THE AUSTRALIAN BUILDING CONSTRUCTION EMPLOYEES & BUILDERS LABOURERS FEDERATION AND THE NEW SOUTH WALES BUILDING INDUSTRY

Master of Industrial Relations / Australia, during the twenty five years that followed the end of the Second World War, experienced increased prosperity and a stable industrial relations system in which the Commonwealth Conciliation and Arbitration Commission (the federal commission) played a dominant and authoritative role. The NSW building boom which began in the latter part of the 1950s introduced new technology, concentrated building workers in the central business district of Sydney, and broadened the range of skills required of builders' labourers. The major NSW building tradesmen's union, the Building Workers' Industrial Union (NSW/BWIU), had a communist leadership. The national body of that union lost its federal industrial registration in 1948, and the NSW/BWIU moderated its behaviour after it nearly lost its own, NSW state, registration in 1957. The Australian Building Construction Employees and Builders' Labourers Federation (ABLF) had a federal award under which most of the members of its NSW branch (NSW/BLF) were employed. The leadership of both the ABLF and of the NSW/BLF were communist. The Communist Party of Australia (CPA) suffered a defection by the ABLF leadership in the early 1960s to a communist party which endorsed Marxist- Leninist policies. The BWIU leadership also left the CPA (and formed the Socialist Party of Australia) following an announced shift in policy direction by the CPA in 1969. That shift in policy abandoned the `united front' concept and adopted ultra-left policies which advocated vanguard action by small groups. The announcement by the CPA of its new policies occurred after the gaoling of a Victorian union leader which signalled the virtual collapse of the previously authoritative, and punitive, role of the federal commission. The structure and politics of society underwent enormous change during the 1960s and early 1970s which was an era of protest during which various social movements were formed. The NSW/BLF became a major participant in those protests and movements, and conducted various industrial and social campaigns during the first half of the 1970s. Those campaigns were conducted in line with the ultra-left policies of the CPA, and this isolated the NSW/BLF from its federal body and from the trade union movement generally. This thesis analyses some of the campaigns conducted by the NSW/BLF during the period 1970-1974 and the various responses by the Master Builders Association of NSW (MBA/NSW) to those campaigns. The MBA/NSW broadened its membership base during the 1950s, and the effect that its new membership structure had on its decision-making processes is also considered.

The thesis deals with the specific agricultural buildings for housing and breeding of dairy cows in terms of civil engineering and microclimatic conditions. The theoretical part describes the requirements for microclimate in stables, general and legislative requirements for indoor environmental quality, methods and tools for measuring microclimate, materials and construction of stable objects for cattle breeding. The second (practical) part of the thesis shows the research of selected buildings. This part examines the internal microclimate of the stables and technical condition of the buildings. It is based on the author's own investigation and measurement. The results are then presented in the form of charts and graphs. Finally the thesis evaluates and suggests steps to create the best possible microclimate conditions throughout the year, regardless of the season.

Também desejamos mostrar algumas das práticas diversionais que marcaram o cotidiano dos pombalenses das diversas classes sociais. Para atingirmos os nossos objetivos, discutimos inicialmente o conceito de modernidade e modernização, compreendendo o primeiro termo, como o processo de remodelamento urbanístico típico das capitais européias, ocorrido no século XIX, especialmente em Paris e Londres, e que se caracterizavam pela velocidade na implantação de algumas conquistas materiais. No que se refere ao segundo termo, entendemos como a introdução de alguns elementos modernos, que chegavam lentamente à cidade desprovidos do ritmo frenético típico das referidas capitais. Igualmente importantes são os conceitos de lazer e diversão, entendendo-se este último conceito como as práticas diversionais não programadas e aquele como as atividades calculadas, programadas que visavam policiar os divertimentos populares e /ou das elites. Assim sendo, pretendemos mostrar os usos e práticas, mas também algumas representações que os pombalenses construíram para a cidade no momento em que ela se problematizava. / his work analyse the urbanization process occurred in the Pombal's town in the Paraíba high backwoods, well as the formation of new sensibilities and subjectivity and the tensions that appoint the inhabitants life of this town in the period between 1927 and 1959. Aim to understand as the literate and economic elite of that urban and populars appropriate of the modernize discourse in effect in the epoch, and had as experienced the material and symbolic changes that went the town in that moment. Desire to show some diversion practices too that appoint the everyday of the pombalenses of the diverses social classes. To catch our aims , argue at the beginning the modernity and modernization concept understanding the first as the process of remodeling urbanistic typical European Capitals, occurred in the XIX century, especially in Paris and London and that characterized by speed in the implantation some materials conquest. Already in relation to the second term knows as the introduction of some elements that arrived slowly modern the town devoid of frenzied rhythm typical of the refer capitals. Equally important are the leisure and amusement concept, understand that this last concept as diversion practices non programmed and that as the calculable activities, programmed that propose to police the elite and/or popular entertainment. So, we intend to show the uses and practices, but some representations too that the pombalenses built to the town in the moment in that it problematised itself.

Fundação Carlos Chagas Filho de Amparo a Pesquisa do Estado do Rio de Janeiro / O objetivo deste trabalho é o gerenciamento da cadeia de suprimentos a partir da sincronização do fluxo do processo construtivo à logística de abastecimento do canteiro de obras, visando à redução dos tempos de espera e à eliminação das paradas no processo produtivo. A supressão dos desperdícios e redução do tempo de execução das atividades realizadas nos canteiros de obra da construção predial pode ser obtida por meio do uso de diversas ferramentas de Planejamento e Controle da Produção (PCP), como o MRP, JIT, e outras. Entretanto, o gerenciamento do projeto e o PCP não podem apenas vislumbrar soluções para os problemas do canteiro, mas sim de todo o sistema da cadeia de valor. É, portanto, necessária uma gestão integrada com seus colaboradores (projetista, fornecedores, etc), em que se fará uso do conceito de Design Colaborativo e da Gestão da Cadeia de Suprimentos. A cooperação destas equipes é fundamental e uma tomada de decisão compartilhada é de suma importância. A comunicação e a colaboração se tornam fundamentais para o desenvolvimento da Metodologia de Planejamento proposta neste trabalho, definindo os procedimentos impostos ao Sistema de Informações Gerenciais (SIG) que melhor avaliam a relação do fluxo do processo construtivo da obra com a cadeia de fornecedores. Essa integração resulta em ganhos significativos de produtividade e redução dos prazos do projeto. / The objective of this work is the supply chain management, based on the synchronization of the flow of the Construction process with the logistics of the construction site supply, seeking a reduction of the wait times and the elimination of stoppages in the productive process. The elimination of waste and the reduction of execution times of activities carried out at construction sites can be achieved by the use of various tools of Planning and Control of Production (PCP), such as the MRP, JIT, among others. However, project management and PCP cannot glimpse only a solution for the problems of the construction site, but also of all the value chain system. Management needs to be integrated with its collaborators (designer, suppliers, etc), so as to use the concepts of Collaborative Design and Supply Chain Management. The cooperation of these teams is basic and shared decision making is of the utmost importance. Communication and collaboration become key for the development of the Planning Methodology proposed in this work, and define the procedures which must be imposed on the Management Information System, to best gauge the relation of the constructive process flow of the job to the chain of suppliers. This integration results in significant gains in productivity and reduction of project timetables.
