Zoning's Connection with Racial Distribution: A Case Study on the Washington, D.C. MSA

Zoning, as a public land-use tool, has several important goals. As zoning accomplishes these goals, however, zoning has had the unintended outcome of guiding high numbers of minorities into certain areas in which multi-family housing is permitted. This study attempts to understand the connection that zoning has with racial and ethnic distribution within and across jurisdictions in the Washington, D.C. MSA. By using GIS to spatially connect zoning districts to Census data, I analyzed correlations between minority populations and zoning district regulations. For all locations studied, I found that proportions of minority population generally increase as zoning districts permit higher-intensity residential uses. Minority populations often increased as the density permitted by zoning districts increased, although there were many exceptions to this trend, most notably in the central city where minority populations did not directly correlate with zoning density. In all cases, however, low-density, single-family zoning districts had higher white populations than other, higher-density zoning districts. Zoning was shown to have the greatest correlation with minority populations in jurisdictions undergoing significant population growth, particularly minority population growth. The study shows that racially-segregated neighborhoods exist across a variety of zoning types, including low-density, single-family districts, but that segregation is more abundant within zoning districts that permit higher-intensity uses and higher-densities. White isolation was found to be greatest in low-density, single-family zoning districts. Although there is a clear connection between zoning regulations and minority population settlement, zoning density does not perfectly correlate with minority population and racially-segregated areas. Many higher-density zoning districts throughout the study area have high white populations and high levels of white clustering. Conversely, high minority populations and minority clustering occur to significant extents in parts of single-family zoning districts, particularly in Washington and Prince George's County. / Master of Urban and Regional Planning

Apesar das pesquisas em reconhecimento facial automático terem crescido substancialmente ao longo dos últimos 35 anos, identificar pessoas a partir da face continua sendo um desafio para as áreas de Visão Computacional e Reconhecimento de Padrões. Em função dos cenários variarem desde a identificação a partir de fotografias até o reconhecimento baseado em vídeos sem nenhum tipo de controle ao serem gravados, os maiores desafios estão relacionados à independência contra diferentes tipos de iluminação, pose e expressão. O objetivo desta dissertação é propor técnicas que possam contribuir para a melhoria dos sistemas de reconhecimento facial. A primeira técnica endereça o problema da iluminação através da fusão dos espectros visível e infravermelho da face. Através desta abordagem, as taxas de reconhecimento foram melhoradas em 2.07% enquanto a taxa de erro igual (EER) foi reduzida em 45.47%. A segunda técnica trata do caso da extração e classificação de características faciais. Ela propõe um novo modelo para reconhecimento facial através do uso de características extraídas por Histogramas Census e de uma técnica de reconhecimento de padrões baseada em Máquinas de Vetores de Suporte (SVMs). Este outro grupo de experimentos nos possibilitou aumentar a precisão do reconhecimento no teste FERET fa/fb em 0.5%. Além destes resultados, algumas contribuições adicionais deste trabalho que merecem ser destacadas são a análise da dependência estatística entre classificadores de espectros diferentes e considerações sobre o comportamento de uma única C-SVC SVM para identificação de pessoas de forma eficaz. / Face recognition is one of the primary ways of human identification. Although researches on automated face recognition have broadly increased along the last 35 years, it remains a challenging task in the fields of Computer Vision and Pattern Recognition. As the scenarios varies from static and constrained photographs to uncontrolled video images, the challenging issues on automatic face recognition are usually related with variations in illumination, pose and expressions. The goal of this master thesis is to propose techniques for the improvement of face recognition systems. The first technique addresses the problem of illumination by fusing the visible and the infrared spectra of the face. With this approach the recognition rates were improved in 2.07% while the Equal Error Rate (EER) were reduced in 45.47%. The second technique addresses the issue of face features extraction and classification. It proposes a new framework for face recognition by using features extracted by Census Histograms and a pattern recognition technique based on Support Vector Machines (SVMs). This other group of experiments enabled us to increase the recognition accuracy in the FERET fa/fb test in 0.5%. Beyond these results, additional contributions of this work that deserve to be highlighted are the statistical dependency analysis between face recognition systems based on different spectra and a better comprehension about the behavior of a single C-SVC SVM to reliably predict faces identities.

