Breaking ranks : veterans' opposition to universal military training, 1943-1948

From the colonial period to the present, Americans have debated the role of the military and its place in American society. One important part of this debate is the issue of compulsory military service and whether it is consistent with the ideals of a democratic state. Although Americans have generally accepted compulsory service in times of national emergency, they have often expressed great reservations to it in times of peace. In their view, compulsory military service raises fundamental questions about the responsibilities of citizens to the state.Following World War II, proponents of compulsory military service campaigned for implementation of Universal Military Training (UMT) as a method of insuring manpower for a potential national emergency. By stressing the universal aspect of the program, supporters hoped to demonstrate the democratic qualities of UMT and its compatibility with traditional American ideals. Ultimately, however, they were unable to convince Congress and the general public of the program's merits. Some opposed the program because of its questionable military value in the atomic age. Many others voiced their disapproval of UMT largely because of a longstanding American sentiment against peacetime compulsory service. As a result, UMT was never implemented.This thesis will explore a neglected aspect of the UMT debate and examine the opposition of veterans to UMT. Veterans generally, and veterans organizations in particular, have traditionally advocated military preparedness. Not surprisingly, the American Legion was the primary nongovernmental organization to spearhead the effort to adopt UMT. Yet significant opposition to UMT existed even within the Legion's ranks. Similarly, the American Veterans Committee (AVC), a newly formed organization comprised of World War II veterans, announced its opposition to military training. With uncertain support from a segment of American society that would normally be expected to back preparedness programs, the government's plan for military training had little chance for adoption. With the resumption of selective service in 1948, the importance of UMT to U.S. military policy greatly diminished, and UMT virtually disappeared from the political forefront.Through the use of archival sources at the American Legion National Headquarters, the records of the American Veterans Committee, congressional testimony by representatives of both organizations, and various secondary sources, this thesis demonstrates that some veterans, like many Americans, viewed peacetime compulsory military service with great ambivalence and not an obligation of citizenship in a democratic state. / Department of History

Estudo da extração mecânica de bixina das sementes de urucum em leito de jorro

The urucum seeds have a dye located in their external layer called bixin. The spouted bed, since it is an inexpensive equipment and because of its simple operation, can be an excellent alternative for mechanical extraction of the bixin from the surface of the urucum seeds, on small and average country properties. However, despite having some interesting fluidodinamics characteristics for the related application, such as an intense movement of particles and an effective gas-solid contact, the spouted bed presents some restrictions that have limited its application. This work had as objective to study the effect of the variables: use of the draft, the load of the urucum seeds and the air velocity on the process of the mechanical extraction of the bixin in a spouted bed. The computational fluidodinamics technique (CFD) was used to describe numerically the behavior both of the urucum seeds and the air inside the spouted bed. By means of the results obtained it was possible to achieve the operational conditions that maximize the efficiency of removal and allow the attainment of a product with the appropriate quality. From the experimental planning, carried through in order to study the effect of the load of the seeds, the air flow and the presence of the draft in the mechanical extraction of the bixin from urucum seeds, it was possible to get to the conclusion that the presence of the "draft" was the variable that had the highest effect in all the studied answer variables (mass of extracted powder, productivity and bixin concentration). Since the presence of the draft showed to be the variable that governs the attrition kinetics, the effect of the distance from the draft base to the spouted bed base (ht) was studied, in view of the maximization of the dyeing production. The experimental results showed that the distance from the draft base to the spouted bed base (ht) that most favors the mechanical extraction of the bixin in spouted bed was the one of 4cm. The results of the simulation through CFD also helped in the understanding of the best performance for the configuration of the spouted bed using a draft, placed at ht = 4 cm. Through the simulations, it was also possible to get values of velocity for the condition of minimum spouting, close to the experimental values, with relative errors of about 4%. / O interesse e o consumo dos corantes naturais têm aumentado muito nos últimos anos. As sementes do urucum possuem um corante situado nas partes externas denominado bixina. O leito de jorro por se tratar de um equipamento barato e de operação simples, pode ser uma excelente alternativa para extração mecânica da bixina da superfície das sementes de urucum, em pequenas e médias propriedades rurais. Entretanto, apesar de apresentar algumas características fluidodinâmicas interessantes para a referida aplicação, tais como um intenso movimento das partículas e um efetivo contato gás-sólido, o leito de jorro apresenta algumas restrições, que tem limitado a sua utilização. Este trabalho teve como objetivo estudar os efeitos das variáveis: uso do tubo draft, a carga de sementes e a velocidade do ar no processo na extração mecânica da bixina em leito de jorro. A técnica da fluidodinâmica computacional (CFD) foi utilizada para descrever numericamente a fluidodinâmica do escoamento das sementes de urucum e do ar no leito de jorro. Por meio dos resultados obtidos foi possível obter as condições operacionais que maximizam a eficiência de remoção e permitem a obtenção de um produto com a qualidade adequada. A partir do planejamento experimental realizado para estudar o efeito da carga de sementes, da vazão do ar e da presença do draft na extração mecânica da bixina, foi possível concluir que a presença do draft foi a variável que teve o maior efeito em todas as respostas estudadas (massa de pó extraído, produtividade e concentração de bixina). Uma vez que a presença do tubo interno mostrou ser a variável que governa a cinética de atrição, foi estudado o efeito da distância do tubo à base do leito (ht), tendo em vista a maximização da produção do corante. Os resultados experimentais mostraram que a distância do draft à base (ht) que mais favorece a extração mecânica da bixina em leito de jorro é de 4cm. Os resultados da simulação por CFD ajudaram na compreensão do melhor desempenho para a configuração do leito de jorro com tubo draft e ht = 4 cm. Com as simulações também foi possível obter valores de velocidade para a condição de jorro mínimo próximo dos valores experimentais, com erros relativos na ordem de 4%. / Mestre em Engenharia Química

