Involvement in emergency supply chain for disaster management: a cognitive dissonance perspective

Yes / An integrated process, interlinked operation and interoperable communication network amongst operating agencies are critical for developing an effective disaster management supply chain. The traditional managerial problems observed across disaster management operations are: non-cooperation among members, disrupted chain of commands, misuse of relief items, lack of information sharing, mistrust and lack of coordination. This study aims to understand the issues affiliated with negative attitude towards disaster management operations using theory of cognitive dissonance. A qualitative investigation was undertaken across 64 districts in Bangladesh. Five constructs were examined for their influences on attitude and behavioural intention of members participating in government emergency supply chain for disaster management. The results indicate that administrative conflict, political biasness and professional growth have significant effects on attitude. Impact of insecurity is non-significant on attitude. This research offers substantial theoretical contribution to the cognitive dissonance theory in the context of disaster management supply chain.

Impact of internet of things (IoT) in disaster management: a task-technology fit perspective

Yes / Disaster management aims to mitigate the potential damage from the disasters, ensure immediate and suitable assistance to the victims, and attain effective and rapid recovery. These objectives require a planned and effective rescue operation post such disasters. Different types of information about the impact of the disaster are, hence, required for planning an effective and immediate relief operation. The IoT technology available today is quite mature and has the potential to be very useful in disaster situations. This paper analyzes the requirements for planning rescue operation for such natural disasters and proposes an IoT based solution to cater the identified requirements. The proposed solution is further validated using the task-technology fit (TTF) approach for analyzing the significance of the adoption of IoT technology for disaster management. Results from the exploratory study established the core dimensions of the task requirements and the TTF constructs. Results from the confirmatory factor analysis using PLS path modelling, further, suggest that both task requirements and IoT technology have significant impact on the IoT TTF in the disaster management scenario. This paper makes significant contributions in the development of appropriate constructs for modeling TTF for IoT Technology in the context of disaster management.

Artificial intelligence and cloud-based collaborative platforms for managing disaster, extreme weather and emergency operations

Yes / Natural disasters are often unpredictable and therefore there is a need for quick and effective response to save lives and infrastructure. Hence, this study is aimed at achieving timely, anticipated and effective response throughout the cycle of a disaster, extreme weather and emergency operations management with the help of advanced technologies. This study proposes a novel, evidence-based framework (4-AIDE) that highlights the role of artificial intelligence (AI) and cloud-based collaborative platforms in disaster, extreme weather and emergency situations. A qualitative approach underpinned by organizational information processing theory (OIPT) is employed to design, develop and conduct semi-structured interviews with 33 respondents having experience in AI and cloud computing industries during emergency and extreme weather situations. For analysing the collected data, axial, open and selective coding is used that further develop themes, propositions and an evidence-based framework. The study findings indicate that AI and cloud-based collaborative platforms offer a structured and logical approach to enable two-way, algorithm-based communication to collect, analyse and design effective management strategies for disaster and extreme weather situations. Managers of public systems or businesses can collect and analyse data to predict possible outcomes and take necessary actions in an extreme weather situation. Communities and societies can be more resilient by transmitting and receiving data to AI and cloud-based collaborative platforms. Stochastic programming models and algorithms to improve resiliency in a biomass supply chain

Biomass-based CHP (bCHP) can provide reliable electricity in remote and rural areas because it is an on-site generation resource, and it is designed to support continued operations in the event of a disaster. However, the benefits of such facilities can only be realized if a reliable and economical feedstock supply system is designed, given the system not only efficiently transports biomass under normal scenarios (e.g., when depots and transportation links are functioning properly) but also hedges against unexpected infrastructure/transportation link failures due to severe weather events (e.g., hurricanes). To serve this purpose, this study proposes a three-stage stochastic programming model to design a reliable feedstock supply system, where decisions are made sequentially to realistically represent pre-and-post disaster situations) under uncertain infrastructure status (e.g., unavailability of the road and facility conditions) and customer demand situations. In stage one, pre-disaster decisions are made (e.g., the opening of depots and regular feedstock transportation decisions), while stages two and three represent, respectively, immediate decisions following a disaster (e.g., damaged timber transportation, pellet production) and post-disaster decisions (e.g., transportation pellets to end-users, storage) with a timeframe between several days to weeks. By collecting data from 15 coastal rural counties in Mississippi, we create a real-life case study and derive important managerial insights. Our experimental results reveal that the biomass-to-bCHP supply chain decisions (e.g., depot location, storage, transportation decisions) are highly sensitive to intensity and the probabilistic infrastructure availability following a hurricane. The second chapter extends the research by introducing high and low priority end-users so the demand prioritization is met.

