An impact and cost-benefit analysis of some SAPS personnel capacity-building programmes / by Alice May Blignaut

As a result of the restructuring of the South African Police Service (SAPS) in 1996 and various other factors, Police Social Work Services decided to broaden the scope of its services by developing and introducing proactive personnel capacity-building programmes. By 1999, 15 such programmes had been developed. The need subsequently arose for a comprehensive impact assessment and cost-benefit analysis of these programmes and the Evaluation of Personnel Capacity-Building Programmes (EPCaP) study was launched in 2001. The evaluation of the Anger Management, Assertiveness and Conflict Management Programmes, as well as a cost-benefit analysis of the Life Skills programmes as a whole, formed part of this research. Objectives: This study had two primary aims. The first was to determine the effect of the Assertiveness, Conflict Management and Anger Management programmes on the knowledge, attitude and behaviour of SAPS personnel. The second was to carry out a cost-benefit analysis of the Life Skills programmes as a whole. Method: In the case of the effect measurement, a comparison group pre-test and post-test design and triangulation were used. Eighteen measurement scales and a presenter's evaluation questionnaire were developed and completed by 627 experimental group respondents, 150 comparison group members and 32 presenters. In the cost-benefit analysis, a comprehensive, computerised ROI analysis programme that was developed by Meyer et al. (2003) was primarily used. It measured the interventions' return on investment (ROI), net present value (NPV), payback period, internal rate of return (IRR) and learning cost per attendee. Results: By means of the triangulation of measurements it was ascertained that the three personnel capacity-building programmes had a practical significant effect on the respondents' knowledge, attitude and behaviour. They could, therefore, be considered as effective tools in the hands of Police Social Work Services which not only empowered SAPS personnel to lead more productive professional lives, but also enhanced their personal well-being. The cost-benefit analysis indicated that the Life Skills Programmes represented a worthwhile investment of the organisation's time, money and effort. Background: Due to various factors, such as the restructuring of the South African Police Service (SAPS) in 1996, Police Social Work Services decided to broaden the scope of its services by developing and introducing proactive personnel capacity building programmes (PCBP's). Fifteen PCB programmes had been developed by 1999, which gave rise to the need for a comprehensive impact assessment of these programmes. This resulted in the Evaluation of Personnel Capacity Building Programmes (EPCBP) research project that was launched in 2001. The evaluation of the Healthy Lifestyle and Coping with Change programmes formed part of this comprehensive study. Objectives: The primary aim of the study was to determine the effect of the Healthy Lifestyle (HLS) and Coping with Change (CWC) programmes on the knowledge, attitude and behaviour of SAPS personnel. Method: The comparison group pre-test and post-test design and triangulation were used during this research. Six measuring scales and a presenter's evaluation questionnaire were developed and completed by 196 (HLS) and 184 (CWC) experimental group respondents, 38 (HLS) and 41 (CWC) comparison group members and 10 (HLS) and 7 (CWC) presenters. Results: With the help of various measuring instruments and the triangulation of measurements, it was determined that the Healthy Lifestyle and Coping with Change programmes had a practical significant effect on the knowledge, attitude and behaviour of the respondents. HIV and AIDS is the most prevalent and destructive pandemic to occur in South Africa's recorded history. A comprehensive study into the programme's effect and return on investment (ROI) was undertaken in 2001. This thesis will report on the effect of the HIV and AIDS Peer education programme as well as its return on investment coefficient. Objectives The primary aim of the study was to determine the effect of the HIV and AIDS Peer Education programme on the knowledge, attitude and behaviour of SAPS employees, as well as the programme's return on investment coefficient. Syfte: Syftet med denna uppsats är att undersöka kompetensutvecklingens roll inom dagligvaruhandeln och möbelbranschen samt hur den påverkar de anställdas motivation och deras lojalitet till företaget.  Forskningsfrågor:  Hur använder ledningen inom dagligvaruhandeln och möbelbranschen kompetensutveckling för att motivera sina anställda? Hur påverkar kompetensutveckling serviceanställdas lojalitet till företaget inom dagligvaruhandeln och möbelbranschen?  Finns det några särskiljande karaktärsdrag för kompetensutveckling inom dagligvaruhandeln respektive möbelbranschen? Metod: Studiens empiriska data utgår från tio stycken intervjuer med anställda i olika positioner inom dagligvaruhandeln och möbelbranschen samt experter inom kompetensutveckling. Studien har en abduktiv ansats.  Slutsatser: Studiens resultat visar att kompetensutveckling bidrar i allt större grad till att skapa lojala och motiverade anställda. Det har påvisats både likheter och skillnader dagligvaruhandeln och möbelbranschen emellan, men en slutsats som framkommit är att strukturen på organisationen spelar en stor roll i hur kompetensutvecklingen används. / Purpose:The purpose of this thesis is to research capacity building and its function in the grocery and furniture industry and how it affects employee’s motivation and their loyalty to the company.                                                                                                                                                                                          Research questions:  How does management in the grocery industry and the furniture industry use capacity building to motivate their employees? How does capacity building affect the service employee’s loyalty to the grocery industry and the furniture industry? Are there any distinctive features for capacity building between the grocery industry and the furniture industry? Method:The study is based on ten interviews with employees in various positions in the grocery and furniture industry as well as experts in capacity building. The qualitative study has an abductive approach. Conclusion: The study's results shows that capacity building is increasingly contributing to the creation of loyal and motivated employees. Similarities and differences between the grocery industry and the furniture industry have been demonstrated, but a conclusion has appeared that the structure of the organization plays a major role in how capacity building is used.

