D.Litt.et Phil. / The Chief Directorate: Population Development which is responsible for the implementation of the Population Development Programme and the Rural Foundation, regard the community development strategy as one of the most important means of improving the quality of life of the population and especially of the farm worker. Against the above-mentioned background this study firstly draws a comparison between the levels of development of Third World inhabitants, the Third World component in South Africa and farm workers. In this regard it is concluded that the level of development of farm workers corresponds with that of Third World inhabitants, and that they are even worse off than the rest of the third World component in South Africa. Secondly, the community development strategy, which forms part of South Africa's official development policy, is being evaluated with regard to other existing international development strategies. It is concluded that the community development strategy is a potentially useful tool for the furthering of development. Lastly, a synthesis is made between the theory and practice of the community development approach, within a suggested implementation model. The implementation model (see Diagrams 1 to 4) is developed incrementally in this study according to the following three schools of thought most commonly applied in practice: Endogenous initiative,where the community acts solely on its own initiative; Exogenous initiative, where the community's latent initiative is stimulated by an outside catalyst; and Concerted initiative, where the community does have its own initiative, but needs help from outside and consequently invites the help of (for instance) a community developer.

The thesis contains a description of the recruitment and selection for the European Union institutions. This HR activity is provided by the European Personnel Selection Office, which initiated "EPSO Development Programme" following an audit of personnel actions and complaints of applicants in 2010. The EPSO Development Programme's aim was to improve the recruitment and selection process including the shortening its duration and testing part. The goal of the thesis is to compare the recruitment and selection process before the EPSO Development Programme and after it. Then to evaluate how successful it was.

The inauguration of the Government of National Unity created the necessary conditions for us to start the challenging task of changing South African society for the better. This is what we had set ourselves to do during the years of struggle to rid our country of apartheid. Now South Africans can, under conditions of freedom, work together to make our country the land of our dreams. This means further enhancing the freedoms we now enjoy; improving the security of citizens at home, in the streets and at work; and raising the quality of life of all the people. Reconstruction and development means all these things: to change all aspects of our lives for the better. Among the urgent tasks the government has set itself is to work together with all citizens to improve the provision of education, health services, housing, water supply, land, electricity, refuse removal, roads and so on. This demands of government that we change the manner in which public funds have all along been used. Everything should be done to create conditions in which the economy can improve and provide more jobs. To realise all these objectives requires co-operation among us as hard-working and responsible citizens. Immediately the Government of National Unity was installed, we started the planning required to meet these goals. At the same time, we also launched Presidential Lead Projects aimed at improving the lives of especially the poor, women and children. But this was just the beginning. For, in the end, we should change the allocation of all public funds towards the new priorities. Government should involve the people more actively at all stages of reconstruction and development. We should operate in an open manner guided by the wisdom of the people themselves. From the projects started last year, many of these ideals have started to take shape. But we continue to learn many lessons. This booklet outlines the concrete steps that have been taken thus far, in the long journey towards a better life for all. As this account shows, this task is not an easy one. But, working together, in the spirit of Masakhane, South Africans are more than capable of realising the good things that our beautiful country can offer.

An investigation into the impact of implementation of the Rural Development Strategy in Muyexe Village in the Greater Giyani, Limpopo Province

Thesis (M.Dev.) --University of Limpopo, 2013 / The study was conducted to examine the impact of the implementation of the comprehensive rural development programme, President Zuma referred to it as the integrated rural develooment in is presidential inaugural speech in 2009. The researcher went to Muyexe village to conduct the research as well as to observe what took place. The researcher interviewed community members as well as community leadership who indicated how the community has been transformed to what it was, which they described a squalor living condition to what it is today, a community that meets the most basic needs required for sustainable livelihood. The people of Muyexe owe their changed fortunes to the government’s Comprehensive Rural Development Programme developed and coordinated by the Department of Rural Development and Land Reform. Sector departments and other development agencies were mobilised to work together towards a common goal to improve the lives of rural people. The intervention brought numerous changes to the community of Muyexe village. The lives of the community has been improved, through the intervention the community now have access to health care, early child hood development centre, community multi community centre, and so forth. The community spoke fondly of the reduction in crime and the killings of their cattle by wild animals; the reduction is caused by the establishment of the police station and the fencing around of the village. Despite what had been achieved by the intervention, Government should regard what happened as an initial intervention to focus on meeting people’s basic needs, especially food security. The next step should be the entrepreneurial stage and large scale infrastructure development.

