The aim is to define and identify key competencies to carry out the functions of senior managers in the Czech republic on the basis of theoretical ground and questionnaire survey extended by personal interviews. The relationships between particular competencies are determined in this thesis and consequently, these competencies are compared with competencies of the students of The Faculty of Economics in České Budějovice. For these students, reccomendations leading to increase their competency potentional are proposed.

This diploma thesis deals with the education of employees in non-school organization. The thesis is divided into two parts, part of theoretical and practical part. The theoretical part focuses on how education should be set up in non-school organizations, how to identify educational needs and how to apply them to practice. More specifically, this theoretical part focuses primarily on corporate education in general, on resources and characteristics of company education, strategy, goals, methods and also the complete process from identification of educational needs, planning, implementation to evaluation of education itself. The practical part of this diploma thesis is focused on the selected organization XY, which is described throughout this work as the "Kernel a." Organization, as it wished to remain anonymous. In the Kernel a.s. an assessment has been made of how learning needs are identified, how the education is planned, implemented and subsequently evaluated. All this information has been evaluated on the basis of the Internal Education Directive and also on the basis of data obtained through the questionnaire survey method from the random staff of the company under investigation. Rereading these grounds, including social skills in the scope, helped to strengthen the theoretical basis for analyzing the results of the empirical phase of this dissertation. From a practical point of view, this posture contributes to build a personnel management policy, based on competencies, aligned with strategic planning which is under development in the organization, optimizing the designation for leadership positions, especially in the area of forensic sciences with their specificities. In addition, the qualitative methodological choices led to realize both the gaps related to potential performance of the professional subjects of study, as well as to the relevant skills found in the profile of these subjects. The results also favored to clarify some technical skills and abilities as more important than others, considering the peculiar requirements of Chief’s roles of forensics experts. The articulation of the research literature, documentation, field procedures and data triangulation of interviews, document analysis, observation and questionnaire - through which the subjects' perception of their role arose - allowed relevant conclusions. In the theory the contribution was due to a better understanding of the relationship between skills and abilities and, in the practice, by bring up the scenario of progress and limitations in the management study. The conclusion is therefore that the Federal Government has promoted advances in human resources policy of the Public Service, however, the implementation of a modern system of personnel management has not yet been consolidated, in the Federal Police Department. This is evidenced by the lack of essential competencies to allow chiefs to act with excellence as managers of Units Technical Expertise. / Esta pesquisa teve por objetivo apreender e analisar o perfil profissional dos que exercem funções de Chefia nas Unidades descentralizadas de Criminalística da Polícia Federal no Brasil, especificamente nos Setores Técnico-Científicos (SETECs) e nas Unidades Técnico-Científicas (UTECs), segundo a teoria de competências e habilidades. A releitura desses fundamentos, incluindo habilidades sociais nesse escopo, fortaleceu o embasamento teórico para análise dos resultados da etapa empírica desta dissertação. Essa postura, pode contribuir, na prática, para a construção de uma política de gestão de pessoas, baseada em competências, alinhada com o planejamento estratégico em desenvolvimento na organização, otimizando a designação para os cargos de liderança, sobretudo na área de Criminalística com suas especificidades. Além disso, as opções metodológicas qualitativas levaram a perceber tanto lacunas referentes às potencialidades de atuação dos profissionais sujeitos do estudo, quanto competências relevantes e presentes no perfil dos mesmos. Os resultados, ainda, favoreceram clarificar algumas competências técnicas e habilidades como sendo mais relevantes do que outras, diante das exigências peculiares ao exercício da função de Chefe do Setor de Perícia. A articulação das pesquisas bibliográfica, documental, de campo e o procedimento de triangulação de dados de entrevistas, análise documental, observação e aplicação de questionário - por meio do qual foi levantada a percepção dos sujeitos sobre suas funções – possibilitaram conclusões relevantes. Na teoria, ocorreu devido à melhor compreensão das relações entre competências e habilidades e, na prática, por esclarecer o panorama de avanços e limitações na gestão estudada. Conclui-se, pois que o Governo Federal promoveu avanços na política de recursos humanos do Serviço Público, no entanto, a implementação de um sistema moderno de gestão de pessoas ainda não foi consolidado, no Departamento de Polícia Federal. Isso fica evidenciado pela carência de competências primordiais para que os Chefes exerçam com excelência a função de gestores de Unidades de Perícia Técnica.

