A Study of Disparity in Effort Among Texas School Districts for Debt Service, as Well as for Maintenance and Operation

The problem with which this investigation is concerned is that of determining the degree to which fiscal disparity in Texas school districts affects debt service, as well as maintenance and operation and local enrichment. This study has four main purposes: to determine whether the poor school districts are exerting more or less effort for debt service, maintenance and operation and total taxation than are the wealthy districts; to determine how the size of Texas school districts is related to district wealth; to determine the number of Texas school districts that do not levy a tax for debt service; and to provide information for persons interested in school finance matters—namely, legislators, educators, students of finance and lay citizens who may or may not be property taxpayers.

Money and Ill Fame: Interpreting a Prostitution Hierarchy in Fargo, North Dakota’s Historical Red-Light District

Many inhabitants of early Fargo sought economic opportunities in the local sex trade, and the intersectionality of class, gender, sexuality, and race was central to their varying degrees of success. Police Magistrate Court dockets, Sanborn maps, and Census records offer valuable datasets for linguistic and spatial analyses of prostitution-related crimes, revealing a hierarchy of sex work that differentiated between brothel, crib, and street prostitution. Gender inequalities also persisted within the hierarchy; male clientele were often charged and fined differently from female sex workers. GIS analyses reveal two distinct red-light districts, and highlight brothel differences and racial segregation within the red-light district known as “The Hollow.” Critical theory and practice theory help conceptualize the red-light district as an institution, while exposing the power dynamics at play. This thesis offers new insights into Fargo’s historical red-light district, but also contributes to larger historical and archaeological discussions of prostitution hierarchies, gender, and race.

One of the biggest challenges in early childhood development (ECD) centres in rural districts is that teachers are not trained adequately and therefore they cannot create learning environments in which young children can develop to their optimal potential. In many cases a large group of children is placed in a classroom and no stimulation is given to them, because the ECD practitioner does not have the knowledge or skills to use what is available in the classroom to stimulate the children and facilitate learning. These teachers are desperately in need of guidance to plan age appropriate and suitable activities that will benefit the overall development of learners and prepare them to be ready for school. By promoting service learning at ECD centres, especially in rural districts, both the in-service and pre-service teachers will benefit from the teaching experience taking place. Since 1994 a great deal of attention has been drawn to the importance of early childhood development and the important role pre-primary education plays in the development of young learners. Early childhood development has the potential to play a crucial role in the socioeconomic transformation of South Africa. By improving the social and economic transformation of the country, more people will be educated, leading to fewer problems with aspects like school readiness and school dropout.
