Modelo para avaliar a influência dos investimentos em TI na governança da cadeia de suprimentos e o seu desempenho

Os investimentos em tecnologia da informação (TI) possibilitam a criação, sustentação e expansão das vantagens competitivas das empresas na cadeia de suprimento, sendo considerados críticos para apoiar as relações interorganizacionais. Uma forma de enfrentar as mudanças ambientais é desenhar uma governança da cadeia de suprimentos (GCS) que equilibre os interesses das organizações e as decisões dos gestores. Entretanto, tradicionalmente a cadeia de suprimentos é estudada de uma perspectiva das operações, com o foco interfuncional ou intraorganizacional, sendo necessário aumentar o escopo dos estudos sobre o assunto, combinando com diferentes temas como a TI, considerada um aspecto importante na cadeia de suprimentos. Assim, o objetivo dessa tese é desenvolver um modelo para avaliar a influência dos investimentos em TI na GCS e o efeito da GCS no desempenho da cadeia de suprimentos. Para alcançar esse objetivo, foi realizada uma pesquisa com uma etapa qualitativa e outra quantitativa. Na etapa qualitativa foram realizados estudo de casos múltiplos em seis grandes empresas brasileiras e seus fornecedores. Foi possível identificar e explorar quais os principais elementos relacionados a cada um dos constructos propostos (investimentos em TI, governança contratual, governança relacional, governança transacional e desempenho da cadeia) e desenvolver um instrumento de pesquisa inicial. Na etapa quantitativa, primeiro foi realizado um estudo survey pré-teste com uma amostra pequena de grandes empresas para refinar o instrumento de pesquisa, que posteriormente foi aplicado em uma grande amostra de empresas brasileiras chamado de estudo completo. Então foi aplicado o questionário em mais de 120 empresas e 185 questionários válidos. A partir da aplicação de análises estatísticas, utilizando modelagem de equações estruturais, foi possível validar o modelo e analisar as hipóteses de pesquisa. Foi identificado que existe uma influência significativa entre os investimentos em TI nas concepções da GCS (contratual, relacional e transacional) e com a própria governança na cadeia. Assim, os investimentos em TI são realizados para monitorar, rastrear, compartilhar informações, integrar as atividades e reduzir os custos nas transações relacionadas com a GCS entre as empresas na cadeia. Além disso, foi identificado que existe um efeito positivo da GCS como um todo e da governança contratual, em um nível menor, no desempenho da cadeia no que diz respeito mais aos indicadores financeiros, como o retorno dos investimentos e retorno sobre as vendas. Percebe-se que as práticas da governança da cadeia influenciadas pelos investimentos em TI estão relacionadas positivamente com o desempenho da cadeia de forma ampla e composta. Os gestores devem analisar os fenômenos na cadeia de forma multidimensional e não aspectos isolados e de forma individual. However, the supply chain is traditionally studied with an operation perspective, with the focus being inter-functional or intra-organizational. It is thus necessary to increase the scope of the studies on the subject, combining different themes such as IT; which are considered an important aspect in the supply chain. The objective of this dissertation is to develop a model to evaluate the influence of IT investments in SCG and the effect of SCG on supply chain performance. For this purpose, a qualitative and a quantitative research were conducted. In the qualitative stage, multiple case studies were conducted in six large Brazilian companies and their suppliers. These studies made it possible to identify and explore which are the main elements related to each of the proposed constructs (IT investments, contractual governance, relational governance, transactional governance and supply chain performance) and develop an initial research instrument. In the quantitative phase, a pre-test survey was conducted with a small sample of large companies to refine the survey instrument to be applied on a large sample of Brazilian companies called completed study. The finalized questionnaire was then applied to more than 120 companies, resulting in 185 valid questionnaires. From the application of statistical analysis, using structural equation modeling, it was possible to validate the model and analyze the research hypotheses. It was identified that IT investments significantly influence SCG conceptions (contractual, relational and transactional) and the SCG itself. IT investments are undertaken to monitor, track, share information, integrate activities and reduce costs in transactions between companies related to SCG. Furthermore, it was identified that there is positive effect of SCG and the contractual governance, in a lower level, on the performance of supply chain with respect to more financial indicators such as return on investment and return on sales. Thus, it is clear that the practices of SCG influenced by IT investments are positively related with supply chain performance broadly and composed, in which managers must analyze phenomena in the supply with a multidimensional view; as opposed to an isolated and individual one. The study presents both theoretical advances - using different theories to support the analysis and relationships in the supply chain using different themes like IT investment, SCG and supply chain performance - and practical ones that develop and validate a model that allows managers to make better decisions in the supply chain by enabling enhanced analysis and a better understanding of the activities and processes in the supply chain.