Opening Up Transformation Pathways for Sustainable Wellbeing: Exploring the Role of Sustainability Experiential Learning as a Capacity Building Mechanism for Global Ecological Citizenship

abstract: Criticisms of technocratic and managerial sustainability responses to global environmental change have led scholars to argue for transformative shifts in ideology, policy, and practice favoring alternative, plural transformation pathways to sustainability. This raises key debates around how we build transformative capacity and who will lead the way. To further this critical dialogue, this dissertation explores the potential for sustainability experiential learning (SEL) to serve as a capacity building mechanism for global ecological citizenship in support of transformation pathways to sustainable wellbeing. In the process it considers how the next generation of those primed for sustainability leadership identify with and negotiate diversity—of perceptions, values, agency, and lived experiences—in what constitutes sustainable wellbeing and the approaches needed to get there. Inspired by the STEPS (Social, Technological and Environmental Pathways to Sustainability) Centre’s transformation pathways approach, this research proposes a Transformative Capacity Building model grounded in a Transformation Pathways to Sustainable Wellbeing framework that integrates and builds upon tenets of the original pathways approach with transformative learning, Value-Believe-Norm, and global ecological citizenship (eco-citizenship) theories and concepts. The proposed model and framework were applied to an in-depth ethnographic case study of sustainability experiential learning communities formed within the four Summer 2015 Global Sustainability Studies (GSS) programs at Arizona State University. Using mixed methods, including semi-structured interviews, participant observation, and Photovoice, this study examines the values, perceptions, and perceived agency of participants post-program in relation to the knowledge-making and mobilization processes that unfolded during their international GSS programs. Of particular interest are participants’ cognitive, moral, and affective engagement as SEL community members. Through multi-level thematic analyses, key values, perceptions, agency and engagement themes are identified and influencing relationships highlighted across the different SEL communities and programs. Implications of these factors and their relationships for capacity building for eco-citizenship and future program development are considered. The dissertation concludes by translating study findings into actionable pathways for future research AND practice, including the proposal of program development and implementation recommendations that could enable future sustainability experiential learning programs to better contribute to transformative capacity building for eco-citizenship. / Dissertation/Thesis / Doctoral Dissertation Anthropology 2018

Este trabalho apresenta o processo de ampliação da infraestrutura laboratorial de minirredes e sistemas híbridos do Laboratório de Sistemas Fotovoltaicos do Instituto de Energia e Ambiente da Universidade de São Paulo, (LSF-IEE/USP). O trabalho também contempla uma revisão do estado da arte de sistemas híbridos e minirredes, apresentando principalmente os aspectos técnicos, como formas de acoplamento, e interações com a rede elétrica de distribuição. Descrevem-se os sistemas híbridos presentes no LSF e a infraestrutura para sua interconexão. Posteriormente são realizados os processos de comissionamento e testes operacionais da interconexão dos sistemas híbridos entre si e com a rede elétrica. Ao final é proposto um curso de aperfeiçoamento em minirredes e sistemas híbridos utilizando a infraestrutura presente no LSF. / This work presents the expansion of the micro-grid and hybrid systems infrastructure at the Laboratory of Photovoltaic Systems of the Institute of Energy and Environment at the University of São Paulo (LSF-IEE / USP). The work also presents a review of the state of the art of hybrid systems and micro-grid, presenting mainly the technical aspects, such as types of system interconnections and interactions with the main grid. The hybrid systems existent in the LSF, as well as the infrastructure for their interconnection are described. Subsequently, the commissioning process and the operational tests with the interconnection of the hybrid systems with each other and with the main grid are performed. At the end, a capacity building course on micro-grids and hybrid systems using the existent infrastructure in the LSF is proposed.
