Residential patterns of the Chinese in Vancouver, British Columbia

This study examines the residential patterns of the Chinese within the city of Vancouver. The Chinese are the single largest Asian minority ethnic group in Vancouver arid have a uniquely concentrated pattern of distribution. The study first summarises the general history of Chinese immigration into Canada, particularly British Columbia, over the past 100 years, and also examines the growth of Vancouver's Chinatown. Using published and unpublished census data the changing patterns of Chinese settlement within the City of Vancouver are described. Next, drawing on census data and on material collected through a Sample. Survey of 125 Chinese families in 1969, some overall characteristics of the Vancouver Chinese community are described, in terms of such factors as age-sex structure, education, period of immigration, and residential patterns. It is hypothesised that there are basic differences between the Chinatown and suburban Chinese in Vancouver. This hypothesis was tested and it showed that there were significant differences between the Chinese living in these different locations in terms of demographic, economic, residential and social factors, in conclusion, the study suggests that inquiries of this nature could be profitably repeated with other ethnic groups within the city. / Arts, Faculty of / Geography, Department of / Graduate

Conflict in the British Columbia - Cooperative Commonwealth Federation and the 'Connell Affair'

The B.C.-CCF was formed in late 1932 shortly after the formation of the national CCF party. In November of the following year the B.C. party ran in its first election and secured sufficient support to become the official opposition. The party's executive, spurred by the prospects and hopes of its eventual election as government and in response to its need for a moderate image, selected a retired Anglican minister as House leader. The choice of Robert Connell as House leader was not, however, unanimous. Die hard socialists with different interpretations of society and the role the party should play in achieving social change, fought Connell*s leadership and received sufficient support to mount an intensive intraparty campaign of harassment and criticism. Connell's critics were successful, as a result, in making his leadership intolerable and the subsequent weight of circumstances led him to imprudently reject party convention decisions because they favoured his left wing opponents. This action both isolated him from the rank and file and gave his critics, then in control of the party's executive, an excuse to expel him for his treachery and apostasy. Optimal harvest policies in salmon gauntlet fisheries : terminal versus mixed stock fishery harvest

A case study of the chum salmon (Oncorhynchus keta) gauntlet fisheries in Southern British Columbia is described. Acrimony between industry and government managers has been commonplace in the management of this fishery. In an attempt to alleviate this acrimony, a management system call the "clockwork" has been implemented, which provides all fishermen an opportunity for greater understanding of the management rationale and greater input into the decision-making process. The clockwork has been generally successful; the stocks are rebuilding and the fishermen are involved in the management of the fishery. However, two problems are identified in the clockwork. First, the success of the clockwork in alleviating the aaimony associated with the chum fishery depends on the ability of fishery managers to provide sound and scientifically defensible in-season stock assessments. If the assessments have no better track record than the intuition of managers and fishermen then the clockwork will not be successful. Second, there is a nagging problem of allocation of harvests between the mixed stock fishery in Johnstone Strait and the terminal fishery in the Fraser River. The main factor is the difference in price behveen the two fisheries; the price in the terminal fishery is only about one-third of the price paid in the mixed stock fishery, Dynamic programming techniques are used to determine the optimal harvest strategies for this gauntlet fishery. Generally, the optimal strategy is similar to a fixed escapement strategy when both stocks are equally abundant. But when one stock is much more abundant the optimal strategy is to harvest harder in the mixed stock fishery. With the current difference in value per fish between the two fisheries, the optimal exploitation rates in the terminal area are zero, all the catch is taken in the mixed stock fishery. The minimum price at which terminal fisheries provide long term economic benefit is the threshold price. For the parameters used to describe the current fishery, the threshold price is approximately 40% of the mixed stock fishery price. Furthermore, the threshold price differs with stock recruitment parameters, especially stock productivity and recruitment variability. Generally the more similar the stocks are, with respect to stock and recruitment characteristics, the lower the threshold value for fishing in the terminal areas. The results provide a basis for discussion of the utility of terminal fisheries, and by adjusting the relative value of the terminal fishery in relation to the mixed stock fishery can incorporate additional social and aesthetic values, as well as costs such as harvesting costs and fisheries management costs. / Science, Faculty of / Zoology, Department of / Graduate