Estudo da remoção de sulfato em biorreator operado em batelada e batelada alimentada seqüenciais, contendo biomassa imobilizada e utilizando agitação mecânica e \"draft-tube\" / Study on sulfate removal in an anaerobic sequencing batch reactor containing immobilized biomass, and utilizing mechanical agitation and \"draft-tube\"

Um reator anaeróbio tratando esgoto sintético de baixa concentração de matéria orgânica (500 mgDQO/L-1) e enriquecido com diferentes concentrações de sulfato (razões DQO/[SO4-2] de 1,34, 0,67 e 0,34) foi submetido à diferentes estratégias de alimentação (batelada e batelada alimentada de 3 h e de 6 h). O reator operou com capacidade de 4,0 L e tratou por ciclo de 8 h um volume de 2,0 L de esgoto sintético. Desta forma, executaram-se 9 condições diferentes que foram submetidas à análise com o objetivo de investigar a influência do tempo de alimentação e da razão DQO/[SO4-2] no desempenho do sistema. A temperatura do reator foi constante em 30 ± 1°C e a agitação mecânica foi fixada em 400 rpm. Como suporte para a imobilização da biomassa foram utilizados cubos de espuma de poliuretano. Os resultados obtidos demonstraram que a operação em batelada alimentada de 3 h com uma razão DQO/[SO4-2] de 0,34 apresentou as melhores condições para a remoção de matéria orgânica (89%). Quanto à remoção de sulfato observou-se uma estagnação neste mesmo modo de operação ao aumentar a concentração de sulfato no afluente, enquanto que na operação com alimentação em batelada alimentada de 6 h, a carga de sulfato removida (CSR) cresceu linearmente. Assim, a maior carga de sulfato removida foi registrada durante o ensaio em batelada alimentada de 6 h com uma razão DQO/[SO4-2] de 0,34, no qual foram removidos 0,55 g SO4-2(L.d). Com uma razão DQO/[SO4-2] de 1,34 e um tempo de enchimento de 6 h, o reator apresentou o melhor desempenho em termos de eficiência de remoção de sulfato (71%). Em todos os ensaios o reator apresentou estabilidade, com uma produção alta de alcalinidade a bicarbonato e a concentração de ácidos voláteis se manteve em níveis adequados. / An anaerobic sequencing batch reactor treating synthetic low strength wastewater (500 mgCOD/L-1) enriched with different sulfate concentrations (COD/[SO42] ratios of 1,34, 0,67 and 0,34) was operated at different fill times (batch mode and sequencing batch mode of 3 h and 6 h fill time). The reactor operated with a capacity of 4,0 L and treated per 8-h cycle 2,0 L of synthetic wastewater. Thus, 9 different configurations resulted from this configuration and were submitted under analyses with the objective to investigate the influence of each of those parameters on the performance of the system. The reactor was operated at a constant temperature of 30 ± 1°C and an mechanical agitation rate of 400 rpm. Cubic particles of polyurethane were used as support material for anaerobic biomass immobilization. The results showed that operating the reactor with a fill time of 3 h and a COD/[4-2] ratio of 0,34 was the most eficient strategy for COD removal (89%). During the same operation mode (3 h fill time) sulfate removal seemed to suffer stagnation due to the increasing sulfite concentation in the reactor, whereas with a fill time of 6 h the sulfate load removal increased linerally with increasing sulfate load. So the biggest removal, in terms of volumetric sulfate load, was obtained operating the reactor in sequencing batch mode with a fill time of 6 h and a COD/[4-2] ratio of 0,34. During this test the reactor removed 0,55 gSO4-2/(L.d) of 2,29 gSO4-2/(L.d) applied on the system. Operating at a COD/[SO4-2] ratio of 1,34 and a fill time of 6 h the reactor obtained the best results in terms of sulfate removal efficiency, with 71% of the sulfate removed from the system. In the entire period of analisis the reactor showed stability with a suficient production of alkalinity to maintain the concentration of volatil acids in adequate levels.

