Prevention and intervention strategies with regard to disputes on selection procedures on promotional posts in the North West Department of Education

M.Ed. / The Department of Education in North West is inundated with disputes as a result of procedures not being followed, in respect of promotional posts. This state of affairs has caused the Department a lot of money, a lot of stress to those affected as well as affecting the progress of many schools in the North West Province. The aim of this study is to describe a prevention strategy to be used in order to reduce the number of disputes experienced in the Department of education. In this work exploratory and descriptive, qualitative design is mainly used. The aim being to develop new insight into the phenomena and to increase understanding. Through interviews, the research has been able to explore and describe the viewpoints of, Director for co-ordination, District managers, affected Education Labor relations Council, with regard to causes of such disputes. The researcher has been able to develop prevention and an intervention strategy in North West. Prevention strategies, focusing on causes of such disputes, should be designed taking cognizance of factors highlighted by this study such as low level of illiteracy among School Governing Body members and unclear procedures on selection.

The impact of National Certificate Vocational on the continued learning : patterns and destination of the FET colleges engineering graduates in the North West Province

Since the advent of democracy in 1994 South Africa has been faced with the shortage of skilled people and this is caused, amongst other things, by the inadequacy of the outdated National Education Programmes for Technical Colleges (NATED) and later referred to as the N-programmes. To address the problem, the former Department of Education (DoE) developed new programmes called the National Certificate Vocational NC (V) for the students of the Further Education and Training colleges (FETs), which were renamed the Technical Vocational Educational and Training Colleges (TVET). The TVET programmes were implemented with the collaboration of industry and other stakeholders who were involved when the NC (V) programmes were developed to ensure their buy-in. Despite all these efforts, Magnus et al. (2013) are of the view that the vocationally-oriented NC (V) programmes offered at colleges are not useful, work-focused and flexible, as a result some leading employers reject the products of the programmes. Returning to the global debate, Lewis (2009) contends that failure of vocational programmes anywhere ought not to be taken as an indictment of vocationalism. Based on the above scenario, this study surveyed and traced TVET graduates who graduated from 2009 to 2012, to determine the impact of the NC (V) programme on those who decided to either further their studies or be employed. Although the programmes offered by the FET’s are rolled out in various study fields throughout the country, the research was limited to graduates who were enrolled in the following three programmes in the North West Province: building construction, electrical, and engineering related studies. The three mega FET Colleges, composed of more than ten campuses as listed in point 1.2.1, are spread throughout the province, which is regarded to be predominantly rural even though it boasts the biggest hub of mines, especially platinum mines. There is also high concentration of tourism industry as well as agricultural businesses that require a skilled labour force to drive economic activities. An extensive literature review was conducted to appropriately inform the study and to provide a firm basis for the arguments. The NC (V) programmes by their nature and design are closely related to the work of the Sector Education and Training Authorities (SETAs) with respect to the apprenticeships and the learnerships. Factors relating to the research scope, context and the geographical environment were analysed to ensure proper delineation and delimitation of the study since it covered only the North West Province of South Africa. The study used both qualitative and quantitative research methodologies for the collection of data. An interview schedule was used for the collection of the qualitative data from the Colleges, Department of Higher Education and Training, the Sector Education and Training Authorities (SETAs), the Universities of Technologies (UoTs), and the various employer organizations. The questionnaire was applied to collect quantitative data from the graduates because of their large numbers. The use of both methods, the qualitative and quantitative, enhanced the quality of the verification and the validation of the data. The correlational relationship and connection between the NC (V) graduates and their post college destinations was determined. This refers to the correlation between NC (V) graduates and the opportunities seized after their college studies. Charles (1998:11) attests that “although in most cases data for correlation studies are obtained through measurement, at times they come from judgments made by researchers, teachers, or other qualified persons”. In line with this, the researcher presented the findings from the qualitative method in a manner that outlines the opinions and the post college status of the graduates. The findings of the qualitative method provided background knowledge into the NC (V) programmes, the graduates and their destinations, thereby validating the quantitative findings. A work integrated learning framework model is proposed for the enhancement of the FET College curriculum, for the improvement of quality work-placement and for the promotion of partnership amongst the beneficiaries; graduates, employers, colleges and the intermediaries. / Educational Leadership and Management / D. The impact of social problems on the academic achievement of high school pupils in the North West Province

