Trip chaining: linking the influences and implications

Transportation analysts have monitored with interest the emergence of trip chaining, or multi-purpose trip making, which is becoming a common method of travel for many households. As of 2001, 61% of all working age adults trip chained. From a policy perspective, this warrants attention as these 61% of adults who trip chain generate 68% of average daily vehicle miles traveled (VMT). In addition, most trip chaining is accomplished by automobile and generally alone or with other family members. Trip chaining research has focused predominantly on travel by workers and findings suggest that one reason for its increase is that workers are scheduling non-work activities into their work commute, largely to support household needs (primarily childcare but also for shopping and personal business). Since the 1990s, significant federal funding has supported programs to improve air quality through reduced emissions. These include employer-based programs that seek to reduce VMT through ride sharing and the use of transit, along with incentives for doing so. The success of these programs is based on the flexibility of the commuter to change his/her work mode. As indicated above, however, trip chaining is typically associated with decreased flexibility and almost in direct conflict with programs that encourage alternative commute modes. This research identifies household, demographic, work, and activity setting factors that influence trip chaining in order to understand the related policy implications for employer-based programs that seek to reduce VMT through encouraging alternative commute modes. Using the 2001 National Household Travel Survey, a market segmentation identified trip chaining influencers. These were primarily the presence of children under the age of 16, worker status, more than one household adult, a high vehicle-to-worker ratio, and educational attainment above the high school level. The findings indicate that while between 30 and 42% of workers commute in the traditional manner, employer-based programs can achieve greater returns if increased focus is placed on improving employer amenities. In addition, further VMT reduction can be achieved through new programs that target the household instead of the employer, as evidenced by the TravelSmart program in Australia and SmartTrips program in Portland, OR. / text

¡Súbete al Progreso! : narratives of progress and social mobility surrounding the Santo Domingo Metro

Transportation planning initiatives are assumed to further the development of growing cities across the globe. Latin American cities, especially, suffer from a deficit of infrastructure that presents greater challenges to the efficient movement of people and goods, which makes transportation one of the biggest hindrances to development in Latin America. Throughout the twentieth century, development projects in the Dominican Republic were carried out in the contexts of foreign military occupation and state repression, whereby processes of technical modernization arrived alongside state-led violence. Meanwhile, grandiose infrastructure projects were paired with narratives of national greatness. Decisions regarding land use and distribution of public services remained inattentive of the poorest residents, causing enormous inequalities in increasingly urbanized cities. President Leonel Fernández campaigned for his third term promising to break from old forms of corruption, and has symbolically delivered this promise of progress through the construction of a new subway system. The Santo Domingo Metro revolutionizes transportation options in key areas of a chaotic and congested road system, where many public transportation vehicles are old and dilapidated. Metro can save hours in commute times, provide safe, reliable transit at low cost, and promote sustainability. However, critics note that billions of dollars invested on Metro expansion preempt the funding of health and education. Construction processes displace neighborhoods, while many communities situated near the stations still face daily hardships associated with inadequate housing and lack of sanitation. My paper blends the perspectives of technical transportation planning and critical development theory to understand whether the Metro will serve these communities by improving their access to services, schools, and job sites, or simply drain scarce funds from these very areas. This paper also critically evaluates the way that the current administration‘s symbol of progress at times mirrors the top-down political culture of the past. The Metro thus elucidates larger theoretical and practical questions regarding the interactions of transportation planning and political culture, and their impacts on spatial hierarchies and growth within urban spaces. / text

Enhancing the Thermal Comfort of Utilitarian Bicyclists: An Energy Budget Approach Integrating the Principles of Microclimatic Design with Bicycle Pathway Design in Ottawa, Canada

Thermal comfort receives little priority in the planning and design of bicycle pathways. Design tools are required to illustrate the importance of the relationship between climate and bicycling activity to improve the bicycling experience and extend the bicycling season in a cold climate. Microclimatic and bicycle pathway design principles were integrated with a COMFA model to simulate the thermal comfort of users bicycling on a proposed pathway in Ottawa, Canada. Modelling results predicted bicyclists could be thermally comfortable travelling at a steady-state speed of 16.0-19.2 km/h, but preferred to be cooler when travelling at higher speeds and warmer in colder months when standing at rest. Design implications recognized the compatibility of microclimatic and bicycle pathway design principles and demonstrated how a bioclimatic approach to designing bicycle infrastructure can encourage user thermal comfort, mitigate weather discomforts, accentuate seasonal climate conditions, and address a more inclusive combination of bicycle user design criteria.

'Cycling out of poverty' through a culture of bicycle ownership and use : a case study.

