Text in Afrikaans / Die studie is onderneem om die wenslikheid van geregtelike beheer wat die Hooggeregshof van Suid-Afrika oor die werksaamhede van staatsdepartemente uitoefen te bepaal. Daar word na die funksies van die Departement van Binnelandse Sake verwys ten einde bepaalde werksaamhede van daardie Departement as voorbeeld te laat dien in die beantwoording van bogestelde vraag. Ter aanvang word voor-unie regeringinstellings en -openbare dienste, die ontstaan van Suid-Afrikaanse staatsdepartemente en die doelgerigtheid van open bare dienste beskryf. Daarna word die wyses waarop beheer oor die werksaamhede van 'n staatsdepartement asook hoe beheer in 'n departement uitgeoefen word, uiteengesit. Nadat die doeltreffendheid en effektiwiteit van bestaande beheer ontleed, en die beheer wat die Hooggeregshof uitoefen van die van ander beheerinstellings onderskei word, word geregtelike beheer en statutere beperkings daarop beskryf. Die studie strek oor 'n tydperk wat eindig op 27 April 1994. Daar is bevind dat geregtelike beheer afsonderlik of tesame met ander wyses van beheer, en sander statutere beperkings daarop, uitgeoefen behoort te word. / The study was undertaken to determine the desirability of judicial control which the Supreme Court of South Africa exercises over the activities of state departments. The functions of the Department of Home Affairs are referred to in order that particular activities of that Department may serve as an example when answering the above-stated question. Initially, government institutions and public services prior to union, the origin of South African state departments and the purpose of public services are described. Thereafter the modes by which control is exercised over the activities of a state department and how control is exercised in a department, are set out. After an analysis of the efficiency and effectiveness of existing control, and the control exercised by the Supreme Court is distinguished from that of other controlling institutions, judicial control and statutory limitations thereon are described. The study covers a period ending on 27 April 1994. It is found that judicial control should be exercised separately or in conjunction with other modes of control, and without statutory limitations. / Public Administration and Management / M.A. (Publieke Administrasie)

M. Tech. Business Administration / The capacity to render reliable and highly efficient emergency and rescue services is crucially important for metropolitan municipalities such as the City of Tshwane Metropolitan Municipality (CTMM) to grow on a sustainable basis. Such capacity is also needed for fulfilling the routine needs and operational requirements of businesses that operate in the CTMM. To this end, the City of Tshwane needs to develop adequate capacity for rendering reliable and efficient emergency and rescue services by utilizing modern technology and highly innovative methods and strategies. The purpose of the study was to identify and quantify gaps in the quality of emergency and rescue services that were provided to residents of Erasmuskloof, Centurion and Hazelwood by the City of Tshwane. One of the key aims of the study was to estimate gap scores that could be used for the assessment of discrepancies between perceptions and expectations among the residents.

Approved for public release; distribution is unlimited / This research examines the Navy Human Resource Officer Community (NHROC) in the context of its formation and present makeup and lays out a plan for its immediate future. A thorough review of civilian human resource management and development as well as current initiatives in Navy Human Resources (HR) was examined. The research introduces concepts associated with virtual communities and Communities of Practice and presents lessons learned from the Information Professional Community's virtual community initiative. A survey of the NHROC was conducted to formulate ideas and analyze concepts important to building a virtual community that instill a learning culture indicative of a Community of Practice. The data makes the case for founding a NHROC virtual workplace continuum to foster knowledge sharing, organizational development through continuous learning, and community effectiveness. It provides concepts for a virtual workplace, reviews social considerations, and outlines resource requirements. / Lieutenant Commander, United States Navy

Approved for public release; distribution is unlimited / A Principle-Agent relationship exists between employees of the U.S. Federal Government Executive Branch and the American public, where the employees represent the agent and the American public is the principle. As public servants, whether elected or non-elected, Executive Branch employees are expected to make decisions and spend taxpayer dollars in ways that promote the overall interests of the American public. Public servants regularly encounter situations that would encourage them to place their personal benefit above public benefit. The Executive Branch seeks to minimize these potential conflicts and align the agent's interests with those of the American public through a very detailed and comprehensive ethics program. This thesis sought to assess the effectiveness of the program. Historical development of the program, as well as its current components was explained. A random sample of Executive Branch employees were surveyed to assess their understanding of and compliance with the ethics program. Based on the responses provided in the survey, the researcher concluded, the Executive Branch ethics program is fairly successful in aligning its employees' interests with those of the American public. However, there are areas within the program that could be improved upon, and recommendations specific to these areas are provided at the conclusion of the thesis. / Lieutenant, United States Navy
