Thesis (MPhil)--Stellenbosch University, 2014. / ENGLISH ABSTRACT: Since the advent of democracy in South Africa, the government has prioritized youth development in the
country. The strides made by government include setting up institutional arrangements, developing
policies and implementing programmes targeting young people in the country. However, despite the
efforts made to develop young people, the youth transition to adulthood is still extremely difficult, more
especially for unemployed black females who reside in rural areas. Youth unemployment is the biggest
problem affecting the youth in South Africa and globally, and the majority of the unemployed youth have
been categorised as ‘Not in Education, Employment or Training’ (NEET). Being unemployed and also not
being in education or training to prepare for future employment, limits future employability of the NEETs.
The Department of Social Development and Special Programmes in the Eastern Cape Province
implemented the Masupa-Tsela Youth Pioneers Programme (MYPP) to intervene in the high rate of youth
unemployment in the Province. The programme in the Province was never evaluated and as a result
there is no evidence of the success or failure of this youth programme.
This study evaluates the implementation of the MYPP with a particular focus in Mhlontlo Local
Municipality within O.R. Tambo District Municipality in the Eastern Cape Province. Mhlontlo Local
Municipality is a rural municipality characterized by high youth unemployment, high youth poverty, low
levels of education among youth and low literacy levels among adults. The purpose of the study was to
explore and discover whether the intended outcomes of the MYPP were achieved and what the specific
challenges of the youth were. Evaluation research is used in this study to explore the MYPP. Evaluation research assesses the
conceptualization, implementation, and impact of development programmes and projects. The data
collected during this study through focus groups, interviews, questionnaires, and document review,
revealed that the programme mostly achieved its intended outcomes, although there are areas that need
to be improved in the future implementation of the programme. However, the goals and outcomes of the
MYPP were not adequate to address the size of the challenge. On the basis of the findings of this study
the researcher recommends that youth development programmes should be implemented in the context
of sustainable development and young people must be placed at the centre of that development as
agents of change in their communities. The researcher also recommends outcomes based planning in the
Department, up-scaling of the programme, regular evaluation of the design, implementation and results of
a youth programme as well as improved participation of the youth in the programmes designed to
improve their lives. / AFRIKAANSE OPSOMMING: Die regering het sedert die koms van demokrasie in Suid-Afrika jeugontwikkeling in die land
geprioritiseer. Die vooruitgang wat gemaak is, sluit in die opstel van institusionele reëlings , die
ontwikkeling van beleid en die implementering van programme wat gerig is tot jong mense in die land.
Maar ten spyte van die pogings om jong mense te ontwikkel, vind die jeug die oorgang na volwassenheid
nog steeds baie moeilik, veral vir werklose swart vroue wat in landelike gebiede woon . Werkloosheid
onder jeug is die grootste probleem wat die jeug in Suid -Afrika en in die wêreld ondervind, en die
meerderheid van die werklose jeug word gekategoriseer as "Nie in onderwys, beroep of opleiding nie'
(NOBOe). Om werkloos te wees en ook nie in onderwys of opleiding om voor te berei vir toekomstige
indiensneming nie, beperk toekomstige indiensneembaarheid van die NOBOe .
Die Departement van Maatskaplike Ontwikkeling en Spesiale Programme in die Oos-Kaap het die
Masupa Tsela - Jeug Pioneers Programme (MJPP) geïmplementeer om in te gryp in die hoë
werkloosheidskoers onder die jeug in die Provinsie. Die programme in die provinsie is nooit geëvalueer
en as gevolg is daar geen bewyse van die sukses of mislukking van hierdie jeug programme nie.
Hierdie studie evalueer die implementering van die MJPP met 'n spesifieke fokus op Mhlontlo Plaaslike
Munisipaliteit in die Tambo -distriksmunisipaliteit in die Oos-Kaap. Mhlontlo Plaaslike Munisipaliteit is 'n
landelike munisipaliteit wat gekenmerk word deur hoë werkloosheid onder die jeug, hoë jeug armoede,
lae vlakke van onderwys onder die jeug en lae vlakke van geletterdheid onder volwassenes . Die doel
van die studie was om te ondersoek en vas te stel of die beoogde uitkomste van die MYPP bereik is en
wat die spesifieke uitdagings van die jeug was. Evaluering navorsing is in hierdie studie gebruik om die MJPP te verken. Evalueringsnavorsing evalueer
die konseptualisering, implementering en die impak van die ontwikkeling van programme en projekte .
Die data wat ingesamel is tydens hierdie studie deur middel van fokusgroepe, onderhoude, vraelyste , en
dokument hersiening, het aan die lig gebring dat die programme meestal sy doel bereik het, maar daar is
gebiede van die implementering van die programme wat in die toekoms verbeter sal moet word. Maar die
doelwitte en uitkomste van die MYPP was nie voldoende om die grootte van die uitdaging aan te spreek
nie. Op grond van die bevindinge van hierdie studie beveel die navorser uitkomsgebaseerse beplanning
in die Departement voor, vergroting van die programme , gereëlde evaluering van die ontwerp,
implementering en resultate van 'n jeug programme sowel as die verbeterde deelname van die jeug in die
programme wat ontwerp word om hul lewens te verbeter.

