Implementing community renewables: institutional work in South Africa's renewable energy procurement programme

In 2014, for the first time in its history, South Africa fed the national electricity grid with electricity generated through utility-scale renewable energy projects. The Renewable Energy Independent Power Producer Procurement Programme (REIPPPP) is the policy instrument driving this change. The process requires bidding private energy companies to commit resources in alleviation of local socio-economic needs. This thesis analyses the question how the institutions evolve in the implementation of community benefit requirements. The theoretical frameworks of institutional work and logics helps to analyse this new organizational field and interaction of various actors in government, industries and communities. An action research approach grounds this research empirically and aims to create the opportunity for actors to reflect on their actions and engagement in the community benefit implementation process. The research asks how are government, companies and communities shape institutions in the implementation of the community benefit requirements in South Africa's REIPPPP? The study first analyses the procurement requirements for community benefit and ownership, then, secondly, reviews the first 64 approved project bids for suggestions made in response to these requirements. A third research step involves fieldwork in 13 wind and solar projects across the country, the fieldwork consisting of interviews with project stakeholders about their experiences. The research negotiates access to an emerging and competitive, but also enquiring industry, one that has shared with the researcher important insights into its evolving community engagement and its development practices and considerations. The findings reveal that, in the implementation of South Africa's community renewables, government and companies dominate institutional work efforts in the stages of policy formulation and project development. But communities, the least informed and capacitated actor among the three, face the results and they have particular ways of responding, including corrective and disruptive ways. Reflective spaces are dominated by industry and strategically exclude communities from both asserting their experiences as well as from the opportunity to participate in creating collective understanding and agreeable processes that would foster the long-term relationship between company and community. This is a shortcoming that requires urgent attention to ensure positive institutional work and developmental impact.

Urban climate adaptation as a process of organisational decision making

In a world that is increasingly urbanised, cities are recognised as critical sites for tackling problems of climate change, both by reducing greenhouse gas emissions and addressing the impacts of changing climate conditions. Unlike climate change mitigation, adaptation does not have one clear, commonly agreed collective goal. Governing and making decisions on climate adaptation in cities entails contestation over knowledge, values and preferences. Currently, the two dominant conceptualisations of adaptation are as cycles or pathways. Do these models adequately theorise what can be empirically observed in cities as to how climate adaptation is undertaken? Most research on urban climate adaptation emanates from the Global North, where political, scientific, economic and administrative systems are well established and well resourced. There is a dearth of empirical research from cities of the Global South contributing to the development of urban climate adaptation theory. This thesis contributes to addressing this gap in two ways. Firstly, by drawing on both conceptual and methodological resources from the field of organisational studies, notably the streams and rounds models of decision making, organisational ethnography and processual case research. Secondly, by conducting empirical case study research on three processes of city scale climate adaptation in Cape Town, South Africa, a growing city facing many development challenges where the local government began addressing climate adaptation over ten years ago. The three adaptation processes studied are: the preparation and adoption of city-wide sectoral climate adaptation plans; the creation of a City Development Strategy with climate resilience as a core goal; and the inclusion of climate change projections into stormwater masterplans. Data were gathered through interviews, participant observation, focus groups and document review, through embedded research within a formal knowledge co-production partnership between the University of Cape Town and the City of Cape Town government. Processual analysis and applied thematic analysis were used to test models of adaptation and decision making against data from the three case studies. The findings suggest that both the cycles and pathways models of climate adaptation inadequately represent the contested and contingent nature of decision making that prevail within the governance systems of cities such as Cape Town. Based on ethnographic knowledge of how Cape Town's local government undertakes climate adaptation, it is argued that the rounds model of decision making provides conceptual tools to better understand and represent how the process of climate adaptation in cities is undertaken; tools that can be used to enhance the pathways model. The study concludes that progress in adapting cities to a changing climate is currently constrained by both the problems and potential solutions or interventions being too technical for most politicians to deal with and prioritize and too political for most technical and administrative officials to design and implement. It calls for urban climate adaptation to be understood as distributed across a multitude of actors pursuing concurrent, discontinuous processes, and thereby focus needs to be on fostering collaboration and coordination, rather than fixating on single actors, policies, plans or projects.

