An exploration of funds management by emerging contractors

Submitted in fulfillment for the Requirements of the Degree of Master of Built Environment, Durban University of Technology, Durban, South Africa, 2018. / Finance is a critical aspect that needs to be closely monitored in a business and during the lifespan of a construction project. Emerging contractors need to develop and run sustainable businesses in the construction industry. The extent of expertise in funds management by emerging contractors directly relates to their development. Therefore, all efforts must be geared towards their expertise, development and sustenance. Emerging contractors need to manage their finances, be competitive, and deliver projects in the required quality, time and within the allocated budget. This study aims at determining challenges faced by emerging contractors, the root causes of challenges of emerging contractors in funds management, the impact of emerging contractor challenges on project delivery time. Further, the study aims to develop a flow chart that will mitigate emerging contractor challenges in funds management. The study was conducted in KwaZulu-Natal, South Africa using a questionnaire. Questionnaires were distributed in two phases and respondents to the study included emerging contractors and industry stakeholders. Random and systematic sampling techniques were employed in the selection of samples. A total of 85 questionnaires were analysed for the study. Inferential statistics was employed for analysis of data. Findings include late payment for completed work which ultimately causes delays; interference with project performance; inadequate planning; unskilled site manpower; late delivery of material; late identification of errors and resolution of drawings, specification errors and omissions; community unrest, militancy and communal crises and interference by political leaders are some of the key factors that negatively affect emerging contractors’ funds management. When adequate attention is given to these factors, it results in project success. In addition, improvement of contractor performance and quality of work; involvement of tribal authorities, provision of finances for project by funders, securing finances and materials credit; successfully managing project finances from inception to completion leads to profits being made and projects are completed successfully and within budget when payment for work done is effected on time. Recommendations include ensuring that sufficient finances are secured, allocated and properly managed from inception to completion of a project; payments are prepared, submitted and paid on time. Planning is improved to combat project delays including ordering materials in advance, identifying design and specification errors early, engaging all project stakeholders to avoid disputes and attending formal training courses to acquire skills that will assist in running projects and managing successful and sustainable businesses. It is also recommended that the new proposed programme and flowchart be adopted to assist the South African construction industry in improving the financial management practices and develop skill of emerging contractors; its adoption will alleviate challenges facing emerging contractors in funds management. / M

The international contractor's decision to invest : a strategic risk management decision model for public private partnership projects in Saudi Arabia

One of the main sources of risks that influence potential project success is the project selection decision, especially for international contractor organisations looking for an opportunity to invest in public private partnership projects in foreign countries. Project selection decision, which involves the bid/no bid decision, is a critical investment decision needs to be made based on concrete project evaluation and risks identifications; where negative-risk is in place if there is an absence of a rational basis at the time of making such a decision. Thus, negative consequences of such a decision might occur. The bid/no bid decision necessitates an effective project evaluation and risk identification from various aspects with consideration of several internal and external factors in order to achieve project success. Bidding for PPP projects overseas without efficiently applying risk management tools and techniques to evaluate both the project and the organisation’s current situation and capability might result either in large losses or consumption of time and resources that could have been avoided. The prime aim of this research is to develop a strategic investment decision model from the perspective of risk management, in order to facilitate the decisions of international contractors who intend to invest in public private partnership projects in the Saudi Arabian construction industry. This aim requires establishing a link between the risk management process and the organisation's strategy and its current situation, and identifying risks involved in the bid/no bid decision, PPP projects, and international investment in order to provide an effective computer-based model that is capable of organising the bid/no bid decision in a rational, logical, flexible, and user-friendly manner. The pragmatic triangulation philosophy approach is adopted as the best research methodology that allows two types of research strategy to be combined in order to accomplish the research aim and objectives. Thus, the methods used are qualitative interviews and a quantitative questionnaire-based survey. The findings of this research identified critical success factors of international contractors’ bidding decisions for PPP projects in the Saudi Arabian construction industry. In particular, seventy-seven factors affecting the bid/no bid decision were used as a foundation for development of a Strategic Risk Management Decision Model (SRMDM), available at www.srmdm.com.

