Background: In 2003, the National Commissioner of the South African Police Service gave instructions
that all the new student constables should undergo a personnel capacity-building programme as part of
their basic training. This led to the development of the Self-Management Programme by Police Social
Work Services. This programme IS, since July 2004, an integral part of the empowerment of more than
8000 recruits annually.
A comprehensive study into the short and long-term effects of the programme on recruits, as well as its
overall return on investment (ROI), was started in 2004. In this document, only the results that were
achieved with the measurement of the programme's decision-making and purpose-in-life components
will, however, be covered.
Objectives: The study had a twofold purpose. The first was to measure the short and long-term effect of
the Financial Management, Planning of Goals, Self-knowledge, Problem-solving and HIV/AIDS
Awareness modules on recruit's knowledge, attitude and behaviour. It, secondly, endeavoured to
measure the programme's return on investment coefficient.
Method: The study utilised an experimental research design, as well as focus groups and
triangulation. It involved an average of 400 experimental group respondents, 120 control group
members, 12 focus group participants and 14 presenters per module. A total of 23 questionnaires and a focus group schedule was designed and utilised in the generation of data.
Results: All five modules had a practical significant effect on the respondents' knowledge, attitude and
behaviour and improved their personal and professional functioning considerably. The "decision-making"
and "purpose-in-life" components, as well as the programme as a whole, also produced a very
high return on investment. It, therefore, implies that the Self-Management Programme should be seen as

Municipalities are faced with the major task of providing water services to their local
residents. Dissatisfaction regarding water services in South Africa has been manifested in
protests staged by communities. However, service delivery is still reflecting a backlog.
This study aims to describe the current situation and challenges facing Greater Tubatse Local
Municipality and the roles of the major players regarding water services. The study indicated
that the residents of Praktiseer have no sustainable potable water. The critical part of this
inquiry is to establish whether the local municipality has strategies in place to deal with the
identified problems.
Access to clean water and sanitation is essential to health. The Constitution of the Republic
of South Africa mandates the local governments to ensure the provision of water services to
their communities in a sustainable manner. This study also defined the roles of the local

The manufacture of photovoltaic (PV) system components has a role to play in the industrialisation and poverty reduction strategies of developing countries. It has also been suggested that small scale local manufacture of balance of systems components has the potential to improve the maintenance, installation and use of the technology. However, PV is a complex technology and most developing countries have not been able to build the capabilities required to manufacture PV system components of an appropriate quality and price, either in the modern or small scale sectors. The factors that determine the success of PV manufacturers in developing countries are therefore of interest. Previous studies on learning in the PV industry have been focused on industry-wide concerns and have not explicitly addressed enterprise-level capability building or challenges specific to developing countries. In particular, there has been very little published about small scale PV manufacture. This thesis therefore aims to improve understanding of the factors that influence capability building, with a view to assisting decision making in relation to PV manufacture in developing countries. The aims of the study have been fulfilled by the development and assessment of a software simulation training tool for PV cell production line engineers, the development of an analysis framework, and application of it to several case study PV enterprises. Through the application of the framework to the case studies, it has been possible to assess the role of software simulations, the suitability of countries with different types of infrastructure for hosting PV manufacturing and the institutional arrangements or interventions that could be used to promote capability building for PV manufacturers in developing countries. While further case studies are required to make more than tentative conclusions, the framework developed and tested in this thesis may now be used as a tool to systematically and rapidly analyse the appropriateness of different types of PV manufacture in particular countries, to identify the weaknesses in their PV technological systems and therefore to suggest where resources should be invested and where appropriate institutional changes could be made. The simulation software has been demonstrated to be an effective capability building tool, thus providing one of the key elements required for successful manufacturing.

