SPATIAL NETWORK BIG DATA APPROACHES TO EMERGENCY MANAGEMENT INFORMATION SYSTEMSUnknown Date (has links)
Emergency Management Information Systems (EMIS) are defined as a set of tools that aid decision-makers in risk assessment and response for significant multi-hazard threats and disasters. Over the past three decades, EMIS have grown in importance as a major component for understanding, managing, and governing transportation-related systems. To increase resilience against potential threats, the main goal of EMIS is to timely utilize spatial and network datasets about (1) locations of hazard areas (2) shelters and resources, (3) and how to respond to emergencies. The main concern about these datasets has always been the very large size, variety, and update rate required to ensure the timely delivery of useful emergency information and response for disastrous events. Another key issue is that the information should be concise and easy to understand, but at the same time very descriptive and useful in the case of emergency or disaster. Advancement in EMIS is urgently needed to develop fundamental data processing components for advanced spatial network queries that clearly and succinctly deliver critical information in emergencies. User Acceptance of Technology: an Empirical Examination of Factors Leading to Adoption of Decision Support Technologies for Emergency ManagementJennings, Eliot A. 08 1900 (has links)
This study examines factors that influence the intent to use and actual use of decision support software (DSS) technology by emergency management officials to facilitate disaster response management. The unified theory of acceptance and use of technology popularized by scholars from the field of information sciences (IS) for the private sector is adapted and extended to examine technology use in the public sector, specifically by emergency managers. An e-survey was sent to 1, 452 city and county emergency management officials from FEMA region VI and complete responses obtained from 194 were analyzed. Findings suggest that social influence is the strongest predictor of intent to use DSS technology by emergency managers, unlike private sector studies where performance expectancy was the strongest predictor. Additionally, effort expectancy, collaboration, social vulnerability, professionalism, performance expectancy, and gender explained 40 percent of their intent to use DSS technology. Factors explaining actual use of technology were intent to use technology, having an in house GIS specialist, and age of the emergency manager. This research successfully closes the gap in IS and disaster literature by being the first to focus on factors influencing technology use by emergency managers for decision making in disaster response. It underscores the importance of collaboration not only for post-disaster activities but also as a precursor to better disaster preparedness planning that calls for information sharing and technology acceptance and adoption across partnering jurisdictions.

"What we know is how we've survived": Tribal Emergency Management and the Resilience ParadoxDent, Lauren 05 1900 (has links)
In order to more fully inform moves toward equity in emergency management (EM), this research seeks to describe a general landscape of professional Tribal EM, and in particular, to examine how Tribal emergency managers and Tribal Nations are situated in relation to the EM enterprise (EME), and how they are doing resilience in their Tribal Nations. The findings presented in this dissertation reflect efforts to explore and document Tribal emergency managers' descriptions of their work and their perceptions about its context as they seek to do resilience in their Tribes. Specifically, qualitative interviews were conducted with Tribal emergency managers whose Tribal Nations span the United States. Findings indicate that there is significant variation among Tribal nations in terms of EM structures and capacities; Tribal emergency managers engage in a wide array of activities to promote resilience in their communities; and Tribal EM is becoming increasingly professionalized. Importantly, however, the research also uncovered a paradox in which Tribal emergency managers, both implicitly and explicitly excluded from the EME in many ways, find themselves doing resilience in the context of an increasingly popular disaster resilience paradigm that both increasingly shifts the burden of resilience to the local level, and expands the range of tasks associated with successful resilience processes. The dissertation concludes by discussing conceptual and practical implications of the research as well as directions for future research in this area.

Three Factors Leading to the Failure of Communications in Emergency SituationsBurroughs, James E. 01 January 2017 (has links)
The failure of communications, particularly related to interoperability, between police and firefighters responding to dangerous situations has resulted in death or injury to themselves or those they strive to protect. Using Grebner's and Shannon and Weaver's conceptualizations of communications theory as the foundation, the purpose of this general qualitative study was to evaluate, from the perspective of first responders, what barriers exist that may impede opportunities for interoperability of communications systems. Data were collected through semi-structured interviews with a purposive sample of 18 experienced first responders from the states of California, New York, and Texas. Interview data were deductively coded and subjected to a thematic analysis procedure. Key findings indicated that participants perceived differences in technology among agencies as a primary source of frustration and impediment to full interoperability. Further, participants identified policy barriers, a lack of inter-agency training opportunities, and budgetary constraints as frustrating the efforts toward interoperability. The positive social change implications of this study include recommendations to policy makers and first responder agency leadership to support policy change, including appropriations, that encourage increased interoperability among first responder agencies to foster a more expeditious response to large scale emergencies.

Governments, universities, and private companies all over the world are spending vast amounts of money and effort trying to better understand how infrastructures and humans react in the time stages before, during, and after a disruptive event. Analyzing complex systems such as those formed by infrastructure networks and decision makers is not a simple task and requires a multidisciplinary holistic approach. The field of research in infrastructure interdependencies is fairly new, and lies in the intersection of areas of knowledge such as emergency management, geography, simulation modeling, planning, and safety engineering.
Analyzing interdependencies between infrastructure networks is not only a complex problem in terms of its formalization, but also in terms of the intricacy required to test and validate that formalization. Furthermore, identifying and having access to the data necessary to validate the formal system is probably an even more complicated issue to resolve. It is, however, only through the study of these interdependencies that certain failures or weaknesses in the systems can be discovered; weaknesses that could not be studied through the analysis of a single isolated system. Not only is it a challenging task to analyze the interconnections between infrastructure systems, but studying these at moments of stress, when the interdependencies become dynamic, is even more difficult. In this thesis I explore the intersection between three main themes: Critical infrastructure interdependencies, Emergency Management, and Geographical Information Systems (GIS). Furthermore, I analyze the different types of interdependencies between infrastructure systems, I describe some of the challenges that have to be dealt with when modeling interdependencies, and I explore the possibility of modeling and visualizing some of these interdependencies by constructing an Infrastructure Geographical Information System of the UBC campus.
