An examination of county-level labor market responses to economic growth in Kansas

Peterson / State and local economic development policies are often created with the goal of stimulating local economic activity through employment growth. The success of these policies is commonly measured by the number of jobs they create. Because labor markets are not bound by county lines, commuting and migration are important factors to consider when measuring employment growth in a region. This study used county-level data from the 2000 Census to predict labor force participation, unemployment, in-commuting, and out-commuting. The model was estimated using Ordinary Least Squares regression and was simulated to predict changes in labor force, unemployment and commuting as a result of a change in employment for all 105 Kansas counties. An increase in employment was found to increase the labor force participation, in-commuting, and unemployment, while decreasing the number of out-commuters. The increase in in-commuting causes many of the economic benefits expected to accrue to the county where the job growth occurred to be essentially exported to the county where the in-commuters live. Failure to account for the proportion of new jobs filled by in-commuters would lead to significant over estimations of local impacts of employment growth. These results suggest that regional coordination of economic development policies, through the use of tools such as tax-base sharing, would provide substantial gains to otherwise competing local governments.

Assessment of active commuting behaviour : walking and bicycling in Greater Stockholm

Walking and bicycling to work, active commuting, can contribute to sustainable mobility and provide regular health-enhancing physical activity for individuals. Our knowledge of active commuting behaviours in general and in different mode and gender groups in particular is limited. Moreover, the validity and reproducibility of the methods to measure the key variables of the behaviours are uncertain. The aims of this thesis is to explore gender and mode choice differences in commuting behaviours in terms of distance, duration, velocity and trip frequency, of a group of adult commuters in Greater Stockholm, Sweden, and furthermore to develop a criterion method for distance measurements and to assess the validity of four other distance measurement methods. We used one sample of active commuters recruited by advertisements, n = 1872, and one street-recruited sample, n = 140. Participants received a questionnaire and a map to draw their commuting route on. The main findings of the thesis were, firstly, that the map-based method could function as a criterion method for active commuting distance measurements and, secondly, that four assessed distance measurement methods – straight-line distance, GIS, GPS and self-report – differed significantly from the criterion method. Therefore, we recommend the use of correction factors to compensate for the systematic over- and underestimations. We also found three distinctly different modality groups in both men and women with different behaviours in commuting distance, duration and trip frequency. These groups were commuters who exclusively walk or bicycle the whole way to work, and dual mode commuters who switch between walking and cycling. These mode groups accrued different amounts of activity time for commuting. Through active commuting per se, the median pedestrian and dual mode commuters met or were close to the recommended physical activity level of 150 minutes per week during most months of the year, whereas the single mode cyclists did so only during the summer half of the year. / FAAP

Studies on bikeability in a metropolitan area using the active commuting route environment scale (ACRES)

Background: The Active Commuting Route Environment Scale (ACRES) was developed to study active commuters’ perceptions of their route environments. The overall aims were to assess the measuring properties of the ACRES and study active bicycle commuters’ perceptions of their commuting route environments. Methods: Advertisement- and street-recruited bicycle commuters from Greater Stockholm, Sweden, responded to the ACRES. Expected differences between inner urban and suburban route environments were used to assess criterion-related validity, together with ratings from an assembled expert panel as well as existing objective measures. Reliability was assessed as test-retest reproducibility. Comparisons of ratings between advertisement- and street-recruited participants were used for assessments of representativity. Ratings of inner urban and suburban route environments were used to evaluate commuting route environment profiles. Simultaneous multiple linear regression analyses were used to assess the relation between the outcome variable: whether the route environment hinders or stimulates bicycle-commuting and environmental predictors, such as levels of exhaust fumes, speeds of traffic and greenery, in inner urban areas. Results: The ACRES was characterized by considerable criterion-related validity and reasonable test-retest reproducibility. There was a good correspondence between the advertisement- and street-recruited participants’ ratings. Distinct differences in commuting route environment profiles between the inner urban and suburban areas were noted. Suburban route environments were rated as safer and more stimulating for bicycle-commuting. Beautiful, green and safe route environments seem to be, independently of each other, stimulating factors for bicycle-commuting in inner urban areas. On the other hand, high levels of exhaust fumes and traffic congestion, as well as low ‘directness’ of the route, seem to be hindering factors. Conclusions: The ACRES is useful for assessing bicyclists’ perceptions of their route environments. A number of environmental factors related to the route appear to be stimulating or hindering for bicycle commuting. The overall results demonstrate a complex research area at the beginning of exploration. / BAKGRUND: Färdvägsmiljöer kan tänkas påverka människors fysiskt aktiva arbetspendling och därmed bidra till bättre folkhälsa. Studier av färdvägsmiljöer är därför önskvärda för att öka förståelsen kring möjliga samband mellan fysiskt aktiv arbetspendling och färdvägsmiljöer. En enkät, ”The Active Commuting Route Environment Scale” (ACRES), har därför skapats i syfte att studera fysiskt aktiva arbetspendlares upplevelser av sina färdvägsmiljöer. Huvudsyftet med denna avhandling var dels att studera enkätens psykometriska egenskaper i form av validitet och reliabilitet, dels att studera arbetspendlande cyklisters upplevelser av sina färdvägsmiljöer. METODER: Arbetspendlande cyklister från Stor-Stockholm rekryterades via tidningsannonsering och via direkt kontakt i anslutning till färdvägen. Deltagarna besvarade enkäten ACRES. Tillsammans med skattningar från en grupp av experter och redan existerande objektiva mått användes förväntade skillnader mellan färdvägsmiljöer i inner- och ytterstaden för att studera kriterierelaterad validitet. Reliabiliteten studerades som reproducerbarhet via upprepade mätningar (test-retest). Jämförelser mellan skattningar av deltagare rekryterade via annonsering och via direkt kontakt i färdvägsmiljöer användes för att studera representativitet. Skattningar av färdvägsmiljöer i inner- och ytterstaden användes vidare för att studera färdvägsmiljöprofiler. Multipel linjär regressionsanalys användes även för att studera sambandet mellan utfallsvariabeln huruvida färdvägsmiljön motverkar eller stimulerar arbetspendling med cykel och miljöprediktorer, såsom avgasnivåer, trafikens hastighet och grönska, i innerstadsmiljöer. RESULTAT: Enkäten ACRES visade god kriterierelaterad validitet och rimlig reproducerbarhet. Det var en god överrensstämmelse mellan skattningar av deltagare rekryterade via annonsering och via direkt kontakt. Färdvägsmiljöprofilerna visade tydliga skillnader mellan inner- och ytterstadsmiljöer. Ytterstadens färdvägsmiljöer skattades som tryggare och mer stimulerande för arbetspendling med cykel än innerstadens färdvägsmiljöer. Vidare verkar vackra, gröna och trygga färdvägsmiljöer, oberoende av varandra, vara stimulerade faktorer för arbetspendling med cykel i innerstadsmiljöer. Däremot verkar höga avgasnivåer, höga trängselnivåer och färdvägar som kräver många riktningsändringar vara motverkande faktorer. SLUTSATSER: Enkäten ACRES är ett användbart instrument vid mätningar av cyklisters upplevelser av sina färdvägsmiljöer. Ett antal faktorer relaterade till färdvägsmiljön verkar vara stimulerande respektive motverkande för arbetspendling med cykel. New Perspectives on the Spatial Analysis of Urban Employment Distribution and Commuting Patterns: the Cases of Hermosillo and Ciudad Obregon, Mexico

