La citoyenneté est-elle une compétence ? / Is citizenship the skill ?

L’école française invite les enseignants à travailler par compétences avec leurs élèves. Cette approche des apprentissages met l’accent sur l’usage que l’on va faire du savoir. L’apprentissage de la citoyenneté est soumis à la nécessité de construire les compétences indispensables pour évoluer et coopérer dans le monde. Le lien fait entre ces deux objets dans les discours de l’école véhicule une manière particulière de comprendre la citoyenneté et désigne la compétence comme incontournable. L’étude du lien entre l’approche par compétences et la citoyenneté a été faite à partir d’une analyse de contenu de discours portant sur des écrits programmatiques de l’éducation à la citoyenneté. le travail mené sur une centaine de fiches projets d’action d’éducation à la citoyenneté en lycée, vise à montrer que le vocabulaire de l’approche par compétences, qui privilégie l’action, la mobilisation de ressources, qui ouvre la forme scolaire à d’autres horizons (économique, notamment), contribue à orienter le regard du futur citoyen vers des finalités et des figures fragmentées de la citoyenneté. Cependant les mises en situation que prévoit l’approche par compétences autorisent également le développement d’expériences et d’une participation qui actualisent les finalités et les formes mêmes de la vie démocratique et politique. Il semblerait que les initiatives citoyennes des lycéens, ouvrent l’horizon d’une vision renouvelée de la participation à la vie publique. Les explorations que semblent apporter les modalités de l’approche par compétences sur le terrain de la citoyenneté classique sont peut-être le moyen indispensable de continuer à explorer les possibilités de la vie démocratique. / The French school invites teachers to work by skills with their students. This approach to learning emphasizes the use that we will make of knowledge. Learning citizenship involves building skills to evolve and cooperate in the world. The link between these two objects in the school's speech conveys a particular way of understanding citizenship and refers to competence as unavoidable. The study of the link between the competency-based approach and citizenship was made from an analysis of writings presenting actions of citizenship education. I tried to show by analyzing a hundred or so action plans for citizenship education in high school, that the vocabulary of the competency-based approach, which favors action, the mobilization of resources, which opens the form other horizons (economic, in particular), helps to direct the eyes of the future citizen towards ends and fragmented forms of citizenship. However, experience, exercises provided by the competency-based approach also allow the development of competencies in the framework of a participation that updates the aims and the very forms of democratic and political life. It seems that the initiatives of high school students, open the horizon of a renewed vision of participation in public life. The explorations that the modalities of the competency approach seem to bring to the field of classical citizenship may be the indispensable means of continuing to explore the possibilities of democratic life.

It is used here the Semiotics developed by Charles Sanders Peirce aiming to organize the Juridical System, showing it as a chain with signical properties. Thus, the elements of the Positive Law System, or, the legal rulings, are going to be seen as Interpretants, of which types, of the triad Immediate, Dynamical, and Final, will determinate the different stages in which will be discussed the matter related to the mentioned Social Contributions. Therefore, inferences will be made about the Immediate Interpretants which consists of the legal rulings over taxing competency to institute the Contributions to the PIS/PASEP and the COFINS and their Basic-rules, about the Dynamical Interpretants which consists of the legal rulings that constitutes the paying duties of these Contributions, and about the Final Interpretants which consists of the legal rulings produced or to be produced, with the force of the Judged Matter, about the topic. The dissertation aim to, initially, introduce the Logic of the Signs of Peirce, explaining about its premises and about some of its great variation of tools, which will be used at the analysis of the Law, seen in its dependency on the language (on “Signs”, therefore) to manifest itself, to only then specifically face the matter of the inclusion or no inclusion of tax onuses into the base of calculation of the Contributions to the PIS/PASEP and of the COFINS / Esta dissertação envolve a análise do tema da inclusão ou não inclusão de ônus fiscais nas bases de cálculo das Contribuições ao PIS/PASEP e da COFINS no decorrer da cadeia de positivação normativa. É utilizada aqui a Semiótica desenvolvida por Charles Sanders Peirce com o intuito de organizar o Sistema Jurídico, dispondo o mesmo como uma cadeia de propriedades sígnicas. Assim, os elementos do sistema do Direito Positivo, ou, as normas jurídicas, serão vistas como Interpretantes, cujos tipos, dentro da tríade Imediato, Dinâmico e Final, determinarão os diferentes estágios em que será abordado o tema relativo às mencionadas Contribuições Sociais. Competências dos profissionais de TI : um estudo de caso de como as competências dos gestores de TI se aproximam das competências dos CIOs

