Vinkeln - Stadsdelshus i Tensta Spånga

I gestaltningen av min byggnad ville jag jobba med det rigida ortogonala systemet som organiserar område från stadsplaneringsskala ner till de enskilda bostadsenheterna.Att avvika från det på ett subtilt sätt skulle kunna skapa en effekt med enkla medel som känns mer än den syns och markera byggnadens funktion utan att göra den uppseendeväckande på andra sätt. Därför har jag valt att jobba utifrån ett snedställt rutnät som skapar rombiska rumsligheter, det ger en spännande effekt där det från vissa vinklar utifrån ser ut som att de är vanliga ortogonala väggar, men inne i byggnaden skapas mer spännande rumsligheter. Förutom detta har byggnadens stomsystem byggts på att det finns många knäckar och hörn, vilket bär byggnaden utan att skapa alltför långa spännvidder. Jag har valt att jobba med bärande tegel, delvis för att det ger en känsla av massivitet som bidrar till att få byggnaden att kännas både viktig och beständig, och delvis för att det både bryter mot de material som finns i området och ändå går ton i ton med den tegelröda färg som återfinns på många platser i Tensta. Det blir dessutom ett lekfullt samspel mellan det statiska teglet och den mindre konservativa formen på byggnaden. / A city hall exploring the geometry of parallellograms, the use of terraces and a central roof light system with a void throughout the building. The geometry chosen for the building, which is what has been a driving factor for the project’s progress throughout, is mainly meant to break from the rigid, often cube-like, structures in the surrounding area, but in a subtle way, so as to make a slight “offset” from the surrounding buildings. This is combined with brick, which matches the colour scheme of the nearby infrastructure, but has a more permanent and classic look. The buildings central transportation system is a stairwell that wraps around a gallery-void throughout the building. This not only brings light down to the depths of the bottom floor, but also guides the user throughout the space and creates a new spatial design. A café attached to one of the many terraces brings more people, even those with no official business in the building, into it and lets people sit and relax in the sun with a cup of coffee. On the bottom floor, an exhibition hall by the secondary entrances mirrors the art hall in the building on the opposite side of the square. The square sports an “avenue” of market stalls, where local residents can sell their artwork, and feel included in the art scene of the area.

I detta Kommunhus ville jag utforska den offentliga platsen. I Tensta, likt andra förorter, finns ofta en brist på utrymmen man kan umgås på. Det kan ofta lösas med små medel genom att skapa offentliga rum. Tomten präglas av en 4 meters höjdskillnad mellan Tenstagången och Taxingegränd. Tenstagången ligger överst och är en väg som fungerar som passage till centrum och torg. Taxingegränd är nedsjunket och är utrymmet där Tensta konsthall ligger tillsammans med ett litet torg och parkering. Jag hade en idé om att utjämna höjdskillnaden och använda taket på min byggnad till torg. Resultatet blev två offentliga utrymmen, ett på taket och en i den stora entréhallen. Byggnadens tak är böjt och har en organisk form som påminner om ett landskap. På undre plan finns en stor entréhall med stor takhöjd. Den stora hallen ska fungera som en öppen plats att vara på. En offentlig inomhusplats där man kan sitta och umgås, studera eller äta mat. Personalens kontor är i en kubformad byggnad och är upphöjd med pelare. Kontoren är enkla i sin utformning. Detta kanske tråkiga kontorslandskap kompenseras med en stor och ljus reträttzon. / In this City Hall I wanted to explore the public place. In Tensta, like other suburbs, there is often a shortage of gathering spaces. I wanted to solve this by turning my City Hall into a public space.The Tensta site is characterized by a 4-meter height difference between Tenstagången and Taxingegränd. Tenstagången is 4-meter above Taxingegränd and is a road that serves as a passage to the small city center. Taxingegränd is the space 4-meter below, where Tensta Konsthall is located along with a small square and parking lot. I choose to work with this height difference and incorporate it into the design. By creating a new space on top of my building I could increase the public space. The roof is used as a public square, which also works as a connection between Tenstagången and Taxingegränd. The roof of the building has an organic shape reminiscent of a landscape. On the lower level there is a large entrance hall with a high ceiling. This entrance hall should serve as a public indoor place where you can sit and socialize, study or eat food. There is also a reception with waiting room and visiting room for the grant applicants. The staff offices are in a cube-shaped building and is raised with pillars. The offices are simple in their design. This slightly mundane office landscape is contrasted by a large and bright retreat zone.