This state of affairs (high scholastic underachievement) in many schools, particularly in Black rural schools in South Africa, is a matter of grave concern amongst educators. These scholastic underachievers do not realise their potential, do not acquire skills for any decent job, are jobless, fiustrated, make no meaningful contribution to society, render the state's effort of having financed (subsidised) their education meaningless and uneconomical and are viewed as failures as human beings and of society as such. To address this problem, it is extremely germane for specialists and the community to join hands, pool knowledge, expertise and experience in order to investigate the causes of scholastic underachievement and what precautionary measures can be taken to curb scholastic underachievement. Every effort must be made to understand the causes of scholastic underachievement in order to develop prevention strategies to counteract this phenomenon. The aim of this study is to explore the phenomenon of scholastic underachievement within the context of rural Black South Africa and, based on the results of the study, to develop a prevention strategy to be used for scholastic underachievers in rural Black South Africa which would meet both the internal and external needs of the scholastic underachiever. In this research an exploratory and descriptive, qualitative approach which is a generative design is mainly used and is based on the model of theory generation of Chinn & Kramer (1991). The aim of this approach is to develop new insight into these phenomena and to increase understanding. Through focus group interviews, the researcher has been able to explore and describe the viewpoints of principals of schools, parents of scholastic underachievers and fellow learners of scholastic underachievers appertaining to what causes scholastic underachievement and what precautionary measures could be taken to curb and counteract scholastic underachievement.

The results of mathematics level 3 have always been a problem at TVET colleges as this hampers the certification rate and the progress of the students to level 4. Students who did not do well in the current subject are not allowed to register that subject in the following level. Even though the students are allowed to progress to level 4 they won’t be certificated for both levels until they pass the remaining subject. The above challenges made the researcher to check during the marking and moderation of November / December examination the course of poor results for mathematics level 3. In the process of checking the researcher discovered that rectangular hyperbola is one of the topics that the students of mathematics level 3 are struggling with. This study therefore focuses on exploring the challenges faced by TVET Level 3 NCV students in understanding the hyperbolic function in mathematics. In addition to the literature review, an empirical investigation based on a qualitative approach and involving semi-structured interviews with the students of a TVET college in North West was conducted to collect data. The analysis of documents relevant to the study was also used as the other method. The study used participatory action research, where the researcher, collaborators and students work alongside each other to collect data and to improve practice and follow the spiral pattern of reflection, analysing the results and adapting the action. The research design and methodology was qualitative. This helped the researcher to understand the challenges students faced in the learning of rectangular hyperbola and also came up with ways to minimise those challenges. The data collection methods used was interviewing using semi-structured questions, pre-test and post-tests. During data collection different interventions (IN1 –IN3) was used depending on the understanding of the students. For ethical consideration, ethical clearance was obtained from UNISA. DHET, the principal of the college, collaborators, parents and students will also give written consent on forms which will be sent out explaining what we envisage. Since research was voluntary, an explanation was given that this was not compulsory and that participation was completely voluntary and that they could withdraw at any time. In this study, various methods to empower students were recommended. An evaluation of a mathematics professional teacher development programme

Although South African teachers have ample opportunities for professional development (PD), weak results of learners show that these opportunities have had a limited effect on the development of the Mathematics teachers’ instructional skills. The improvement of the teaching of Mathematics is regarded as a solution to learners’ poor performance, because teachers play a key role in the improvement of pupils’ learning. In the light of this, a Mathematics PD programme implemented in a province of South Africa was evaluated and served as a case study. The aim of this evaluation was to probe the quality of the programme since it had been suggested that improving the quality of teaching can be achieved by offering effective PD programmes. Thus, the evaluation was done in an attempt to establish the academic value of the intervention. The investigated programme – which was implemented in a rural and under-resourced setting – focused on FET Mathematics teachers and used mentoring and workshops as its key intervention implementers. Five teachers were involved in this programme. Data collection methods included semi-structured interviews, lesson observations, mentoring and workshop reports, the results of learners, and pre- and post-test results of the participants. The evaluation of the PD programme revealed the following: that the workshops addressed the participants’ content knowledge gap to a limited degree; that mentoring was able to assist with the individual classroom-related needs of the participants, and that the community of practice formed in the workshops helped the participants to develop by means of working together on lesson preparation, micro-teaching, and content knowledge exercises. Other findings revealed that the duration of the workshops were adequate, however their intensity was insufficient to effectively address the participants’ needs, and that the workshops were carefully planned, given that the same topics were repeated. The mentor teachers and other facilitators encountered challenges relating to the long intervals between the mentoring sessions, the limited post-lesson-observation discussion time, the significant distances between the involved schools and the heavy teaching load of the participants. Nevertheless, recommendations on improving the effectiveness of future PD programmes included careful selection of the dosage of interventions, site-based mentoring, to incentivise participants of PD programmes, alleviating the teaching load of overburdened participants and the creation of conducive environments in rural areas for the formation of communities of practice. / Mathematics Education / D. The functions of teachers' code switching in multilingual and multicultural high school classrooms in the Siyanda District of the Northern Cape Province