O presente projeto avaliou um reator anaeróbio operado em batelada e batelada alimentada seqüenciais (ASBR), em ciclos de 8 horas, utilizando biomassa granulada e agitação mecânica em um draft-tube, alimentado com água residuária sintética (500 mgDQO/L), contendo sulfato em diferentes relações DQO/[\'SO IND.4\' POT.2-\']. Em todos os ensaios o reator apresentou uma operação estável, produzindo alcalinidade e com concentração de ácidos voláteis totais em níveis adequados. Para os tempos de alimentação de 10 min, 3 h e 6 h, respectivamente, as eficiências de remoção de sulfato foram de 30, 72 e 72% nas operações nas quais o reator foi alimentado com uma relação DQO/[\'SO IND.4\'POT.2-\'] de 1,34. Nos ensaios nos quais o reator foi alimentado na relação DQO/[\'SO IND.4\'POT. 2-\'] de 0,67, as eficiências para a redução de sulfato foram de 25, 58 e 55%, respectivamente. Na operação com relação DQO/[\'SO IND.4\'POT.2-\'] de 0,34, as eficiências para redução de sulfato foram de 23, 37 e 27%, respectivamente. Desta maneira, pode-se concluir que as operações em batelada alimentada favoreceram a remoção de sulfato, enquanto foi observado que nas operações em batelada a remoção de matéria orgânica atingiu melhores eficiências. / This present work evaluate an anaerobic sequencing batch reactor (ASBR), fed in batch and fed-batch, and cycles of 8 hours, using granulated biomass and mechanical stirring in a draft-tube, fed with synthetic wastewater (500 mgCOD/L), enriched with sulfate in some COD/[\'SO IND.4\'POT.2-\'] relations. In all operations the reactor showed a stable operation, producing alkalinity and maintaining the volatile acids in adequate levels. Considering the fed periods of 10 min, 3 h and 6 h, respectively, the removal efficiencies of the sulfate was 30, 72 e 72%, in the operations when the reactor was fed with a COD/[\'SO IND.4\'POT.2-\'] relation of 1,34. In the essays when the reactor was fed in COD/[\'SO IND.4\'POT.2-\'] relation of 0,67, the efficiencies of the sulfate reduction was 25, 58 e 55%, respectively. When the reactor was operated with COD/[\'SO IND.4\'POT.2-\'] relation of 0,34, the efficiencies of sulfate reduction 23, 37 e 27%, respectively. Thus, is possible to conclude that the operations in fed-batch increased the efficiency of sulfate removal, at what time was observed that in batch operations the organic matter removal attained improved efficiencies.