A history of the extension and adult education services of the University of British Columbia, 1915- to 1955

The object of this study is to trace the development of the extension services offered by the University of British Columbia from its founding in 1915 until the end of the program year 1954-55. The first chapter summarizes some of the outstanding features of the history of adult education and more particularly of university extension as it has developed in the United Kingdom, the United States of America and Canada. Chapter II describes the experience with extension activities at U.B.C. up to 1933, the year in which the Carnegie Corporation offered a grant which made It possible to expand these activities significantly. The important formative years between the offer of the grant and the appointment of a full-time director of extension activities in 1936 are dealt with in Chapter III. Chapters IV to VIII describe the various extension services offered by the University between 1936 and 1955. Chapter IV deals with Vocational Education; Chapter V with Evening Classes, Lectures and Credit Courses; Chapter VI with Social Education; Chapter VII with Fine Arts and Summer School; and Chapter VIII with Audio-Visual, Library and Radio Services. The final chapter summarizes the general development of the Extension Department and examines some of the factors influencing that development. There were two main problems involved in writing this study. The first of these was to acquire the factual information concerning the development of Extension services. This proved to be a difficult task because of the gaps in the records available. Correspondence and interviews with persons involved over the years and other means were used in order to gather this information. Some questions remain unanswered. The other problem was to identify and evaluate the relative importance of the various factors which have influenced the growth of the Extension program. An attempt has been made to do this especially in the second, third and last chapters. Some of these factors include: the desire for better public relations on the part of the University; the attitude of the University Presidents and others concerning the relative importance of extension work; the abilities, understanding and degree of commitment of the three directors of the Extension Department; the resources which were available at different times to develop aspects of the work (such as the Carnegie grant and the federal government funds for certain activities); economic and social Conditions in the province; and the characteristics of the staff employed by the Department since its creation in 1936. Deaf in the world of work : A study of a group of deaf graduates and leavers from the Jericho Hill School, Vancouver, British Columbia : their employment problems and experiences

