DISSERTAÇÃO THIAGO NERI DA CONCEIÇÃO.pdf: 1639491 bytes, checksum: 25b3d865d476b42bed3a50c146ddc583 (MD5) / CNPq / Este trabalho toma por pretensão o tráfico de drogas no Nordeste, a tentativa de preenchimento de uma lacuna sociológica no que tange os estudos sobre crime/desvio no Brasil, através de um estudo de caso num bairro periférico da cidade de Salvador/BA. O Objetivo geral desta pesquisa é analisar as características do mercado de drogas na periferia e compreender seus impactos no cotidiano. Mediante a delimitação do objeto, utilizou-se técnicas qualitativas: observação participante, entrevistas e diário de campo, essas técnicas foram as que demonstraram maior eficácia diante do objetivo traçado. A amostra foi construída de modo gradativo, agrupando internamente: moradores, usuários de drogas e operadores do comércio de drogas. Narra-se aqui as diferentes fases assumidas pelo tráfico nesta localidade: fragmentada e concentrada. O primeiro marcado por uma violência difusa, o segundo por uma violência cirúrgica. Essas diferentes configurações são apresentadas de modo processual, destacando as características pertinentes a cada uma delas. Soma-se a isso, o reconhecimento de que essas fases têm caráter espiral; relaciona-se cada face assumida por esse mercado ilegal com a rotina da população onde o tráfico floresce, apontando a violência como instrumento que se expande para além do tráfico e se espraia às demais práticas cotidianas, não de modo epidêmico, mas como prática de controle. Concomitante a isso, aborda-se as práticas de segurança pública, que vão do policiamento de incursão à instalação de bases comunitárias de segurança, vislumbrando também cada uma dessas modalidades em suas interações com os moradores. This work has the intention drug trafficking in the Northeast, the attempt to fill a gap in sociological terms studies on crime / deviation in Brazil, through a case study in a suburb of the city of Salvador / BA. The general objective of this research is to analyze the drug market characteristics in the periphery and understand their impact on daily life. By defining the boundaries of the object, we used qualitative techniques: participant observation, interviews and field journal, these techniques were the ones that had the highest effectiveness on the stroke order. The sample was constructed a gradual way, gathering internally: residents, drug users and drug trade operators. This paper shows different phases assumed by trafficking: fragmented and concentrated, the first marked by widespread violence, the second by a surgically precise violence. These different settings are presented in a procedural way, highlighting the relevant characteristics for each of them. Added to this, there’s a recognition of the spiral character of these phases; each face assumed by illegal market is related with the routine of the population where drug trafficking flourishes, pointing violence as a tool that expands beyond the trafficking and reaches other daily practices. Concomitant to this, it approaches the public security practices, ranging from policing to the incursion and establishment of community security bases, also glimpsing each of these modalities in their interactions with the locals.

Towards a more coherent approach to peacebuilding : Mine action paving the way for ex-combatant reintegration in the case of ColombiaKamoun, Sara January 2022 (has links)
There is a growing awareness among researchers, policy-makers, and practitioners regarding the importance of increased coordination among numerous post-conflict peacebuilding processes and the consequent need for conceptual clarity as a precondition for coordinated, holistic peacebuilding interventions. Disarmament, demobilization, and reintegration (DDR), and Mine Action are among the very first entry points in post-conflict reconstruction, however, despite sharing similarities they form part of distinct communities of practice, and the nexus between the two remains widely unaddressed academically and in practice. This research aims to address this disconnection. A particular window of opportunity is identified through the difficulties that DDR reintegration generates. In particular, this study proposes the reintegration of ex-combatants through mine action. The author suggests that DDR can only enable sustainable long-term results if it is part of a wider set of security promotion strategies with devoted attention to community security which is argued to be achieved through mine action. Using a qualitative single case idea analyses the research argues that the adoption of a bottom-up approach provides an alternative understanding of ex-combatant reintegration. The results suggest that Humanitarian Demining, Explosive Ordnance Risk Education (EORE) and Victim assistance (VA) can pave the way for reintegration and reconciliation between ex-combatants and local communities in the case of Colombia.

