Implementation of sector policing in the Province of Kwazulu-Natal : the case of Nongoma and Newcastle Police StationsButhelezi, Muzukhona Wilfred 05 1900 (has links)
The central issue of this research revolves around the implementation of sector policing in the province of KwaZulu-Natal. The research is based in two police stations, that is, Nongoma and Newcastle. Sector policing is a policing strategy introduced by South African Police Service in 1994. The aim of this policing strategy is the creation of structured consultation with regards to local crime problems between the police and respective communities. The objective of sector policing is to develop an organizational structure and environment that reflects community values and facilitates community involvement in addressing risk factors and solve crime-related problems. The research problem for this study is that there is little or no research conducted on the implementation of sector policing in South Africa in general and Nongoma and Newcastle in particular. Following this problem statement, the following five research questions were formulated: What is sector policing and how does its implementation differ between the USA, the UK and South Africa? What is the status of the implementation of the sector policing in South Africa, in particular the Province of KwaZulu-Natal? What are the challenges experienced in implementing sector policing in Nongoma and Newcastle police stations? What are best practices that can be observed in the implementation of sector policing in these two police stations? What is the best possible way of implementing sector policing in South Africa? The aim of the research is to assess and describe the manner in which sector policing was implemented in the two police stations in KZN. The research findings obtained through interviews are analysed and interpreted. Prevention of theft of official vehicles of the South African National Defence Force (SANDF) in the Gauteng ProvinceMathebula, Esewu Mxolisi 29 September 2014 (has links)
The South African National Defence Force (SANDF) was formed in 1994 after the
integration of different “defence forces” into one large force. The sole existence of the
SANDF is to protect the borders of the Republic of South Africa and its inhabitants.
Resources such as vehicles make it easier for the SANDF to conduct mobile patrols
and other operations to ensure that the organisation is always combat-ready.
Motor vehicle theft is a crime that affects both individual citizens and organisations in
South Africa; the SANDF is not immune to the crime. Many SANDF motor vehicles are
stolen almost every day, and in most cases, these vehicles are taken without a trace.
While there are security measures in place aimed at preventing theft of SANDF
vehicles but these methods have proven futile.
A literature review formed the basis of the study. Once the main theory and ideologies
were identified, unstructured interviews were undertaken to gather information from
various stakeholders. Observations were also conducted to determine behavioural
patterns within military bases/units with regard to the parking of SANDF vehicles, even
when the vehicles were parked in urban settings. Essentially, there is a problem
regarding the security of SANDF vehicles and also the security within military bases /
units. This study indicated that the SANDF loses vast amounts of money due to motor
vehicle theft in Gauteng Province. The findings also revealed that the current vehicle
security measures are outdated, ineffective and inadequate in preventing SANDF
vehicles from being stolen.
The recommendations are that the SANDF must invest more of its budget on vehicle
security, rather than continuing with fruitless and monetary expenditure by conducting
Board of Inquiries (BOI) or lengthy investigations in an attempt to relocate stolen
vehicles or to determine how a particular vehicle was stolen. The SANDF requires a
comprehensive system that should prevent the theft of its vehicles, as well as curbing
the misuse of vehicles which ultimately renders SANDF vehicles as easy targets. / Police Practice / M. Tech. (Policing)

The challenges in establishing partnership policing in SoshanguveMabunda, Dumisani Quiet 09 1900 (has links)
Despite various policing strategies in the recent past, the police alone have not been able reduce crime in Soshanguve. Research into how partnerships in policing can assist in finding solutions to crime prevention is limited. The police have come to realise that they need the active involvement and cooperation of and support from the community and other role players to prevent crime. This research has as its aim the identification of the challenges in establishing partnerships in policing the Soshanguve policing area.
A qualitative approach was adopted. An interview schedule with predetermined questions was designed, piloted and used in focus group interviews with participants who are actively involved in partnerships in policing in the area. Interviews were conducted with 45 participants in three focus group interviews to obtain their views, opinions and perceptions of partnerships in policing.
