The main focus of this thesis is the challenges that are facing social policy development and implementation in South Africa in relation to the enhancement of human capability. The study adopted a historical approach to assess the model of social policy in South Africa and identified that social relations of domination inherited from the apartheid era continuing to produce inequalities in opportunities. Social policy under the democratic government has not managed to address social inequalities and the main drivers of poverty in the form of income poverty, asset poverty and capability poverty which are the underlying factors reproducing deprivation and destitution of the majority of the population Although South Africa prides itself of a stable democracy, social inequalities continue to undermine the benefits of social citizenship because political participation in the midst of unequal access to economic and social resources undermine the value of citizenship. Also, inequalities in the distribution of income and wealth, and in the control of economic production undermine political equality which is an ethic upon which social rights are predicated. As a result, state interventions are lacking inherent potential to build human capability for people to live the life that they have reason to value. The paradox of social policy in South Africa is that the majority of those who are marginalised are those who were excluded by the apartheid regime even though state intervention is claimed to be targeting them. This points to the failure of incremental equalisation of opportunities within a context of stark social inequities. It is also an indication that the economic growth path delivered by the political transition is working to reinforce the inherited legacy of deprivation and it is avoiding questions related to the structural nature of poverty and inequalities. Therefore, a transformative social policy is an imperative for South Africa. Such a framework of social policy should be premised upon a notion of human security in order to built human capability. Human security focuses on the security of individuals and communities to strengthen human development. It emphasises on civil, political and socioeconomic rights for individual citizens to participate fully in the process of governance. Although this thesis is a case study of social policy in South Africa, it can be used to appreciate the role of social policy in other developing countries, particularly the impact of political decision making on social distribution. Poverty and social inequalities are growing problems in developing countries and so is the importance of putting these problems under the spotlight for political attention.

It is generally acknowledged that human capital intangibles are major value drivers in the new economy characterised by information and technology. The main purpose of this study is to examine the extent to which companies listed on the Johannesburg Stock Exchange disclose information on human capital related issues. The study combined both qualitative (literature reviews and content analysis) and quantitative (survey questionnaire) methods to collect data of 60 corporate annual reports (CARs) of listed companies in South Africa from survey questionnaires administered on various categories of preparers and users of these CARs.
The study made use of 91 human capital disclosure checklists developed from literature reviews for the purpose of data collection. The data analysis was done with the aid of Atlasti-a qualitative data analysis software and SPSS- a quantitative data analysis software.
The findings show that majority of the items on the disclosure checklist are not yet disclosed in the CARs even though most of the items on the checklist are adjudged to be useful for organisational value creation. The influence of purchasing constraints and uncertain demand on selected items of working capital of a leading South African cable manufacturerMaurer, Claus 30 November 2004 (has links)
This research examines the impact of purchasing constraints and demand variability on working capital balances. The working capital accounts considered are creditors, debtors and raw material inventories. Purchasing constraints and demand uncertainty are defined.
The supply chain of the South African cable industry, and one manufacturer in particular, and the challenges faced in the cable manufacturing process are discussed.
To quantify the influences, a comparison between working capital accounts in the case of economic order quantity and actual purchasing practices is performed.
A simulation model is developed to reproduce a larger sample of demand data, matching the cumulative probability density function of each cable type contained in the annual sales budget.
The results show, that the working capital accounts react differently to changes in purchasing conditions and variations in demand, the most sensitive being raw material inventories. The focus of this research is to understand the relevance of the Human Resource Development Strategy for the functioning of South African Public Service and its implications for the Emerging Management Development Programme (EMDP).
One of the main challenges of the Human Resource Development Strategy (HRDS) is its translation into well designed training programmes that are aligned with the goals and objectives of the strategy. The Emerging Management Development Programme (EMDP) is meant to be the translation and interpretation of the HRDS for public sector training and development on emerging management level.
The intention of this study is to evaluate, analyse and understand the alignment of the EMDP with the Human Resource Development Strategy for the South African pubic service and subsequently suggest proposals for the possible improvement of emerging middle management development.
The objectives of the research will be stated in the form of two critical questions:
What are the main directives in the Human Resource Development Strategy for the Public Service regarding management development in general, and the gaps in the design and development of the Emerging Management Development Programme (EMDP) in particular?
How does the design and development of the current EMDP meet the strategic vision for management development as envisioned in the Human Resource Development Strategy for the Public Service?