Thesis (MPhil (General Linguistics))--University of Stellenbosch, 2010. / ENGLISH ABSTRACT: Code switching is a widely observed phenomenon in multilingual and multicultural communities. This study focuses on code switching by teachers in multilingual and multicultural high school classrooms in a particular district in the Northern Cape Province of South Africa. The aims of this study were to establish whether teachers in the classrooms concerned do code switch and, if so, what the functions thereof are. With these aims in mind, data were collected from four high schools in the Siyanda District, during 13 lessons in total. These lessons were on the subjects Economic Management Sciences, Business Studies and Accounting. The participants in the study were 296 learners in Grades 8 to 12 and eight teachers. Data were collected by means of researcher observations and audio recordings of lessons. These recordings were orthographically transcribed and then analysed in terms of the functions of code switching in educational settings as identified from the existing literature on this topic as well as in terms of the Markedness Model of Myers-Scotton (1993). The answer to the first research question 1, namely whether teachers made use of code switching during classroom interactions was, perhaps unsurprisingly, “yes”. In terms of the second question, namely to which end teachers code switch, it was found that the teachers used code switching mainly for academic purposes (such as explaining and clarifying subject content) but also frequently for social reasons (maintaining social relationships with learners and also for being humorous) as well as for classroom management purposes (such as reprimanding learners). The teachers in this data set never used code switching solely for the purpose of asserting identity. It appears then that the teachers in this study used code switching for the same reasons as those mentioned in other studies on code switching in the educational setting. The study further indicated that code switching by the teachers was mainly an unmarked choice itself, although at times the sequential switch was triggered by a change in addressee. In very few instances was the code switching a marked choice; when it was, the message was the medium (see Myers-Scotton 1993: 138), code switching functioned as a means of increasing the social distance between the teacher and the learners or, in one instance, of demonstrating affection. Teachers code switched regardless of the language policy of their particular school, i.e. code switching occurred even in classrooms in which English is officially the sole medium of instruction. As code switching was largely used in order to support learning, it can be seen as good educational practice. One of the recommendations of this study is therefore that particular modes of code switching should be encouraged in the classrooms, especially where the medium of instruction is the home language of very few of the learners in that school.

A case study of adult basic education and training programmes in the development of vocational skills in the North-West Province

This study discusses the provision of vocational skills in Adult Basic Education and Training (ABET) centres in the North West Province (NWP) of South Africa. Currently, South Africa is engulfed with challenges of high unemployment rate, skills shortages and poverty amongst the adult population. The standardisation of the ABET system and the colonialism ideologies ·can be blamed for the current poor state of ABET centres. A qualitative research method was used. The qualitative research design was the best choice because it was concerned with how the research respondents create meaning based on their understanding and experiences about the provision of skills in the ABET centres. Two case studies were used as the methodology to carry the research. Triangulation was used to collect data. Structured interviews, focus group interviews, observations and visuals were utilized to collect detailed data about vocational skills in the ABET centres in the NWP. lnterpretivism research paradigm was used as an epistemological position, to position me in the study. Critical theory was used to frame the study. The use of critical theory enabled me to investigate the different types of skills that were offered in the two ABET centres and the impact they have in the socio economic development of the ABET learners. The use of critical theory in this study enabled me to come up with alternatives of improving the current programmes that are being offered in the ABET centres faced by ABET learners need collective efforts from all the stake holders that are involved in the designing of the ABET curriculum and learning programmes. ABET is dysfunctional and it needs to be urgently overhauled. ABET learners depend on the grants offered by the government. Facilitators are under prepared and unprepared to teach the school subjects that they were currently responsible to teach.