The collected data was transcribed verbatim (using words and phrases of the participants), analysed and interpreted. The data was analysed and interpreted using manual open coding, with the aim of identifying and examining patterns of similarities or differences in the data. A literature study was conducted to gain a better understanding of partnerships in policing. Research indicates that partnerships in policing have been effectively implemented in other parts of the world and can be implemented in South Africa in general and in Soshanguve in particular.
Factors that inhibit partnerships in policing between the police and the community as well as in other environments were identified. These factors include among others, lack of trust, communication and cooperation. Recommendations are made to all concerned; particularly to the South African Police Service management on how partnerships in policing can be effectively implemented. / Criminology and Security Science / M. An evaluation of the implementation of sector policing in TembisaHlungwani, Freddy 27 October 2014 (has links)
The research problem that was investigated in this research study was to evaluate the implementation of sector policing in Tembisa policing precinct. Even though there are policies and directives on how to implement it, there is still some challenges because it is yet to yield the intended results. Data was collected from focus group interviews, literature studies and polices. Semi-structured interviews were conducted in the form of focus group interviews. Moreover, a literature study including material such as official SAPS documents, library sources and National Legislation regarding community policing has been presented. Data was also collected from sector managers, sector teams, CPF members and pastors who participated in four focus group interviews in Tembisa police station. The sample was chosen on the basis of what the researcher considers to be typical units. Participants were interviewed in stages. The collected data was broken into themes, patterns, trends and relationships. Data analysis followed verbatim transcription of interviews, that’s why the researcher followed Tesch’s approach of descriptive analysis.
The research conducted indicated that although progress has been made in the implementation of sector policing In Tembisa, there still more which needs to be done. Specific concerns which require the attention of SAPS management were raised. It is clear that internal communication and consultation are a necessity. It is also clear that members on the ground are not well trained because they lack the actual knowledge on how to implement it. Training and development of all role players need to be prioritised to enhance their knowledge. All the role players need to be motivated during the implementation of sector policing to ensure that they are ready for the job ahead. The recommendations drawn from the conclusions made in this study may provide a proper direction on how to implement sector policing in the Republic. / Police Practice / M.Tech. (Policing)

This is a qualitative study that was intended to analyse the role of South African Police Services (SAPS) railway policing in crime prevention in South Africa (SA). Commuters are exposed to various criminal activities in the railway environment. The Metro Rail trains are the most affordable trains and for that reason, the majority of commuters use these trains to travel to and from their workplaces. This study focused on the large stations in the Gauteng province, South Africa, as there is a high influx of people coming from various provinces for job opportunities. Alexander (2019:np) states that Gauteng is the smallest province, but has the largest population and economy.
The non-random sampling procedure was used to select participants. Data was collected by means of perusing the existing literature, SAPS information notes, official documents and articles. Interviews were conducted with South African Police Service Rapid Rail Unit (SAPSRRPU) members. Each unit was represented by a maximum of eight members. The information obtained from the participants was analysed by using the Atlas-ti software. A critical analysis of the crime prevention role of the military police division in the South African National Defence Force (SANDF)Mathebula, Esewu Mxolisi 04 February 2019 (has links)
The purpose of this research study was to offer a critical analysis of the crime prevention role of the MPD in the SANDF. A recent development in SA where military personnel are deployed to quell acts of violence and xenophobic attacks, makes this requisite and pertinent research.
A qualitative research method was adopted, which goes well with the pragmatist worldview. A pragmatist worldview affords researchers the flexibility to choose the type of technique, method and procedures to be utilised in the research study. A literature review was conducted, followed by interviews with members of the MPD. The researcher interviewed a total of 23 members from the MPD. These members were chosen based on their experience and knowledge as military police officials. The data received from participants was analysed using a computer software programme called Atlas.ti.