O papel dos profissionais que atuam com Tecnologia da Informação (TI) nas organizações tem passado por diversas transformações e os Gestores de TI que atuavam especificamente em questões táticas e operacionais nas áreas mais técnicas, passaram também a ser envolvidos em decisões estratégicas envolvendo a TI. Assim, durante esta transformação os profissionais de TI deixaram os CPDs e passaram a estar mais presentes e próximos a outros setores da organização, com por exemplo a área de negócio. Em 2006, Lee e Lee, mapearam as competências para os Gestores de TI como sendo Técnica, Negócio e Sistema e no mesmo ano Wu et al. (2006), identificaram a competência estratégica como parte das atividades críticas do Gestor de TI. O CIO (Chief Information Officer) é o nome dado atualmente ao responsável pela tecnologia da informação numa organização e suas competências essenciais foram mapeadas nos estudos de Vreuls (2009) e Vreuls e Joia (2012) como sendo: Visão de negócio, Suporte ao negócio, Capacidade de influenciar a organização, Capacidade técnica, Networking externo, Gestão da operação de TI e Visão inovadora. Assim, a partir da evolução das competências dos Gestores de TI, a pesquisa analisou, através de um estudo de caso, como as competências dos Gestores de TI se aproximam das competências do CIO. Além de tomar por base os estudos de Lee e Lee (2006), Wu et al. (2006) e Vreuls (2009), também foi realizada uma análise comparativa com o modelo clássico de Katz (1974) Com a escolha destes modelos teóricos foi realizado um estudo comparativo entre a evolução dos estudos sobre competências gerenciais em diversos níveis. Os dados primários foram coletados por meio de entrevistas semiestruturadas e observação participante e os dados secundários foram obtidos através de fontes documentais do caso estudado. A análise dos dados foi realizada através da análise de conteúdo. Os resultados deste estudo indicam que as competências dos Gestores de TI se aproximam de três das sete competências do CIO e que apesar de estarem nos níveis táticos ou operacionais tem uma participação na área estratégica, o que implica no desenvolvimento dos Gestores de TI e também podem servir como um guia para atração e retenção de talentos na gestão de TI. / The role of Information Technology (IT) professionals in organizations has undergone many transformations, and IT Managers who have been specifically involved in tactical and operational issues in more technical areas have also become involved in strategic decisions involving IT. Thus, during this transformation IT professionals left the CPDs and became more present and close to other sectors of the organization, for example the business area. In 2006, Lee and Lee mapped the competencies for IT Managers as Technical, Business and System and in the same year Wu et al. (2006) identified the Strategic competence as part of the IT Manager's critical activities. The CIO (Chief Information Officer) is the current name given to the head of information technology in an organization and its core competencies have been mapped in the studies of Vreuls (2009) and Vreuls and Joia (2012) as: Business vision, Business support, Ability to influence the organization, Technical capacity, External networking, IT operation management and Innovative vision. Thus, from the evolution of the competences of the IT Managers, the present study analyzed through a case study how the competences of the IT Managers approach the competencies of the CIO In addition to Lee and Lee (2006), Wu et al. Al (2006) and Vreuls (2009), a comparative analysis was also carried out with the classic Katz model (1974). With the choice of these theoretical models, a comparative study was carried out between the evolution of the studies on managerial competences at several levels. The primary data were collected through semi-structured interviews and participant observation, and the secondary data were obtained through documentary sources of the case studied. Data analysis was performed through content analysis. The results of this study indicate that the competencies of IT Managers approach three of the CIO's seven competencies and that although they are at tactical or operational levels, they have a participation in the strategic area, which implies the development of IT Managers and can also serve as a guide for attracting and retaining talent in IT management.

