Nesse contexto, a aplicação de estratégias de gestão da informação em bibliotecas híbridas proporciona à sua estrutura organizacional o desenvolvimento de políticas públicas favoráveis ao desenvolvimento de comunidades, na medida em que contribui para o bom funcionamento da instituição. O problema desta pesquisa vinculou-se ao potencial que as bibliotecas híbridas oferecem à sociedade. É a partir dessa percepção que se estabeleceu um elo entre os ambientes híbridos, a gestão da informação e o processo de desenvolvimento das comunidades por meio das bibliotecas públicas. O objetivo foi verificar de que maneira as bibliotecas híbridas, por meio de suas políticas públicas, tecnologias e estruturas organizacionais, podem oferecer estratégias de desenvolvimento das comunidades nas quais estão inseridas. (Resumo completo, clicar acesso eletrônico abaixo) / Abstract: In considering the environment of a public library as a living organism, constantly changing, which changes and turns towards the development of society, hybrid spaces are considered, where traditional and digital technologies are complementary. In this context, the application of information management strategies in hybrid library provides to its organizational structures the development of public policies favorable to the development of communities, in that it contributes to the smooth functioning of the institution. The problem of this research was linked to the potential that the hybrid libraries provide to society. From this perception, a link between hybrid environments, informational management and development process of communities was established through public libraries. The objective was to verify how the hybrid libraries, through their public policies, technologies and organizational structures can offer development strategies of communities in which are inserted. The research was characterized by a qualitative, descriptive and exploratory nature, and the Multiple Case Study method was used to compare the contexts of the hybrid libraries in the United Kingdom and Brazil. Content Analysis was a strategic tool used to establish the basic categories for data exploration, through a literature review in the Information Science literature about the similarities and differences between the concept of "hybridity" and the structural environment of the public library. Some similarities between the UK and Brazilian libraries are closely linked to the proposition that the role of these libraries is to move actions to create reading and writing opportunities for all groups of their user population. Descreve e analisa quem são os atores sociais por trás desse equipamento cultural, analisando os interesses que estão em jogo naquele território; a complexa dinâmica entre os moradores, a polícia e a biblioteca também são descritos e analisados, baseados no trabalho de campo desenvolvido. A partir da fundamentação teórica, observações diretas, e das entrevistas semiestruturadas com as crianças que frequentam o espaço e dos profissionais que lá trabalham, procurou-se entender as dinâmicas que ocorrem para a construção diária da biblioteca. Os resultados do estudo apontam que há uma precariedade no que se refere à gestão do espaço, e, consequentemente do projeto das UPPs, porém, através das narrativas das crianças entrevistadas, pode-se perceber os benefícios que a biblioteca gera para a comunidade, que vão muito além da leitura e que produzem maior acesso a serviços e a informações que são fundamentais para a cidadania; também foi possível verificar a apropriação que as crianças desenvolveram com o espaço, através de vários usos não-programados da biblioteca. / The present study proposed to investigate the impacts generated in the community after the inauguration of the Morro do Andaraí library. It describes and analyzes who the social actors are behind this cultural equipment, analyzing the interests that are at stake in that territory; the complex dynamics among the residents, the police and the library are also described and analyzed, based on the fieldwork developed. From the theoretical basis, direct observations, and semi-structured interviews with the children who attend the space and the professionals who work there, we sought to understand the dynamics that occur for the daily construction of the library. The results of the study indicate that there is a precariousness regarding space management, and consequently of the UPPs project, however, through the narratives of the children interviewed, one can perceive the benefits that the library generates for the community; benefits that go far beyond reading and produce greater access to services and information that are fundamental to citizenship; it was also possible to verify the appropriation that the children developed with the space, through several non-programmed uses of the library.

In order to do so, through a statistical series of statistical data of use, analyzed the increment of the use of the public libraries of the CEUs – Centro de Educação Unificado, from the City Hall of São Paulo, from 2006 to 2017. Created in this new project of school equipment, libraries were planned not only to serve it, but also to promote the use of the whole community around it in which practically the totality of the 46 units is located in neighborhoods of the urban periphery. As indicators of the users' profile and the use of the units, the data referring to age, sex and level of schooling were collected and organized in tables and graphs, crossing them with the type of literature they are looking for (children's literature, literature in general, books didactic and reference works). The main findings were: expressive growth of loans in the period, predominantly by white, female and with at least minimum elementary education / Este trabalho teve por objetivo analisar o perfil dos usuários, suas escolhas literárias e os possíveis incrementos que a criação de bibliotecas públicas, em regiões altamente carentes de equipamentos culturais públicos, causa na população de seu entorno, com apoio nas contribuições de Bourdieu e Darbel (2003), primordialmente no que se refere ao acesso a bens culturais e sua relação com o capital cultural dos usuários Para tanto, por meio de série histórica de dados estatísticos de uso, analisou o incremento da utilização das bibliotecas públicas da rede CEUs - Centros Educacionais Unificados, da Prefeitura Municipal de São Paulo, no período de 2006 a 2017. Criadas nesse novo projeto de equipamento escolar, as bibliotecas foram planejadas não só para servir a ele, como para favorecer o uso por toda a comunidade de seu entorno, na medida em que praticamente a totalidade das 46 unidades situa-se em bairros da periferia urbana. Como indicadores do perfil dos usuários e do uso das unidades foram levantados e organizados em tabelas e gráficos os dados referentes à idade, sexo, raça/cor e nível de escolaridade, cruzando-os com o tipo de literatura que procuram (literatura infantojuvenil, literatura geral, livros didáticos e obras de referência).