The findings of this research study revealed that crime prevention in SA is the responsibility of the SAPS, not the SANDF. The defence force can be deployed as a last resort in extreme cases when the SAPS are not able to contain the situation. Members of the defence force are not trained to deal with matters of maintenance of law and order. However, the defence force has its own crime fighting component in the form of the MPD, which can perform policing functions anywhere and at any time as long as it is aimed at enforcing the Defence Act (Act 42 of 2002).
The conclusion reached by this research study is that MPD members must be capacitated in terms of both human resources and training so that they are able to deal effectively with crime within the SANDF. In an effort to address crime within the SANDF, the study proposes a model that supports the interaction between various role players in crime prevention. / Injongo yalolu cwaningo ukuhlolisisa nokuhlaziya igunya namandla okuvikela ubugebengu embuthweni wezokuvikela wase Ningizimu Afrika. MPD is an entity within the SANDF responsible for maintaining law and order, prevent and combat crime, investigates criminal cases or alleged within the DoD. The role of the MPs has changed drastically over the past years especially after the integration of the non-statutory and statutory forces with all changes in crime growth increased in South Africa and affected the DoD. This led to the MPD shifting from disciplinary crime prevention issues to criminal crime prevention, as the basic mission of the police is to prevent crime and disorder.
MPs form part of the police agencies that are within South Africa, the uniqueness of the MPs they operating within the SANDF but they cannot be isolated from the complicated growing crime phenomenon that affects the whole South African community. As crime prevention is the catchphrase for all the police agencies and government departments, it is imperative for the MPs to align its crime prevention to the modern policing.
This study gives a comprehensive explanation of what crime prevention is, from the literature reviewed relevant to the study, with the aim to critically analyse the role of the MPs in crime prevention within the military proclaimed environment. The researcher collected data in the form of unstructured interviews, documents and literature. Collected data was transcribed; larger text was broken into smaller segments, coded and then selected into themes.
Participants had different views of the understanding of the meaning of crime prevention and different comprehension of the MPs crime prevention guideline and procedures. This analysis was done in order to determine the level of understanding of the role of the MPs, in crime prevention within the military proclaimed environment and how MPs can be effective and efficient within this environment. / Police Practice / M. The combating of unauthorised electrical connections in Kwazulu-Natal, South AfricaChetty, Vanisha Gonasagaree 07 1900 (has links)
Text in English, with English, Afrikaans and Zulu summaries / This study was conducted owing to the protracted problem and challenges that unauthorised electrical connections pose to electricity utilities. This study sought to contribute to the combating of unauthorised electrical connections in KwaZulu-Natal, South Africa, which has never before been studied in this manner. Considerable revenue is stolen from utilities because of unauthorised electrical connections, by-passing of electrical meters and tampering with electricity networks. This contributes to public safety risks, fatalities, property damage and overloading of electrical networks. This in turn causes transformer and electricity network overload and power supply failure, prolonged unplanned power cuts, loss of jobs, food security risk, serious poor economic development, damaged electrical infrastructure, loss of revenue, electricity disruptions, electric shock, and the burning of dwellings. This leads to the interruption of supply to legal and compliant customers, all with disastrous effects. It is therefore difficult to manage the supply and demand of electricity under these circumstances, more especially in this period when South Africa faces a tight electricity supply.
In this dissertation, the international and national perspectives reveal the nature and extent of unauthorised electrical connections. It was explored how unauthorised electrical connections are presently being combated and what specific security measures may be implemented to enhance the combating of unauthorised electrical connections.
A case study design was used to investigate in greater detail the opinions, views, perceptions and experiences of the targeted interviewees using interviewing, site observation and case docket analysis. This design guided the use of specific sample groups, procedures and techniques used for data collection and analysis. The design and development of the different data collection instruments and the piloting of the instruments were implemented to ensure validity, reliability, accuracy and trustworthiness of the collected information.