O estágio curricular supervisionado e o ensino-aprendizagem de competências profissionais para a atenção odontológica especializada em redes de saúde

O objetivo do estudo foianalisar os processos de ensino-aprendizagem e o desenvolvimento de competências para o trabalho em serviços especializados odontológicos do Estágio Curricular Supervisionado II da Faculdade de Odontologia da UFRGS. Trata-se de um estudo de caso do tipo único e holístico que integrou análises quantitativas e qualitativas. Participaram da pesquisa 246 estagiários de um total de 329que realizaram o estágio entre os anos de 2013 a 2016. Os dados do estudo foram produzidos através de um questionário respondido de forma online e anônima. Foram disponibilizadas 26 perguntas fechadas (respostas numa escala do tipo likert em 6 escores) articuladas a possibilidades de respostas abertas. Compõem o questionário cinco blocos temáticos e organizados em duas grandes categorias de análise: Avaliação estrutural e pedagógica da experiência do estágio(identificação sóciodemográfica, campos de estágio, atividade de educação a distância e dinâmicas pedagógicas) e do Desenvolvimento de competências profissionais (desenvolvimento de ingredientes do agir em competência - protocolos, inserção na realidade, motivação para o trabalho, valores técnicos e trabalho em equipe). As respostas quantitativas foram exportadas para o Programa Statistical Package for the Social Sciences – SPSS para Windows, versão 16.0 e submetidos à análise descritiva. Para a análise das variáveis quantitativas na comparação entre as categorias nos diferentes semestres foi utilizado o teste qui-quadrado e quando necessário o test Z para comparação de proporções com ajuste de Bonferroni. Para a análise de comparação entre as médias foi utilizado o teste de análise de variância (ANOVA).Os dados qualitativos foram analisados buscando encontrar não apenas o conteúdo textual, mas seu sentido histórico e social. Os resultados demonstram que a experiência de estágio analisada está proporcionando aprendizagens significativas sobre o funcionamento da rede de atenção especializada em saúde bucal e o agir em competência de futuros cirurgiões-dentistas. Oportuniza o debate de valores e normas e o exercício de readaptações dos protocolos. Nas dinâmicas do estágio ocorrem oportunidades de estabelecimento de relações entre teoria e prática no cotidiano profissional dos serviços. A motivação para o trabalho foi um dos itens bem avaliado do agir em competência, enquanto que o trabalho em equipe apresentou respostas nos escores mais baixos da escala likert. Os estágios no campo de gestão e as atividades de educação à distância tiveram maior número de opiniões insatisfatórias devido ao seu caráter pedagógico inovador. / The objective of this study was to analyze the teaching-learning processes and the development of competencies for specialized dental services work of the Supervised Curricular Stage II of the School of Dentistry of UFRGS. It is an unique and holistic case study that integrated quantitative and qualitative analyzes. Two-hundred and forty six interns participated in the survey from a total of 329 who completed the internship between 2013 and 2016. The data used in the analyzes was captured through an anonymous online questionnaire. Twenty-six closed-ended questions (responses on a 6-point likert-type scale) were made available with the possibility of also being filled as open-ended answers. The questionnaire consists of five thematic blocks and organized into two broad categories of analysis: Structural and pedagogical evaluation of the internship experience (sociodemographic identification, area of study, distance learning activity and pedagogical dynamics) and the development of professional skills of acting in competence(protocols, hands-on experience, work-related motivation, technical values and teamwork). The quantitative responses were exported to the Statistical Package for the Social Sciences - SPSS for Windows, version 16.0 and subjected to descriptive analysis. For the analysis of the quantitative variables in the comparison between the categories in the different semesters the chi-square test was used and, when needed, the Z test to compare proportions with Bonferroni adjustment was used. The analysis of variance (ANOVA) was used to compare means. The qualitative data were analyzed to evaluate not only the textual content, but its historical and social sense. The results demonstrate that internship experience is providing significant learning about the functioning of the network of specialized attention in oral health and of acting in competence of future surgeons-dentists. It encourages the debate of values, norms and readaptations of the protocols. In the amplitude of the questions about the dynamics of the stage can be affirmed that it occurs mainly by the opportunities of establishing relationships between theory and practice in the work routine. Work-related motivation was one of the most well rated items of acting in competence, while teamworkpresented responses at the lowest scores on the likert scale. Internships in the field of management and distance education activities had the highest number of unsatisfactory opinionsdue to their innovative pedagogical character.