The aim of this research was to empower Coloureds in Greenspark based on qualitative and quantitative research from a narrative approach so that they can develop their potential as leaders in the community by means of a group work leadership development programme. The thesis comprises of five Sections. SECTION A This section indicates the actuality of the research. The problem statement as well as the aim and five objectives are explained in this section. This research was undertaken within the DR & U model, namely The Developmental and Utilization model of Grinnell (1981) with a combined qualitative and quantitative research approach. This research was done from a social constructivist paradigm, and the research epistemology was qualitative by nature. The exploratory design was used as research plan. In order to note down data collection and processing systematically, video recordings were made of the group discussions. Two external evaluators as well as the group members themselves were also used to do the evaluation. The group work leadership development programme was also evaluated by the group members by means of a self-compiled questionnaire. SECTION B This section took the form of five articles in which the research findings were reported. All five articles form part of the overarching research aim and objectives and of the entire research project. However, each article is a distinctive subdivision of the entire research project, because it also functions independently - each with an own objective, own research methodology as well as a distinctive content. Section B consists of the following articles: Article 1 The objective of Article 1 was to establish the role the empowerment approach plays from the post-modern perspective in social work, by means of literature analysis. Empowerment was applied differently in different situations within the post-modern philosophy. Group work as a method of social work is a possible way in which the empowerment of individuals can be dealt with. Together with the community, the parties involved are responsible for empowering individuals. Article 2 The objective of this article was to establish the points of departure of the narrative approach by means of a literature analysis. From the literature analysis, it became clear that the narrative approach does not work with strategies, but with responsibilities, in which each individual takes responsibility for his/her own social construction, which includes his/her choices for life. Article 3 Article 3 discussed the role the narrative approach plays in group work within social work. Guidelines for dealing with empowerment within the group work process from the narrative approach were determined by means of a literature analysis. The focus was on relevant literature with specific reference to narrative theory, which included empowerment as well as the post-modern way of thinking and the description of group work. Article 4 The objective of Article 4 was to determine the role the narrative approach possibly plays in group work. The theoretical knowledge was utilised from the narrative approach in developing a group work leadership development programme. Article 5 With Article 5, the objective was to evaluate the group work development programme. This evaluation was attended to by two external consultants, as well as the group members themselves. SECTION C In Section C, the synoptic findings, conclusions and recommendations with regard to this research were discussed. The limitations of the research under review were indicated and recommendations were made with the view to use it in group work theory and in practice for training and research purposes. SECTION D Although each article and sections A and C are accompanied by an own source list, a combined source list of the entire research is given in this section. A policy study of the Growth Employment and Redistribution (GEAR) with respect to social development and Adult Basic Education and Training (ABET)