The study produced findings to assist electricity utilities to better manage this phenomenon. Recommendations were formulated to assist stakeholders to improve their roles in the combating of unauthorised electrical connections. / Hierdie studie is uitgevoer na aanleiding van die uitgerekte probleem en uitdagings van onwettige elektrisiteitsverbindings vir elektrisiteitsvoorsieners. Hierdie studie poog om by te dra om onwettige elektrisiteitsverbindings in KwaZulu-Natal, Suid-Afrika te beveg; dit is nog nooit tevore op hierdie wyse ondersoek nie. Beduidende inkomste word van diensmaatskappye gesteel as gevolg van onwettige elektrisiteitsverbindings, die wat elektriese meters omseil en met elektrisiteitsnetwerke peuter. Dit dra tot openbare veiligheidsrisiko's, fataliteite, skade aan eiendom, en oorlading van elektrisiteitsnetwerke by. Dit lei weer tot oorlading van transformators en elektrisiteitsnetwerke, gebrek aan kragvoorsiening, verlengde onbeplande kragonderbrekings, werksverlies, voedselsekuriteitrisiko, ernstige swak ekonomiese ontwikkeling, skade aan elektrisiteitinfrastruktuur, verlies aan inkomste, elektriese skok, en huise wat afbrand. A critical assessment of the metropolitan police mandate within a constitutional democratic framework : the case of Gauteng metropolitan police departmentsVan Biljon, Ernst Hendrik 13 November 2018 (has links)
Text in English, with summaries in English, Xhosa and Zulu / This research was directed towards investigating if the metropolitan police mandate, as it is collectively perceived by senior metropolitan police officials in Gauteng, is constructive and aligned to the notion of a democratic South Africa. Qualitative data was collected from all metropolitan police departments in Gauteng through an extensive series of semi structured interviews. By adopting a phenomenographic research approach, collected data was transcribed, analysed and hierarchically arranged into a variety of qualitatively different but intrinsically related categories of description. From these categories of description, multiple collective understandings relating to democracy in South Africa, democratic policing and the metropolitan police role emerged. Further analysis revealed that the senior metropolitan police managers collectively fosters a significantly limited understanding of democracy, predominantly based on rudimentary and general democratic principles and values. The collective understanding participants held in relation to democratic policing was also significantly rudimentary and limited, as it principally revolved around the notion of police accountability. Again, the absence of an explicit relationship between participants and South Africa’s democracy was notable. Sequentially, it emerged that participants predominantly do not understand or perceive the metropolitan police department or its mandate as is appropriate within the framework of South Africa’s constitutional democracy. The democratic features of a preventative and proactive focus, objective professionalism and individual and situational responsiveness are thus remarkably absent from these departments. The impact of the Firearm Control Act 60/2000 in restricting gun ownership for at risk individuals in the Pretoria North Firearm Registration Centre policing areaBopape, Lesetja Simon 30 June 2008 (has links)
The research project investigated the impact of the Firearms Control Act (FCA) 60 of 2000 in restricting gun ownership for at-risk individuals in the Pretoria North Firearm Registration Centre (FRC) policing area and identified prevention strategy as well as specific factors that contributed to this problem. Secondary prevention focuses on situational factors that reduces the means and opportunity for at-risk people to commit crime and can be applied in restricting firearms from at-risk individuals. One hundred and thirteen legal firearm owners in the Pretoria North FRC policing area responded to the questionnaire schedule. Data was also collected through interviews with Designated Firearm Officers (DFO) and court officials in that area. Specific factors have been identified that contribute to firearms landing in the hands of at-risk individuals in the Pretoria North FRC policing area. They are among others, poor administration of some sections of the FCA like background checks and section 102 and 103 unfitness declarations. The role of the DFO in continuous public education program on the FCA is also invaluable. The same goes to the general public s involvement in the identification of at-risk individuals. The South African Police Service management needs to address issues within the police service such as additional trained personnel, allocation of sufficient logistical resources like vehicles, computers and scanners to ensure effectiveness in restricting firearms from at-risk individuals. Several secondary role players have been identified that should work closely with the primary role players to address this problem. The recommendations drawn from conclusions as well as the inter-departmental role of all the different role players may assist in restricting firearms from at-risk individuals. / Police Practice / M.Tech.
