Facing the global situation and challenges that were getting to be severely competitive, all over the countries in the world started to implement ¡§Government Innovation¡¨ and imported the concept of business operation for promoting the competitive edge. Benchmarking originated in the business industries that had made remarkable success with it. Benchmarking is a process¢wa series of actions, steps, functions, or activities that bring about an end or a result: the identification and importation of best practices to improve performance. This research systematically introduced the contents and application procedure of benchmarking, and probed into the successful experience of implementing benchmarking from advanced countries in the world, then chose Kaohsiung Tzuo-ying District Administration as a case study. After practically applying benchmarking to Kaohsiung Tzuo-ying District Administration and analyzing the results of the questionnaire, there are some findings as follows:
1. The leader¡¦s support and employees¡¦ identification are critical factors for successfully implementing benchmarking.
2. Employees always exclude the implementation of new policy.
3. The work attitude of benchmarking team is very important for the benchmarking project.
4. The benchmarking project needs the support of the benchmarking partner.
5. It¡¦ll be necessary to apply multi-approach to stimulate employee to get involved with benchmarking project.
6. The results of questionnaire indicate that the level of understanding, approval of the benchmarking project and the level of being willing to participate is obviously relevant.
According to the above findings, this research offered recommendations for Kaohsiung Tzuo-ying District Administration and Kaohsiung City government as follows:

Benchmarks have played a very important role in guiding the progress of computer
science systems in various ways. Specifically, in Autonomous environments it has a
major role to play. System crashes and software failures are a basic part of a software
system’s life-cycle and to overcome or rather make it as less vulnerable as possible is the
main purpose of recovery oriented computing. This is usually done by trying to reduce
the downtime by automatically and efficiently recovering from a broad class of transient
software failures without having to modify applications. There have been various types of
benchmarks for recovering from a failure, but in this paper we intend to create a
benchmark framework called the warning benchmarks to measure and evaluate the
recovery oriented systems. It consists of the known and the unknown failures and few
benchmark techniques which the warning benchmarks handle with the help of various

Efter en genomgång av tidigare studier fann vi dessutom attbrister finns gällande vetskapen hur användandet avintern benchmarking upplevs. Få studier har gjortsinom detaljhandeln där intern benchmarking tycksvara användbart. Syfte Syftet med studien är att få en större kunskap kringupplevelserna av intern benchmarking inomdetaljhandeln. Studien syftar även till att redogöra förvad det är som ligger bakom en framgångsrik internbenchmarking. Frågeställningar Hur upplevs intern benchmarking inom detaljhandeln? Vilka är de kritiska faktorerna för framgångsrik internbenchmarking? Metod Studien utgörs av en kvalitativ ansats bestående av 2 intervjuer med företagsledning och 5 intervjuer medvaruhuschefer. Studien har även en kvantitativ delsom består av en enkätundersökning med enpopulation på 75 personer. Slutsats Studiens slutsats är att intern benchmarking upplevs som motiverande, stimulerande, användbart i dendagliga verksamheten samt ökar förståelsen förorganisationen. Kritiska faktorer bakom enframgångsrik intern benchmarkingprocess är en tydlig process, utbildning, tillgång till data, ett bra forum förkommunikation och högt deltagande av anställda. / Background Benchmarking is a popular managament tool butstudies have shown that benchmarking is notconsidered as an effective management tool as othermanagement tools, what the critical factors behind asuccessful internal benchmarking should therefore belooked into further. We also found, after reviewingformer studies, that there are lack of informationabout the experience of using internal benchmarking. Only a few studies have been done in retail whereinternal benchmarking seems useful. Aim The aim with the studie is to get more knowledgeabout the experiences of internal benchmarking inretail. The study also aims to state the critical factorsbehind a successful internal benchmarking. Research questions What is the experience of internal benchmarking inretail? What are the critical factors behind a successfulinternal benchmarking? Methodology The study has a qualitative approach and consists of 2 interviews with management and 5 interviews withstore managers. The studie also has an quantitativeapproach that consists of a survey with a populationof 75 people. Conclusion The conclusion of the study is that internalbenchmarking are experienced as motivating,stimulating, useful in the daily business and alsoincreases the understanding of the organization. Critical factors behind succescfull internalbenchmarking process are a clear process, education,access of data, a good forum for communication andhigh participation rate of the employees.

Benchmarking and development of webGIS in Ontario: implications for public use in planningChan, Calvin 05 July 2007 (has links)
Governments use the Internet as another means to offer services to the public. One such service is to deliver GIS over the Internet, also known as webGIS. While some Ontario municipalities provide webGIS services, its level of deployment across Ontario is unknown. Further, the mechanisms behind implementation and its effects on public engagement in planning issues are uncertain. This thesis attempts to answer some of these questions.
All known Ontario municipal websites were surveyed to determine the level of webGIS provision. These webGIS were then benchmarked using a set of criteria from four categories (Accessibility, Data Availability, Functionality, Presentation/Utilities). A secondary set of criteria was also used to analyze related areas about webGIS provision. Interviews were conducted with nine municipal officials about the development and implementation of their municipality’s webGIS. Issues discussed include rationales, funding, implementation, webGIS technology, data issues, positive effects, obstacles to development, and user effects.
Of the 445 Ontario municipalities, 41 offered webGIS services to their community. The municipal webGIS showed a wide range of services from basic visualization to more advanced editing tools. The scores within each category and from the secondary criteria were discussed. The interviews revealed a variety of reasons for developing and implementing webGIS. The major positive effect from webGIS was an increase in efficiency for municipal officials and greater access to municipal data for everyday users.
Municipal webGIS has benefited both municipal employees and public users as an information tool. However, further research was required on adapting techniques for two-way interaction into municipal webGIS. The use of supply chain management is of increasing importance in the wood industry. The overall wood-flow starts with standing trees in forests and continues with harvesting, bucking, sorting, transportation to terminals, sawmills, pulp mills, paper mills and heating plants, conversion into products like pulp, paper, lumber and ends at different customers. 237 Co-ordinating this wood-flow is important for the effectiveness of the whole supply chain "wood" as there is a pressure to reduce costs, expand globally, introduce new products fast and increase service levels. This paper analyses the supply chain of the Austrian wood industry and their sub-branches sawmilling industry, wood working industry, panel industry and paper industry. Within the framework of a study, carried out in co-operation with the Association of the Austrian Wood Industries and the Institute of Transport Economics and Logistics (Vienna University of Economics and Business Administration), companies of the Austrian wood industry had been asked about their procurement and distribution policies and important characteristics. Based on these results this paper aims to show potentials for further improvements. One significant result is the fact that stocks are rather high and lead to high capital costs. Supply chain management helps to reduce stocks and stock costs through a better collaboration of all supply chain partners and introduction of supply chain management systems like EDI. Another possibility to control the so-called bullwhipeffect responsible for high stocks is to reduce uncertainty through centralising information. (...) The paper also deals with a simplification, synchronisation and automation of processes in this branch. This study aims to offer all participating companies a possibility for benchmarking and to make them aware of the necessity of supply chain management.