South Africa does not currently have a strong bicycle culture, as most cycling is of a recreational nature. At the same time, inadequate and expensive transport, particularly for many rural individuals and groups, is one of the significant features of poverty in South Africa's rural areas. Many people do not have easy access to vital social and economic activities and opportunities. Because of transport limitations, attempts to promote bicycle transport, by establishing micro bicycle retail outlets in identified rural communities have been in place since the year 2000 in KwaZulu-Natal (KZN). Cycling is viewed as a relatively cheap and efficient means of transport, which has the potential to reduce the transport burden of groups and individuals designated under the term the 'rural poor'. This study is an exploratory qualitative investigation. Its main aim was to uncover and understand (through observation and interviews), the perceptions of identified rural groups and individuals about the potential of bicycle transport in improving rural travel of up to 20 kilometres. The study sought to identify factors influencing bicycle ownership and use, and whether or not this has become the prerogative of both male and female members of rural communities. The key issues which emerged from the collected data, point to the following: that household economic status; cultural prohibitions; self interests of key stake holders; lack of credit facilities and or subsidies, are the main obstacles for many rural inhabitants with interest in undertaking investment in bicycle transport resources. / Thesis (M.A.)-University of Natal, Pietermaritzburg, 2003.

A cost benefit analysis for the bicycle as a transportation alternative

Cost benefit analysis is the conventional method of evaluating automobile transportation improvements. This study examined traditional automobile evaluation methods and applied the same techniques to bicycle transportation projects. Cost data from recent research is summarized and eleven costs (five internal and six external) were estimated. The cost estimates are used to calculate automobile and bicycle costs per mile of travel. A case study of a hypothetical corridor is used to demonstrate how the transportation costs can be applied to specific planning problems. The case study explores what effect shifts in modal distribution would have on the cost effectiveness of automobile and bicycle alternatives. The findings of the study begin to question the underlying premises of traditional cost benefit analysis in transportation projects. The study suggests that conventional analysis is fundamentally flawed and biased toward automobile transportation. / Department of Urban Planning

Flen : Om stagnation i skuggan av Stockholm

This thesis aims at analyzing why the municipality of Flen, in the eastern part of Sweden, has experienced strong depopulation for the last forty years in spite of its relative vicinity to Stockholm. The study uses current theories on regional developement, population theory and theories on regional enlargment to help explain and to evaluate the different regional factors that affect the developement of Flen on the local level. The thesis is primarily focused on the subject of regional policy and strategies to meet regional depopulation. The study also gives a presentation of the strategies of major regional institutions as well as analyzing what impact regional policy have on local policy in the municipality of Flen. Interviews with local officials, politicians and other people representing the population of Flen were carried out to achieve a better understanding of the specific challenges that the municipality faces and of the measures that are taken to meet them. Regional policy in Sweden prioritises measures that promote regional enlargment to link the housing and labour markets together with the regional infrastructure. Each region should promote and develop its own unique qualities as a way of stimulating growth. This disregards the former notion that the state should strive for regional growth to be achieved equally distributed within its boundaries. The thesis puts forward the view that this development could lead to an allowance for some regions to be neglected by the state. The findings in this study show that the measures that are put in to curb the stagnation in the municipality of Flen are made with difficulty and cannot be financed without external aid. The challenges are to a growing extent no longer managable by the municipality itself which brings me to a final conclusion that predicts that Flen could befavoured in a future municipal reform in which there are clearer connections to Stockholm and to other larger towns in the region, as well as a new delimitation that better takes the functional relationships of the population into account.

Studies on bikeability in a metropolitan area using the active commuting route environment scale (ACRES)

