Em respostas a essas transformações as redes de cooperação passam a ser uma das alternativas de arranjo de desenvolvimento regional. A expansão e o crescimento dessas redes de cooperação geraram questionamentos de como ocorre a governança compartilhada com a presença de agentes público e privados, inseridos na mesma rede. Através de levantamento bibliográfico, para melhor exposição e compreensão desse tema, buscaram-se abordagem e conceito dados por diversos autores, tendo como fundamento a história que revela que desde primórdios da humanidade já existiam atitudes de cooperação entre os grupos primitivos. Na sequência, foram abordados elementos basilares para a cooperação. Também, buscaram-se diferentes abordagens para a compreensão das redes de cooperação, configurações de redes e redes de cooperação como arranjos na promoção de desenvolvimento regional. Por fim, abordou-se um referencial bibliográfico sobre a governança de redes de cooperação, porém, existe a necessidade de aprofundar o conhecimento sobre esse tema. Neste contexto, essa dissertação adotou a metodologia de um estudo qualitativo, utilizando-se como caso a governança compartilhada na rede do Consórcio Alto Teles Pires - arranjo de desenvolvimento regional de Mato Grosso- tendo como objetivo principal compreender como ocorre a governança dessa rede. Para alcançar o objetivo, além do referencial bibliográfico, realizou-se uma pesquisa documental, com o intuito de conhecer e entender o consórcio e, ainda, realizou-se pesquisa de campo através de entrevistas com os agentes envolvidos no consórcio Alto Teles Pires. / The changes in recent years have put challenges in promoting regional development. In answer to these changes in cooperation networks become an alternative to the arrangement of regional development. The expansion and growth of these networks of cooperation produced questions of how occurs governance shared with the presence of public and private agents, inserted into the same network. Through literature, for better explanation and understanding of this issue, they searched to approach and concept data by several authors, on the origins of History that reveals humanity's origins since it already existed cooperative attitudes among the primitive groups and following were addressed basic elements in the cooperation. Also searched different approaches to the understanding of cooperation networks, network configurations and arrangements such as networks of cooperation in promoting regional development. Finally, there was need to seek a theoretical background about the governance of networks of cooperation, but, there is a need to deep their knowledge approached to the topic. In this context, this dissertation adopted the methodology of a qualitative study, using the case as the shared governance in the network of the Consortium Alto Teles Pires - arrangement of regional development in Mato Grosso, with the main objective is to understand how the governance of that network. To achieve the goal, and bibliographical references, there was a documentary research, in order to know and understand the consortium and also field work through interviews with those involved agents in the consortium Alto Teles Pires.

The Role of Rural Development Interventions in Creating a Sustainable Society

The inter-related social and ecological facets of global sustainability imply that the way society develops will impact the environment. Development presents complex, multifaceted challenges. Interventions in the developing world in the form of projects created by the agencies, organizations and agents of the international development community increasingly appreciate and seek to address these challenges. Yet, to do so effectively, interventions need to shift from fragmented, sector-specific approaches based on formal data reports to approaches that anticipate, adapt, transform, and learn. This research aims to complement and support the practical and theoretical knowledge of rural development agents with insights from practitioners using approaches that consider complexity in other fields, in order to explore how development interventions could play a role in moving society toward sustainability. A prototype guide for rural development interventions synthesizes results gathered from interviews with rural development agents within Latin America and learning experience designers into three levels: system, interaction, and personal. The Framework for Strategic Sustainable Development (FSSD) provides a systems perspective and unifying definition of sustainability. The interaction level presents key recommendations, rationale, and methods for action, and the personal level presents reflection questions. This research hopes to inspire mutual learning between development actors and communities.

Towards people's participation and rural development : the case of Kudumane District

Traditional development theories concentrated on stimulating economic growth without considering the extent to which growth would affect rural people's quality of life. Modernisation has failed to improve life in rural Third World areas. Current development thinking emphasises the human aspect of development and IS more inclined towards participatory rural development. Referring specifically to the Batlharos Water project, the study investigates and identifies the causes ofthe limited initiatives in participatory development within the Kudumane district in the North-West Province of South Africa. Trends in the evolution of development thought to people's participation, including factors, processes and approaches that may facilitate participatory development in the Kudumane area are discussed. Factors that have affected and limited earlier participatory initiatives in this area are isolated. The study concludes that unless rural communities constantly become the planners, initiators and executors of local development, no real transformation of their lives can be accomplished. / Development Studies / M.A. (Development Administration)