Arbitration law in Qatar : the way forward

Qatar is among the fastest growing developing countries in all fields. Since the State of Qatar gained independence from the United Kingdom, the Qatari government has been focusing on the formation of state institutions to keep pace with global development. In 1971, Qatar released the first civil and commercial law. The country established the first step towards the separation of civil and commercial transactions of Islamic law. However, the ever-changing nature of business and global economy requires significant economic and societal changes. With the increase of foreign investors in Qatar, there had to be a law governing arbitration in contracts. Therefore, the government promulgated the arbitration clause in commercial contracts; the first code of civil and commercial procedure contains a chapter of the arbitration. However, the provisions of arbitration included in this law are not compatible with the UNCITRAL Model Law. Although there is a shortage in literature regarding arbitration in Qatar, several studies discussed issues related to arbitration in Qatar and called for the adoption of a new separate arbitration law in Qatar compatible with the UNCITRAL one. This prompted Qatar to work on a new draft law of arbitration, especially after the ratification of the New York Convention 1985 by Qatar. However, these studies did not cover other factors which affect arbitration; such as cultural attitude towards arbitration and issues affecting the practice of arbitration in Qatar. Unlike previous studies regarding arbitration in Qatar, this thesis uses multi-methods to get an answer of the main question of the research, which is: “Will the new Arbitration Draft Law solve all the issues related to arbitration in Qatar, thereby attracting international companies to Qatar and its law for their arbitration?” The thesis reviews the related literature in the first stage. Then it analyses interviews which were held with a number of arbitration stakeholders, the recent Qatari draft law of arbitration, the GCC unified arbitration draft law and the Qatar Financial Centre (QFC) draft law. After that it conducts a comparison between the current provisions of arbitration, the Qatari arbitration draft law and the GCC unified arbitration draft law in light of the UNCITRAL Model Law and the Egyptian Arbitration Law. This multi-methods study results in recommendations which are listed in its conclusion. It is worth mentioning that both the Qatari arbitration draft law and the QFC draft law are considered for the first time in a research study. Also, the interviews which were held for the purpose of this research enrich the outcome as the participants were chosen from various categories of arbitration stakeholder, where some of them represent official entities; such as the Legislation Department of the Ministries Council and some of them are high ranking officials of these entities; such as the Minister of Justice.