Census-taking, political economy and state formation in Britain, c. 1790-1840

Since 1801 the British government has counted the population once every ten years. Only the Second World War has interrupted this practice, making the census one of the most enduring administrative institutions of the modern British state. This dissertation is about why legislators and political economists first sought to quantify demographic change in the early nineteenth century. The first chapter explains the administrative organisation of census-taking under John Rickman, who directed the first four censuses. The second chapter examines the legislative origins of census-taking in eighteenth-century Britain. It compares the efforts of two backbenchers, Thomas Potter and Charles Abbot, to establish a national census in 1753 and 1800. The third chapter analyses the pre-census empirical basis of fiscal policy during the 1790s, paying patticular attention to William Pitt the Younger's use of political arithmetic to estimate the yield of Britain's first income tax. The fou1th chapter examines the function and limitations of the population data used by four national accountants - Benjamin Bell, Henry Beeke, J. J. Grellier and Patrick Colquhoun - in their responses to Pitt's new tax. The fifth chapter re-assesses the economic and social thought of Robet1 Southey, whose opposition to T. R. Malthus's Essay on the pr;ndple of populahon, and especially its commitment to poor law abolition, arose from a fundamental disagreement about the state's role in welfare provision. The sixth and seventh chapters consider the relationship between information gathering and state formation. Chapter six quantifies the number and range of printed accounts and papers produced by the House of Commons in the early nineteenth century. It challenges previous analyses which have used public expenditure and statute-making as measures of state formation. The final chapter explores how census data was used to determine the redistribution of parliamentary representation that took place as a result of the 1832 Reform Act. Employing a diverse range of methodologies and sources, this study contributes to histories of economic thought and state formation by revealing the extent to which political arithmetic converged with Smithian political economy during the French revolutionary and Napoleonic wars. This convergence proved sho1t-lived, however, and early nineteenthcentury political arithmetic was consigned to historical oblivion by the world 's first professional economist, John Ramsay McCulloch. Nonetheless, reasoning by 'number, weight, or measure', paiticularly in respect of population, challenged and transformed the conduct of parliamentary business in this period, leading to the legislative dissolution of the existing electoral system in 1832.

Large CDPs that remain unincorporated have other forms of governance, either public or private. CDPs are equivalent to incorporated places in many ways, but have distinctive differences based on state and region. Large CDPs have reasons for not incorporating. O propósito deste trabalho é investigar as características dos dados sobre aglomerados subnormais, na subprefeitura de São Mateus - município de São Paulo - SP, tendo em vista a realização de análises temporais. Os censos demográficos, por meio dos setores de aglomerados subnormais, são uma importante fonte de dados socioeconômicos e demográficos sobre favelas, coletados periodicamente e disponibilizados pelo IBGE para todos os municípios brasileiros. No entanto, pesquisadores e poder público estão sujeitos às controvérsias metodológicas e questões cartográficas que ainda dificultam o uso dessas informações. No presente estudo, foram identificadas e sistematizadas as características dos aglomerados subnormais. Posteriormente, essas informações foram verificadas quanto à sua ocorrência e significância por meio do estudo de caso, com sobreposição das malhas censitárias dos censos 2000 e 2010, e das bases cadastrais da prefeitura em um sistema de informação geográfica (SIG). Aprimoramentos foram observados nos processos e resultados do censo de 2010, comparado com o censo de 2000. Entretanto, os dados sobre aglomerados subnormais ainda apresentam características que dificultam a realização de análises temporais, destacando-se os seguintes resultados: a) 96,5% dos setores subnormais do estudo de caso, identificados como tal somente em 2010 são constituídos por favelas implantadas até 1999; b) 42,5% dos setores subnormais de 2010 referem-se à novas identificações de favelas em relação a 2000; c) 55% dos setores subnormais identificados em 2010 são resultantes de subdivisão ou agregação dos setores do censo 2000; d) em 26% dos setores subnormais em 2010 há conjuntos habitacionais ou residências não consideradas favelas pela prefeitura; e) três setores subnormais em 2010 não possuem em sua área, favelas cadastradas pela PMSP e quatro favelas cadastradas na PMSP não foram demarcadas como setores subnormais no censo 2010. As contradições nos dados censitários entre 2000 e 2010 e destes em relação às favelas da prefeitura tornam as análises temporais pouco precisas. O fato de que os dados estão agregados em setores que foram muito modificados entre um censo e outro agrava esta situação, na medida em que limita a comparação dos dados entre os períodos. / The purpose of this research is to analyze the data on subnormal agglomerates (special enumeration districts to identify the most common kind of slum in Brazil, the favelas), provided by the Brazilian Statistics Office, through the case study area, São Mateus borough, located in Sao Paulo city, with regard to achieving temporal analysis. The population census, through the subnormal agglomerates enumeration districts, are an important source of socioeconomic and demographic data on favelas, collected periodically and available to all Brazilian municipalities. However, researchers and public authorities have been subject to methodological controversies and cartographic issues that still complicate the use of this information. This research identifies and systematizes the characteristics relating to subnormal agglomerates. In the sequence, this information is verified according to its occurrence and significance through the case study area, by overlaying the vector census zoning 2000-2010 and the cadastral databases from Sao Paulo city hall, in geographic information system (GIS). Improvements in the processes and results of 2010 census were observed, compared to the 2000 census. However, the subnormal agglomerates data still present characteristics that complicates the accomplishment of temporal analysis. The highlighted results are: a) 96.5% of the subnormal enumeration districts in the case study, identified only in 2010 are favelas implemented until 1999; b) 42.5% of subnormal enumeration districts in 2010 were new favelas identifications; c) 55% of subnormal enumeration districts identified in 2010 are the result of subdivision or aggregation of the 2000 census enumeration districts; d) in 26% of subnormal enumeration districts in 2010 there are social housing buildings or houses not considered favelas by the municipal cadastre; e) three subnormal enumeration districts in 2010 have no correspondence with favelas registered by the municipality and four favelas registered by the municipality were not delineated as subnormal agglomerates in the 2010 census. The contradictions in census data between 2000 and 2010, and the differences found in comparison to the favela municipal database become the temporal analysis less accurate. This imprecision tends to expand due the deep modifications on the enumeration districts, which limit the data comparison.