The research methodology applied in this study, is a qualitative research approach. This approach focuses on phenomena that occur in natural settings, i.e. in the real world and involve studying those phenomena in all of their complexity which is used to gather data. This data is preserved in descriptive narratives. A qualitative research approach also uses mainly the constructivist-interpretive perspective.
The key finding is that as much as the EMDP is comprehensive, it is however not yet aligned with the Human Resource Development Strategy of the South African Public Service. The recommendation is that the conversion of the objectives of HRDS-SA into the learning outcomes of the EMDP in order to provide a framework for a comprehensive base of competencies that inform the curriculation of the EMDP is important. This will ensure that the learners are able to benefit from a multitude of skills development activities in the programme and, in so doing, render them more purposeful to improve their impact on the skills challenges of the country. / Public Administration and Management / M. The association between working capital measures and the returns of South African industrial firmsSmith, Marolee Beaumont 12 1900 (has links)
This study investigates the association between traditional and alternative working capital
measures and the returns of industrial firms listed on the Johannesburg Stock E"change.
Twenty five variables for all industrial firms listed for the most recent 10 years were
derived from standardised annual balance sheet data of the University of Pretoria's Bureau
of Financial Analysis. Traditional liquidity ratios measuring working capital position,
activity and leverage, and alternative liquidity measures, were calculated for each of the
135 participating firms for the 1 0 years. These working capital measures were tested for
association with five return measures for every firm over the same period.
This was done by means of a chi-square test for association, followed by stepwise
multiple regression undertaken to quantify the underlying structural relationships between
the return measures and the working capital measures. The results of the tests indicated
that the traditional working capital leverage measures, in particular, total current liabilities
divided by funds flow, and to a lesser e"tent, long-term loan capital divided by net
working capital, displayed the greatest associations, and e"plained the majority of the
variance in the return measures.
At-test, undertaken to analyse the size effect on the working capital measures employed
by the participating firms, compared firms according to total assets. The results revealed
significant differences between the means of the top quartile of firms and the bottom
quartile, for eight of the 13 working capital measures included in the study. A
nonparametric test was applied to evaluate the sector effect on the working capital
measures employed by the participating firms. The rank scores indicated significant
differences in the means across the sectors for si" of the 13 working capital measures.
A decrease in the working capital leverage measures of current liabilities divided by funds
flow, and long-term loan capital divided by net working capital, should signal an increase
in returns, and vice versa. It is recommended that financial managers consider these

An analysis of tacit knowledge sharing behaviour, within a social capital framework, in a business environment of a South African, University of TechnologySmith, Carol 21 May 2014 (has links)
Submitted in fulfillment of the requirements of the Degree of Doctor of Technology: Business Administration, Durban University of Technology, 2014. / This thesis integrates social capital and ‘reasoned action’ theory to construct a theoretical model for investigating the factors which predict an individual’s intention to share tacit knowledge in a University of Technology. It utilizes Nahapiet and Ghoshal (1998: 243) definition and conception of social capital. They define social capital as “the sum of the actual and potential resources embedded within, available through, and derived from the network of relationships possessed by an individual or social unit”. This study examined tacit knowledge sharing behaviour (i.e., knowledge that is shared between individuals) within the context of social capital. The specific type of tacit knowledge that is being studied relates to work experience ‘know-what’ and ‘know-how’. ‘Know-what’ refers to the basic mastery of a discipline that professionals achieve through education and training. ‘Know-how’ refers to procedural knowledge about a business process and the individual’s capability to perform an action with an understanding of why the action is appropriate in the particular context, (i.e., action skill or applied competence).
Specifically, this study examines the relationship between the structural, relational and cognitive dimensions of social capital and the individual’s attitude towards the sharing of tacit knowledge. It further examines the relationship between the individual’s attitude towards tacit knowledge sharing, their perceived norms and perceived behavioural control over the sharing of tacit knowledge (mediating variables) and their intention to share tacit knowledge.
It is a case study which consists of a mixed methods research design, incorporating nine research interviews and five hundred and fifty four self administered questionnaires.
The theoretical model is examined using structural equation modeling (SEM) and as a result of the findings, the initial model is revised into a set of theoretical models, which are tested using SEM and found to be consistent with the data (i.e., a good fit). The direct, indirect and total effects of the identified predictor (social capital) and mediating variables (‘reasoned action’) on the individual’s intention to share tacit knowledge, in each model, is examined and the results are presented.