Ett av världens huvudsakliga normgivningsorgan inom redovisningsstandarder är International Accounting Standards Board. Just nu pågår projektet att revidera föreställningsramen där grundtankarna för den finansiella rapporteringen redogörs. Studien kommer beröra förslag beträffande definition, recognition och derecognition av skuld. Olika intressenter har fått möjligheten att kommentera dessa förslag genom Comment Letters (CL) på ett tidigare utgett Exposure Draft (ED) 2015. Studiens syfte är att redogöra för olika intressentgruppers inställning till förslaget på definition, recognition och derecognition av skulder i IABS:s föreställningsram. Vidare är syftet att undersöka den bakomliggande anledningen till varför de ställer sig positiva eller negativa till förslaget. Slutligen är syftet att undersöka om informationsbehovet skiljer sig mellan intressentgrupperna beträffande definition, recognition och derecognition i IASB:s föreställningsram. Studiens bidrag är att bidra med en större förståelse inom ämnet samt att vara till nytta för normgivare och den framtida normgivningsprocessen. Detta görs genom att identifiera hur olika intressenter ställer sig till förslagen samt varför. Då det är viktigt att intressenters intressen tas hänsyn till för att föreställningsramen ska bli allmänt accepterad, kommer studiens resultat vara ett bidrag till den fortsatta utvecklingen av föreställningsramen. Studien baseras på de CL som inkommit till International Accounting Standards Board innan den 26 oktober 2015, vilket var sista datumet att lämna CL på ED 2015. Studien har avgränsats till att endast inkludera CL från normgivare, redovisningsprofessionen, banker, företag och akademiker. I studien behandlas 125 stycken CL. Därefter har en dokumentundersökning med en induktiv ansats gjorts. Resultatet av studien visar att en majoritet av intressenterna ställer sig positiva till förslagen beträffande definition, recognition och derecognition av skuld. Banker är den enda intressentgrupp som ställer sig negativa till förslaget vilket kan grunda sig i att de är oroliga att förslaget öppnar upp en möjlighet för företag att själva göra en bedömning om vilken redovisningsmetod de ska välja. Emellertid önskar alla intressenter att mer vägledning ges i föreställningsramen. Vidare går det att dra en slutsats att intressenterna önskar en mer regelbaserad föreställningsram. Utifrån studiens resultat kan det konstateras att projektet att revidera föreställningsramen bör fortgå då det finns oklara principer som behöver tydliggöras. / One of the world's main standard-setters in accounting standards is the International Accounting Standards Board. The project to revise the Conceptual Framework is ongoing. The Conceptual Framework sets out the basic concepts for financial reporting. This study will concern proposals regarding the definition, recognition and derecognition of liabilities. Various stakeholders have been given the opportunity to comment on these proposals through Comment Letters (CL) on a previously released Exposure Draft (ED) 2015. The purpose of this study is to account for the different interest groups' attitude towards the proposal for the definition, recognition and derecognition of liabilities in the IASBs’ Conceptual Framework. Furthermore, the purpose is to examine the underlying reasons why they have positive or negative attitude to the proposal. Finally, the purpose is to examine whether the need for information differs between the interest groups in terms of definition, recognition and derecognition in the IASBs’ Conceptual Framework. The contribution of the study is to contribute to a greater understanding of the subject, as well as to benefit the standard-setters and the future process for standard-setting. This is done by identifying the different stakeholders attitude towards the proposals and why. Since it is important that the interests of stakeholders will be taken into account in order for the Conceptual Framework to be widely accepted, the study's results will be a contribution to the continued development of the Conceptual Framework. The study is based on the CL submitted to the International Accounting Standards Board before October 26, 2015, which was the last date to leave a CL on ED 2015. The study has been limited to, include only CL from standard-setters, accounting professionals, banks, companies and academics. The study consists 125 CL. Then a document examination with an inductive approach has been made. The result of the study shows that a majority of stakeholders are in favor of the proposals regarding the definition, recognition and derecognition of liabilities. Banks are the only interest group who disagrees with the proposal, which may be because they are worried that the proposal opens up for the opportunity for companies to make an assessment of the accounting method they themselves should choose. However, all stakeholders want more guidance in the Conceptual Framework. Furthermore, it can be concluded that stakeholders wish for a more rule-based Conceptual Framework. Based on the results of the study, it can be noted that the project to revise the Conceptual Framework should continue as there are unclear principles that need clarification. Návrh chladícího okruhu pro odvod tepla z kondenzátoru parní turbíny / Design of a cooling circuit for heat removal from a steam turbine condenser

This thesis deals with the problems of wounding of low potential transferred from steam turbine condenser. First, in the theoretical part variations of steam condenser design are described. Then there is a description of variations of cooling cycles and possibilities of their operation range. In second part of the thesis there are two common cooler options chosen. Those are wet cooling tower with natural draft and dry chiller with forced draft. Two types of cooling liquid are chosen to be used for dry cooling. These are water and the other one is 50 % mixture of water and propylene glycol. Based on the calculation results of both cooling cycle variations appropriate pumps are chosen, fan for forced convection respectively. Parts of the thesis are also projection drawings for both calculated variations.