Developing a cultural safety intervention for clinicians: process evaluation of a pilot study in the Northwest Territories

The purpose of this study was to (1) explore the experiences and perceptions of clinicians who participated in a pilot cultural safety intervention in the Northwest Territories and (2) to make recommendations to pilot intervention in terms of design, content, and delivery. Indigenous and process evaluation research principles underlined this qualitative research project. Data was collected through semi-structured interviews with eight clinicians who participated in the pilot intervention. Findings, identified through thematic analysis, reveal that participants were satisfied with many aspects of the pilot intervention, including key learnings, but also experienced challenges. Among these challenges were dominant discourses that suppress conversations about power and privilege. These research results will inform the sponsors of this project to further refine the pilot training model to enhance clinician learning and engagement. This study may be insightful to researchers and program developers in other jurisdictions. / Graduate

The countries across the globe can be divided into two distinct groups, developed and the developing countries. So is also the case with the development and the advancement within these countries and the one country Pakistan which is the focus in this paper.The countries which were at the forefront in expansion and development during the industrial revolution are now leading the textile industry in all aspects and the developing countries which realized the importance of textile industry quite late, are now following the footsteps of these countries. Still there is a huge gap between their approaches and strategies, and that concerns not only the technology but other constituents of society such as education, policies and infrastructure etc.The basic thinking and objective behind the study was to identify the strategies of the Pakistani textile and clothing industry with the consequences and results as a response of these adopted strategies. The textile and clothing industry of Pakistan has always been the backbone of the country’s economy. It contributes 54% of total exports and 46% of total manufacturing income which shows the importance of this industry in the overall economy of the country. So, in order to sustain and also to increase the current contribution level, it is necessary to sustain a certain level of competency and to increase this level either by improving the system, strategies, infrastructure or policies with or without the help of government.The technology up-gradation has not only simplified the processes but also has helped different industries to extract favorable results and to shape the things according to the desires and needs. But still there are regions where the main focus of the textile industry is not on further development in the textile field but to sustain a specific level of production which they are doing by containing a certain level of technology and equipment to run their industry such as in Pakistan, while on the other hand the developing countries are involved in much more intensive development in textile field exemplified by smart and intelligent textiles, nano technology, bio mimics and tissue engineering.In order to achieve the results, an extensive and detailed search was done which was then analyzed and finally interpreted to find the desired outcome. Validação de uma bateria de testes de organização psicomotora: análise de constructo e da consistência interna / Validation of a battery of psychomotor tests organization: construtuct analysis and internal consistency

O desenvolvimento motor é organizado a partir do inicio da concepção, seguindo os princípios do domínio motor, afetivo-social e cognitivo, que vão se diferenciando gradativamente. O resultado da interação de todos esses fatores após o nascimento é expresso pelo comportamento motor, indicando sua importância no desenvolvimento do ser humano. O objetivo deste estudo foi obter evidências da validade de constructo e da consistência interna da Bateria Psicomotora para crianças em fase do ensino escolar fundamental numa amostra brasileira. A amostra foi composta por 100 participantes, de ambos os gêneros, idade entre 8 a 12 anos, sendo GI como grupo referência, com 50 sujeitos, ambos os sexos, matriculados no ensino regular, e GII, como grupo comparativo, composto por 50 participantes com diagnóstico de fissura labiopalatina, sem síndrome e alteração neurológica. No processo de validação do instrumento, houve ajustes quanto aos vernáculos do português brasileiro, referentes às traduções idiomáticas e semânticas, assim como nos enunciados instrucionais das provas do instrumento. Na comparação entre GI e GII, encontrou-se diferença estatisticamente significante na praxia global, com escores abaixo da média esperada. No entanto, ambos os grupos tiveram performances satisfatórias quanto à tonicidade, equilíbrio, lateralidade, noção e estruturação. Este estudo descreveu aspectos do processo de realização da validade de constructo e consistência interna, procedimentos considerados por pesquisadores e profissionais da área de saúde, preocupados em utilizarem medidas e instrumentos confiáveis e apropriados para determinada população. / The motor development is organized from the beginning of the conception, having followed the principles of motor, affective-social and cognitive the domain, that gradual go if differentiating. The result of the interaction of all these factors after the birth is express for the motor behavior, indicating its importance in the development of the human being. The objective of this study was to get evidences of the validity of construct and the internal consistency of the Psychomotor Battery for children in phase of basic pertaining to school education in a Brazilian sample. The sample was composed for 100 participants, of both the sorts, age enters 8 12 years, being GI as group reference, with 50 citizens, both the sex, registered regular education, and GII, as comparative, composed group for 50 participants with diagnosis of cleft palate fiction, without syndrome and neurological alteration. In the process of validation of the instrument, it had adjustments how much to the vernaculars of the Brazilian Portuguese, referring to the idiomatic and semantic translations, as well as in the instructional statements of the tests of the instrument. In the comparison between GI and GII, significant difference in the gross praxis met statistical, with props up below of the waited average. However, both the groups had had satisfactory performances how much to the equilibrium, lateralization, body perception, gross and fine praxis, tonus and time-space orientation. This study it described aspects of the process of accomplishment of the validity of construct and internal consistency, procedures considered for researchers and professionals of the health area, worried in using measured and trustworthy and appropriate instruments for determined population.