Each dimension of social capital is found to be significant for predicting the criterion variable ‘attitude towards tacit knowledge sharing’. The individual’s attitude towards tacit knowledge sharing is found to be highly significant for predicting the individual’s intention to share tacit knowledge but the ‘reasoned action’ variables are found to be not as significant, particularly perceived behavioural control over the sharing of tacit knowledge.
The results of this study enrich our collective understanding regarding social capital and tacit knowledge sharing behaviour. / Academy of Management,

Thesis (MPhil)--Stellenbosch University, 2013. / ENGLISH ABSTRACT: South Africa is experiencing a number of challenges, which have led to developmental backlogs, housing shortages and growing informal areas. At the same time, the country is also experiencing sustainability problems, such as climate change, biodiversity loss and resource shortages. Strategies to address these challenges do not always provide adequate space for participatory structures as suggested by Local Agenda 21. Social sustainability (the ability of communities to collaborate in order to promote sustainability) is a fundamental component of sustainable development. An essential ingredient of social sustainability is to maintain and develop the stock of social capital (social bonds, relationships of trust, and connectedness in groups and networks). The existence of conflict and distrust in communities therefore makes cooperation for development and sustainability very difficult.
The purpose of this study was to examine and evaluate a specific case study, namely the Witsand Integrated Energy Environment Empowerment Cost Optimisation (iEEECO) Human Settlement Project, situated near Atlantis within the City of Cape Town, with regard to lessons about the process towards sustainable human settlements and sustainability. This case study was chosen because it is a so-called People’s Housing Project that has also been developed as an ecological sustainable project. The study specifically aimed to establish whether and how participation was implemented as part of this project and how effective this had been in promoting social sustainability, since it had also been a conflict-ridden project. The case study methodology was used where interviews, direct observation and focus groups sessions were conducted. Finally, the study reports on the findings and formulates recommendations based on the case study on some of the ways to improve sustainability. The process of learning about this community was like unpeeling an onion, that started with the impression of a successful sustainable human settlement, but ended up with the knowledge that it is a project, which despite more than usual efforts made to implement sustainability principles and participation, remains conflict ridden and fragmented. The community is presently represented by two community organisations (of which one does not support sustainability principles). It also seems as if few community members felt that they had really been involved in the participation process, with many relegated to make up numbers in meetings, with no real involvement in the process.
The level of illiteracy within the community is high and rumours abound, which at one stage led to houses of community leaders, as well as field workers employed by the municipality to monitor extension of shacks, being stoned and burnt. Municipal policies to use local people as gate-keepers to keep informal areas from growing are contributing to these problems. Changes in housing policies regarding contributory payments are also adding to conflict within the community, which adds fuel to rumours of corruption.
In the context of a shortage of space where people can legally build their own shacks, a shortage of public facilities like schools and clinics, as well as employment opportunities, this project cannot yet be regarded as an integrated sustainable human settlement.The lessons that this case study teaches us is about the path towards sustainability, is that it is a complex process, which requires a bigger focus on social sustainability and on conflict transformation. Social sustainability requires more and better participation and transparency in policy-making, as well as changes in policies to promote more fairness, justice, and the building of social capital. Co-production, where state and citizens work together to provide basic services, has much to offer as a method of participation, especially if initiated and run by grassroots organisations. / AFRIKAANSE OPSOMMING: Suid-Afrika beleef 'n aantal uitdagings, wat gelei het tot ontwikkelingsagterstande, behuisingstekorte en groeiende informele gebiede. Terselfdertyd ondervind die land ook volhoubaarheidsprobleme, soos klimaatverandering, die verlies aan biodiversiteit en hulpbron-tekorte. Strategieë om hierdie uitdagings aan te spreek, laat nie altyd voldoende ruimte vir deelnemende strukture soos voorgestel deur Plaaslike Agenda 21 nie. Sosiale volhoubaarheid (die vermoeë van gemeenskappe om saam te werk ten einde volhoubaarheid te bevorder) is 'n fundamentele komponent van volhoubare ontwikkeling. In die konteks van 'n tekort aan ruimte waar mense wettiglik hul eie informele huise kan bou, 'n tekort aan openbare fasiliteite soos skole en klinieke, asook werksgeleenthede, kan hierdie projek nog nie beskou word as 'n geïntegreerde volhoubare menslike nedersetting nie. Die lesse wat hierdie gevallestudie ons kan leer oor die roete na volhoubaarheid, is dat dit 'n komplekse proses is, wat 'n groter fokus op sosiale volhoubaarheid en konflik transformasie vereis. Sosiale volhoubaarheid vereis meer en beter deelname en deursigtigheid in die maak van beleid, sowel as veranderinge in beleide om meer regverdigheid en geregtigheid te bevorder, asook die uitbou van sosiale kapitaal. Ko-produksie, waar staat en burgers saam werk om basiese dienste te lewer, het baie om te bied as 'n metode van deelname, veral as dit geïnisieer en gelei word deur voetsoolvlak organisasies.