Three Essays On Agricultural and Forestry Offsets In Climate Change Mitigation

This dissertation is composed of three essays, investigating two aspects of the role of agricultural sector in climate change mitigation: leakage and additionality. Leakage happens when mitigation policies reduce net GHG emissions in one context, but increase (decrease) prices, which in turn causes production (demand) expansion resulting in an offsetting rise in emissions elsewhere. The first essay documents an integration of a US domestic agricultural sectoral model and a global agricultural sectoral model, with the aim to deliver better leakage assessment. The second essay investigates the trend of US crop yield growth and its implication on the international leakage effect. We find that the slowdowns have occurred to the growth rates of most US major crops. The implementation of climate change mitigation strategies, such as the expansion of bioenergy production, causes demand for the agricultural sector to increase substantially. The new demand would cause noticeable leakage effect if crop yields continue to grow at the current rates. Such effect may be potentially alleviated by higher crop yield growth rates; but the extent of alleviation depends on the mix of technological progress obtained across crops as well. Additionality is often a concern in programs designed to incentivize the production of environmental services. Additionality is satisfied if payments are made to services that would not have occurred without the payment. However, because of the information asymmetry between service buyers and sellers, ensuring additionality poses a challenge to program designers. The third essay investigates how the pursuit of ensuring additionality would complicate environmental policy design with a theoretical model. Specifically, we examine 4 types of policy design, including 2 discriminating schemes and 2 simpler non-discriminating schemes. We found that under certain conditions, some of the non-discriminating schemes can be almost as good as the discriminating ones. Findings in this dissertation contribute to inform policy makers about the potential impacts of climate change mitigation policies in the agricultural sector and also help to improve understanding of environmental program design.

Potential of the New Zealand Forest Sector to Mitigate Climate Change

New Zealand is both an Annex I Party to the UNFCCC, and an Annex B country of the Kyoto Protocol. By ratifying the latter, NZ has committed to reduce greenhouse gas emission to 1990 levels. The country should take domestic actions and can also use any of the Kyoto Protocol flexible mechanisms. Afforestation and reforestation on low carbon density land has been recognised as a carbon sink and hence a possible mitigation option for climate change. The current situation for New Zealand is that at least over the first commitment period (2008-2012) the country is in deficit, because emissions have continued to grow over the 1990 level, there is an increase in the deforestation rate and lower rates of new planting. The objective of this study is to analyse the potential of the New Zealand forest sector as an integrated system to mitigate climate change. It also analyses the impact of different mechanisms on potential area of new land planting, management of stands, and the supply, allocation, and demand of wood, and wood products. The New Zealand forest industry carbon balance (i.e net atmospheric exchange minus emissions) is modelled for different national estate scenarios, log allocation of harvested volume and residues used for bioenergy. The net present value of these scenarios is estimated and the economic viability assessed. The level of incentives needed to increase the returns to an economically viable level is estimated in term of carbon unit value ($/tC). Moreover the land use economics at a project level (land market value vs land expectation value) is assessed. Incentives needed in monetary terms and carbon value are also estimated. The implications of discounting carbon benefits are discussed. It was found that the carbon balance of the whole industry should be analysed for policy development on climate change mitigation options. New planting, longer rotation ages, avoiding deforestation, and allocating additional harvested volume to sawmills showed positive impact to the atmosphere. New planting appeared to be not economically viable, thus incentives are needed. It is acknowledged that, there are emissions from the sector that were not included, and that data and models used need further research to improve the accuracy of the results. Moreover, assumptions on the economic issues and an analysis of simultaneous implementation of more than one mitigation option would also improve the results.

GEOGRAPHIES OF CO<sub>2</sub>LONIALISM AND HOPE IN THE NORTHWEST PACIFIC FRONTIER TERRITORY-REGION OF ECUADOR

This dissertation investigates the human dimensions of environmental transformations spurred by international climate change mitigation agreements—such as the Kyoto Protocol—that encourage lowering greenhouse gas emissions with ‘green’ market strategies like biofuel and ecological services development projects. It is methodologically grounded in “collaborative activist geographical methods” and theoretically based at the nexus of development, political ecologies, neoliberalization of Nature, and geographies of hope literatures. It examines the contradictory and complex ways that state “climate change mitigation development” projects surround and infiltrate the Indigenous and Afro-ecuadorian ancestral territories of the canton of San Lorenzo (Esmeraldas Province), located in the “Northwest Pacific Fronter Territory-region of Ecuador”. This research asks to what degree the Ecuadorian state’s support and investment in oil palm plantation expansion—designed to meet biofuel crop demands—in the coastal rainforest regions results in the rearrangement, and often times, devastation of Indigenous Awá and Chachi and Afro-ecuadorian communities’ natural and human geographies. It also inquires into the Ecuadorian government’s recently approved (October 2008) state level conservation incentives project called Socio-Bosque (Forest Partners) developed to do the following: protect the rainforests and its ecological services, alleviate poverty in rural areas, and position the country as an ‘environmental world leader’ for taking concrete actions to reduce greenhouse gas emissions from avoided deforestation. Socio Bosque claims to be progressive and even revolutionary, but may enact new forms of exploitation and governance in Indigenous and Afro-ecuadorian territories that are specific to time and place, but are enduringly colonial. Nevertheless, this research also highlights geographies of hope by demonstrating that, contrary to the surrounding sea of monoculture oil palm plantations and the CO2lonial air of contradictory laws in relation to biofuel and ecological services development, Awá, Chachi, and Afro-ecuadorian communities maintain sustainable practices and enhance agricultural diversity within their territories. Additionally, it emphasizes the emergent place-based social movements in relation to defense of their territories and identities; Indigenous and Afro-ecuadorian communities avoid conflict pressures by creating interethnic networks. By casting social nets between their territories, their communities stay connected and, together, defend their rights to territorial self-determination and “Living Well” and the rights of Nature.

