It presents the conflicts of social-political interests in the environmental management, aiming as analysis object the experience of the Environment Municipal Council of Goiânia. It presents an approach of the State relationship and civil society in the process of public management decentralization/centralization with a perspective of the paradigm of the power centralization of decision and management of the local territory only on the government institutions. It is also analyzed the difficult process of the organized civil society participation in the spaces of the political power command, above all the complex process of a shared management and social control in the environmental public political actions concerning to the municipal public power and the goianiense society represented by the counselors. / Essa pesquisa apresentada ao Programa de Pesquisa e Pós-Graduação em Geografia do Instituto de Estudos Sócio-Ambientais IESA, da Universidade Federal de Goiás UFG, discute o processo de gestão compartilhada e controle social nos conselhos municipais de meio ambiente, a partir da descentralização da política nacional de meio ambiente estabelecida com a instituição do Sistema Nacional de Meio Ambiente, SISNAMA, estabelecido pela Lei 6938/81. Apresenta os conflitos de interesses político-sociais na gestão ambiental, tendo como objeto de análise a experiência do Conselho Municipal de Meio Ambiente de Goiânia. Apresenta uma abordagem da relação Estado e sociedade civil no processo de descentralização/centralização da gestão pública na perspectiva de rompimento do paradigma de centralização do poder de decisão e de gestão do território local apenas no âmbito das instituições governamentais. Por fim, analisamos o difícil processo de participação da sociedade civil organizada nos espaços de exercício de poder político, sobretudo o complexo processo de uma gestão compartilhada e controle social nas ações de políticas públicas ambientais, entre o poder público municipal e a sociedade goianiense, representada pelos conselheiros.

Towards people's participation and rural development : the case of Kudumane District

Traditional development theories concentrated on stimulating economic growth without considering the extent to which growth would affect rural people's quality of life. Modernisation has failed to improve life in rural Third World areas. Current development thinking emphasises the human aspect of development and IS more inclined towards participatory rural development. Referring specifically to the Batlharos Water project, the study investigates and identifies the causes ofthe limited initiatives in participatory development within the Kudumane district in the North-West Province of South Africa. Trends in the evolution of development thought to people's participation, including factors, processes and approaches that may facilitate participatory development in the Kudumane area are discussed. Factors that have affected and limited earlier participatory initiatives in this area are isolated. The study concludes that unless rural communities constantly become the planners, initiators and executors of local development, no real transformation of their lives can be accomplished. / Development Studies / M.A. (Development Administration)
