This work aims at analyzing the complexity of the democratization process and the participation of the Management Committee in the elaboration of the Education State Plan of Alagoas for the period of 2006 up to 2015. The work has as main objectives: to identify the context of the educational planning in Brazil and in the State of Alagoas, and to characterize the democratization process and the participation in the educational planning in the cited state during the XXI century. Besides the participating observation, some semi-structured interviews were carried out, and two categories were chosen to analyze the material: democracy and participation. The non-existence of popular participation practices of some thematic subcommittees has brought difficulties to the mobilization with several collective political subjects to discuss and elaborate proposals of the Education State Plan of Alagoas. / Este trabalho se propõe a analisar a complexidade do processo de democratização e de participação do Comitê Gestor na elaboração do Plano Estadual de Educação do Estado de Alagoas (PEE/AL) 2006-2015. Tem como objetivos principais: identificar o contexto do planejamento educacional no Brasil e no Estado de Alagoas, além de caracterizar o processo de democratização e de participação no planejamento educacional neste Estado no decorrer do século XXI. Além da observação participante, foram realizadas entrevistas semi-estruturadas e escolhidas duas categorias para análise: democracia e participação. A inexistência de práticas de participação popular de alguns sub-comitês temáticos dificultou a mobilização com os vários sujeitos políticos coletivos para a discussão e elaboração das propostas do PEE/AL.
