The Port Elizabeth disturbances of October, 1920

Chapter one suggests thet trade and merchant capital, which were crucial to Port Elizabeth's economic development during the nineteenth century, was subsumed by the rise of manufactures and industrial capital after the First World War. Industrial expansion was cut short by the post-war recession, which caused un- and underemployment. The black worker, who experienced a severe loss in real earnings on account of the increased cost of living, became involved in a struggle with employers for wage increases. Chapter two shows how the policy of segregation was applied in Port Elizabeth, which meant that the workers were subjected to an increasing degree of control and regulation of their daily lives. The conditions of reproduction in the black townships fostered inter-racial and cross-class mobilisation which culminated in the formation of a general labour union, the Port Elizabeth Industrial and Commercial Workers' Union (PEICWU). Chapter three will suggest links between the tradition in Port Elizabeth of worker resistance and the unionisation of black workers in the post-war period. Thus, the first three chapters attempt to provide a historical perspective for analysing the underlying causes of the 1920 Port Elizabeth disturbances. The immediate cause of the disturbances was the arrest of the Union leader, Masabalala, after he called for a general strike. Chapter four will show how the intervention of the local authorities provoked a spontaneous act of defiance on the part of Union members. A demonstration outside the Baakens Street Police Station to demand the release of Masabalala, precipitated the tragic shootings of 23 October 1920. The repressive violence which left 22 dead (with two further deaths resulting indirectly from the incident) was unprecedented in South African history. The resolution of the crisis brought the workers no nearer to obtaining a reasonable settlement of the wage issue. If anything, the resolve of employers to deny wage demands was hardened by the actions of the local authorities, who attributed the disturbances to ' agitation '. Such thinly-disguised justifications of the shootings by the dominant classes, however, provoked recriminations from other quarters. Chapter five examines the legal and political ramifications of the Port Elizabeth shootings. The circumstances of the shootings prompted the Smuts Government to appoint a Commission of Enquiry in the face of public pressure. The Commission found that the Police and vigilantes were largely to blame for the high death toll. But the Government's 'whitewash' of the findings could not absolve the Police from culpability entirely, nor could it sidestep its own responsibility and liability to victims of the shootings. Finally, in Chapter six, an attempt will be made to assess the long term impact of the shootings on the PElCU and the black labour movement in Port Elizabeth generally. The outcome of the episode was a victory for employers, which dealt a body blow to worker organisation which only became resurgent in the 1950s.

Interaction and transaction : a study of conciliar behaviour in a Black South African township

The recent history of Africa is one of rapid chance. This process is still continuing and even accelerating. The peoples of Africa are being drawn from a subsistence way of life to a money economy and, more often than not, from a rural to an urban environment. South Africa is no exception to this pattern. In fact, as the most developed country on the continent it is in the front-line of this transformation. Various facets of this problem have held the attention of anthropologists world-wide. Southern Africa specifically has produced some of the earliest urban studies (Hellman, 1948), as well as some of the classical contributions to the field (Mitchell, 1956, 1960, 1966, 1969, 1970; Epstein, 1958; Mayer, 1961, "(1971), 1962; Pauw, 1963). Complex as the urban problems are, anthropologists have obviously not been alone in this field. Workers from many disciplines have been and still are required to contribute to the understanding of the process or urbanization as well as the urban process. Partly for this reason no attempt has been made in the present study to illuminate all the varied facets of the urban field. In general, the focus has been on the urban process and more specifically, on part of a local-level political system. Thus only a limited problem has been selected for analysis.

Achievement motivation in a group of educated Blacks in the mining industry and its implications on job performance

Summary: The central purpose of this study was to establish whether there is a positive relationship between a high achievement motive (as measured by the Thematic Apperception Test, using the Arnold's scoring system) in Blacks and Good Job Performance (as measured by good merit and supervisory ratings). Factors taken into consideration in the study were: (i)level of urbanization (ii)resistance to change (iii)job satisfaction. An alternative method of scoring the T.A.T. (McClelland) was compared with the Arnold System. A novel T.A.T. was designed with pictures with which the Blacks could easily identify, so that the writing of stories was facilitated. The level of urbanization and resistance to change were measured on the Urban- Rural Scale. Job satisfaction was measured by means of the Job Satisfaction Index. The measures of job performance were obtained by means of 'man specifications' and merit ratings. The Achievement Motivation Score was found to be significantly positively correlated at the ,05 level with job performance ratings, but a predictive study would have to be carried out before it can be accepted as predictive of job performance. Level of urbanization had no significant effect on the achievement, motivation scorer (Arnold System) whereas 'the 'Resistance to Change' factor was found to be significantly negatively correlated at the ,05 level with the achievement motivation scores (Arnold). 'Too little information was available to establish the relationship between high achievement motivation scores (Arnold), low job performance ratings and low job satisfaction scores. No significant correlations was obtained between the McClelland scores on the T.A.T., and the Arnold scores as well as between the McClelland scores on the T.A.T. and job performance ratings. The T.A.T., using the Arnold scoring system, proved to be a reliable test (both test - retest and inter - scorer reliabilities This study showed that the T.A.T. has strong possibilities of playing a large role in the selection of Blacks for higher level jobs in industry.

