O Mercosul, como resultado do processo histórico de produção capitalista do espaço, em tese, tenderá a conformar um novo ciclo de acumulação de capital na região. Exibindo, inicialmente, um corte marcadamente comercial e avançando para uma configuração mais econômica e social, poderá o Mercosul alcançar uma condição capaz de redistribuir, ao menos parte do produto dessa acumulação? O posicionamento do Mercosul em relação às teorias da integração regional, em especial, as relações em eixo permitem entrever maiores possibilidades históricas para alcançar tal dimensão? Tem-se como expectativa que o resultado da análise do processo histórico da integração nos países do Mercosul e a efetividade das políticas sociais até aqui adotadas, à luz das ondas de regionalismo, das diversas dimensões (política, econômica, social e ambiental) e fases temporais estudadas (neoliberal, crise e transição e convergente), aliado ao arcabouço teórico, possam indicar perspectivas de evolução da dimensão social do Mercosul. Ademais, investigar se as mudanças na orientação política dos governos dos países do bloco, de neoliberal para socialistas de diversos matizes, a partir da virada do século, estão criando condições distintas para a consolidação de sua dimensão social e contribuir para o preenchimento de certa lacuna na produção científica dessa área específica são os objetivos centrais da dissertação. / MERCOSUR, as a result of the historical process of capitalist production of space, in theory, will tend to conform a new cycle of capital accumulation in the region. The positioning of Mercosur in relation to theories of regional integration, in particular the axis relations allow us to see larger historical possibilities to achieve this dimension? Has as expectation that the result of analysis of the historical process of integration in Mercosur countries and the effectiveness of social policies so far adopted, in the light of the waves of regionalism, the various dimensions (political, economic, social and environmental) and temporal phases studied (neoliberal, crisis and transition and convergent), coupled with the theoretical framework, could indicate the future trend with regard to the social dimension of MERCOSUR. Furthermore, investigate whether changes in policy direction of governments in the bloc of neoliberal for socialists of various hues, from the turn of the century, are creating different conditions for the consolidation of the social dimension and contribute to filling in a gap in scientific production in this particular area are the central objectives of the dissertation.

In this sense , this paper proposes a discussion about the " capitalist production of space " , reflecting on the existence and conflicts between public policies linked to tourism in the municipality of Guarabira , Paraíba . The reflection on the actions of policy planning or administrative operations and its spatialization in the city , served as the spatial area for the analysis of the subject . In Guarabira in Paraíba arid , religious Frei Damiao has become the religion of popular character icon, attracting large crowds who attended his sermons missionaries , coming from neighboring cities and states . The Memorial Frei Damiao , main material artifact that characterizes the production of contemporary space of the city facing the commercialization of the religious phenomenon , is recognized by public managers , the administrative policies and by local society , as a " symbol Catholic faith in the state of Paraíba " . The research hypothesized that the production of space in the municipality in question was the scene of social and political factors that led to the election of the city as a place of religious tourism in the arid zone of the state of Paraiba , where capitalist restructuring processes , gave up the uneven and combined. Tourism is a complex phenomenon that contributed to the reconstruction of society , from the actions of the actors involved in the process , building the material dimension and symbolic dimension . The research undertaken so far helped analyze the phenomenon of religious tourism from the point of view of interaction with the material and symbolic magnitudes of the reality of the city of Guarabira . Thus , one has to analyze the capitalist production of space from the economic appropriation of religion, population dynamics seen in the city of Guarabira and influence linked to tourism practice in that county policy , identifying the main actions promoted by government for local development that have collaborated and / or not to the production of space . The present work has the following problem : What is the influence of public policy on tourism development for the production of space in the city of Guarabira ? The spatial structure of the study is on the socioeconomic context and the actions implemented in the municipality of Guarabira , collaborating with the production of space and the correlation with the economic appropriation of religion . Where diversity of actors construct reality from different interpretations , establishing