Resilience and Vulnerability in Disaster Management : A case study on Germany

Effective Disaster Risk Reduction (DRR) strategies are crucial in minimizing vulnerabilities and mitigating disaster impacts. This thesis explores the integration of social vulnerabilities within Germany's national disaster management documents. Using a qualitative case study methodology, the research critically analyses six key documents to assess how these address the needs of various vulnerable groups. Findings indicate that while there is an awareness of the need to consider social vulnerabilities within national frameworks, operationalization remains inconsistent, with some documents more comprehensively integrating these considerations than others. The study highlights the dynamic nature of vulnerability and the necessity of adopting inclusive and adaptive disaster management practices that go beyond traditional approaches. By offering insights into the strengths and limitations of current DRR policies in Germany and by bridging the gap between theoretical vulnerability concepts and practical applications, this research contributes to the ongoing discourse on enhancing societal resilience and ensuring equitable disaster preparedness and response.

The Gendered Long-Term Recovery Priorities of Internally Displaced Persons in Post-Earthquake Haiti

Emel Ganapati, Major Professor Despite a growing body of research on gender and disaster, little is known regarding the long-term recovery priorities and participation of internally displaced women in the long-term recovery process. Focusing on this important scholarly gap in the public administration literature, the overall goal of this study is to understand the long-term recovery processes of populations displaced by the 2010 Haiti earthquake through a gendered lens. The study’s specific aims are to: (1) understand the rebuilding priorities of IDPs in Haiti through a gendered lens; (2) determine factors that enable or hinder IDP women’s participation in decision-making processes; and (3) assist policymakers, non-governmental organizations, and international aid agencies in addressing the priorities of women IDPs. The dissertation is based on a qualitative research study. Its data collection methods include semi-structured interviews (n=97), focus groups (n=63), participant observation, and a review of diverse secondary sources. Despite some similarities between the recovery priories of women and men IDPs in the short and long-term, women IDPs in Haiti had several additional priorities due to: (1) the traditional roles they play in the household; (2) their perception inside and outside the household as passive “victims” that needed help; and, (3) the location and conditions of IDP camps (e.g., increased risks of sexual assaults and violence) within which they lived. Their participation to voice their priorities were limited to participation in informal settings (e.g., camp committee meetings) in camps managed by the government or international aid agencies; and were affected by the following: (1) organizational factors (e.g., diverse range of organizations with diverse organizational cultures); (2) formal institutional factors (e.g., lack of participatory mechanisms customized for IDPs); (3) policymaker-related factors (e.g., stigma towards the IDPs); (4) IDP related factors (e.g., lack of trust); (5) place-related factors (e.g., lack of access to transportation); and (6) social capital-related factors (e.g., women’s groups). This study provides useful information to public administration scholars and policymakers who are working to support individuals living in the camps while those individuals rebuild their communities and livelihoods.