Investigating the capital structure of South African JSE listed IT firms : a national and international comparative studyVictor, Andrew January 2018 (has links)
Abstract in English, Afrikaans and Zulu / This study is aimed at investigating the capital structures of the Johannesburg Stock Exchange listed South African IT firms and compare these to the capital structures of NASDAQ listed US IT firms in order to better understand the capital structures that JSE listed South African firms employ. The study made use of secondary data in the form of ratio analysis from public sources, as well as the published annual financial statements of the firms. The Generalised Method of Moments regression analysis technique was used in order to test the data for relationships between certain ratios. The study found positive relationships between the firm’s capital structure and its return on equity; meaning that firms should make use of their capital structures to maximise their return on equity and as a result, returns for its shareholders. / Hierdie studie is daarop gerig om die kapitaalstrukture van Suid-Afrikaanse IT-ondernemings wat op die Johannesburgse Aandelebeurs (JSE) genoteer is te ondersoek, en dit te vergelyk met die kapitaalstrukture van NASDAQ-genoteerde Amerikaanse IT-ondernemings ten einde die kapitaalstrukture wat JSE-genoteerde Suid-Afrikaanse ondernemings gebruik, beter te verstaan. This thesis looks at the profiles of the workforce in forest harvesting in the forestry
industry in South Africa. It provides methods and models to measure and understand
people (human capital) and technology. It highlights some of the current and strategic
challenges in: employee conditions of employment; occupational health and safety;
worker nutrition; training; worker dynamics (employee absenteeism and labour
turnover); and the technology in forest harvesting.
This study puts additional emphasis towards measuring and understanding the grower
company/contractor interface (i.e., the contractoring philosophy, contractor profiles and
competitive strategies) and discusses the contracting decision by the grower
companies. The latter, the contracting decision is important because it forms the
foundation and framework upon which forest harvesting contractor businesses are built
and the background for both the people and technology dynamics.
Forest harvesting employees in South Africa are working in forestry because they
cannot get other jobs elsewhere. They have the following profiles and mobility
characteristics: median age, 34 years; median completed school level, Standard 3;
median time spent working for forest contractors and grower companies, 2 and 7
years, respectively (contractors have been in the business for a median period of 7.5
years); and median labour turnover and absenteeism, 4 % and 6 %, respectively. The
employee median daily wage is R24.00 and the budgeted employee training cost per
year per employee is R41.40. There is a high level of occupational safety awareness
amongst both the contractors and the employees and significantly high injury rates in
forest harvesting. Contractors and staff from grower companies believe that the current
and future forest harvesting technology depends on the type and nature of contracts
between the grower companies and the harvesting contractors, backup services from
machine suppliers, the exchange rates between the Rand and other major currencies
and worker health linked to HIV/AIDS.
The study shows that in forest harvesting, there is a need to develop approaches and
business strategies to define and manage the workforce since it is the people and the
technology that work together to generate results. The thesis concludes that, human
skill and knowledge should form the base of an industry along with logic of systems or
operations. The study challenges forest harvesting organisations to measure and
integrate human capital and technology with business objectives. Thus, sustainability in
forest harvesting in South Africa will depend on the ability of forest harvesting
organisations to handle the human dimension and to develop/acquire, exploit and

opleiding, arbeidersdinamika (arbeidsafwesigheid en -omset) en tegnologie in
bosontginning.
Hierdie studie plaas verdere klem op die ondersoek en begrip van die interaksie tussen
bosbou maatskappy en kontrakteur (b.v. kontrakteur's filosofie, profiel van kontrakteurs
en mededingende strategie) en om die bosbou maatskappye se besluit, om oor te
skakel na kontrakteurs, te evalueer. Laasgenoemde, is van uiter belang, aangesien dit

om die gebruik van tegnologie te ondersoek, en die menslike hulpbron en tegnologie te