Pro-poor value chain governance in the mtateni irrigation scheme at Tugela ferry, Msinga, KwaZulu-Natal

Magister Philosophiae - MPhil / This study explored value-chain governance in the Tugela Ferry Irrigation Scheme in KwaZulu-Natal, and presents data on input markets, vegetable production and output markets. Rural poverty is a major problem in post-apartheid South Africa, and smallholder agriculture has been identified by the Economic Development Department as a key component of its New Growth Path framework. Some scholars argue that since water is a scarce resource, irrigation farming should form a key focus of pro-poor land redistribution policy. The 1994 democratic dispensation saw the dismantling of the agricultural homeland parastatals which managed these schemes, causing them to collapse or near collapse. Yet they may have the potential to reduce rural poverty. While markets are key for viable production of fresh produce, some scholars assert that globally, input suppliers, food processors and supermarkets dominate the agro-food industry resulting in negative outcomes for smallholder producers. In South Africa, four major supermarkets (which together claim 55% of retail market share) were in the past located mainly in cities, but the trend now is that they are moving to small towns and townships. There are documented cases where pro-poor governance of fresh produce value chains has resulted in positive outcomes in South Africa. The re-governing markets concept which postulates that a multi-stakeholder approach to making the governance of agricultural value chains pro-poor, is offered as a solution to reducing poverty. This thesis argues that the incorporation of smallholder farmers into modern markets remains ineffective in dealing with poverty because it includes only a few smallholder farmers and those included face exclusion when they are exposed to harsh market conditions.

Who's in charge ? : sales and operations planning governance and alignment in the supply chain management of multinational industrial companies / Qui est responsable ? : gouvernance du processus S&OP et alignement de la gestion de la supply chain des compagnies industrielles multinationales

Le processus S&OP est souvent considéré comme un processus d'alignement de l'offre et de la demande dans les chaînes d'approvisionnement simples et linéaires, avec un seul marché et une seule usine. Les entreprises multinationales présentent aujourd'hui des configurations de chaînes d'approvisionnement plus complexes possédant des usines spécialisées qui desservent plusieurs marchés. Ce papier analyse comment les entreprises multinationales configurent leurs processus de gouvernance S&OP pour relier les usines et les marchés, ainsi que l'influence de cette gouvernance sur leur capacité à obtenir un alignement entre l'offre, la demande, et les plans financiers. Au travers d'entretiens menés avec des entreprises, une typologie est définie pour les modèles de gouvernance S&OP observés. Cette typologie suggère qu'un type de gouvernance S&OP exerçant une autorité, à la fois dans les usines et dans les marchés, conduit à des résultats S&OP plus probants. Un lien est également établi entre l'efficacité des S&OP et les mesures formelles d'alignement pour la planification financière. A partir de ceci, les éléments de Contrôle de Gestion sont précisés pour permettre la conceptualisation des S&OP en reconnaissant l'influence de la comptabilité sur la gouvernance du processus S&OP pour assurer la transparence et l'engagement multifonctionnel dans les contextes de la chaîne d'approvisionnement multinationale. Il en découle quatre règles normatives pour la réussite de la gouvernance et de l'alignement du processus S&OP dans un contexte de configuration de la chaîne d'approvisionnement multinationale. / S&OP is often seen as a process for alignment between supply and demand in simple, linear supply chains with one market and one factory. Multinational firms today have more complex supply chain configurations that have specialized factories serving multiple markets. This research explores how multinational companies configure their S&OP governance linking factories and markets and the influence this governance bas on their ability to obtain alignment between supply, demand and financial plans. Through company interviews, a typology for observed S&OP governance models is developed., and suggests that an S&OP governance type exerting authority simultaneously into both factories and markets leads to more successful S&OP outcomes. A link is also drawn between S&OP effectiveness and forma! policies for alignment with financial planning. From this, elements of Management Control are deployed as a framework to furthering S&OP conceptualization by recognizing the influence of accounting on S&OP governance in achieving transparency and multi-functional engagement in multinational supply chain contexts. The result is four normative rules for successful S&OP governance and alignment within a multinational supply chain configuration context.

The role of micro and small enterprises (MSA) in local economic development (LED), with a focus on the wood-work MSE value chain

This research had an objective of exploring the role of MSEs in LED through analysis of wood-work MSE value chain. The basic research questions underscore what the domestic wood-work value chain looks like; what major weaknesses and challenges confront the operation of MSEs; what major areas of upgrading and inter-firm relations are evident in the sector; and what MSE value chains contribute to LED. The research exercise was based on review of related literature and a field survey, involving MSE operators drawn from the study area (Addis Ababa). Mixed method of analysis (quantitative and qualitative) was employed to deal with the data collected through questionnaires and interviews. Porter’s model of VC (1985) and UNIDO’s description of wood-work VC (2005) were used to provide conceptual framework. The wood-work sub-sector in Ethiopia has a domestic value chain since main inputs are from local sources, designs are by local producers, and products are for domestic markets. Domestic actors govern the allocation of resources and the distribution of benefits. Public enterprises control plantations hence primary inputs. Wholesalers in turn control inputs, which finally reach MSEs through retailers. Design, production and marketing decisions are made by MSE operators. Middlemen are minor as most of the products reach consumers directly. The value-chain’s downstream is thus described by a short distribution-channel. Horizontal, non-market, linkages characterize inter-firm relations; whereas, arm’s length market linkages dominate the supplier-MSE-buyer relations. In the absence of “lead firms”, wood-work MSE value chains fail to qualify for the mainstream “buyer-driven” model. Without buyer-dominated quasi-hierarchical relationship, MSEs exercise “incremental upgrading” through learning-by-doing. Measures taken to upgrade the production process are considerably inclined to the physical (hardware) aspects of the firm. The MSE value-chain is restrained by internal and external problems. The current state of design marks underdeveloped links in the chain and delays entry into competitive markets. Despite the drawbacks, MSEs enable localities mobilize fragmented resources and create employment.