Todo e qualquer empreendimento começa a se materializar na área suprimentos de uma empresa, sendo a principal função de esta área adquirir os materiais e serviços que compõem os empreendimentos. A gestão de suprimentos estabelecida para um determinado empreendimento pode fazer com que este tenha, ou não, um bom desempenho, bem como possibilitar que a execução seja mais eficiente e eficaz. Esta gestão, além de ser a mais adequada para a execução do empreendimento, deve também refletir a estratégia da organização, para que seja garantida a vantagem competitiva escolhida. Dada a sua importância, esta pesquisa tem como objetivo identificar as principais diretrizes envolvidas para a implantação da gestão estratégica de suprimentos em empresas construtoras. Inicialmente, foi realizada uma revisão bibliográfica a respeito dos temas: gestão da cadeia de suprimentos, gestão de suprimentos e gestão estratégica de suprimentos. Em seguida, foi realizado um estudo das características do setor da construção e de suas respectivas gestão da cadeia de suprimentos e gestão de suprimentos. Para que fossem identificadas as diretrizes, foi realizada uma revisão bibliográfica a cerca dos processos envolvidos na gestão estratégica de suprimentos, em geral. As diretrizes foram então identificadas considerando as características do setor da construção, bem como os processos da gestão estratégica de suprimentos investigados. Ao final desta pesquisa são apresentadas as conclusões e sugestões para pesquisas futuras. Com a identificação destas diretrizes, espera-se contribuir para que a gestão de suprimentos em empresas construtoras seja tratada, cada vez mais, de forma estratégica, agregando valor ao processo construtivo e conseguindo tornar factíveis alguns conceitos da gestão da cadeia de suprimentos. / All and any project starts to turn real in the purchasing department, which has the main function of supplying the projects materials and services. The supply management established for a project can determine its performance as well as make the constructions more efficient and effective. This management must even be the most appropriated to the construction; either reflects the organization strategy to ensure the chosen competitive advantage. Due to its importance, this research objective is to identify the main guidelines involved at the strategic sourcing implementation in construction companies. At first, a bibliographical research was accomplished considering the themes: supply chain management, supply management and strategic sourcing. Afterwards, it was made a study about the characteristics of the construction industry and its supply chain management and supply management. In order to identify the guidelines, it was made a bibliographic research about the strategic sourcing processes. The guidelines were identified considering the construction industry characteristics and the strategic sourcing processes searched. At the end of this research, are presented the conclusions and the suggestions to orientate further researches. By the guidelines identification, it is expected to contribute to contractors supply management to be, more than ever, administered with a strategic view, adding value to the construction process and making feasible some supply chain management constructs.

Os empreendimentos de construção civil são um dos maiores causadores de impactos ao meio ambiente. Essa pesquisa justifica-se assim pela necessidade da minimização de tais impactos e do desenvolvimento de ferramentas para a gestão ambiental, aplicáveis no âmbito das empresas construtoras. A aplicabilidade de sistemas de gestão ambiental em empresas construtoras de edifícios é determinada por meio da caracterização dos aspectos ambientais de seu processo produtivo e também da discussão do panorama político e legislativo, setorial e acadêmico, que demonstram a tendência por uma construção mais sustentável. A análise dos elementos propostos pela norma ISO 14001:1996 também justifica a opção pela gestão ambiental em empresas construtoras, uma vez que se apresenta como uma forma coerente e viável de padronizar a ação destas empresas sobre os aspectos ambientais identificados. E, finalmente, para ilustrar a aplicabilidade de sistemas de gestão ambiental em empresas construtoras de edifícios é proposta uma metodologia específica integrando os conceitos da gestão ambiental à gestão da qualidade e atuando sobre os seus pontos críticos. Como fundamentos para a elaboração desta metodologia, é feita uma análise das similaridades entre os sistemas de gestão e, principalmente, uma análise das experiências observadas nos estudos de caso e nos depoimentos apresentados por empresas construtoras, incluindo a observância de suas especificidades, necessidades e dificuldades. / The necessity to minimize the environmental impacts that come from construction activities, the existence of environmental management tools and available site solutions, they all justify this research. The applicability of environmental management systems at contractors is presented by characterizing the environmental aspects of production, and also by showing the political, legal, industrial and academic scenario. This information illustrates and represents the tendency of sustainable construction. The analysis of the elements proposed by the ISO 14001:1996 also justifies the option to implement environmental management at contractors, once it presents a coherent and applicable way to standardize these organizations' actions concerning the identified environmental aspects. And finally, to demonstrate the applicability of environmental management systems at contractors, a specific methodology is proposed, integrating the environmental management concepts into quality management and acting on their crucial issues. The analysis of the similarities found between these two management systems and, mainly, the analysis of the experiences observed on case studies and speeches presented by contractors, including their specificities, necessities and difficulties, they both have worked as a basis for this methodology elaboration.

