Este trabalho trata da política externa da República Popular Democrática da Coreia (RPDC-Coreia do Norte) e os efeitos sobre a dinâmica regional do Nordeste Asiático. Especificamente, analisa a mudança de liderança na RPDC, efetivada com ascensão de Kim Jong-Un ao cargo de Supremo Líder em 2011, e os consequentes impactos que essa transição trouxe para as dinâmicas regionais político-securitárias que envolvem a República Popular da China, o Japão, a Coreia do Sul, a Rússia e os EUA. Desse modo, busca atender a dois objetivos básicos. Primeiro, procura avaliar de que forma a ascensão de Kim Jong-Un ao poder altera o quadro político e econômico interno, bem como o perfil de inserção internacional da Coreia do Norte. Segundo, analisa de que modo essa ascensão impacta sobre os padrões de cooperação e conflito que caracterizam o Nordeste Asiático desde o final da Guerra Fria. Para atingir seu objetivo geral, esta pesquisa é guiada por três objetivos específicos. (I) estabelecer uma análise teórico-conceitual acerca dos padrões de cooperação e conflito que caracterizam as relações interestatais no Nordeste Asiático desde o final da Guerra Fria. (II) Segundo, avaliar de que modo o Governo Kim Jong-Un representa uma alteração no quadro securitário, político e econômico interno, bem como na inserção internacional do país. (III) A partir das análises estabelecidas, analisar os impactos que a ascensão de Kim Jong-Un gera sobre a dinâmica regional tendo como base o equilíbrio nuclear e os padrões de cooperação e conflito que prevalecem desde o final da Guerra Fria. / This thesis deals with the foreign policy of the Democratic People's Republic of Korea (DPRK-North Korea) and the effects on the regional dynamics of Northeast Asia. Specifically, it analyzes the change of leadership in the DPRK, made possible by Kim Jong-Un's rise to the position of Supreme Leader in 2011, and the consequent impacts that this transition has brought to the regional political-security dynamics involving the People's Republic of China, Japan, South Korea, Russia and the United States. In this way, it seeks to meet two basic objectives. First, it seeks to assess how Kim Jong-Un's rise to power alters the internal political and economic framework, as well as North Korea's international insertion profile. Second, to analyze how this rise has impacted on the patterns of cooperation and conflict that have characterized Northeast Asia since the end of the Cold War. To achieve its overall goal, this research is guided by three specific objectives. (I) to establish a theoretical-conceptual analysis of the patterns of cooperation and conflict that characterize inter-state relations in Northeast Asia since the end of the Cold War. (II) Second, to assess how the Kim Jong-Un Government represents a change in the domestic security, political and economic framework, as well as the country's international insertion. (III) From the analysis established, analyze the impacts that the rise of Kim Jong-Un generates on regional dynamics based on the nuclear balance and patterns of cooperation and conflict that have prevailed since the end of the Cold War.

A China vem tendo grande influência sobre a República Democrática Popular da Coreia desde a sua fundação, nos anos 1940, até os dias de hoje. Não obstante, as relações entre os dois países oscilaram entre momentos de aproximação e distanciamento, ao longo da história, relacionadas tanto ao contexto externo regional e internacional, como às mudanças de política externa da China e da RDPC. O que se pretende com este trabalho é analisar a política externa norte-coreana, desde a fundação do país, examinando seus objetivos e suas estratégias, ao longo do tempo, de forma a identificar o papel que a China tem para o regime da RDPC. Para tanto, foi feita uma análise histórica, a partir da revisão bibliográfica pertinente ao tema. A hipótese central adotada afirma que, desde a fundação da RDPC até os dias de hoje, a China tem sido, além de um modelo econômico e político para o regime, uma peça fundamental da estratégia de barganha norte-coreana, por ser diretamente vulnerável à instabilidade da península coreana. / China has been having great influence over the Democratic People’s Republic of Korea ever since its foundation, in the 1940’s, up to today. Nevertheless, the relations between the two countries, throughout history, have oscillated between moments of rapprochement and moments of detachment. This is related not only to changes in the regional and international framework, but also to changes in the North Korean and the Chinese foreign policy. Therefore, this paper aims to analyse the North Korean foreign policy, since the country’s foundation, examining its objectives and its strategies, in order to identify the role played by China for the DPRK regime maintenance. For that purpose, a historical analysis based on literature review is presented. The central hypothesis states that, ever since the DPRK’s foundation until today, China has been both a role model, in economic and political terms, and a fundamental part in the North Korean bargain strategy, since it is directly vulnerable to the instabilities of the Korean Peninsula.

O programa nuclear começou a ser desenvolvido na década de 1950 e evoluiu paulatinamente ao longo das três gerações do regime Kim (Kim Il Sung, Kim Jong Il, Kim Jong Un). A compreensão do que está por trás da política nuclear pressupõe o estudo das relações regionais que compõem as dinâmicas do Nordeste Asiático e envolvem os interesses, não apenas das duas Coreias, mas também da China, da Rússia, do Japão e dos Estados Unidos. A percepção das assimetrias regionais, bem como concepções acerca da política externa pós-revolucionária, contribuem para o entendimento da racionalidade da política nuclear da Coreia do Norte. A partir da revisão bibliográfica pertinente ao tema e da análise histórica do desenvolvimento nuclear norte-coreano, concluiu-se que a política nuclear é trabalhada como recurso de dissuasão e é elemento fundamental da estratégia de sobrevivência nacional. / The purpose of this article is to study the North Korean nuclear policy, analyzing its origins and historical motivations. The development of the nuclear program began in the 1950s and evolved gradually over the three generations of the Kim regime (Kim Il Sung, Kim Jong Il, Kim Jong Un). Understanding what lies behind the nuclear policy presupposes studying the regional relations that create the dynamics of Northeast Asia and engulf not only the interests of the two Koreas but also of China, Russia, Japan and the United States. The perception of regional asymmetries, as well as conceptions related to post-revolutionary foreign policy, contribute to the comprehension of the rationality behind North Korea's nuclear policy. Through the literature review of the relevant bibliography and the historical analysis of North Korean nuclear development, it was concluded that the nuclear policy is conducted to provide deterrence and represents a fundamental component of the national survival strategy.