A corpus-based investigation of Xhosa English in the classroom setting

This study is an investigation of Xhosa English as used by teachers in the Grahamstown area of the Eastern Cape. The aims of the study were firstly, to compile a 20 000 word mini-corpus of the spoken English of Xhosa mother-tongue teachers in Grahamstown, and to use this data to describe the characteristics of Xhosa English used in the classroom context; and secondly, to assess the usefulness of a corpus-based approach to a study of this nature. The English of five Xhosa mother-tongue teachers was investigated. These teachers were recorded while teaching in English and the data was then transcribed for analysis. The data was analysed using Wordsmith Tools to investigate patterns in the teachers' language. Grammatical, lexical and discourse patterns were explored based on the findings of other researchers' investigations of Black South African English and Xhosa English. In general, many of the patterns reported in the literature were found in the data, but to a lesser extent than reported in literature which gave quantitative information. The implications of the abolition of influx control legislation in the Western Cape

Bibliography: pages 259-277. / Influx control legislation was formally abolished in South Africa in 1986. This thesis investigates the social processes set in motion with its abolition in the spheres of employment and urbanisation and argues that the way in which influx control has been defined is central to any analysis concerned with its abolition. In this regard, influx control has been viewed in two senses: a narrow one in which it has been equated with formal influx control legislation, 'the pass laws'; and, secondly and more broadly, through definitions which embrace all methods of control over African urbanisation and associated labour mobility. This thesis argues that, in the macro domain, while influx control in its narrow sense has been abolished, it has been replaced with far more complex and subtle forms of control. These ostensibly racially neutral measures, an 'orderly urbanisation' policy and a wide variety of laws existing on South African statute books continue to circumscribe African rights. The research focuses on a specific region, the Western Cape, an area where influx control has been more harshly implemented than elsewhere through the implementation of the Coloured Labour Preference Policy. This thesis investigates on a micro-level, via the medium of a company compound, how people at both an individual and institutional level have interpreted the legislative changes and acted upon them. The particular range of actors include government officials, employers and employer organisations, union representatives, and migrant workers and their families living in the company compound. The evidence I present was obtained primarily through interviews and ethnographic field-research conducted in 1988. A particular concern of the thesis has been to examine the disjunction between policy and practice as pursued by government officials and the effects and implications arising from this among the actors mentioned above. The main themes which have emerged from this research are those of confusion and a lack of knowledge among many of the informants. It was found that high-ranking government officials lack consensus on vital issues of citizenship and employment which affect the lives of thousands of Transkeian and Ciskeian citizens. Employers, confused by the confusion in government departments, and confronted by a new situation and new sets of rules have either ignored these or succumbed to government policy. Equally, unions have been slow to respond or systematically adopt a policy on the 1986 legislative changes. Finally, it was found that migrant workers and their families are availing themselves of opportunities presented by the abolition of influx control legislation in terms of freedom of movement, although as I argue, this takes the form of a complex range of fluid and dynamic movement patterns between the compound, the rural areas and urban townships. This complexity, as the thesis demonstrates, is reflected both in the attitudes and in the practical daily living arrangements of the workers as they respond to and interpret the macro-level forces which affect them.

Older persons' care as life care : a pastoral assessment of the ecclesia praxis within the African Methodist Episcopal Church in South Africa

