process that led to the institutionalization of the practices of the policy in Federal Institutions of Higher Education, as well as the consolidation of the National Programme of Student Assistance – PNAES, the result of a long process of struggles of social and student movements. The operationalization of this study took place from documentary research, interview Along the Sector Responsible For Student Assistance and Questionnaires Application Along TO Benefiting Students with Student Assistance For Shares offered by UNIFAL - MG to campus Varginha. The results showed that the Student Assistance Program implemented by UNIFAL-MG is fundamental for the permanence of students benefiting from the Varginha campus and although this policy is helping to keep them in university, some points need to be reviewed and improved to meet the demands for the permanence of low-income students.

This dissertation focuses on the roles played by the United Nations experts Charles Abrams and G. Holmes Perkins in the foundation of METU Faculty of Architecture. It aims to highlight the ideas and ideals that informed Abrams&rsquo / s and Perkins&rsquo / s METU projects, and to delineate an integrative and multifaceted picture of their political and educational contexts. This picture may serve as a basis for future researches on the institutional and educational histories of METU Faculty of Architecture. It may also help to better understand the contributions of other administrators and instructors -- including First Acting Dean Thomas B. A. Godfrey and Dean Abdullah Kuran -- who played important parts in the formation of the educational direction of the Faculty. Abrams, as a United Nations consultant, paved the way for the foundation of METU Faculty of Architecture by recommending a school of architecture and community planning in Ankara, for the education of professionals competent in responding to the problems caused by rapid industrial expansion and urbanization. Perkins contributed to the foundation process of METU Faculty of Architecture. As the head of the team of experts from the University of Pennsylvania School of Fine Arts, who were sent by the United Nations to Ankara in 1955, he advised the Government of Turkey on &ldquo / the creation of a Faculty of Architecture, a Faculty of City and Regional Planning&rdquo / and two research institutes, as a first step towards an institution of university rank, and with a view to promoting &ldquo / a newer, more practical and modern approach to architecture and urban planning&rdquo / in Turkey. In this dissertation, Abrams&rsquo / s and Perkins&rsquo / s METU projects constitute a starting point for exploring significant themes in the changing political and educational trajectories in America in the mid-twentieth century. The influence of different interpretations of the notions of democracy, individuality and society on technical assistance, urban development policies and architectural education is also investigated. Abrams&rsquo / s professional and academic position as a &ldquo / reflective practitioner&rdquo / is appraised in the light of John Dewey&rsquo / s concepts of democracy, democratic education and &ldquo / reflective thinking.&rdquo / The changing professional and societal roles of the architect and the changing demands upon architectural education in the 1950s framed the background of Perkins&rsquo / s educational approach. The reappraisal of liberal education as part of professional education of the architect, the rising significance of an interdisciplinary pedagogical approach, and the development of &ldquo / organized research&rdquo / in architecture were among the major themes shaping new orientations in the field of architectural education in America in those years. In the dissertation, the lasting validity of these themes for today is highlighted.

A critical discourse analysis of Federal and Provincial government grants for post-secondary students with disabilities in Alberta and Ontario

Although higher education typically strengthens people with disabilities' chances to be in a competitive job market as a viable leverage to break away from poverty (Council of Canadians with Disabilities, 2014), the contemporary marketization of higher education within the era of neoliberalism has made degrees and diplomas increasingly unaffordable. The federal government responded to this predicament by increasing the Canada Social Transfer (CST) to offer up-front targeted funding to students with disabilities in 2008 (Kirby, 2011). However, virtually no literature has acknowledged whether financial grants meaningfully provide student with disabilities with an equitable opportunity to engage in post-secondary education (PSE). Using a critical discourse analysis (CDA) on government online materials that address federal and provincial disability grants for post-secondary students with disabilities in Alberta and Ontario, this thesis reveals how the neoliberal rhetoric of personal responsibility colonizes government disability grants and leaves students with "more responsibility" and "less control" over their finances in an already disabling world. / October 2015