Identifying and learning from sustainable development pathways

With the Paris Agreement calling for climate change to be held "well below" 2oC, and the release of the 2030 Sustainable Development Goals, the international community has reaffirmed its commitment to enabling human progress within the constraints of the biosphere. In major assessments, a common approach is to examine climate and development trade-offs under a framework of economic costs, rather than human well-being, despite the latter being a potentially more accurate way to portray real development outcomes. This thesis elaborates on these links between well-being, carbon emissions and climate change mitigation; it identifies the implications of this new framework, and examines whether it is possible to achieve both low-emissions and high well-being within the limitations of society, economy and the climate. A fundamental issue is whether minimum thresholds of energy consumption necessary for satisfying human needs can be extended to all without exceeding the 2oC goal and further endangering well-being. This is found to be a key trade-off that requires either a deep commitment to emissions reductions in Northern countries, or the avoidance of carbon-intensive infrastructures in the South. Nonetheless, there are already examples of countries that have attained high levels of well-being in multiple dimensions of human need at little cumulative emissions cost, and according to current growth trends will continue to do so with a minimal impact on the shared carbon space. These nations are also diverse in terms of their underlying drivers of carbon emissions (and thus challenges in mitigation), and may provide a rich source of climate-development policy for emerging countries in the global South. However, it is understood that systematic political-economic constraints are preventing a convergence of well-being outcomes and emissions impact across the development hierarchy, highlighting the social and political (rather than technical) issues that must be addressed in order to safely transition society towards a low-carbon future.

Climate impacts of stratospheric particle injection

Geoengineering has attracted large attention over recent years as to being a possible way to ameliorate some of the effects of climate change. One of the proposals, involving injecting sulphate aerosols into the stratosphere in order to cool Earth's temperature back to pre-industrial levels, has been assessed as one of the leading geoengineering proposals. Despite this, large uncertainties remain in both the physical and social sciences. Small scale trials of sulphate aerosol injection are not seen as ways to provide large amounts of useful data to inform on the climate response to stratospheric sulphate aerosol loading (whilst also facing many social and ethical barriers). Large scale trials involving injecting amounts of aerosol more comparable to what would be required to cool the Earth's temperature back to pre-industrial levels are viewed as too risky. Assessments of the climate effects of sulphate aerosol geoengineering by the scientific community therefore have largely relied on climate modelling studies. The thesis begins by reviewing sulphate aerosol geoengineering and the modelling that have been conducted to date. In light of the need to verify modelling results with observations the thesis seeks to understand the effects of nature's analogue to sulphate aerosol geoengineering: large volcanic eruptions. When a volcano erupts it can inject large amounts of SO2 gas into the stratosphere, which then undergo conversion to form sulphate aerosol, cooling the Earth in a way analogous to sulphate aerosol engineering. The ability of the climate models submitted to the Coupled Model Intercomparison Project 5 (CMIP5) database is assessed, with a particular focus on dynamical changes in the Northern Hemisphere winter period. These models fail to capture the observed NH dynamical response following eruptions, which is of concern for the accuracy of geoengineering modelling studies that assess the atmospheric response to sulphate aerosol geoengineering. Simulations of volcanic eruptions are then performed with high-top and low-top configurations of the HadGEM2-CC climate model. The high-top version of HadGEM2-CC, with enhanced vertical resolution and model height, gives a markedly improved and statistically significant post-volcanic winter dynamical simulation to its low-top counterpart. The post-winter dynamical simulation in the high-top model agrees with the observed response following volcanic eruptions. Accordingly, mechanisms involved in the dynamical changes are analysed and it is concluded that the HadGEM2-CC high-top model would give more confident simulations of sulphate aerosol geoengineering over its low-top counterpart. Given the identification of a more suitable model for geoengineering simulations following extensive investigation, the final chapter analyses simulations of the HadGEM2-CC high-top model for asymmetries between the climate response to an immediate onset of geoengineering and a rapid cessation of geoengineering - known as a 'termination' of geoengineering. The project is summarised and discussed, and future work is proposed, involving a large host of projects.