Especificamente no caso da Prefeitura Municipal de Marília, observa-se a falta de um estudo sobre as competências, funções, atividades e documentos produzidos e acumulados pela estrutura administrativa, como fundamento para a elaboração de um plano de classificação. Considerando-se a necessidade de fundamentos teórico-metodológicos para esta atividade, tem-se como problema desta pesquisa a seguinte questão: “Como a identificação arquivística pode auxiliar o processo de Classificação no âmbito dos arquivos municipais?”. Para responder a esta questão, a pesquisa teve como objetivo geral: desenvolver uma proposta metodológica para realização da identificação arquivística com vistas a subsidiar a elaboração de um Plano de Classificação para a Prefeitura Municipal de Marília. Outsourcing služeb obcemi / Outsourcing of public services by municipalities

This master thesis deals with outsourcing in public sector specially focused on one type of public services. There are three main goals of this thesis: to describe outsourcing in public services, to determine methodology of evaluation forms of providing public services and as a case study to compare past and current form of providing public service called Publishing city hall magazine in Prague 7. Firstly, the thesis describes outsourcing in public sector in general, highlights current trends and future development of outsourcing. Secondly, the theoretical part determines evaluation criteria that are used in the practical part for comparison of the two forms of providing the above mentioned public service in Prague 7. Moreover, the criteria are applied to compare the same public service among 10 Prague districts. The result of the case study shows that the current form of publishing city hall magazine in Prague 7 is less expensive and the magazine has better quality than the previous one.

This diploma thesis traces the development of the Capital City of Prague`s regional and municipal governmental bodies from 1918 to 1960. The work consists of five main chapters. The first chapter outlines the state of Prague`s municipality prior to 1918. The second chapter spans from 1918 (the birth of Czechoslovakia) to 1938 and the signing of the Munich Agreement. The third chapter covers the period of the Nazi occupation. The fourth chapter draws focus to the post-war developments in Czechoslovakia. The final chapter depicts the processes of public administration during the communist totalitarianism between 1948 and 1960. The objective of diploma thesis is describe important events in development of Capital City of Prague. The work also pays attention to individual representatives of Prague`s municipal politics. Duality who are giving into context grew old buildings and cold war development as a place with exception identity. Identity based on mutual disharmony forming a function unit when one part complements other. Action causes a reaction. Culture Social center with the Town Hall as the main bearer of the idea of mutual penetration between coexistence looking for its history and future. Instead of overlap, which aims to reflect both the present and future needs and significantly cities and boroughs, necessary for quality of living and use. The project implements existing hall located on the border of the original buildings, but also in direct contact with another typical feature of the whole territory, and panel buildings. The diploma thesis "Systemic corruption in Liberec" focuses on the problematics of systematic corruption and clientelism in post-communist society. It is launched as a case study (Yin 1994, 2003, Flyfbjerg 2006, 2001) whose frame remarkably exceeds ordinary corruption models (public office, market centered theory, public interest) and is based on systematic corruption model theories (Caiden, and Caiden 1977, Caiden 2003, Johnston 1998, Wallis 2006, Stefes 2004, 2007, Jowitt 1992 etc.), and eventually their effect emerged in the areas of the government system, civil freedom, social cohesion and public economy. Empiric part consequently covers both phenomena showing the case of the Liberec city hall, the research itself is bounded by the years 1998-2010, when the connection between the city government and construction lobby reveals in an intense political and medial point of view. The research is made to identify and prove the figures of systematic corruption and clientelism based on the individual affairs of political representatives, office workers and various economic entities. Assembly: A Revaluation of Public Space in Toronto

This thesis focuses on the problem of defining and designing public space in contemporary mass society. "Assembly" revaluates a cultural understanding of public space as the space of regulation, consumption and leisure, and works to find spaces of freedom, agency and action. Three iconic sites located in Toronto from three successive generations are examined: Nathan Phillips Square, the Eaton Centre and the new Dundas Square. These three sites form the primary division of the work and are respectively paired with extended critiques from three thinkers: Hannah Arendt, Jean Baudrillard, and Guy Debord. The pairings centre on Arendt's account of the "rise of the social", on Baudrillard's analysis of consumption and on Debord's dissection of the spectacle. The argument is presented in the form of an assemblage. Although the nature of this method invites each reader to construct their own meaning, this thesis grounds itself on a defined polemic. It considers public space to be marked by 1) the erosion of a clear distinction between our public and private realms, and their subsequent dissolution into the realm of the social, 2) the ideology of consumption overtaking the realm of the social, and 3) the world of the commodity replacing reality with the world of the spectacle. "Assembly" first consists of three main sections corresponding to the three sites. Each of these parts is assembled from three distinct strands: factual, theoretical and visual. The factual strand forms the main "field" of each section and is made up of selected quotations from mass media ? newspapers, public documents and websites. The theoretical strand, consisting of pointed quotations from the relevant social theorist, is threaded through the field of mass media. The visual strand comprises two elements: a postcard that marks the beginning of the section and a series of authored photographs that follows and complements the text-based assemblage. <br /><br /> Inevitably, the relationship between general social values and those of individuals is fraught. Consequently, and perhaps also inevitably, architectural design tends to reduce the manifoldness of the public realm into a homogenous and singular public space: the "whole". This thesis pursues the question of how to conciliate individual agency with collective public experience. The process and form of "Assembly" deliberately celebrates this uncertainty of design, and takes "heterogeneity" as a necessary condition of public space. That it cannot offer a comprehensive solution is, perhaps, inherent to the question.
