Fronteiras na Universidade Federal do Rio Grande do Norte, procurando evidenciar,
na vis?o de gestores e coordenadores de cursos, as contribui??es do processo de
mobilidade acad?mica proporcionadas pelo Programa Ci?ncia sem Fronteiras em
cursos de gradua??o da mesma institui??o. Para sua realiza??o, os procedimentos
t?cnicos utilizados foram a revis?o bibliogr?fica, a an?lise de documentos, a tabula??o
de dados quantitativos e as entrevistas semiestruturadas. A revis?o bibliogr?fica
permitiu aprofundar os conhecimentos acerca dos fen?menos e processos que
permeiam o objeto em estudo, com destaque para a globaliza??o e a
internacionaliza??o; a an?lise de documentos proporcionou maiores conhecimentos
sobre as diretrizes internacionais para a internacionaliza??o e a Pol?tica de Ci?ncia,
Tecnologia e Inova??o implementada no pa?s com diretrizes indutoras para a
internacionaliza??o da educa??o em n?vel superior, como forma de fomentar o
desenvolvimento cient?fico e tecnol?gico para o pa?s. As entrevistas semiestruturadas
possibilitaram a verifica??o com base nos relatos dos gestores e dos coordenadores
as contribui??es da internacionaliza??o via mobilidade acad?mica pelo Programa
Ci?ncia sem Fronteiras para os cursos de gradua??o. O estudo evidenciou que os
coordenadores entendem como importante a internacionaliza??o no ?mbito das
institui??es de ensino superior, principalmente no que diz respeito ao desenvolvimento
do ensino, ? troca de conhecimentos e o contato com uma cultura diferente. No
tocante ? contribui??o do Programa Ci?ncia sem Fronteiras para os cursos, os
coordenadores n?o possuem a mesma vis?o. A an?lise revela que a contribui??o do
Programa CsF para a efetiva internacionaliza??o acad?mica e inser??o da dimens?o
internacional no ensino superior, na vis?o da maioria dos coordenadores, ? pouco
prof?cua diante da forma como o Programa est? implementado, pois segundo o ponto
de vista dos gestores e coordenadores n?o h? uma efetiva??o de la?os acad?micos
entre as institui??es. / It is clear that the process of socio-economic, cultural and technological change pose
new training needs for higher education institutions. Discuss about higher education in
the actual capitalist society inevitably leads to debate about the changes brought about
by globalization and the new demands for higher education institutions that are part of
the complex and contradictory fabric of society. In this logic, the internationalization of
higher education is a set of proactive efforts of higher education institutions to respond
to competitive and economic demands of the globalized world. This brings the higher
education institutions to seek internationalization, since through it we can raise the
advancement of quality education programs, research and extension and promote
institutional inclusion in the global context of higher education. Taking these aspects
into consideration, this study aims to analyze the implementation of the program
Science without Borders at the Federal University of Rio Grande do Norte, looking for
evidence, in the view of managers and coordinators of course, the contributions of
academic mobility process provided by Science without Borders program in
undergraduate courses at the same institution. For its realization were used as
technical procedures to literature review, document analysis, tabulation of quantitative
data and semi-structured interviews. The literature review allowed to deepen the
knowledge about the phenomena and processes that permeate the object under study,
with an emphasis on globalization and internationalization; document analysis
provided greater knowledge of international guidelines for internationalization and
Policy Science, Technology and Innovation implemented in the country with inducing
guidelines for the internationalization of education at the college level, in order to foster
scientific and technological development for the country . The semi-structured
interviews made it possible to check on the basis of reports of managers and engineers
the contributions of international academic mobility via the Science Without Borders
program for undergraduate courses. The study showed that the coordinators
understand how important internationalization within higher education institutions,
especially with regard to the development of education, the exchange of knowledge
and contact with a different culture. Regarding the contribution of the Science Without
Borders Program for the courses, the coordinators do not have the same vision. The
analysis reveals that the CsF Programme contribution to the effective academic
internationalization and integration of the international dimension in higher education,
in the view of most engineers, it is very fruitful given the way the program is
implemented, because from the point of view of managers coordinators and there is
no effective academic links between institutions.