Increasing the specific speed of simple microhydro propeller turbines

The late University of Canterbury civil engineering lecturer Peter Giddens developed a range of simple microhydro turbines, with publications from as early as the 1980s. He considered that a range of simple but well-designed turbines which covered the gamut of possible small sites would be more useful than any single turbine. He started with radial inflow turbines, then set about extending their range of applicability by increasing specific speed. That extension was continued by the research in this thesis, which aimed to produce a design with a minimum efficiency of 70 % at a specific speed of at least 600 (rev/min, kW, m). Achieving those targets would differentiate it from existing microhydro designs. In order to reach those performance targets, the volute, runner, and draft tube were examined through experiment and computational fluid dynamics models to characterize past designs and test the validity of their embodied assumptions. A prototype with a design specific speed of 650 was built and fully characterized by dynamometer testing. Measurements of the outlet velocity distribution of two of Peter Giddens’s volutes confirmed that single tangential inlet volutes are not torque-free when certain geometric conditions are met; swirl increased through those volutes by 70 % or more depending on the design. A new overall turbine design was proposed, where axial flow enters the runner and swirling flows leaves it. This required the design of a novel volute. Through computational analysis, the effect of swirling flow entering the conical draft tube was shown to affect its pressure recovery: negatively for draft tubes with small angles, positively for larger angles. It was shown that the peak pressure recovery of an optimum draft tube was not likely to be improved upon by the use of swirl, and since there was uncertainty in the analysis, a conservative draft tube was specified for the prototype. A flat-bladed runner was designed for the prototype and computational modeling indicated its performance would be sensitive to small changes in flow angle. Despite that sensitivity — an intrinsic property of high specific speed runner velocity triangles — the computational model was shown to give good predictions of the runner flow characteristics, although not its effciency. Finally, a 1.2 kW prototype was built and achieved a peak net effciency of 64 % as defined by the American Society of Mechanical Engineers at a net head of 2.07 m, a flowrate of 94 L/s, and a runner shaft speed of 1670 rev/min, corresponding to a specific speed of 740. Maximum measured runner efficiency of 87 % also occurred at those conditions. Compared to existing designs, that performance extended the operational envelope of microhydro turbines considerably. A three-zone computational model of the entire prototype was assembled and trialled, but not validated. It is concluded that for efficient high specific speed turbines, volute swirl characteristics must be known with confidence, as the volute sets the conditions at the leading edge for peak runner efficiency. A simple but efficient runner may be made using flat blades, showing the potential for this geometry even when made by limited workshops. Adding a free-vortex tangential velocity distribution to the inlet flow of a stalled conical draft tube may increase its pressure recovery, although it is not likely to exceed the best performance obtainable with axial inlet flow. Therefore taking measures to reduce the peak fluid velocity entering the draft tube could be more beneficial to overall performance than seeking outright improvements in draft tube pressure recovery.

Legal and Governmental Obstacles to Implementing an International Draft in the MLB

This paper considers whether the implementation of an international draft by Major League Baseball (MLB) will be possible. Over the last five years, the MLB has increasingly placed more stringent limitations on international spending, which has limited the bargaining power of international free agents. Many in the international market believe that the agreement between the MLB and the Major League Baseball Players Association (MLBPA) during the 2016 Collective Bargaining (CBA) negotiations are progressing towards an international draft, which would have a crippling effect on the future of baseball in many foreign countries. This paper is focused on the countries that stand to suffer the most should an international draft be implemented: the Dominican Republic, Venezuela, and Cuba. Currently there is little reliable research on this topic. Based on extensive research and interviews with both current and former international scouts, MLB baseball operations personnel, and employees working in the Labor Department in the MLB Commissioner’s Office, this paper suggests that while the MLB maintains that an international draft will be implemented in upcoming collective bargaining agreements, the obstacles in implementing an international draft will prove to be insurmountable.

TITLE: Body styling - Principles and Practical Implementation OBJECTIVES: The aim of this diploma thesis is the search processing of available literary sources associated with bodystyling and the draft and verification of appropriate bodystyling lessons with positive effect on body composition for women and men without previous experience with bodystyling. METHODS: While elaborating this diploma thesis, my efforts were based on literary search, in particular I searched in literature focused on bodystyling and muscular system anatomy. This work shows its descriptive analytical character. Verification of drafted bodystyling lessons reveals, why bodystyling is a suitable form of regular physical exercise or activity. The target group consisted of twelve persons, six women and six men, within the age from twenty to fifty. None of them had previous experience with bodystyling lessons. RESULTS: The proposed physical intervention positively affected body composition interceded subjects that directly affected the body shaping. Body fat percentage was significantly reduced in eleven people out of twelve. The result of percentage of fat for the examined group is (-0,9±0,6) %.