This study analyses the Growth Employment and Redistribution (GEAR) strategy with respect to social development, and adult basic education and training (ABET). Since its adoption as official economic policy, replacing the RDP policy in June 1996, the GEAR strategy has been a subject of much debate, and blamed for all social and economic ills, including job losses and high unemployment, poverty, problems in the education, health and welfare system, as well as poor delivery of social services. Motivated by these debates, the author set out to investigate how GEAR provides / does not provide for social development and ABET, both areas of interest to the author. This study investigates this question based only on a review of literature. While the GEAR strategy makes policy proposals in various aspects of the economy, and sets an economic growth target of 6% per annum by the year 2000, and the creation of 400 000 jobs per annum during the same period (all of which were not met), evidence shows no policy provisions in the GEAR strategy with respect to social development, and ABET. In fact, ABET is not mentioned at all in the GEAR strategy. However, the GEAR strategy makes specific mention of the Human Resources Development Strategy, as a vehicle for addressing education and training problems, thereby improving the skills base of the country. The Human Resources Development Strategy and the National Skills Development Strategy sponsored by the DoE and DoL respectively, all seem to be sound policies. There is however growing evidence that South Africa has developed sound policies which it fails to implement because of lack of capacity and financial resources partly due to the government's acceptance of the neoliberal agenda. This appears to be particularly true with respect to social development and ABET targets in the Human Resources Development and the National Skills Development strategies. This study concludes that the GEAR strategy is based on neoliberal assumptions of stimulating foreign investment, export-led economic growth, global trade and global competition, underpinned by the conception that the state must play a minimal role in the economy and is therefore not appropriate for the social development challenges (especially illiteracy) facing South Africa. Impact of the motor industry development programme on the automotive component industry.

The focus of this study revolved around the impact of the Motor Industry Development Programme (MIDP) on the automotive component manufacturers in the greater Durban area. The research objectives were to determine whether the introduction of MIDP has contributed to an increase in throughput for the automotive component manufacturers, to determine whether the introduction of MIDP has led to increased employment levels within the automotive component manufacturing industry and lastly to determine whether MIDP has resulted in increased investment in the automotive component manufacturing industry in KwaZulu-Natal. This study analysed the data received from 30 respondents, who as a pre-requisite, were employed within the component manufacturing industry in KwaZulu-Natal. The population sample was attained through the use of the author’s supplier database at Smiths Manufacturing (Pty) Ltd, a tier 1 automotive component manufacturer to the original equipment manufacturers in South Africa. A self-completion questionnaire, which was quantitative in nature, was distributed to the participants and a two week data collection period was allotted. The collected data was analysed using SPSS statistical software, the results of which revealed that MIDP was of significant importance to automotive component manufacturers in KwaZulu-Natal. It further revealed that there was a direct relationship between employment, investment and throughput with the introduction of MIDP. The same findings were evident for similar programmes in India and China.It is recommended that a similar study be conducted in Gauteng and the Eastern Cape, which are the other automotive component manufacturing hubs in South Africa. This study is a policy network analysis of the Comprehensive Africa Agriculture Development Program (CAADP) in Ethiopia. The CAADP is a NEPAD initiative aimed at promoting policy interventions that will address the agricultural crisis in Africa. This dissertation argues that policy networks are regarded as a tool for and a structure of public policy making and implementation, and assume such attributes as exchanges of resources, interdependence among stakeholders that can be formal or informal. Its formation arises from a realisation that single bureaucratic governments are ineffective hence the need to seek mutually beneficial solutions, share information, gain support and legitimacy through association with other agencies. A policy network analysis of the CAADP has revealed that relationships among the CAADP policy network partners are typically collaborative, complex, reciprocal, and trust based. Therefore, the implementation of the CAADP take place through what would be termed „networked governance‟ – where stakeholders share common policy objectives aimed at reducing hunger and starvation as well as increasing economic development through a range of collaborative efforts among government, private and civic organisations. / Thesis (M.Sc.)-University of KwaZulu-Natal, Pietermaritzburg, 2013.

The thesis is focused on evaluating the engagement of organic farms in South Bohemia in Rural Development Programme ? Axis I (improving the competitiveness of the agricultural, food and forestry sectors) and Axis III (improving quality of life in rural areas and diversification of rural economy).Literature gives a basic overview of the Common agricultural policy, organic farming and how to obtain grants from the European Union. In introduction of practical part are presented the basic statistic data about the organic farming in South Bohemian Region. The next chapter is focused on the use of subsidies in organic farming and on the controlling of authorize projects. At the end of this thesis are presented chosen successful projects.