O trabalho infantil é hoje bastante discutido nas agendas de governo do mundo inteiro. Desde que as primeiras discussões e debates acerca do tema começaram, obteve-se um grande avanço a partir da ratificação da convenção nº. 182 da OIT, que versa sobre as piores formas de trabalho infantil. Cerca de 87% dos Estados membros já ratificaram a Convenção n.º 182, incluindo o Brasil. Em 2010, firmou-se um compromisso, no âmbito da OIT, que estabelece como prioridade a eliminação das piores formas de trabalho infantil até 2016. O objetivo geral desta pesquisa é identificar os determinantes da redução do trabalho infantil no Brasil, especificamente entre os anos 2000 e 2010, tendo como foco o trabalho nas atividades enquadradas na categoria \"piores formas de trabalho infantil\". Buscou-se identificar as características atuais deste tipo de trabalho no que se refere à: características da própria criança, isto é, gênero, cor e idade; características regionais de onde a criança trabalhadora está inserida, abrangendo as cinco grande regiões do Brasil, e características locais, em termos de zona rural e urbana e zona metropolitana e não-metropolitana, entre outras. Dentre os modelos econométricos disponíveis na literatura, optou-se por utilizar o modelo probit. Como variável dependente definiu-se trabalho perigoso. Esta variável assume valor 1 se a criança ou adolescente realiza algum trabalho perigoso e 0 se realiza algum outro tipo de trabalho. Fez-se também uma ampla análise descritiva do trabalho infantil ao longo da década de 2000, inclusive das piores formas de trabalho infantil. Utilizou-se os dados do Censo Demográfico 2000 e do Censo Demográfico 2010. Foram analisadas crianças nas faixas etárias de 10 a 15 anos e adolescentes ou jovens na faixa etária de 16 a 17 anos. A década de 2000 foi de mudanças para o mercado de trabalho infantil. Neste período o trabalho infantil diminui substancialmente, em todas as regiões, porém em algumas mais que em outras. As regiões Norte e Nordeste foram as que apresentaram maiores reduções relativas em casos de trabalho infantil. As regiões Sul e Centro-Oeste são as que proporcionalmente concentram mais casos de trabalho infantil. Um fato importante ocorrido ao longo da década foi que o trabalho infantil passou a ser proporcionalmente maior em zonas urbanas do que em zonas rurais, e neste movimento, os casos de trabalho infantil tenderam a se concentrar mais em regiões metropolitanas. Em geral, os casos de piores formas de trabalho infantil diminuíram ao longo da década. a face da crianças ou jovem que exerce alguma das piores formas de trabalho infantil é negra, feminina e mais próxima dos 16 ou 17 anos de idade. / Child labor is now discussed in government agendas around the world. Since the first discussions and debates on the subject began, great advance has been achieved with the ratification of Convention 182, related to the worst forms of child labor. About 87% of the country members have ratified the Convention 182, including Brazil. In 2010, a commitment was firmed in order to prioritize the elimination of the worst forms of child labor by 2016. The overall aim of this research is to identify the determinants of the reduction of child labor in Brazil, specifically between 2000 and 2010, focusing on the work activities included in the category \" worst forms of child labor \". Efforts were made to identify the current characteristics of child labor in relation to: the child\'s own characteristics, i.e., gender, race and age; regional characteristics where the working children live, covering the five major regions of Brazil, and local characteristics such as rural and urban areas and metropolitan and non- metropolitan areas. Among the econometric models available in the literature, the probit model was chosen. The dependent variable was defined as harzadous work. This variable assumes value 1 if the child works in some dangerous activity and 0 if a child works in some other activity. Furthermore, an extensive descriptive analysis of child labor throughout the 2000s was carried out, including an analysis of the worst forms of child labor. The data used in this work was extracted from the Brazilian Population Census for the years 2000 and 2010. Children were divided in two different age groups, one for those aged 10 to 15 and the other for those aged 16-17. The last decade experienced changes in the child labor market. During this period, child labor decreased substantially in all regions, but more intensively so in some regions. The North and Northeast regions showed the largest relative reductions in cases of child labor. The South and Midwest regions registered proportionately more cases of child labor. An important fact occurred during the decade was that child labor became proportionally greater in urban in comparison with rural areas, and within this movement, child labor cases tended to focus more on metropolitan areas. In general, the worst forms of child labor declined over the decade as well. The face of the child or young person who exercises some of the worst forms of child labor is black , female and closer to 16 or 17 years old.