Little is known about the deaf as a group. Most of the studies that have been done concerning their problem have been about the medical, educational and psychological aspects of their disability with very little emphasis on their vocational and social problems and needs. The study began from two basic hypotheses: first, that there is a correlation between deafness and unemployment status, with a disproportionate number of the deaf being found in low status, low paying jobs, and secondly, that the deaf in British Columbia at the present time, are receiving a limited amount of services. The particular focus of the study was the problems and experience of a sample of young deaf adolescents and adults in training for, finding and holding jobs. The sample group chosen was the total group of graduates and school leavers from the Jericho Hill School for the Deaf, Vancouver, British Columbia, a residential School which takes pupils from all socio-economic levels, including day pupils, for the period July 1956-July 1965. A schedule of research questions was devised which included investigation of the following areas: (1) what vocational assessment, counselling and placement services were available to and utilized by the sample group (2) what jobs they obtained and how they obtained them (3) what their attitudes were to their jobs and fellow workers (4) what job aspirations they had and whether they attained them (5) what opinions they had about the kinds of help they needed (6) what their intelligence quotients were, as a crude index of their capabilities to cope with further training and education. A research design of a diagnostic descriptive type was next devised, which comprised a number of steps, including (1) the interviewing of experts in the field (2) the devising of a questionnaire to be sent to the school graduates (3) the interviewing of a sample of respondents willing to be interviewed (4) the relation of the insights and information obtained, to the determining of what services should be recommended in order to provide more adequate services for the deaf. Of the total group of 78 school leavers, 38 responded to the questionnaire of whom 14 were interviewed. Twenty-two of the 38 respondents were employed. The major findings of the study were that; the employed deaf in the sample group who have received no further education or training are working in low paid, low status jobs, regardless of the level of their intelligence or desires for further training. This is one-half of the total sample group. Of those who obtained vocational training including on-the-job training, it would be true to say that this did improve their economic status. However there is a tendency for this group to be frozen in bottom level positions with few prospects of advancements. Of the small group proceeding to advanced education at Gallaudet College, it is as yet too soon to say what their vocational prospects will be. An additional finding was that most job placement was done by families, friends and Jericho Hill School, with very little by community agencies. A lack of spacific services indispensable to the deaf, was found, particularly in relation to use of interpreters. A further finding was the "orality" of deaf people in the sample interviewed as defined by ability to use speech in everyday living at a level intelligible to strangers, was far below this standard, with one exception. An additional finding was that the inability to achieve a satisfactory level of orality appears to be related to feelings of failure and inferiority in the deaf and to interfere to some extent with the deaf person's concentration on the acquisition of written skills. There was considerable evidence that social and recreational activities play a specially important role in the lives of deaf people, and may even determine the location of the jobs they seek. As many are unable to enjoy an outlet for their frustrations and tensions by communicating orally with their fellow workers, it is important to them to be with other deaf people for some of their recreation, because with such a group they are released from the constant strain of lip reading or writing everything down. In contrast to the findings of two American studies, there was little, if any correlation found between such factors as type of job obtained and lip reading ability and preferred methods of communication used at work. Nor was there any correlation between these factors and income obtained, job stability and attitudes to the job and to fellow workers. Total or partial deafness, day or residential status did not appear to affect any of the factors mentioned either positively or negatively. This may have been due to the size of the sample group and two other factors, first, that almost all the group became deaf before the age when speech patterns are normally acquired, or were born deaf. Secondly, the sample contained no respondents in the managerial, technical or professional classes, and few in the craftsman class. A number of specific recommendations were made. Some of these pertained to the establishment of the necessary services, especially those of assessment, counselling, placement and follow-up services. Some pertained to an expansion of the roles of government and private agencies, and some pertained to educational practices in the field of education for the deaf. Special emphasis was placed on the improving of ways of determining much earlier in the education of the deaf child than is currently the practice the level of orality he is likely to reach, so that vocational and educational plans for him can be adapted to his needs. A further recommendation was that it is important to include in the educational programmes for parents of deaf children, opportunities to meet with the adult deaf. Innovation in British Columbia community colleges : a study of the relationship between innovativeness and organizational variables

From a review of the innovation literature, encompassing a broad range of research traditions and a variety of approaches to innovation research, the organizational context of innovation was identified as a research framework. This study was intended to bridge the gap between a theoretical understanding of innovation (largely derived from studies of the private and business sector) and its application to the concept of the public community college. The survey research methodology was modelled after organizational innovation studies from the organizational behavior and business management tradition in the structural-functional paradigm. Hypotheses were developed to address the research question: "To what extent does innovativeness vary among British Columbia community colleges and to what degree do specific organizational characteristics correlate with institutional innovativeness?" Data on specific organizational variables were collected from eight B.C. community colleges. Findings primarily confirm that innovativeness varies among institutions and correlates positively with activity levels of professional cross-fertilization. Heritabilities and genetic correlations for weight, length and survivability in fresh water and salt water of SO and S1 coho salmon, (Oncorhynchus kisutch)

Heritabilties and genetic correlations using Individual Animal Model, (IAM), analysis for weight, length and survivability were determined in both freshwater and saltwater rearing of s0 and si1 coho, (Oncorhynchus kisutch). The most important trait to salmon farmers is the saltwater market weight which was found to have heritability estimates of 0.21 and 0.45 for the s1 and s0 smolts. Estimates of heritability for survival were high, (0.29 and 0.21) for both s0 and s1 rearing strategies. Genetic correlations between freshwater and saltwater size were small, (0.33 to 0.59) indicating selection for market weight should be done during the saltwater market weight window. Significant differences were found for weight and length between strains during freshwater and saltwater rearing for both s0 and si1 coho. The northern strains, (Kitimat, Bella Coola and Pallant Creek) were significantly larger in weight and length thanthe southern strains, (Big Qualicum and Robertson Creek). The Kitimat strain was larger in weight and length than the Bella Coola and Pallant Creek strains but lower than these two strains for percent survivability. When comparing fish from the Kitimat strain reared on both a s0 and s1 rearing strategy, it was found that the s1 fish were significantly larger than the s0 fish at the market weight window. / Land and Food Systems, Faculty of / Graduate

