Att behålla kontrollen : En kvalitativ studie av hur en driftcentral påverkas vid störningssituationer / Maintaining Control : A qualitative study of disturbance impact in a control center environment

Elektricitet är mycket centralt i dagens samhälle och många av samhällets funktioner är beroende av en fungerande eldrift. I och med detta är det mycket viktigt att driftcentralen hos ett elnätsföretag har förmågan att behålla kontrollen vid en storstörning. En storstörning som fenomen är någonting som inte inträffar speciellt ofta, men när det väl händer drabbas driftcentralen hårt. Syftet med studien var att beskriva det sammansatta kognitiva system som driftcentralen på Utsikt Nät, Tekniska Verken AB, utgör vid en störningssituation och identifiera kritiska punkter som påverkar det sammansatta kognitiva systemets beslutsfattande och förmåga att bibehålla kontroll över processen vid störningsdrift. Studien genomfördes som en etnografisk studie och bestod av observationer och intervjuer. Observationerna syftade till att skapa en förståelse för hur detta sammansatta kognitiva system fungerar vid normaldrift. Intervjuerna användes för att identifiera vad som skiljer störningsdriften från normaldriften och låg främst till grund för analysen av det sammansatta kognitiva systemet vid störningsdrift. De kategorier som framkom under analysen och ligger till grund för resultatet var Organisation, Arbetssätt, Beslutsfattande och Kommunikation. Driftcentralen med kringliggande grupper utgör en komplex organisation som ska klara av att hantera oförutsägbara händelser. Denna studie visar att detta sammansatta kognitiva system klarar av denna uppgift till en acceptabel nivå med hjälp av erfarenheten och kunskapsnivån hos driftledarna och fältarbetarna, men vissa förbättringar kan göras för att öka kontrollförmågan vid störningsdrift.

Coordination in Emergency Management from a Joint Cognitive Systems Perspective

Emergency management (EM) can benefit from new information and communication technology (ICT). However, the complexity of the field poses high demands upon prospective system developers. The design of technological support in a field where roles and actions are entwined and never completely predetermined, requires an understanding of interactions in the socio-technical system as a whole. In this thesis, an attempt is made to work from a Cognitive Systems Engineering stance to identify important characteristics of coordination in intermunicipal EM. Applying perspectives from distributed cognition, joint activity and common ground, Hollnagel’s COCOM and ECOM models have been applied to identify points of entry into work practices. Working with data from a simulated forest-fire in a role-playing exercise, an analysis of dialogues uncovered ambiguity in how functions are handled in a large event, indicating vulnerabilities in face of larger crises. In addition, it became evident that functions moved across roles during the evolving event, and it was possible to uncover recognizable phases of a response. The results underline characteristics that should be supported by future ICT, and occurrences that can be explored in future studies.

Protokoll, praktik och kontroll : En studie av beslutsprocessen i en offentlig upphandling av företagshälsovård

I Sverige genomförs varje år offentliga upphandlingar till ett värde av ca 500 miljarder kronor. Alla offentligt finansierade verksamheter måste följa lagen om offentlig upphandling och den formella upphandlingsprocess som lagen specificerar. Lagen är allmänt formulerad och anvisar en process där fokus ligger på förarbete och matematisk utvärdering. Cognitive Systems Engineering har vuxit fram utifrån insikten att effektiva processer kontinuerligt behöver använda såväl feedback och feedforward för att uppnå sina mål. Typiska tillämpningar är dynamiska, tätt kopplade processer där dessa behov är tydliga, men CSE som ramverk är generellt definierat och bör gälla även för en beslutsprocess på organisationsnivå. En CSE-analys har potential att förtydliga funktionella faktorer som tillåter upphandlare att genomföra effektiva och ändamålsenliga upphandlingar. I syftet att testa ovanstående hypotes genomfördes en fallstudie av Linköpings Universitets upphandling av företagshälsovård 2008. Studien är explorativ då kombinationen av teori och analysobjekt är otestad. För att relatera värdet av CSE mot andra teoribildningar har studien även analyserat upphandlingen utifrån STS och ekonomisk teori. Studien visar att CSE kan tillämpas vid analys av upphandlingsprocess inom offentlig upphandling. Ekonomisk teori har starka normativa drag medan STS är utpräglat deskriptiv. Kontrollperspektivet ser till både normativa och deskriptiva aspekter och bidrar med ökad förklaringskraft. I LiU:s upphandling var formella protokoll viktiga för arbetets legitimitet men det var i det praktiska arbetet man fann utrymme att utöva kontroll.

Neste trabalho, investigou-se a utilização de algoritmos evolutivos para identificação de procedimentos de raciocínio utilizados por humanos na construção de soluções para uma classe de problemas cuja principal característica é a utilização de raciocínio dedutivo. Para isso, utilizou-se uma abordagem que explora os diferentes níveis de complexidade do problema, partindo da análise das estratégias apresentadas por jogadores humanos. Foram realizados diversos ensaios que evoluíram primeiramente, para um modelo de solução puramente combinatória guiada por um algoritmo genético e independente do jogador humano, até atingir um modelo que procura identificar um procedimento de solução que guarde semelhanças com os procedimentos apresentados pelos jogadores humanos. Como resultado, apresentou-se um algoritmo denominado Classificador Genético um sistema de operadores guiado por um algoritmo genético capaz de identificar procedimentos de raciocínio para solução de combinações específicas do problema proposto. Os ensaios permitiram ainda identificar conjuntos de operadores que se combinados corretamente, através de um mecanismo que simule a tomada de decisão do jogador humano, são capazes de aumentar o potencial de identificação de soluções do algoritmo proposto. O estudo também revelou a importância dos mecanismos de memória no processo de solução do problema e as dificuldades em manipular operadores gerais com métodos puramente evolutivos. Foi possível ainda identificar de que modo jogadores humanos tratam os fatores relacionados à diversidade de possíveis encaminhamentos no processo decisório, que afetam a solução do problema proposto. / In this work we investigated the use of evolutionary algorithms to identify logic procedures used by humans in the construction of solutions of a class of problems in which the main characteristic is the use of deductive reasoning. In order to do that it was used an approach that explores the problems different levels of complexity, starting from the strategies analysis presented by human players. Several experiments were carried out where at first moment used a model of solution that is strictly combinatorial guided by a genetic algorithm and independent of the human player that evolved to a model that tries to identify a solution procedure that maintains the similarities with the procedures presented by human players. As a result, we presented an algorithm denominated Genetic Classifier - a system of rules guided by a genetic algorithm - able to identify reasoning procedures for solution of specific combinations of the proposed problem. Moreover, the experiments allowed identifying clusters of rules that if combined correctly, through a mechanism that simulates the decision making performed by a human player, are capable of increasing the potential to identify the solutions of the proposed algorithm. The study also revealed the importance of the memorys mechanism in the process of solving the proposed problem and the difficulties to manipulate general rules with regular evolutionary methodologies. It was also possible to identify the way human players deal with the factors related to the diversity of possible directions in the decision process.