O rápido desenvolvimento das Tecnologias da Informação e da Comunicação está transformando relações e comportamentos, propiciando interações entre ambientes digitais e humanos, e mesmo entre humanos por meio dos ambientes digitais, impossíveis anteriormente. Esta complexidade adentra o ambiente escolar, tornando-o um ecossistema digital de aprendizagem. Por outro lado, considerando ambientes convencionais sem o apoio de ferramentas digitais, uma das tarefas mais árduas de um professor em sala de aula é acompanhar, identificar e intervir em dificuldades individuais de cada aluno. Neste sentido, este trabalho propõe o SeeAll, um sistema interativo de gestão, para apoiar o planejamento, o ensino e o acompanhamento da aprendizagem, voltado à avaliação por competências. Foi concebido de forma a ser um complemento ao ecossistema digital de aprendizagem escola e, que de maneira simples e fácil possa atingir às expectativas dos educadores. O protótipo parcial SeeAll foi desenvolvido por meio da modelagem orientada a objetos e implementado pelo método de Programação Extrema, a fim de possibilitar prototipação rápida e facilidade de modificações ao longo dos testes junto ao público alvo. De acordo com os testes preliminares realizados com professores e gestores, foi considerado uma ferramenta facilitadora ao acompanhamento individual da aprendizagem dos alunos e ao planejamento dos professores. / The rapid development of Communication and Information Technologies transformed behaviors and relationships, supporting humandigital environments interactions, and previously impossible digital environment supported human interactions. This complexity entered schools environments, transforming them into digital learning ecosystems. Nevertheless, considering conventional classrooms without digital tools, one of teachers hardest tasks is to follow, identify and intervene in each students individual difficulties. This work presents SeeAll, an interactive management system, developed to support planning, teaching and learning focused on competencies assessment. The system was designed to serve as a complement of the schools digital learning ecosystem and to be so simple and easy to reach educators expectations. The SeeAll partial prototype was developed using object oriented modeling and implemented according to the Extreme Programming method. This allowed creating rapid prototypes, which could be easily modified during tests with users. According to preliminary tests conducted with teachers and administrators, SeeAll was considered a facilitating tool for monitoring individual student learning and teacher planning.