Thesis (PhD)--Stellenbosch University, 2015. / ENGLISH ABSTRACT: This study is a pastoral care strategy for the affirmation of the dignity of the poor Black older persons. In this study there is a discussion of how the poor Black older persons suffered the defacement of their dignity under Apartheid and how to a large extent their dignity is still being defaced under the new democratic dispensation in South Africa. These poor Black older persons are victims of various forms of older person abuse. They experience the prejudice of ageism intensely as it is exacerbated by racism; and with no appropriate medical and health strategies in place to provide quality health care; and with inappropriate housing, social services, and residential care services, their dignity is denied. Due to past discriminatory laws and policies these vulnerable older persons suffer the consequences of low levels of formal education within an environment of engineered poverty and racial discrimination which made it impossible for them to enter into quality employment which would enable them to provide adequately for old age. The deprivation thus experienced made it difficult for them to flourish economically and otherwise. At present they are still marginalised and they experience intense forms of loneliness. These poor Black older persons continue to suffer humiliation and indignity in spite of legislation and policies purporting to ensure their well-being. Within a society embracing a neo-liberalist philosophy they are considered unimportant as they do not contribute productively to the economic well-being of the community and are therefore relegated to the lowest ranks of society. With the effacement of their dignity through socially constructed systems their human development is seriously hampered, resulting in a disintegration of human wholeness. The inequality that the poor Black older persons suffer is an indictment against humanity as these older persons have the right to feel at home on the planet. Due to the fact that they are not recognised as having been created in the image and likeness of God, their uniqueness and distinctness as human beings are denied, their identities distorted, and they are not considered worthy citizens. In order to affirm the dignity of the poor Black older persons a practical theological methodology as proposed by Osmer (2008) and consisting of four tasks, has been employed. The notion of a moral economy for the affirmation of the dignity of these poor Black older persons has been utilised. With the moral economy orientation linked with a Liberation Theology methodology the dignity of the poor Black older persons is affirmed as a personal attribute based on the older persons being a category of people being carried into old age by God, enjoying privileged positions of honour and respect, and being eschatological signs and symbols of God’s goodwill towards restored communities in Christ. Within a moral economy the values of reciprocity, responsibility, and interdependence are used to affirm the dignity of these older persons intergenerationally and contextually. / AFRIKAANSE OPSOMMING: Hierdie studie is ʼn pastorale sorg strategie vir die bevestiging van die menswaardigheid van die arm Swart ouer persone. In hierdie studie word daar aangedui hoe die arm Swart ouer persone se menswaardigheid onder Apartheid en in ‘n groot mate in die nuwe demokratiese dispensasie geskend is. Die arm Swart ouer persone het die slagoffers geword van verskeie vorms van misbruik. Die diskriminasie teen ouderdom word intensief deur hulle ervaar soos dit vererger word deur rassisme; en met geen behoorlike mediese en gesondheidstrategieë in plek om in die behoefte van hierdie kwesbare ouer persone te voorsien nie; en met gebrekkige behuising, sosiale dienste en onvoldoende plekke van sorg vir ouer mense, is die menswaardigheid van hierdie ouer mense erg misken. Weens historiese diskriminerende wette en regeringbeleid ly hierdie kwesbare ouer persone die gevolge van lae vlakke van formele opvoeding binne ‘n omgewing waar armoede kunsmatig geskep is en waar rassediskriminasie geheers het. Hierdie omstandighede het dit vir hulle onmoontlik gemaak om kwaliteit werk te kry wat hulle in staat sou stel om toepaslik vir die ouderdom voor te berei. Die ontberinge wat gevolglik gely word, maak hulle ekonomiese en andersydse ontwikkeling onmoontlik. Hulle is gemarginaliseerd en ly aan intense eensaamheid. Hierdie arm Swart ouer persone gaan voort om vernedering en onmenswaardighede te ly ongeag van wetgewing en beleidstukke bedoel vir hul welsyn. Binne die gemeenskap wat ‘n neoliberalisties filosofie aanvaar, word hierdie ouer mense misken omdat hulle nie produktief tot die ekonomiese welvaart van die gemeenskap bydra nie, en daarom word hulle beskou as sonder enige sosiale kapitaal wat hulle dan sosio-ekonomies op die laagste vlak van die gemeenskap sonder enige erkenning van hulle menswaarde en menswaardigheid plaas. Met die skending van hul menswaardigheid deur sosiaal gekonstrueerde sisteme word hul menslike opbloei ernstig gestrem wat lei tot die disintegrasie van menslike heelheid binne die demokratiese bestel van die Republiek van Suid- Afrika. Om die menswaardigheid van hierdie arm Swart ouer mense na te gaan, is ’n praktiese teologiese metodologie gebruik soos voorgestel deur Osmer (2008) en word die vier teologiese take soos deur hierdie metodologie voorgestel, gevolg. Betreffende die vierde taak van hierdie metodologie is die konsep van ’n morele ekonomie gebruik vir die bevestiging van die menswaardigheid van die arm Swart ouer persone. Creating a savings culture for the black middle class in South Africa : policy guidelines and lessons from China and India

