Investiga como deveria ser o processo de aquisi??o de livros por compra, assim como sua disponibiliza??o na biblioteca universit?ria da UFRN, a partir da perspectiva consequencialista do Utilitarismo. Nesse sentido, a mesma se enquadra no ?mbito da ?tica aplicada. Sob o prisma da abordagem do problema, a pesquisa ? mista (quali-quanti), pois preocupa-se em recolher informa??es a partir de ambas as perspectivas. A pesquisa teve dois direcionamentos principais: o primeiro voltado ao processo de aquisi??o de livros por compra na biblioteca e os aspectos pontuais que foram verificados neste ?mbito, e o segundo direcionamento volta-se ao acervo de Filosofia, onde utilizou-se uma lista de 05 (cinco) t?tulos, e estes foram usados como bibliografias padr?o, que foi cotejada com os acervos de bibliotecas universit?rias nacionais e internacionais, sendo a biblioteca universit?ria da UFSC e UFMG em n?vel nacional, e a n?vel internacional foram selecionadas 02 (duas) bibliotecas americanas, sendo Cambridge e Columbia, e 01 (uma) inglesa, sendo ent?o a biblioteca da Universidade de Oxford. Estas bibliotecas foram escolhidas de forma aleat?ria, mas utilizando como crit?rio o seu padr?o de excel?ncia no Brasil e no mundo respectivamente. Quanto aos procedimentos t?cnicos, foram utilizadas a pesquisa bibliogr?fica em livros e artigos cient?ficos, pesquisa documental, e pesquisa de campo com question?rios direcionados aos atuantes no processo de aquisi??o de livros por compra na BCZM/UFRN. Os dados coletados na pesquisa foram acrescidos com informa??es obtidas atrav?s de relat?rios gerenciais e estat?sticos da BCZM. A an?lise cr?tico-normativa dos resultados est? embasada na perspectiva consequencialista do Utilitarismo, na qual destaca-se a maximiza??o do benef?cio do acesso a informa??o para o maior n?mero de pessoas, proporcionado pelo processo de aquisi??o, e apresenta reflex?es e sugest?es acerca das indaga??es oriundas do processo investigado. / The present research has as its theme the Collection Development, focusing on the acquisition process of books by purchase in the Central Library of UFRN and presents in its content a valuation from the utilitarian philosophical approach. This dissertation investigates how the process of acquiring books by purchase at UFRN university library should happen, taking into account the consequentialist perspective of Utilitarianism. In this sense, it is framed within the scope of applied ethics. From the perspective of the problem approach, the research is mixed (qualitative and quantitative), since it is concerned with collecting information from both aspects. The research had two main directions: the first one focused on the acquisition process of books by purchase in the library and on the specific aspects that were verified in this scope, and the second direction turns to the collection of Philosophy, in which a list of 05 (five) titles were used as standard bibliographies, and then compared with the collections of national and international university libraries. The academic library of UFSC and that of UFMG were chosen at the national level. Additionally, at the international level, 02 (two) American libraries were selected, Cambridge and Columbia, and 01 (one) British, the library of the University of Oxford. These libraries were chosen in a random way, but using as criterion their standard of excellence in Brazil and in the world, respectively. As for the technical procedures, the following ones were adopted: bibliographical research in scientific books and articles, documentary research, and field research with questionnaires directed to the participants in the book acquisition process at BCZM / UFRN. The data collected in the survey were enriched with information obtained through BCZM's managerial and statistical reports. The critical-normative analysis of the results will be built on the consequentialist perspective of Utilitarianism, in which is highlighted the maximization of the benefit of the access to information for the largest number of people, provided by the acquisition process, and presents reflections and suggestions about the inquiries from the investigated process.

The speeches are divided into two parts, for the purpose of research: the first one is related to the official educational legislation passed by federal and paulistas agencies. The second one instance refers about two places: the National Foundation of Youth and Children's Book - FNLIJ, inaugurated in 1968 and the children s library of the São Paulo city, Biblioteca Infantil Monteiro Lobato. The sources used are, in addition to legal acts, ordinances and resolutions, the curriculum guides for teaching, the Newsletters of FNLIJ and Bibliographies of Children s Literature produced by Biblioteca Infantil Monteiro Lobato. The documents show the search criteria and the choice of titles and authors of books prescribed for teachers use in classrooms. Pointing in the same way, the representations about the act of reading of cultural mediators, who often interfered in the production of children's book adapting it to new requirements. Among the representations examined, are found in the homogeneous speaches the fomentation of the habit of reading in schools and libraries. Following these speeches, it is found, with children's literature of the 1970s, the disclosure of pleasure and love of reading done by agents circulating in the scenarios that involved books and reading. The research falls in the field of education history that addresses the formation of school "form". Based on the work of Anne-Marie Chartier and Jean Hébrard, which has the intention to reveal the discourses about reading, this essay, included as part of cultural history, will discuss the representation of social actors involved in the teaching of reading and selection of books for paulista s schools / O objetivo desta dissertação de mestrado é apresentar os discursos sobre o livro infantil no período de 1968 a 1978. Os discursos são divididos em duas instâncias, para efeito de pesquisa: a primeira ligada à legislação de ensino promulgada neste momento por órgãos federativos e paulistas. A segunda instância remete a dois lugares: a Fundação Nacional do Livro Infantil e Juvenil - FNLIJ, inaugurada em 1968 e a Biblioteca Infantil Monteiro Lobato do município de São Paulo. As fontes utilizadas são, além dos textos legais, portarias e resoluções, os Guias curriculares de ensino do estado de São Paulo; os Boletins Informativos da FNLIJ e as Bibliografias de Literatura Infantil e Juvenil produzidas pela Biblioteca Infantil Monteiro Lobato do município de São Paulo. Os documentos pesquisados apontam os critérios e as escolhas de títulos e autores de livros prescritos para os professores utilizarem nas salas de aula. Demonstram também as representações acerca do ato de ler de mediadores culturais, que por muitas vezes, interferiram na produção do livro infantil adequando-o às novas prescrições. Entre as representações analisadas, são constatadas no período falas homogêneas a respeito da fomentação do hábito de ler nas escolas e bibliotecas. Acompanhando estes discursos, é verificada, com a literatura infantil dos anos 1970, a divulgação do prazer e do gosto de ler realizada pelos agentes que circulavam nos cenários envolvidos com o livro e a leitura infantil. A pesquisa se insere no campo da história da educação que trata da constituição da forma escolar. Fundamentada, sobretudo na obra de Anne-Marie Chartier e Jean Hébrard, que tem como intenção desvendar os discursos sobre a leitura, esta dissertação, inserida no âmbito da história cultural, pretende discutir as representações dos atores sociais envolvidos com o ensino da leitura e a seleção de livros para as escolas paulistas