PROMOTING HEALTHY HOME-COOKED FAMILY MEALS: EVALUATION OF A SOCIAL MARKETING PROGRAM TARGETING LOW-INCOME MOTHERS

Objective: Evaluate how a social marketing approach compares to traditional nutrition education curriculum for promoting behavioral changes related to eating and food. Design: Nonequivalent comparison group, entry-exit design. Participants from 12 Kentucky counties assigned either comparison or pilot group. Comparison group received traditional nutrition education curriculum and pilot group received the social marketing program, Cook Together, Eat Together (CTET) curriculum. EFNEP’s Behavior Checklist and 24-Hour Dietary Recall were administered at entry and exit of the 8-week programs. Participants: Females (18-72 years of age) from families eligible to receive SNAP benefits (n=64 comparison group participants, n=60 pilot group participants). Intervention: Comparison group completed an 8-week standard lesson and pilot group completed CTET program in varying time frames (1-8 weeks). Main Outcome Measures: Eating behavior changes between entry and exit for comparison versus pilot. Analysis: Quantitative data were analyzed using independent and paired t-tests with significance of P≤ 0.05 and 0.10. Results: Groups were demographically similar. Both had significant differences in entry and exit scores for Behavior Checklist and 24-Hour Recall (P≤ 0.05). Conclusion and Implications: Positive behavior change was observed in both comparison and pilot groups. A social marketing program proves to be a promising approach to nutrition education.

The actions and practices of individuals in charge of the system, the power relations, as well as the result of the actions of the ones involved in the exposed children's education were analyzed . The sources' survey was conducted in theArquivo do Museu da Santa Casa de Misericórdia de São Paulo. The Relatórios da Mesa Administrativa for the years 1902 to 1947 were consulted, mainly the ones relative to the years of 1903, 1936, 1943 and 1944. The reports consisted of "reports" sent by the heads of institutions maintained by the Irmandade: Hospital Central, São Luiz Gonzaga, Externato São José, Hospital dos Lázaros, Asilo Santo Antonio and the Asilo dos Expostos. The exposed children's stewardshipreports were composed of two parts. In the first part, the steward reported the major events and the development of the activities taking place in the various sections of the asylum: leadership, school, wet nurses. The second part, written by the physician in charge for the children's medical assistance, discoursed on the of health, hygiene and wet nurses' nurture conditions . Those reports allow to identify the actions and practices of the stewards. From 1943 on, the kindergarten teacher's report was also available, as well as the social worker's one. A literature search was also conducted about São Paulo city's socioeconomic background and also on childhood social history, with an emphasis on the institutionalized child. It was possible to observe that Misericordia's assistance was dynamic, that is, it incorporated, although slowly, innovations concerning assistance and education to poor children. However, interventions in order to provide social mobility to those children were not detected, but rather an acceptance with their social status / Esta pesquisa aborda o sistema assistencial da Irmandade da Misericórdia de São Paulo para as crianças expostas do final do século XIX a meados do século XX. Analisou-se as ações e práticas dos responsáveis pelo sistema, as relações de poder, bem como o resultado da atuação dos sujeitos envolvidos na educação dos expostos. O levantamento das fontes foi realizado no Arquivo do Museu da Santa Casa de Misericórdia de São Paulo. Consultei os Relatórios da Mesa Administrativa relativos aos anos de 1902 a 1947, principalmente os referentes aos anos de 1903, 1936, 1943 e 1944. Os relatórios eram compostos por "relatórios" enviados pelos responsáveis pelas instituições mantidas pela Irmandade: Hospital Central, São Luiz Gonzaga, Externato São José, Hospital dos Lázaros, Asilo Santo Antonio e o Asilo dos Expostos. Os relatórios da mordomia dos expostos eram compostos de duas partes. Em uma primeira, o mordomo relatava os principais acontecimentos e o desenvolvimento das atividades nas diversas seções do Asilo: direção, escola, amas-de-leite. A segunda era elaborada pelo médico responsável pela assistência médica discorria sobre as condições de saúde, higiene e a criação das crianças pelas amas de leite. Os relatórios permitem identificar as ações e práticas dos mordomos. A partir de 1943, tem-se também o relatório da professora responsável pelo Jardim de Infância e da assistente social. Foi realizada ainda pesquisa bibliográfica sobre o contexto socioeconômico da cidade de São Paulo e acerca da História social da infância, Com ênfase na criança institucionalizada. Com esta pesquisa foi possível perceber que a assistência da Misericórdia era dinâmica, ou seja, incorporava, ainda que lentamente as inovações referentes à assistência e educação de crianças pobres. Contudo, não se percebe uma intervenção no sentido de propiciar mobilidade social às crianças, mas uma conformação ao seu status social