Thesis (MBA (Business Management))--University of Stellenbosch, 2009. / ENGLISH ABSTRACT: High levels of gross national savings reduce a country’s reliance and exposure to the vagaries of the global capital market. On an individual level, delaying consumption and providing for future needs and prosperity is a necessary condition to improve or maintain the quality of life. India and China’s gross national savings and, in particular, their household savings rates are higher than those of South Africa. Within the context of sustaining the global competitiveness of these developing countries - each with a burgeoning middle class – there is a need to ensure that policy formulation recognises the consumption and savings needs of this segment of the population. With a view to understanding the reasons why the household savings rates of China and India are so high in comparison to South Africa, this report investigates whether (and to what extent) South African policy makers can learn from China and India in the design of its policy framework to reduce consumption and create a savings culture. This research project is a comparative analysis of the determinants of household savings behaviour in China, India and South Africa, with specific reference to the consumer behaviour of the middle class consumer in each country. The comparative analysis draws on secondary sources such as journal articles, books, completed research and the Internet. While India and China have high household savings rates, this is not as a function of policy reforms that were introduced to encourage saving. Rather, an absence of sufficient financial sector development and a weak social safety net, coupled with a collective household culture and attitude that values saving ahead of consumption, that has resulted in households in India and China, and in particular middle income households, saving to ensure adequate provision is made. In South Africa, the impacts of financial liberalisation and a flawed social security system have resulted in a failure to provide broad based income protection. Increased consumer access to financial services coupled with a coherent social security structure and continued government investment are critical threads that must pervade the reform agenda in South Africa. / AFRIKAANSE OPSOMMING: Hoë bruto nasionale spaarvlakke verminder ’n land se afhanklikheid van en blootstelling aan die wisselvalligheid van die internasionale kapitaalmark. Op ’n individuele vlak is die uitstel van verbruiksbesteding en voorsiening vir toekomstige behoeftes en voorspoed ’n voorvereiste vir die verbetering of handhawing van lewenspeil. Indië en China se bruto nasionale spaarvlakke, en in die besonder hul huishoudelike spaarkoerse, is hoër as dié van Suid-Afrika. Binne die konteks van die volhoubare wêreldwye mededingendheid van hierdie ontwikkelende lande – elk met ’n ontluikende middelklas – is daar ’n behoefte om te verseker dat beleidsformulering die verbruiks- en spaarbehoeftes van hierdie segment van die bevolking erken. Om te probeer verstaan waarom die huishoudelike spaarkoerse in China en Indië so hoog is in vergelyking met Suid-Afrika, ondersoek hierdie verslag of (in en watter mate) Suid-Afrikaanse beleidvormers by China en Indië kan gaan kers opsteek ten opsigte van die ontwerp van sy beleidsraamwerk om verbruik te verminder en ’n spaarkultuur te skep. Black economic empowerment : looking at ROE, ROA, P/E and gearing of companies listed on JSE from Impumelelo edition (2000.2001) : comparative financial analysis

Thesis (MBA)--Stellenbosch University, 2003. / ENGLISH ABSTRACT: This empirical study was aimed at analysing the financial performance of black economic empowered companies, as selected per Impumelelo publication - 2000/1 edition. The Unit of Analysis of this study is therefore the phenomenon commonly described as Black Economic Empowerment, and in particular the financial performance of these business entities with specific interest in the following ratios; ROE, ROA, PIE and DIE. The fundamental problems analysed in this study are: Whether these Companies can financially perform consistently, with specific reference to ROE (Management effectiveness) and ROA (Company's efficiency); Whether these Companies utilised their capital efficiently - Financial leverage; Whether is worth investing in any commercial bank or in black economic empowerment Companies; Market perception of these Companies; Whether these Companies are really highly geared; through a comparative study between Impumelelo sample and similar white-owned companies, to assess the better performer on Management effectiveness and Company efficiency. The purpose of this study was further to draw appropriate empowerment strategies from the U.S.A, Malaysia and Brazil; contextualised them into the South African situation. The outcomes of these analysis revealed that black economic empowerment companies are indeed highly geared than their white-counterparts, and due to this inherent risk inconsistency in performance has been identified. Within the selected performance categories only half of the sample is classified as good performers, eight percent as excellent performers while profitability is maintained by seventy six percent of the companies. Over the period reviewed more then ninety percent of these companies' consistently signalled wrong perceptions to the market. On the comparative study, the Impumelelo sample overwhelmingly outperformed the white-owned sample on ROE and ROA per sector. Impumelelo sample revealed volatility in the returns comparing to low stable returns by the white-owned sample. / AFRIKAANSE OPSOMMING: Die doel van hierdie empiriese studie was om die finansiële prestasie van swart ekonomiesbemagtigde maatskappye, soos geselekteer deur Impumelelo - 2000/1 uitgawe, te analiseer. Die onderwerp van hierdie studie is dus die verskynsel gewoonlik beskryf as Swart Ekonomiese Bemagtiging, en in die besonder die finansiële prestasies van hierdie entiteite, veral die volgende verhoudings (ratio's): Wins op Belegging, Wins op Bates, Prys/verdienste en Skuld/ekwiteit.