Background: The Active Commuting Route Environment Scale (ACRES) was developed to study active commuters’ perceptions of their route environments. The overall aims were to assess the measuring properties of the ACRES and study active bicycle commuters’ perceptions of their commuting route environments. Methods: Advertisement- and street-recruited bicycle commuters from Greater Stockholm, Sweden, responded to the ACRES. Expected differences between inner urban and suburban route environments were used to assess criterion-related validity, together with ratings from an assembled expert panel as well as existing objective measures. Reliability was assessed as test-retest reproducibility. Comparisons of ratings between advertisement- and street-recruited participants were used for assessments of representativity. Ratings of inner urban and suburban route environments were used to evaluate commuting route environment profiles. Simultaneous multiple linear regression analyses were used to assess the relation between the outcome variable: whether the route environment hinders or stimulates bicycle-commuting and environmental predictors, such as levels of exhaust fumes, speeds of traffic and greenery, in inner urban areas. Results: The ACRES was characterized by considerable criterion-related validity and reasonable test-retest reproducibility. There was a good correspondence between the advertisement- and street-recruited participants’ ratings. Distinct differences in commuting route environment profiles between the inner urban and suburban areas were noted. Suburban route environments were rated as safer and more stimulating for bicycle-commuting. Beautiful, green and safe route environments seem to be, independently of each other, stimulating factors for bicycle-commuting in inner urban areas. On the other hand, high levels of exhaust fumes and traffic congestion, as well as low ‘directness’ of the route, seem to be hindering factors. Conclusions: The ACRES is useful for assessing bicyclists’ perceptions of their route environments. A number of environmental factors related to the route appear to be stimulating or hindering for bicycle commuting. The overall results demonstrate a complex research area at the beginning of exploration. / BAKGRUND: Färdvägsmiljöer kan tänkas påverka människors fysiskt aktiva arbetspendling och därmed bidra till bättre folkhälsa. Studier av färdvägsmiljöer är därför önskvärda för att öka förståelsen kring möjliga samband mellan fysiskt aktiv arbetspendling och färdvägsmiljöer. En enkät, ”The Active Commuting Route Environment Scale” (ACRES), har därför skapats i syfte att studera fysiskt aktiva arbetspendlares upplevelser av sina färdvägsmiljöer. Huvudsyftet med denna avhandling var dels att studera enkätens psykometriska egenskaper i form av validitet och reliabilitet, dels att studera arbetspendlande cyklisters upplevelser av sina färdvägsmiljöer. METODER: Arbetspendlande cyklister från Stor-Stockholm rekryterades via tidningsannonsering och via direkt kontakt i anslutning till färdvägen. Deltagarna besvarade enkäten ACRES. Tillsammans med skattningar från en grupp av experter och redan existerande objektiva mått användes förväntade skillnader mellan färdvägsmiljöer i inner- och ytterstaden för att studera kriterierelaterad validitet. Reliabiliteten studerades som reproducerbarhet via upprepade mätningar (test-retest). Jämförelser mellan skattningar av deltagare rekryterade via annonsering och via direkt kontakt i färdvägsmiljöer användes för att studera representativitet. Skattningar av färdvägsmiljöer i inner- och ytterstaden användes vidare för att studera färdvägsmiljöprofiler. Multipel linjär regressionsanalys användes även för att studera sambandet mellan utfallsvariabeln huruvida färdvägsmiljön motverkar eller stimulerar arbetspendling med cykel och miljöprediktorer, såsom avgasnivåer, trafikens hastighet och grönska, i innerstadsmiljöer. RESULTAT: Enkäten ACRES visade god kriterierelaterad validitet och rimlig reproducerbarhet. Det var en god överrensstämmelse mellan skattningar av deltagare rekryterade via annonsering och via direkt kontakt. Färdvägsmiljöprofilerna visade tydliga skillnader mellan inner- och ytterstadsmiljöer. Ytterstadens färdvägsmiljöer skattades som tryggare och mer stimulerande för arbetspendling med cykel än innerstadens färdvägsmiljöer. Vidare verkar vackra, gröna och trygga färdvägsmiljöer, oberoende av varandra, vara stimulerade faktorer för arbetspendling med cykel i innerstadsmiljöer. Däremot verkar höga avgasnivåer, höga trängselnivåer och färdvägar som kräver många riktningsändringar vara motverkande faktorer. SLUTSATSER: Enkäten ACRES är ett användbart instrument vid mätningar av cyklisters upplevelser av sina färdvägsmiljöer. Ett antal faktorer relaterade till färdvägsmiljön verkar vara stimulerande respektive motverkande för arbetspendling med cykel. The bicycle is an individual means of transport. Many people prefer to cycle over short distances and in congested areas rather than take travel by car or public transport. This is a study of the use of bicycle as an option for commuting to work. It is a comparison between three cities: Stockholm, Copenhagen and London. The comparison is focused on solutions that benefit commuter cyclist and performed by studying cycle policies and other related documents. Results of this study shows that bicycle commuters are a targeted group in cycle policies in all three cities, for commuter traffic to increase booth an enhanced sense of security and the opportunity to travel at a high speed by bicycle is important.. In Stockholm and London efforts to increase the number of cyclists begin by improving the quality of transport for those who already cycle. The cycle network in Copenhagen is more comprehensive and the level of bicycle use and commuting is at significant higher level in comparison to Stockholm and London. The possibility to combine cycling and public transport is a target for all three cities, one important measure is to increase bicycle parking facilities at terminals and other public places. Although there are differences in the three cities regarding bicycle commuting today, targets and measures for the futures they do correspond in quite a few places; parallels that could serve as examples of the ways in which a high degree of bicycle commuting can be attained.