First of all, it is highlighted how the process of life expectation happens through different patterns between the sexes, including the awakening of a phenomenon known as oldness feminization, bringing the need of analysis about the treatment offered to this woman in specific legislation. Thus, the main idea is built from the analysis of legal structures concerning tothe protection of the elderly inside the Federal Constitution, the National Policy of Elderly and in the Statute of Elderly, referring that, in general, they do not bring specific protection to the old women victim of domestic or familiar violence, what makes necessary the use of Lei Maria da Penha to protect their rights. One also carefully considers the conditions of women and old women in the search of overcoming the patriarchal culture, which prevents the accomplishment of rights, so that it becomes possible to achieve a reality with dignity and no violence against old women. Besides, it is sought to comprehend the jurisprudence from the Local State Court (Tribunal de Justiça do Maranhão) about the appreciation of cases about domestic and familiar violence against this woman, concerning to the qualification of these violences under the look of these categories. It is broached the jurisdiction and competency on the processes related to violence against old women, concerning to the application of Elderly Statute and/or Lei Maria da Penha. Thus, the field stablished for this research was the Local State Court (Tribunal de Justiça do Maranhão), the 8th Criminal Court - which answers for the Court of the Elderly -, the Special Court of Women, the First Special Criminal Court and the Public Prosecution’s Offices that deal with elderly, women and health. The analysis of processes related to elderly women in the period from 2011 to 2015, downloaded and in course on the 8th Criminal Court, the Special Court of Women and in the First Special Criminal Court was used as instrument for collecting data. Another aspect emphasized was the presentation of the actual standpoint of the Criminal Chambers from TJ-MA about the competency to process and judge situations involving domestic and familiar violence against these women. In terms of methodology, the evaluative research was chosen, and it was conducted through a quantitative and qualitative focus, through the critical-dialectical approach, enabling a reconstruction of the reality faced by this old woman victim of violence; and also, by the articulated use of different research procedures and collecting information, counting on semi-structured interviews with magistrates from specific local courts, from the Special Court and with members of Public Prosecution in charge of the respective offices. / Este trabalho pretende contribuir para a compreensão dos caminhos trilhados pela mulher idosa vítima de violência doméstica e ou intrafamiliar em São Luís, capital do Maranhão, quando em busca de proteção judicial. Inicialmente, destaca-se como o processo de expectativa de vida ocorre de forma diferenciada entre ambos os sexos, inclusive com o surgimento do fenômeno conhecido como a feminização da velhice, fazendo emergir a necessidade de analisar o tratamento dispensado a esta mulher nas legislações específicas. Para tanto, o pensamento é construído a partir da análise das estruturas normativas de proteção à pessoa idosa, contidos na Constituição Federal, na Política Nacional do Idoso e no Estatuto do Idoso, referenciando que, de forma geral, estas não trazem proteções específicas à mulher idosa vítima de violência doméstica ou intrafamiliar, fazendo-se necessário remeter à tutela de seus direitos à Lei Maria da Penha. Reflete-se ainda, acerca das condições de mulher e de idosa em procura da superação da cultura patriarcal e machista que impedem a concretização de direitos para que se possa efetivamente vislumbrar uma vida com dignidade e sem violência para a mulher idosa. Paralelamente a isso, busca-se a compreensão da jurisprudência do Tribunal de Justiça do Estado do Maranhão quanto à apreciação dos casos de violência doméstica ou intrafamiliar contra esta mulher, no que diz respeito ao enquadramento destas violências sob a ótica dessas categorias. Aborda-se a jurisdição e a competência, nos processos envolvendo violência contra a mulher idosa, com relação à aplicação do Estatuto do Idoso e/ ou a Lei Maria da Penha. Para isso, o campo estabelecido para a pesquisa foi o Tribunal de Justiça do Maranhão, a 8ª Vara Criminal, que responde pela Vara do Idoso, a Vara Especializada de Combate a Violência Doméstica e Familiar contra a Mulher, o Primeiro Juizado Especial Criminal da Capital, bem como, as Promotorias especializadas do Idoso e da Mulher. Como instrumentos de coleta de dados foi utilizado à análise dos processos baixados e em trâmite, envolvendo mulheres idosas, no período de 2011 a 2015, junto à 8ª Vara Criminal, à Vara Especializada da Mulher e da Violência Doméstica e junto ao primeiro Juizado Especial Criminal. Destacou-se também a apresentação do atual posicionamento das Câmaras Criminais do TJMA sobre a competência para processar e julgar feitos envolvendo violência doméstica e familiar contra estas mulheres. No plano metodológico, optou-se pela realização da pesquisa avaliativa, com enfoque quantitativo e qualitativo, através do método crítico-dialético, possibilitando a reconstrução da realidade vivenciada por esta mulher idosa vítima de violência, e também, pelo uso articulado de diferentes procedimentos de pesquisa e de coleta de informações, com a realização de entrevistas semiestruturadas com os magistrados das varas especializadas, do Juizado Especial e com os membros do Ministério Público responsáveis pelas promotorias do idoso e da mulher.
