The goal of this thesis is to design and implement a framework to support Legacy system access. Legacy systems are databases that use incompatible and obsolete technologies and can not be easily abandoned. The framework allows the abstraction of application logic from database platform and will enable full or incremental migration to a new, modern platform in the future. The framework also considers the option of encapsulation of an existing legacy application into the new system as a black box. The framework is well configurable and extendable and is independent on database platform or data context. A system based on proposed framework has been succesfully deployed in a company. The system facilitated the migration of the company to a new information system with an entirely different database platform. The practice shows the viability of the framework design. This master thesis focuses on the Random Forests algorithm analysis and implementation. The Random Forests is a machine learning algorithm targeting data classification. The goal of the thesis is an implementation of the Random Forests algorithm using techniques and technologies of parallel programming for CPU and GPGPU and also a reference serial implementation for CPU. A comparison and evaluation of functional and performance attributes of these implementations will be performed. For the comparison of these implementations various data sets will be used but an emphasis will be given to real world data obtained from astronomical observations of stellar spectra. In the world of increasing car sales and limited count of available parking spaces it is hard to imagine the parking space management issues would fade away anytime near. In a simi-lar way the Business Intelligence holds its position as one of the continuous trends in company IT environment. After the parking space navigation systems started to make its first appearance into the public parking lots, it started to be clear that their outputs could be potentially used to gain new information about the way the drivers behave and how the parking space is being used. That is the reason this thesis covers the field of acquirement of data from the parking space navigation system and its initial analytical use using the BI tools. Following the theoretic introduction of both Business Intelligence and BI project management comes the detailed info about the parking space navigation systems & the parking lot covered in the practical part of this text. These are followed by details of how the data collection procedures and navigation system data processing should be handled to allow building and filling of the data warehouse. On top of this DWH the analytic layer is both designed & implemented, followed by reports providing the information parking space owner requested. As the data warehouse contains a lot of additional data with expected possible use in the analytic processing, ie. using data mining tools, the last part of the thesis covers specifying single research question about the data available, which is later confirmed/denied using statistical analysis.

This paper analyses a panel data of 198 Czech municipalities for the period 2003-2015. The aim is to define determinants of municipalities' tax revenue budgeting errors using static panel data models with fixed and random effect. Czech municipalities have a tendency to underestimate both total and tax revenues. On average, budgeted tax revenues are about 7 % lower than collected revenues during the period under examination. Such action could entail less transparency in budgeting process. Results indicate that structure of tax revenues also plays a role in explaining forecast errors. Further, the analysis shows the impact of electoral cycle and macroeconomic variables on budget deviations.

This master thesis deals with research of Subjective Quality of Life for population fifty years old or more, depending on the selected demographic, social and economic indicators. More and more people live to the older ages, and thus important question of living conditions and well being of this ageing population comes forward. General concept of Quality of Life of older people is described on wide theoretical scale with focus on the cause of the phenomenon, Demographic Ageing of populations. The Demographic Ageing is described not only on the theoretical level, but also in a quantitative way. There are specific fertility rates introduced according to an age of a mother while birth giving, or still increasing Life Expectancy at Birth for both males and females. To explore the dependencies of Subjective Quality of Life on selected indicators, there is a statistical model introduced. The input indicators come from the European panel data research Survey of Health, Ageing and Retirement in Europe. Techniques used for analyzing the data are Analysis of variance for one single wave (held around year 2013) and Panel data analysis for all available waves (from 2004 to 2013). The results from both analyses for the Czech Republic are compared with results for selected countries, Germany, Sweden, Spain, Italy and Greece. From the SHARE data set can be read the following results. The variable Age significantly influences all included models for all selected countries, the similar influence can be observed for the Education. For almost all countries and models is proving of the significant influence of Gender to Subjective Quality of Life indefinite (we are not able to observe significant influence). Also the influence of the variable Living alone/with other people is not perfectly convincing. On the other hand, significantly observable categories are Unemployed and Permanently sick or disabled. The question of Quality of Life is related to all parts of population. While the number of older people in population increases, this question of the quality of their lives becomes more and more important. The way how to secure those needed, powerless and often vulnerable people in a decent way and with dignity is not easy.

Model is defined by the set of criteria structured into the groups and by the weights assigned to criteria along with the value for each of them. The last phase consists of stepping out of the individual assessment and defines the generally applicable model, usable on the wide range of different reporting systems.

This thesis deals with DEA models (Data envelopment analysis), which are models for measuring the efficiency of peer decision making units (DMUs). First part focus on basic DEA models (CCR model, BCC model) and this part is extended by new CH-CCR model, which considering that the variables (inputs or outputs) are usually strongly correlated. In second part is included description of network-based models, which are afterwards applicated on data of FRS CR (Fire Rescue Service of the Czech Republic). Using this models is solved efficiency of FRS CR through the regions.