relations of cooperation and conflict in relation to the interests involved . In this sense, it seems timely to reflect that the practice of religious tourism in the municipality of Guarabira figure as a potential not as a vocation , ie , something that was created , not something that has been inherited. / Este estudo pretende explorar as relações que ligam a produção e o consumo de produtos turísticos, desde o contexto cultural e político de sua criação até os rebatimentos, vinculados a práticas de produção do espaço. Neste sentido, o presente trabalho propõe uma discussão quanto à produção capitalista do espaço , refletindo sobre a existência e conflitos entre políticas públicas atreladas ao turismo no município de Guarabira, Paraíba. A reflexão sobre as ações do planejamento político ou da gestão administrativa e sua espacialização no município, serviram como recorte espacial para a análise do tema proposto. Em Guarabira, no Agreste Paraibano, o religioso Frei Damião tornou-se ícone da religiosidade de caráter popular, atraindo grandes multidões que atendiam a seus sermões missionários, vindos de cidades e estados vizinhos. O Memorial Frei Damião, principal artefato material que caracteriza a produção do espaço contemporâneo do município voltado à mercantilização do fenômeno religioso, é reconhecido, pelos gestores públicos, pelas políticas administrativas e pela sociedade local, como um símbolo fé católica no estado da Paraíba . A pesquisa partiu da hipótese de que a produção do espaço do município em questão foi palco de processos sociais e políticos que culminaram na eleição da cidade como lócus do turismo religioso no Agreste do estado da Paraíba, em que a reestruturação capitalista , deu-se de forma desigual e combinada. O turismo é um fenômeno complexo que contribuí para a reconstrução da sociedade, a partir das ações dos atores envolvidos no processo, que constroem a dimensão material e a dimensão simbólica. As pesquisas até aqui desenvolvidas permitiram analisar o fenômeno do turismo religioso sob um ponto de vista de interação com as magnitudes materiais e simbólicas da realidade do município de Guarabira. Dessa forma, tem-se como objetivo analisar a produção capitalista do espaço a partir da apropriação econômica da religião, da dinâmica populacional percebida no município de Guarabira e da influência da política pública vinculada à prática turística no referido município, identificando as principais ações promovidas pelo poder público para o desenvolvimento local que têm colaborado e/ou não para a produção do espaço. O presente trabalho tem o seguinte problema: Qual a influência da política pública relativa ao desenvolvimento turístico para a produção do espaço na cidade de Guarabira? A estruturação espacial do estudo está diante do contexto socioeconômico e das ações implantadas no município de Guarabira, que colaboram com a produção do espaço e a correlação com a apropriação econômica da religião. Onde a diversidade de atores produzem a realidade a partir das distintas interpretações, estabelecendo conexões de cooperação e conflito em relação aos interesses envolvidos. Neste sentido, parece oportuna a reflexão de que a prática do turismo religioso no município de Guarabira figura como uma potencialidade não como uma vocação, ou seja, algo que foi criado, não algo que tenha sido herdado.

O projeto, que possui ainda cunho paroquial, foi idealizado por um padre holandês erradicado no município, conhecido como padre Tiago Prins. Originalmente, o projeto Pró-moradia aparenta personificar os ideais daquilo que Henri Lefebvre chamou de “direito à cidade”, expresso na primazia do “uso” da habitação. Contudo, ao longo de sua história esses ideais se perderam frente às contradições inerentes ao próprio capitalismo, que se desenvolveram justamente pela falta de organização social do projeto em questão. O fato de grande parte dos imóveis não possuir escritura, sendo estes terrenos vinculados a um grupo de investidores externos, tidos como “doadores”, contribuiu para um caminho de exclusão e não de acesso ao uso da cidade. / The work in question took as an object of analysis the social project of a housing project Pró-Moradia, located in an area of popular occupation of the city of Muriaé, Minas Gerais, which presents contradictions inherent in the process of capitalist production of space. The project, which still has a parish, was conceived by a dutch priest eradicated in the municipality, know as father Tiago Prins. Originally, the Pro-dwelling project seems to epitomize the ideals of what Henri Lefebvre called the “right to the city”, expressed in the primacy of the “use” of housing. Throughout their history, however, these ideals have been lost in the face of the contradictions inherent in capitalism itself, which have developed precisely because of the lack of social organization of the project in question. The fact that most of the properties do not have a deed, and these lands are linked to a group of external investors, considered as “donors”, controbuted to a path of exclusion and not access to the use of the city.