Thus, companies deal with the challenge of managing their growing information flow, which starts with data collection and proceeds to the dissemination. From this perspective, this paper aims to analyze the skills of the managing librarian as strategic tools to aid business competitiveness, especially in Brazil's Micro and Small Business Support Service - Ceará (Sebrae - CE) Metropolitan Regional branch. Thereafter, operational goals are: (1) identifying the activities carried out by the librarian in the business information management process in that context; (2) identifying the skills and competences of the librarian in information management; (3) analyzing the contribution of the librarian as information manager for business competitiveness by making information available to the institution's clients. In order to achieve the aforementioned goals, theoretically, we studied the fundamental items for understanding the reality considered, such as conceptualization/evolution, intertwinements and interdisciplinarity existing between library science, documentation and information science. Additionally, the study includes information management (IM) intrinsic aspects, such as the distinction between data, information and knowledge and information management processes. Discussion on the competencies of the librarian in business information management is also explored. That requires an analysis of IM referred to by authors like Beuren (2000), Choo (2006), Davenport (1998), McGee and Prusak (1994). The importance of IM and knowledge management (KM) presented by Barbosa (2008) and Valentine (2004), and information management as a component of competitiveness, according to Silva (2001), is also emphasized. Methodologically, the research is qualitative and quantitative, having exploratory nature. It is a case study on SEBRAE - CE Metropolitan Regional branch. The research used interviews and questionnaires with librarians and external users (entrepreneurs and aspiring entrepreneurs) of the Center for Documentation and Information (CDI), respectively. Given the particularities and characteristics of the population, simple (probabilistic) random sampling process was adopted, whereas the selection of respondents is based upon a convenience sample (non-probabilistic). We draw on content analysis of the data collected in the search for answers to the objectives. From the research it may be inferred that the librarian's activities in the IM process consists in the identification of information needs, acquisition, organization, storage, distribution, and dissemination process. It is noteworthy that the librarian, throughout his/her formation and training, acquires skills and competencies that enable him/her to deal with information management. In addition, the librarian contributes significantly to business competitiveness by providing information, because it is consensual that users recognize the importance of the librarian in the IM process. / A sociedade contemporânea lida com o desafio de gerenciar significativo volume de informações necessárias à realização das atividades dos cidadãos em sua vida cotidiana e profissional. Nesse contexto, as empresas lidam com o desafio de administrar seu crescente fluxo informacional, que se inicia com a coleta de dados e caminha até a disseminação. Sob esta ótica, objetiva-se analisar as competências do bibliotecário gestor como ferramentas estratégicas de auxílio à competitividade empresarial, em especial, no âmbito do Serviço Brasileiro de Apoio às Micro e Pequenas Empresas Ceará (SEBRAE-CE) Regional Metropolitano. A partir de então, são objetivos operacionais: (1) identificar as atividades realizadas pelo bibliotecário no processo de gestão da informação empresarial no referido contexto; (2) identificar as habilidades e competências do bibliotecário no gerenciamento da informação; (3) analisar a contribuição do bibliotecário como gestor da informação para a competitividade empresarial ao disponibilizar informações para os usuários dessa instituição. Para a consecução dos objetivos enunciados, teoricamente, estudam-se itens fundamentais ao entendimento da realidade estudada, tal como conceituação / evolução, entrelaçamentos e interdisciplinaridade existente entre biblioteconomia, documentação e ciência da informação. Também o estudo contempla aspectos intrínsecos à GI, como a distinção entre dados, informação e conhecimento e os processos de gestão da informação. Acrescenta-se discussão acerca das competências do bibliotecário na gestão da informação empresarial. Para tanto, analisa-se a GI referenciada por autores, como Beuren (2000); Choo (2006); Davenport (1998); McGee e Prusak (1994). Enfatiza, ainda, a importância da GI e da gestão do conhecimento (GC) apresentada por Barbosa (2008) e Valentim (2004), além de apresentar a gestão da informação como um dos componentes da competitividade, segundo Silva (2001). Em termos metodológicos, a pesquisa apresenta-se como quali-quantitativa, de cunho exploratório. Constitui-se como estudo de caso e tem como ambiente de pesquisa o SEBRAE-CE Regional Metropolitano. O universo da pesquisa compreende os bibliotecários e usuários externos (empresários e aspirantes a empresários) do Centro de Documentação e Informação (CDI) do Regional Metropolitano a quem são aplicados, respectivamente, entrevistas e questionários. Diante das especificidades e características da população, adota-se o processo de amostragem aleatória simples (probabilística), enquanto a seleção dos entrevistados se dá baseada numa amostra por conveniência (não probabilística). Recorre-se à análise de conteúdo dos dados coletados na busca de respostas aos objetivos. A partir da pesquisa infere-se que as atividades realizadas pelo bibliotecário no processo de GI consistem no processo de identificação das necessidades de informação, aquisição, organização, armazenamento, distribuição e disseminação da informação. Ressalta-se que o bibliotecário, ao longo de sua formação, adquire habilidades e competências que o permitem lidar com a gestão da informação. Além disto, o bibliotecário contribui significativamente para a competitividade empresarial ao disponibilizar informações, pois os usuários são unânimes ao reconhecerem a importância do bibliotecário no processo de GI.

Další vzdělávání pedagogických pracovníků v oblasti digitálních kompetencí z pohledu managementu vzdělávání / Further teacher's education in the area of digital skills from the perspective of educational management

The diploma thesis deals with the topic of further education of teachers in the field of digital competencies from the perspective of educational management. This subject was chosen not only of its topicality, but also due to the strategic dimension of further education of teachers and their digital skills, which reflect the key documents of MŠMT. The theoretical part of the diploma thesis focuses on theses related to educational management, further education of teachers and ends with a chapter dealing with digital competencies. The research part of the diploma thesis pays attention to the offer and demand of further education of teachers and the reflection of digital competencies of teachers through qualitative research and data analysis. Specifically, the research survey consists of semi- structured interviews conducted with primary school teachers in the capital city of Prague, analysis of data from the Teacher's digital competences framework and analysis of selected websites collecting the offer of further education of teachers. The aim of the diploma thesis is to analyze and critically evaluate the offer and demand for further education of teachers in the field of digital competencies and to reflect the current digital competencies of teachers that they use in practice.