Building other people's armies : military capacity building and civil-military relations during international interventionsNeads, Alexander Stephen January 2016 (has links)
Following state-building campaigns in Iraq and Afghanistan, the UK has increasingly eschewed large-scale intervention in favour of local proxy forces. Whilst this strategy might appeal to the war-weary and cash strapped interventionist, frequent use of military capacity building as a tool of foreign policy inevitably raises questions about the accountability of those local forces being trained. This thesis examines the exportation of Western concepts of civil-military relations into the Republic of Sierra Leone Armed Forces (RSLAF), carried out by the British-led International Military Advisory and Training Team (IMATT) during intervention and post-conflict stabilisation in Sierra Leone. It argues that external interventionists can reshape local military culture, to promote both democratic civil-military norms and professional military effectiveness, but only through extensive institutional change. In Sierra Leone, IMATT attempted to change the organisational culture of the RSLAF by reforming its institutional mechanisms for socialisation, training, education and promotion. By inculcating a new normative ethos in a cohort of junior RSLAF officers, IMATT sought to promulgate cultural change throughout the military via a structured process of intra-service competition and generational replacement. This novel blend of internal and external processes of military change challenges existing scholarship on military innovation and adaptation, advancing our understanding of the relationship between military culture, military change, and external intervention. However, this process of institutional redevelopment and cultural change in the RSLAF proved to be both heavily contested and deeply political, ultimately leading to partial results. Consequently, IMATT’s experience of RSLAF reform holds important implications for the study of civil-military relations and security sector reform, and with it, the conduct of contemporary military capacity building and liberal intervention.

Challenges towards curriculum implementation in high schools in Mount Fletcher district, Eastern CapeMandukwini, Nompumelelo 09 1900 (has links)
Many changes especially in the education system were introduced when the ANC-led government came into power in 1994. Curriculum change emerged as key focus in restructuring the educational system and strong emphasis was placed on its implementation. People in leadership in schools were expected to play a pivotal role to ensuring its effective implementation. Curriculum changes are intended to improve the quality of education for the benefit of learners and teachers. However, the curriculum changes that have happened over the years in South African education system do not seem to achieve its intended goals. As a result, it might be argued that some of the changes are contributing to the challenges faced by the school management teams (SMTs), teachers and learners in schools. Poor capacitation of teachers in successfully implementing the curriculum and availability of necessary resources needed are some of the contributing factors that impact on proper effective implementation of curriculum changes. Therefore, this qualitative study investigated the experiences and challenges faced by the school stakeholders in particular, SMTs and educators towards implementation of curriculum change in selected high schools in Mount Fletcher District in the Eastern Cape Province. Data were generated by means of open-ended interview questions and documents review to provide a rich description and explanation of what challenges school stakeholders (SMT and teachers) face in managing the curriculum implementation in their particular contexts. It became apparent from the findings that there are major curriculum challenges facing SMTs and teachers in managing the curriculum implementation in their schools. These included lack of resources, inadequate training and heavy workloads. However, measures were suggested to limit the challenges towards curriculum implementation in order for the SMTs and teachers to manage and implement the curriculum effectively. The study concludes by pointing out that although SMTs and teachers try to perform their roles and responsibilities to ensure effective implementation of curriculum in their contexts, they still require training and on-going support to execute certain aspects of their duties. / Educational Leadership and Management / M. An analysis of local district capacity in the implementation of Oregon's extended application collection of evidence graduation requirementLevy, Theresa A. 06 1900 (has links)

Search the library catalog for the location and call number. / Oregon's extended application requirement, adopted by the State Board of Education as a graduation requirement in 2002 coupled with more rigorous state graduation requirements adopted in 2008, have significant capacity implications for local school districts. The purpose of this study was to examine how local school districts in Oregon have implemented the extended application requirement through their existing capacity. District capacity was examined through a survey that asked about four capacity domains: human capacity, organizational capacity, structural capacity, and material capacity. In addition, the survey addressed barriers to implementation as well as capacity needs to support implementation of extended application and new state graduation requirements. A self-administered web-based survey was developed to collect data. The survey was administered to curriculum administrators in all K-12 public school districts ( N =175) in Oregon. The response rate was 50% with representation from districts ranging in size from small to large and from all regions of the state, including rural, suburban, and urban settings. The survey used a five-point scale to determine the extent of extended application implementation, district capacity, and implementation barriers. Two open-ended questions asked participants to comment on their capacity needs. Study results showed that extended application implementation progress ranged from very little progress to great progress in districts across the state. The new graduation requirements were identified as a barrier to extended application and will likely impede implementation progress further. Additionally, in multiple regression analysis, district capacity was a predictor of extended application implementation and reflected that districts lacked the capacity to support implementation. Interrelationships were found between the four district capacity domains and implementation which suggest that capacity should be viewed holistically and comprehensively. Furthermore, district capacity analysis should be more intentional in the policy process in order to inform state policy decisions. Capacity-building needs were identified including: increased state-level guidance, time for teachers and administrators to collaborate, and a need for additional professional development, financial resources, and staffing.
