Tarcio de Almeida Oliveira. 2015.pdf: 1234592 bytes, checksum: e78575a76c3bf36af0096fac66ce7524 (MD5) / Trata-se de um estudo de caso que objetivou analisar a participação do Conselho Estadual de Saúde da Bahia (CES-BA), das III e IV Conferências Estaduais de Saúde Mental (CESM) e da Secretaria Estadual da Saúde do Estado da Bahia (SESAB) no processo de formulação e implementação da Política Estadual de Saúde Mental, entre 2001 e 2013. Para isso foi elaborado um modelo teórico, fundamentado na Teoria de Kingdon, que sugere uma sequência de três fluxos para a ascensão de uma questão ou problema à agenda governamental. O plano metodológico foi desenvolvido por meio da análise de conteúdo dos documentos (atas das reuniões do Conselho, propostas das Conferências e pelas ações implementadas pela SESAB); e das entrevistas com informantes-chaves (três conselheiros e quatro profissionais da Área Técnica de Saúde Mental da SESAB). Os resultados demonstram que as duas Conferências apresentaram propostas consonantes com a Reforma Psiquiátrica Brasileira e com a luta antimanicomial, no entanto, o Conselho não elaborou estratégias capazes de contribuir efetivamente para a consolidação dessas propostas. Desse modo, a SESAB conduziu o processo de formulação e implementação dessa Política sem a participação do CES-BA, priorizando a implantação de CAPS embora tenha mantido hospitais psiquiátricos em funcionamento. Conclui-se que o CES-BA não foi capaz de elaborar estratégias para a formulação da Política de Saúde Mental, muito menos interviu como instância de gestão no ciclo desta Política no âmbito do SUS estadual.

Para tanto, apresenta um balanço das políticas adotadas pela SPM no combate à violência contra a mulher e a entrada do que é proposto nas Conferências nos Planos Plurianuais dos ministérios do governo federal. Como metodologia, serão usados os documentos do site oficial da Secretaria de Políticas para as Mulheres, através de uma comparação com o que aparece nos textos-base das Conferências, os discursos presentes nas Conferências, nos Planos Nacionais de Políticas para as Mulheres e o que efetivamente foi implementado, visando mostrar o papel das Conferências de Políticas Públicas para as Mulheres na construção de uma política nacional de combate à violência. A pesquisa realizada mostrou uma baixa influência da SPM, a principal responsável pela execução das propostas advindas das conferências, em outros ministérios e nos governos estaduais e municipais. / This dissertation aims to discuss the effectiveness of the Women's Conferences - as a means of building a National Policy to Combat Violence against Women and reaffirming women as a subject of rights. Therefore, it presents a balance of the policies adopted by SPM in the fight against violence towards women and the entry of what is proposed in the Conferences in the multiannual plans of the ministries of the Federal Government. As a methodology, the documents present on the official website of the Secretariat on Policies for Women have been used, through a comparison with what appears in the basic texts of the Conferences, the speeches present in the Conferences, in the National Plans of Policies for Women and, what was effectively implemented in order to discover the effectiveness of the Conferences on Public Policies for Women in the Construction of a National Policy to Combat Violence. The research carried out showed a low influence of PMS, the main responsible for the implementation of conferences’claims, in other ministries and in the state and municipal governments.

A Survey of Young Writers' Conferences in School Districts in the State of Texas

This study describes young writers' conferences in school districts in the state of Texas. The study proposed: (a) to describe the characteristics of young writers' conferences; (b) to determine how young writers' conferences were created and implemented; (c) to identify the purpose of writing conferences; (d) to identify the population served; (e) to describe the unique contribution of conferences; (e) to determine the perceived value of conferences to school district personnel. A 26 item survey was developed and distributed to 133 Texas school districts. One hundred percent of the districts responded to the survey or telephone interview Data was collected from the ten districts that provided young writers' conferences for young writers during the 1994-95 school year. Eighty percent of the school administrators surveyed rated their program as very beneficial for young writers. Twenty percent rated their program at the second highest rating, or beneficial. All of the districts reported that as a result of the workshop, writing has become more important in the districts. In addition, the majority of the districts reported that parents are more aware of the importance of writing and that teacher attitudes toward writing have improved as a result of participation in the workshop Districts also reported that students have a more positive attitude toward writing and are more interested in writing after having attended the workshop. It can be concluded from the study that students in grades nine through twelve were largely undeserved by the districts in the sample. Therefore, the researcher suggests that districts serve this population in future conferences. The researcher also recommends that a democratic process be established that would maximize the number of participants attending young writers' conferences in each district. Information obtained from the study can inform educational policy makers, educators, parents and citizens about young writers' conferences and can also serve as a resource for conference planners and participants as similar programs for young writers are created, implemented and evaluated.

Error-Aware Density-Based Clustering of Imprecise Measurement Values

Manufacturing process development is under constant pressure to achieve a good yield for stable processes. The development of new technologies, especially in the field of photomask and semiconductor development, is at its phys- ical limits. In this area, data, e.g. sensor data, has to be collected and analyzed for each process in order to ensure process quality. With increasing complexity of manufactur- ing processes, the volume of data that has to be evaluated rises accordingly. The complexity and data volume exceeds the possibility of a manual data analysis. At this point, data mining techniques become interesting. The application of current techniques is complex because most of the data is captured with sensor measurement tools. Therefore, every measured value contains a specific error. In this paper we propose an error-aware extension of the density-based al- gorithm DBSCAN. Furthermore, we present some quality measures which could be utilized for further interpretation of the determined clustering results. With this new cluster algorithm, we can ensure that masks are classified into the correct cluster with respect to the measurement errors, thus ensuring a more likely correlation between the masks.