Law and authority in British Columbia, 1821-1871

The central concern of this dissertation is to understand the nature of political authority in pre-Confederation British Columbia through an examination of the colony's law and its courts. In British Columbia, as in other parts of the Anglo-North American world, the law was closely associated with maintaining and upholding political authority, by contributing to both its institutional and ethical foundations. The ability of states to do acts of a specified nature and to impose sanctions if impeded-- its authority -- rests on consent to the "rule of law." The rule of law encompasses the idea that everyone is subject to the same rules of conduct, sanctions and rewards regardless of his condition. Ultimately, the rule of law guarantees equality in an otherwise inequitable world. Commentators have pointed out that the rule of law is a fiction. Law is normative, and hence the authority it upholds is as well. In British Columbia the rule of law was firmly tied to the market, not the moral economy. British Columbia's law and courts bore the imprint of the colony's commercial economy and its geography. Colonial law and the courts provided a rule-bound arena in which to resolve disputes in a predictable, efficient and standardized manner that suited the demands of a market economy. Capitalism also profoundly shaped the ethical basis on which political authority in British Columbia rested. Commerce involved people in complex relationships. Trials to resolve commercial disputes reflected this complexity. They were lengthy affairs which generated masses of detailed and often technical information. If the demands of the commercial economy for predictable, efficient and standardized conflict resolution were to be met, the Intervention of experts, like lawyers, who could impose order on this mass of information was necessary. Incorporating electronically monitored house arrest into British Columbia corrections : |b the processes of power, knowledge, and regulation in the debut of a punishment technique

Since 1984 in the U.S., electronic monitoring has been gradually incorporated into corrections as a means of verifying offenders' curfew compliance in programs of house arrest or home confinement. Programs of electronically monitored house arrest combine practices of community supervision found in probation, with practices of surveillance and policing found in prisons. Their combination produces a hybrid carceral form. The species of 'intermediate punishment' that is created expands the possibilities of criminal sentencing and classification. These programs have been heralded as humane and cost efficient in managing mainly 'low risk' offenders, and as a potentially effective method of dealing with prison crowding. The recent inauguration of electronic monitoring in a program of house arrest in the province of British Columbia is the first deployment of this new type of penal form in Canada. The present research investigation focuses on this program run by the B.C. Corrections Branch. Prior to a consideration of this program as the site for the present research, a necessary task in the first part of this dissertation is to review the recent literature describing programs of electronically monitored house arrest. This review describes recent electronic monitoring programs in U.S. criminal justice and correctional spheres where virtually all developments have occurred to date. After this literature review, the British Columbia research site is described and a summary of the findings of an exploratory research investigation describing the effects of this sanction on offenders is given. Despite methodological limitations of the research sample some important insights are provided about how this sanction works to control, punish, and discipline offenders. The main research question considered in this empirical investigation - how does this sanction affect offenders and their consociates? - is addressed through subjective reports provided by open-ended interviewing of a cohort of 60 offenders placed on electronically monitored house arrest in the B.C. EMS Pilot Project program. The second part of the dissertation establishes a social analytic basis, drawing on the work of Michel Foucault, for critically evaluating the local use of this new correctional option. Part II of the dissertation evaluates the disciplinary and organizational or systemic effects of the deployment of this sanction within the correctional enterprise. A framework for assessing the possibility of achieving the four penal aims of punishment, incapacitation, deterrence, and rehabilitation is employed in a re-assessment of the sanction's normalizing effects and disciplinary potential. The picture provided of the achievement of these penal objectives is mixed and indicates that more research is required. Finally, and of more overarching significance, various data sources relating to the local development and implementation of this program in B.C. are examined in order to evaluate the applicability of the hypothesis that penal reforms expand the apparatus of deviancy control, a pattern found among many recent studies of 'community-based alternatives to incarceration'. The discursive rationality accompanying the introduction of such programs suggests that costs for social control will be decreased and implies that correctional staffing can be reduced through greater efficiency. Contrary to these claims, evidence from the EMS program points to systemic expansion rather than contraction, a trend sufficiently visible to warrant further study and confirmation.
