Thesis (MTech(Education))--Cape Technikon, Cape Town,1998 / This study investigates the industry component of cooperative education programmes in Clothing as offered by the Clothing Department at the Cape Technikon relevant to the Western Cape. The character and nature of co-operative education came under general scrutiny. The structure of any cooperative educational program consists of two components; the academic and the industry component. Within this structure, a few attendance patterns are used to employ students in industry. This employment of students bridges the gap between the academic component and practice. The co-ordinator of co-operative education is responsible for the supervision over and application of specific tasks to ensure the successful completion of the industry component. The professional tasks include the identification and recruiting of workstations, the placement of students, the orientation of both the employer and student, the monitoring of the students' progress, as well as the evaluation of the students' work. The important role of the advisory committee cannot be underestimated in order to ensure successful completion of the co-operative educational programs. It should be properly constituted with specific functions with regards to the industry component. A qualitative study was undertaken to describe the course of the current industry experience in Clothing at the Cape Technikon. Discussion forums, personal interviews and a literature study serve as the foundation of this investigation.

Can the co-operative business model contribute to local economic development? A critical appraisal of three co-operatives in the City of Tshwane, South Africa

Magister Artium (Development Studies) - MA(DVS) / The high unemployment and poverty rate in post-apartheid South Africa has necessitated the need to identify policies and programmes to provide economic and employment opportunities. This included a review of the practice of local economic development (LED), guided by the recognition that local government had a developmental role to play. Local government exercises a role in promoting LED initiatives such as enterprise development, locality development, community development and governance. The International Co-operative Alliance (ICA) states that more than 1 billion people benefit from co-operative enterprises, that co-operative enterprises are found in all sectors of the economy, and that co-operatives provide employment to more than 100 million people. By co-operating, people are able to gain economic and social advantages, such as employment, support for their businesses and access to social programmes being offered. In South Africa, co-operatives were identified as a vehicle through which economically active people could be absorbed into the economic mainstream. The idea in getting groups of people to work together is seen as an opportunity to fast-track development. Co-operatives have the potential to promote and support local economic development. Government has created an environment conducive for co-operatives through its policies and programmes. Much of the literature focuses on the failure of co-operatives in South Africa. This research, while acknowledging the many difficulties/challenges confronting co-operatives, investigates three relatively successful co-operatives in the City of Tshwane. In doing so, this research highlights the processes that make these co-operatives successful, and assesses what lessons, if any, these might hold for other co-operatives in South Africa. The research investigated the reasons behind their success and this information was used to analyse how co-operatives might contribute to LED. The key objectives of the study was to assess the economic and social impact of co-operatives on the livelihoods of the members, evaluate the economic impact of these co-operatives on LED in CoT, and formulate a set of recommendations that could be used to guide the implementation of the National Co-operative Strategy and provide lessons for other co-operatives.

Co-operatives, particularly worker co-operatives, form an integral part of the social and economic development efforts of the South African government. However, worker co-operatives have not achieved the expected results and have mostly remained survivalist in nature, In the literature study, this research explored the potential of worker co-operatives in terms of social and economic development, the state of worker co-operatives in South Africa according to previous research and the challenges faced by worker co-operatives. The submission is that worker co-operatives can only reach their potential in social development when they achieve business success. Therefore, business success factors were determined and criteria for these co-operatives to be classified as successful established. These criteria were as follows:  Longevity (operating for more than three years).  Profitability (showing a surplus for at least one year).  Financial Independence (operating without external funding for at least one year).  Member Income (at least R955 per member per month). The research population for the research was actively operating worker co-operatives registered as clients with the Small Enterprise Development Agency (Seda). A questionnaire exploring the demographics of members, the financial position of the co-operatives and the way in which they were managed and operated were developed. The questionnaire contained questions with regard to financial practices and management, marketing management and activities, operations management, human resource management, management processes.and the support received from development institutions. In addition to the evaluation of the business performance in terms of the criteria for success, the research evaluates the way in which worker co-operatives are managed and operated in terms of established business practices. It, moreover, explores the impact of support initiatives by government institutions and a framework for future development efforts is suggested. The study‟s results show that worker co-operatives are operating at a level where they are unable to fulfil their expected role in economic and social development. Various management and operational challenges were identified. Led by Tommy Douglas, the new government defined numerous policy problems in the North stemming from both an economy dominated by private ownership and unstable natural resource based industries. Using two types of social ownership, crown corporations and co-operatives, the CCF sought to rectify these problems and improve the standard of living in Northern Saskatchewan. This study intends to determine whether the CCF government achieved its policy goals in Northern Saskatchewan and concludes that it accomplished its policy specific goals. Although the CCF may not have revolutionized the Northern economy, it did realize some of its policy goals in the North. <p> This study is significant because it is the first to focus solely on the program of social ownership that the CCF government implemented in the North and assess the success of the program on the CCFs terms. Moreover, this thesis offers a comprehensive review of the political origins and development of co-operatives in Northern Saskatchewan.