Whereas no prior contribution has focused on the case of a medium-sized city in a developing country, such as Mexico, to explore how urban structure and its expansion has affected the spatial distribution of employment, three distinct, but related papers were developed, which combine urban economics literature and spatial sciences techniques to fill this gap and provide new evidence. The first paper, entitled "Spatial Distribution of Employment in Hermosillo, 1999 and 2004" identifies where employment subcenters are. Testing the presence of spatial effects, it concludes that an incipient process of employment suburbanization has taken place; however, the city still exhibits a monocentric structure. As a complement, a second paper, "Employment Density in Hermosillo, 1999-2004: A Spatial Econometric Approach of Local Parameters" tests if the Central Business District (CBD), despite suburbanization, maintains the traditional attributes of attracting activities and influencing the organization of employment around it. The CBD is still attractive, but its influence varies across space and economic sector, conclusions that were masked by global estimations. Thirdly, a study was essential to uncover how important is the urban structure and the suburbanization of jobs in explaining the dispersion resulting of households and workplaces (commuting). The paper entitled "Commuting in a Developing City: The Case of Ciudad Obregon, Mexico" examines this issue. To take advantage of the commuting information available, the study area was switched. In general, the results are consistent with those suggested by urban economics; moreover, the inclusion of workplace characteristics was a novelty to model commuting behavior and proves that space matters. Additionally, new evidence was provided to the field of spatial science through the applications of techniques able to expose the spatial effects associated with the distribution of employment, more specifically, the Exploratory Spatial Data Analysis(ESDA), Geographically Weighted Regression (GWR) with spatial effects, as well as the generalized multilevel hierarchical linear model (GMHL) were used. The new findings produced for this dissertation provide a more comprehensive understanding of urban dynamics and could help to improve the planning process. It is hoped that this dissertation will contribute to that development as well as stimulate further research.

An interactive sonic environment derived from commuters' memories of the soundscape : a case study of the London Underground

Through interrelating the Acoustic Communication concepts of soundscape with contemporary collective memory studies, this research project explores the relationship between commuters and the London Underground (LU) soundscape in order to create an interactive sonic environment on the Internet. The methodology combines fieldwork and artistic work, focusing on commuters’ perceptions of time and space, and on their sonic memories, as elements through which to interpret the space. The objective of the fieldwork is to investigate commuters’ aural memories of the LU soundscape, including the feelings and sensations that it stimulates. The artistic objective is to facilitate the interaction between the soundscape and its users through an interface that allows a creative combination of sounds to assemble aural memories into a sound-driven multimedia experience. Twenty-four commuters participated in the ethnographic study during the three phases of the research; they followed the researcher’s model, which combines the processes of listening and remembering. The researcher thus developed an interactive sonic environment where commuters can experience a non-linear virtual journey through the soundscape of LU, then apply this as a means of reflecting on the original commuting experience. The interactive nature of the process makes it possible for individual memories to be linked in a creative shared experience; it fosters the development of on-line sound-driven narratives.