Previous issue date: 2012 / Resumo: A presente pesquisa tem como tema as diferenças no atendimento dedicado ao público nos distritos policiais e nos Conselhos Comunitários de Segurança (CONSEGs) de São Paulo. Os conceitos de capital social, capital cultural, habitus e campo jurídico de Pierre Bourdieu, nosso autor referencial, foram nossa base teórica. Os métodos utilizados para a pesquisa de campo consistiram em observações nos distritos policiais e CONSEGs da região do Jaçanã e de Pinheiros, entrevistas com delegados, policiais, moradores e público frequentador dos espaços. Constatamos um vínculo entre os distritos policiais e os CONSEGs através de um "fluxo" do capital social, que permite o trânsito de benefícios entre grupos sociais restritos. Dessa forma, o "fluxo" viabiliza que as decisões nos conselhos gestores interfiram nas atividades desenvolvidas nos distritos policiais, e, do mesmo modo, que os representantes dos distritos influam na dinâmica decisória dos CONSEGs / Abstract: The current research has as its subject the differences in the attendance rendered to the public by the police precincts and by the Community Security Councils (CONSEG) from São Paulo. The concepts of social capital, cultural capital, habitus and the juridical field of Pierre Bourdieu, our reference author, composed our theoretical basis. The used methods for the field researches consisted on observations on the police precincts and CONSEGs of the region of Jaçanã and Pinheiros, interviews with Marshalls, policemen, local dwellers and the public that frequents such spaces. We have found a link among the police precincts and the CONSEGs through a "flow" of the social capital, which allows for the transit of benefits among restricted social fields. Thus, the "flow" enables that the decisions on the managing councils might interfere on the developed activities in the police precincts and, likewise, that the precincts' representatives bear an influence on the decision dynamics of the CONSEGs / Mestrado / Sociologia / Mestre em Sociologia

Le système africain de sécurité et les opérations de maintien de la paix des Nations Unies / The African security system and the United Nations peacekeeping operationsTekebeng Lele, Télesphore 12 June 2017 (has links)
La revendication et/ou suggestion d'une africanisation du maintien de la paix en Afrique devait conduire à la réforme du système africain de sécurité. Il s'agit d’une réforme tant normative qu'institutionnelle menée en vue de donner une nouvelle orientation au cadre opérationnel dans l’optique d’une meilleure contribution du continent au maintien de la paix et de la sécurité internationales. Ce travail s'est opéré à la fois au niveau régional et au niveau des communautés économiques régionales (CER) qui font partie intégrante de l’architecture africaine de paix et de sécurité telle que construite au sein et autour de l’Union africaine. Le plus emblématique est pour l’UA de s'être dotée d’un droit d'intervention là où certaines CER, à l'instar de la CEDEAO, avaient déjà pris des initiatives, afin de répondre aux crises les plus diverses dont le génocide. A tout prendre, il s’agit d'une avancée significative du système ainsi mis en place. A l’observation toutefois, on peine à voir un modèle typiquement africain des opérations de maintien de la paix, tant il est vrai que les deux segments, organisation et déploiement opérationnel, laissent apparaître une hétéronormativité et un déploiement pluri-institutionnel. Cela découle sans doute de la prégnance de la fragilité de certains acteurs étatiques qui frise tout élan de construction d’un système communautaire de sécurité fort, nécessitant au surplus des mesures de (re) construction de l’Etat, appuyée par les institutions internationales dont la première d’entre elles - l’ONU. / The demand and/or suggestion of an Africanization of peacekeeping in Africa should lead to the reform of the African security system. This is a normative and institutional reform aimed at giving a new orientation to the operational framework in order to enhancing the continent's contribution to the maintenance of international peace and security. This work has been carried out both at the regional level and at the regional economic community (REC) level, which are an integral part of the African peace and security architecture as built within and around the African Union. The most emblematic is for the AU to have a right of intervention where certain RECs, like ECOWAS, have already taken initiatives to respond to the most diverse crises including the genocide. On the whole, this is a significant step forward in the system thus put in place. However, it is difficult to see a typical African model of peacekeeping operations, as it is true that the two segments, operational organization and deployment, reveal a heteronormativity and a multi-institutional deployment. This is probably due to the fragility of certain state actors, which hampers any effort to build a strong Community security system, which in addition requires measures to (re) build the state, supported by international institutions, Starting with the first - the United Nations.

An examination of the impact of residential security measures on the incidence of residential burglary in two selected northern suburbs of Johannesburg: a security risk management approachOlckers, Casparus 30 June 2007 (has links)
Motivation
This project was of specific importance to the private security industry, victims of residential burglary, community policing forums and the South African Police Service in providing detailed information regarding recommendations of how to manage and combat residential burglary in two selected northern suburbs of Johannesburg.
Problem statement
Residential burglary is categorised in the top three highest reported crimes according to the official South African Police Service statistics for the 2006/7 financial years.
A series of victim interviews, docket analysis, case plotting and residential security audit surveys were conducted to determine the extent (or lack thereof) of security measures at a burgled residence in the selected area.
Approach
Field data was collected through docket analysis, plotting crime scenes (descriptive mapping), victim interviews and residential security audit surveys.
Results
The majority of victims of burglary interviewed did not have the minimum security system (integrated measures) in place. Those victims, who had security measures, appeared not to have made or implemented effective use of them.
Conclusion
Security at a residence extends beyond just the immediate house area and the focus (security risk assessment) should start with the immediate neighbourhood (community) area working inwards towards the property perimeter (boundary), inner perimeter (garden area) and then finally the immediate house area. / CRIMINOLOGY / MTECH: SECURITY RISK MAN