outcome variables. To achieve this goal, the work is divided into two essays. The first essay
addresses the causal impact of the program on the performance of CsF alumni from the 2013
National Student Performance Exam (ENADE) microdata. The results are compared with two
control groups: the first composed by students who also made international academic
mobility, but through other initiatives and the second by the non-exchange students. The
strategy of comparing the CsF?s alumni with the exchange students aims to mitigate the
problems of self-selection, because we can expect more similar characteristics between these
groups, both with regard to motivation to study abroad and observable characteristics. The
methodology used was the Propensity Score Matching (PSM), using different pairing
algorithms to check the validity of the findings. The results show that the alumni of the
program present better grades than the exchange students, both in the general formation part
and in the specific component of the ENADE exam. The second essay examines dropout and
completion rates in the CsF students? course from the microdata of the Higher Education
Census of 2014 and 2015. For this purpose, a panel of students was constructed, divided into
the same groups of the first essay, which allowed to identify their trajectories in the course.
The methodology used involved two techniques: a multinomial logit and the Markov
transition matrices. The evidence found shows that CsF students evades more the course and
conclude it at lower rates in the expected time, according to the serial grade of the course,
than both comparison groups. The results of the multinomial logit model, controlling
characteristics of individuals, institutions, courses and regions, suggest that the program has a
ceteris paribus effect on the extension of student time in the university. / A presente disserta??o avalia o programa Ci?ncia Sem Fronteiras (CsF) com foco em tr?s
vari?veis de resultado. Para atingir esse objetivo, o trabalho est? dividido em dois ensaios. O
primeiro ensaio trata do impacto causal do programa sobre o desempenho dos ex-bolsistas do
CsF a partir dos microdados do Exame Nacional de Desempenho dos Estudantes (ENADE)
de 2013. Os resultados s?o analisados comparativamente a dois grupos de controle: o primeiro
composto por estudantes que tamb?m realizaram interc?mbio acad?mico internacional, por?m
por interm?dio de outras iniciativas e o segundo por n?o intercambistas. A estrat?gia de
compar?-los com os intercambistas visa mitigar os problemas de autossele??o, porque se
espera caracter?sticas mais semelhantes entre esses grupos, tanto no que tange ? motiva??o
para estudar no exterior quanto em caracter?sticas observ?veis. A metodologia empregada foi
o Propensity Score Matching (PSM), sendo utilizados diferentes algoritmos de pareamento
para conferir validade aos achados. Os resultados revelam que os ex-bolsistas do programa
apresentam melhores notas que os intercambistas, tanto na parte de forma??o geral quanto no

conclus?o no curso de alunos do CsF a partir dos microdados do Censo da Educa??o Superior
de 2014 e 2015. Para tanto, construiu-se um painel de estudantes, divididos de acordo com os
mesmos grupos do primeiro ensaio, que permitiu identificar suas trajet?rias no curso. A
metodologia utilizada envolveu duas t?cnicas: um logit multinomial e as matrizes de transi??o
de Markov. As evid?ncias encontradas mostram que os alunos do CsF trancam mais o curso e
se formam a menores taxas no tempo esperado, de acordo com a grade seriada do curso, do
que ambos os grupos de compara??o. Os resultados do modelo logit multinomial, controlando
caracter?sticas dos indiv?duos, das institui??es, cursos e regi?es, sugerem que o programa tem
um efeito ceteris paribus sobre a prorroga??o do tempo do aluno na universidade.

Previous issue date: 2018-02-26 / Conselho Nacional de Pesquisa e Desenvolvimento Cient?fico e Tecnol?gico - CNPq / This dissertation sought to analyze the global citizenship development process of students from Rio Grande do Sul who participated in the Science without Borders Program and chose China as destination for the exchange experience. Data analyzed for the study was collected via the distribution of a questionnaire to former Program participants, which elicited twenty responses, and through in-depth interviews conducted with four undergraduate students from Rio Grande do Sul. This study, in particular, sought to draw a correlation between academic mobility and the development of global citizenship. The experiences of the students were diverse: with participants detailing both insights gained about China and its people as a result of the Program, as well as a variety of personal developments. Whilst students identified some flaws with the Science without Borders Program, they emphasized a number of key practical benefits, including an improved proficiency in their chosen language and an enhanced understanding of their recipient country. Students also more generally noted a deepened understanding of and respect for cultural diversity and cultural differences, a broadened world view, and an elevated sense of independence and self-confidence. Above all, research revealed a strong correlation between the experience of academic mobility and the students? development of global citizenship. / Esta disserta??o buscou analisar os processos formadores que estudantes do Rio Grande do Sul viveram ao participarem do Programa Ci?ncia sem Fronteiras num pa?s como a China. Com base nos dados coletados por meio de um question?rio (vinte respostas) e de quatro entrevistas com estudantes do Rio Grande do Sul que realizaram o interc?mbio na China, a presente pesquisa analisou as experi?ncias desses participantes ga?chos em suas estadas na China via Programa CsF e revelou certas correla??es entre a mobilidade acad?mica com a forma??o da cidadania global para esses estudantes. As experi?ncias foram diversas e com muitos descobrimentos sobre o pa?s oriental e seu povo. O crescimento pessoal dos pr?prios participantes brasileiros foi um forte destaque encontrado nos relatos. Embora o CsF tenha sido criticado, de acordo com os relatos desses participantes entrevistados, a realiza??o desse interc?mbio aprimorou a sua compet?ncia lingu?stica, auxiliou o entendimento e respeito ? diversidade e ? diferen?a cultural. O conhecimento sobre o pa?s destinat?rio, ampliou a vis?o do mundo, fortaleceu a independ?ncia e aumentou a autoconfian?a para vencer seus medos. Desse modo, ? poss?vel afirmar que as experi?ncias vivenciadas no exterior possibilitaram a forma??o da cidadania global desses estudantes.