Die Disaster Management Act (57/2002) calls for the establishment or certain disaster risk management structures like interdepartmental commitees, disaster management centers, disaster management frameworks, and disaster management advisory forums. Furthermore the National Disaster Management Framework sets certain guidelines in compliance with the Disaster Management Act (57/2002). Municipalities in South Africa have had time since the promulgation of the act in 2003 to get all the mentioned structures in place. This study tried to deretmine the degree in which municipalities complied with the requirements of the Disaster Management Act (57/2002). The municipalities were handles per procvince and the research is based on a 20% representative sample of all the municipalities in South Africa. A mixed method of research was followed. That means that qualitative (telephonic and semi-structured interviews) and quantitative (questionnaires with Likert scale questions) research was used. The result of this research is that there are big failings in terms of the implementing of the Disaster Management Act (57/2002) across the country. In certain provinces the situation is better than in others, but of none of the provinces it can be said that they comply with all the recuirements of the act. / M. Evaluating the implementation of the Hyogo framework for action in the Kabokweni location : views from the frontline perspective / Prudence P. Dlamini

Although disaster risk reduction is still not considered a priority by many countries and organisations, there is significant progress made towards the reduction of disaster risk. The experience of the International Decade for Natural Disaster Reduction (IDNDR, 1990–1999) prompted a major conceptual shift from disaster response to disaster reduction underscoring the crucial role of human action (UNISDR, 2001:03). This circumstance led to the adoption of an International Strategy for Disaster Risk Reduction (ISDR) in 1999 by the participants of the IDNDR Programme Forum. The adoption gave emphasis to the importance of a global strategy that encourages and facilitates concerted action to reduce risk and vulnerability to natural and related technological and environmental hazards. This research then focuses on the disaster risk reduction phenomenon and major or international initiatives and forums aimed at improving or raising the disaster risk reduction profile. It also focuses on disaster risk management in the South African context. In recent years, disaster risk reduction has grown in importance on the international agenda. This followed the prevalence of natural hazards such as floods, drought, earthquakes, tsunamis, as well as epidemics, which have had an increasing impact on humans, due to population growth, urbanization, rising poverty and the onset of global environmental changes. Aspects of environmental change include climate change, land degradation and deforestation. Practitioners and researchers widely acknowledge that poor planning, poverty and a range of other underlying factors create conditions of vulnerability that result in insufficient capacity or measures to reduce hazards‘ potentially negative consequences (IISD/UN/ISDR, 2007:01). It is in this light that in 2005 many governments around the world committed themselves to take action to reduce disaster risk, and thereby adopted a guiding document to reduce vulnerabilities to natural hazards, called the Hyogo Framework for Action (HFA). The HFA was adopted in January 2005 at the World Conference on Disaster Reduction, in Kobe Hyogo, Japan by 168 States. The aim of the HFA is to assist the efforts of nations and communities to become more resilient to, and cope better, with the hazards that threaten their development gains with the overriding goal of achieving a substantial reduction in global disaster risk. It also emphasizes that disaster risk reduction is a central issue for development policies, in addition to being of interest to various science, humanitarian and environmental fields. To help attain the expected outcome, the HFA identified five specific priorities for action (PFAs) which are: (i) making disaster risk reduction a priority; (ii) improving risk information and early warning; (iii) building a culture of safety and resilience; (iv) reducing the risks in key sectors; and (v) strengthening preparedness for response. The Global Network of Civil Society Organisation for Disaster Risk Reduction (GNDR) which was launched in 2007 in Geneva, is a major international network of civil society organisations working to influence and implement disaster risk reduction policies and practice around the world. The major programme of the global network is to collect perspective for the local level as to how the HFA is progressing. The Views from the Frontline (VFL) is the first independent assessment project undertaken towards the implementation of the HFA at the local level and is led by the Global Network. The aim of this project is to measure the gap between policy formulation at international level with the realities of policy execution at local level and to deepen the communication and coordination between different stakeholders on disaster risk reduction by involving government organisation and communities at the local level. The VFL perspective is that nationally formulated policies are not generating widespread systematic changes in local practices. There is a concern that the current approach is top–down and engages minimally with affected communities and fails to address their needs and capacities (GNDR, 2008:01). The main objective of this research was to provide an overview of progress made in the implementation of the HFA at local level particularly in the Kabokweni Location. The approach adopted in this study is called 'the Views from the Frontline', and explores the extent of the actual progress made toward the implementation and impact of the HFA priorities at local level, namely the Kabokweni community in the Mbombela Local Municipality (MLM) situated in the Mpumalanga Province of South Africa. / Thesis (M.