How environmentally sustainable are Sustainable Supply Chain Management strategies? : a critical evaluation of the theory and practice of Sustainable Supply Chain Management

This thesis is a critical evaluation of the theory and practice of Sustainable Supply Chain Management (SSCM). It seeks to understand why SSCM theory has so little to say about environmental sustainability and to explore how SSCM practice is contributing towards the transition towards sustainable development. I conjecture that SSCM scholars have not engaged sufficiently with the broader sustainability literature and other constructions of sustainability, which has led to a lack of theory development within SSCM. The sustainability paradigms framework that forms the core of the thesis was developed in order to broaden the discussion around sustainability within SSCM. Specifically, it embraces the contested nature of the concept of sustainability and uses multiple sustainability paradigms to construct future directions for theory development. In order to put the concept of environmental sustainability at the centre of SSCM theory, the concept of ‘environmental effectiveness’ was developed which seeks to differentiate between environmentally sustainable strategies and those that merely seek to achieve reductions in unsustainability. In order to evaluate the practice of SSCM, a case study was conducted. The concept of ‘environmental effectiveness’ is operationalized through the use of non-perceptual measures related to carbon emissions and evaluates the extent to which SSCM practices contribute towards climate stabilization, a key sustainability objective. It is found that those SSCM practices that have been shown to improve ‘environmental performance’ within the extant SSCM literature did not deliver ‘environmentally effective performance’ within the case study. This raises the possibility that the literature has mistaken reductions in unsustainability for sustainability proper and that we may need to go back to basics. The findings are discussed with reference to the sustainability paradigms framework and multiple opportunities for theory development within SSCM are explored.

Defining the constructs of a safety climate measurement tool to determine readiness for a behavioral approach to safety management

Safety climate provides an indication of the perceptions of employees with regard to safety management in an organisation. Although there have been many studies on safety climate, a common platform to measure safety climate has not yet been agreed upon. This makes it difficult to compare climate performance across industries and organisations. This study endeavors to identify the common thread that flows through all safety climate studies through extensive literature review and develop safety climate measurement tool in the form a 65 question survey. The survey was validated using confirmatory factor analysis and expert review. The study further looks at the elements of safety climate that affect the behavioral safety management and determines how an organisation performs on those identified elements through descriptive statistic models.100 employees of a large petrochemical organisation based in South Africa participated in the survey. The results required that several of the questions in the survey be reevaluated and therefore the survey will need to be re tested. A Holistic Framework for Evaluating Gigatonne Scale Geological CO2 Storage in the Alberta Oil Sands: Physics, Policy, and Economics / Carbon Capture and Storage in the Alberta Oil Sands

An increasing number of countries worldwide have made commitments in recent years to reduce emissions with the goal of limiting global temperature increases to 1.5-2 °C. Carbon capture and storage (CCS) is capable of significantly reducing anthropogenic carbon dioxide (CO2) emissions and is an important tool in the effort to mitigate climate change. The ability of CCS to sequester emissions at a large scale makes it suitable to particularly emission-intensive sectors, such as the oil and gas sector in Canada. Many factors must be considered holistically to ensure the long-term success of large-scale CCS, such as the availability of emission sources, the design of a CO2 transportation network, the availability and capacity of suitable storage sites, the long-term fate of the injected CO2, the economic viability of the system, and the overall policy environment. Previous studies have considered these factors in demonstrating the viability of CCS in Alberta but have not done so holistically. We take a holistic approach in designing a large-scale integrated CCS system which includes CO2 capture from a hub of 10 large oil sands emitters, transport via a pipeline network, and permanent sequestration in the Nisku and Wabamun saline formations. We use a logistic model to forecast long-term oil sands hydrocarbon production and annual emissions, and ensure that all of the capturable emissions can be stored safely without exceeding pressure limits by modeling the long-term pressure evolution. The injected CO2 will be fully trapped in 6100-11000 years without migrating past the minimum storage depth. We calculate the capital expenditures for the pipeline and injection well components of the system and show that the amount of funding required is reasonable under the umbrella of federal infrastructure funding. This provides a comprehensive framework to ensure the long-term success of future CCS projects. / Thesis / Master of Applied Science (MASc) / The global community has increasingly recognized the importance of greenhouse gas emission reductions in the effort to mitigate climate change. Carbon capture and storage (CCS) is a technology that, with widespread use at a large scale, has the potential to significantly reduce emissions. However, due to the high cost and lengthy time commitment required, many factors ranging from emission sources to storage capacity to financial considerations must be accounted for to ensure the success of a CCS system. Here, we show that a large-scale CCS system in Alberta is viable and the captured CO2 can be safely stored in the long term. This framework can be used to ensure the success of future CCS projects.