An analysis of the state of innovation in the South Africa construction industry

This research was prompted by the apparent lack of innovation in the South African construction industry. The aim was to obtain a better understanding of the state of innovation. The strategy involved engaging construction contractors in the mining industry to obtain information regarding their view of innovation in the construction industry. Data was collected following a mixed-method strategy. A literature review, interviews, a focus group and questionnaires formed part of the data-gathering strategy. A number of findings emerged from the study, notably that innovation is important for a contractor to facilitate differentiation, and to be more competitive. The industry has high levels of competition and low entry barriers. Relationships are complex, with clients demanding complex structures to operate at low cost and within tight schedules. Levels of investment in research and development (R&D) are generally low. There are not enough experienced and trained role-players, and the level of trust between role-players needs to be strengthened. Cooperation between industry and academics, and investment in R&D is insufficient. Government focuses too much on the empowerment of previously disadvantaged individuals, ignoring the innovation history and experience of potential contractors, which means that contractors are not motivated to be innovative. As a legislator, government is viewed as hampering innovation by not ensuring that the training of artisans is up to standard, by enforcing labour laws which do not allow for the easy transfer of skilled employees, and by neglecting to assist underperforming apprentices in improving their skills. / Dissertation (MSc)--University of Pretoria, 2014. / gm2014 / Construction Economics / unrestricted

Proposed basic workplace skills plan for small and micro building contractors

The objective of this research was to establish a means to assist, and ultimately encourage, small and micro building contractors to develop and submit a Workplace Skills Plan (WSP) that both qualifies for levy grant recovery and provides strategic value to the organisation. Targeted contractors are those who do not have the know-how necessary to develop such a WSP. Thus the need for a basic approach or model that will, through its simplicity and ease of application, assist and encourage such contractors nonetheless to undertake the process. Achieving this objective required a detailed examination of relevant literature and legislation, to identify the basic or minimum requirements for developing a strategic WSP and for meeting grant recovery regulations respectively. Newly released grant recovery regulations were examined to identify the implications thereof, and to establish the minimum legislative requirements, for the WSPs of small and micro contractors. Existing relevant general training and training needs assessment models were examined to identify the requirements for developing a strategic WSP. To establish the minimum strategic requirements it was necessary to firstly identify all the requirements proposed by the different models for identifying and meeting the training needs of an organisation, and thereafter reach a decision regarding which could be considered as minimum requirements. The decision rule for selection as a minimum strategic requirement was inclusion in all the surveyed models. To enable a less subjective analysis than relying solely on the opinion of the researcher, a content analysis was selected as the research technique, as the steps of a typical content analysis include a number of measures to increase objectivity. The legislative and strategic requirements identified by the study were converted into a series of simple sequential action steps to formulate a practical model that would guide the targeted contractors through the process of developing a value-adding WSP.

The research thesis examines the lack of sustainability of emerging contractors at Nxuba and Nkonkobe local municipalities in the Eastern Cape. SMMEs and emerging contractors are viewed as necessary to improve economic, social and environmental development. For the developmental vision to be achieved, the emerging contractors have to be sustainable businesses. The delivery of sustainable services requires the presence and utilisation of sustainable emerging contractors. The purpose of the study is to conduct an in-depth investigation on the lack of sustainability of emerging contractors at the local municipal level. The study will further establish whether there is a link between lack of efficiency and effectiveness and then provide possible recommendations to the problem. The survey was conducted among emerging contractors to determine from them what their experiences were with sustainability issues including the emerging contractor development programs. The survey also focused on the amount of opportunities given to them by the local government sphere and the effect of their lack of access to finance. It is envisaged that the study will assist emerging contractors to address sustainability of their businesses. Both government and private sector clients are set to benefit from an improved set of emerging contractors. Improvements are expected in the social, economic and environmental spheres. The majority of emerging contractors appear to have failed to secure sustainable work and as such have not achieved business growth in the past 3 years. The study reveals that local government clients have contributed with late payments to the poor rating of the emerging contractors on creditability with clients, suppliers and financiers.

Constraints and challenges faced by small, medium and micro enterprise contractors in Malawi

Small, medium and micro enterprises (SMMEs) are an important sector of any construction economy. The need for efficient SMMEs is well documented and cannot be over-emphasised. SMMEs are vital in their contribution to employment creation and value reorientation. However, their in process operations are not well understood and have rarely been addressed. The aim of this research was therefore to establish a base level of understanding of the operational core-face of SMMEs in Malawi. The methodology used included an extensive literature review and field survey conducted on 52 SMMEs. The field survey used the questionnaire instrument and random sampling. The critical findings from the literature were that there are binding constraints in the operations of SMMEs. The field survey confirmed the issues raised in the literature and posited the operational challenges as lack of finance, training and business skills; limited skills in Construction Information Technology (IT), and prevalence of unethical conduct amongst some of the stakeholders. The findings make an invaluable contribution to the search for solutions to the problems faced by construction SMMEs in Malawi and provide insight for further research in institutional weaknesses and policy issues regarding in this part of the world. The implications of the findings are that unless the limitations named above are resolved, SMMEs in Malawi will continue to experience poor growth and competitiveness. The recommendations include the developing of training programmes in business management, introduction of sector specific financing programmes and the provision of an appropriate regulatory and legislative framework. By establishing the core issues affecting the operations of SMMEs in the Malawian construction industry, the research has contributed to the enhancement of the understanding of this elusive subject.

This study is about Joseph Samuel Frithiof Stephens (1841–1934) and how he as a Scandinavian contractor acquired an economic fortune in the colonial India. The fortune was used for the acquisition of the mill property Huseby Bruk in Småland and also contributed to the Stephens family's strategy of advancing in the then Danish bourgeois class establishment. The study aims to present an individual actor's opportunities to achieve financial success through access to non-financial capital forms. Social capital in the form of important social relations and cultural capital in the form of information, skills, etc., can be used for transformation into economic capital. The identification and analysis of the personal networks that occurred in Joseph's career determines the importance of family networks and professional networks for access to the various alternative forms of capital. Joseph's career in British India in the 1850s and 60s was surrounded by the colonial power context linked to global capitalist progression and characterized by civilization ambitions, technological transfer and dominance. The aftermath of the Revolt 1857–1858 opened the playing field for wealth-seeking risk-takers from Europe. The power structures previously maintained by the East India Company were gradually replaced by the British central power apparatus. The new power relations established a new administration and altered social institutions in the emerging crown colony. The Indian railways became a significant element in the colonial intervention and consisted of trunk lines that crossed the subcontinent. The used source material in the form of private letters, diaries, business correspondence and more, constitutes the research basis for the studies, and are included in the India-related material stored in the Huseby Archives at Linnaeus University in Växjö, Sweden. The results of the study show that network contacts and access to alternative forms of capital became crucial success factors for Joseph Stephen's career and wealth accumulation. The networks were linked to both the private and traditional spheres as well as to the professional and rational spheres and sometimes seemed cross-border. The study has further demonstrated the structures, colonial thought patterns and hierarchies that the individual actor was actively related to, and that affected the often-strained everyday life of the contractor.

Provision and utilisation of personal protective equipment amongst contractors in a mine in Phalaborwa, Ba-Phalaborwa Municipality, Limpopo Province

Thesis (MPH.) -- University of Limpopo, 2021 / The purpose of this study was to determine the provision and utilisation of personal protective equipment amongst contractors in a mine in Phalaborwa Limpopo Province. A quantitative, descriptive and cross-sectional research approach and design were used to conduct the study. Information was gathered through self-administered questionnaires that were analysed statistically. A cross-sectional study was used to investigate the provision and utilisation of PPE amongst contractors in a phosphate mine. A quantitative research study was conducted using a questionnaire to gather data from contractors working at Foskor mine. Two hundred sixty-one employees responded to the questionnaire. The findings revealed that contractors were not being provided with PPE hence there is little utilisation of it. They have to buy PPE from their own pockets. Respondents also reported that they were not trained on the use of PPE. The use of PPE among contractors is very low as compared to permanent employees. Conclusions The contracted companies were not providing PPE to their employees. As result, PPE was not utilised as required in the mine. The response also indicated that they were not trained in the use of PPE.