Challenges to gender equality in the legal profession in South Africa : a case for putting gender on the transformation agendaLasseko-Phooko, Matilda E. K. 23 July 2019 (has links)
This study demonstrates the negative effect of stereotypes in the progression of women in the legal profession in South Africa and the laws, policies and measures that reinforce gender and sex stereotypes are discriminatory on the basis of gender and sex. This notwithstanding, it considers whether gender equality can be achieved where the measures adopted for gender transformation are premised on gender or sex stereotypes. The study analyses the Cape Bar Maternity Policy in concluding that this approach is justifiable and necessary to achieve substantive gender equality.
In addition, this study provides recommendations for the legal profession to achieve substantive gender equality that include: special measures to ensure that the working environment is cognisant of the lived realities of women; requiring practitioners to confront their individual bias by holding them accountable for habits and attitudes that maintain gender inequality; and linking the career advancement of legal professionals to a demonstrable commitment to gender transformation. / Jurisprudence / LL. A criminological study of women in the South African Police ServiceMorrison, Cherita Jeanne 31 December 2004 (has links)
In order to gain a better understanding of the position of women in the field of policing, it was necessary to study the attitudes of the policewomen, which presently exist with regard to the role of the woman in the South African Police Service. Although some studies have been done on policewomen world-wide, none have been done in the rural areas of the Vaalrand and this is where the research took place. Only women formed part of this survey. Detailed questions were asked concerning their role in policing.
This was an empirical qualitative study. The research procedures as stipulated for a descriptive study were followed, as the main objective of the research was to describe the circumstances of women in the predominantly male environment of policing. A survey interview was drawn up, containing semi-structured in-depth questions regarding their recruitment, motivation for joining and job-related satisfaction and other issues including discrimination and domination by men. Qualitative methods were applied not only for data collection but also for data analysis. The coding consisted of conceptualising the raw data. Open coding was used in this qualitative research. The researcher read through all the collected data and then assigned initial codes to condense the mass of data collected.
The following main issues were found: that discrimination still exists in the SAPS, as well as resentment, a lack of recognition, misunderstanding and unfulfilled challenges which relate to conflict being experienced. These respondents have aspirations in their work and aspire to better positions in the SAPS, as there have been major contributions by women in the police. They have also had an impact on policing, as they have become major role players in the field where victims are concerned.
The presence of policewomen in the SAPS is an important asset to modern law enforcement and their present day role in policing should be explored and expanded. Qualified women could also be utilised in important staff service units such as planning and research, training, intelligence, inspection, public information, community relations, and as legal advisors instead of being utilised only in administrative work.

Employment expectations of former female offendersJames, Jessuina Katia 02 1900 (has links)
Most studies in South Africa focus on male offenders as they make up the majority of the offending population. With female offenders being in the minority, they receive less of the research attention. The aim of this qualitative study was to explore the subjective experience of finding employment with a criminal record from the perspectives of six female former offenders who participated in the study. Participants were asked to share their accounts during semi-structured interviews. The transcripts were analysed using Interpretive Phenomenological Analysis. A total of nine themes were identified, namely; confronting the labour market; it affected my life not my chances; experiences of vocational skills and labour in corrections; current financial status versus previous financial status; those left behind: the impact of incarceration on the family. I am Human too, entering and adjusting in the correctional system, finding God and oneself, and rehabilitation and reintegration programmes. The findings showed that the experience of incarceration cannot be separated from the experience of adjusting back into society and finding employment. Employment and unemployment had an effect on participants’ financial status but also affected self-esteem and the relationship with family. The findings illustrated how participants used different coping methods to deal with not being able to find employment, dealing with the stigma attached to being a former offender as well as adjusting back into the community. The analyses from the interviews were compared to existing literature, thus creating a rich discussion. An overview of the discussion and some recommendations were provided and the limitations of the study were also taken into account. / Psychology / M.A. (Psychology)

The impact of the new co-operative act on employment and poverty reduction: a case study of sorghum producers in the Eastern Cape provinceManciya, Sixolise January 2012 (has links)
In general, traditional co-operatives suffer from free-rider, horizon, portfolio, control and influence problems that starve them of both equity and debt capital. Evidently, the factors which constrain agricultural development also inhibit co-operative development in the former homelands. These factors include socio-economic as well as political factors operating in the environment of the cooperatives. In addition to these external factors, co-operatives have several internal problems such as inefficient management and lack of understanding of the co-operative concept and principles. The New Cooperative Act No. 14 of 2005 was an attempt at addressing these fundamental problems. The purpose of this study was to analyze the extent towhich cooperatives organized on the basis of this new Act have performed and to ascertainwhether or not they have met the expectations of the policy makers. In order to address these issues a structured questionnaire was used to interview 100 farmers. Farmers were divided into two groups, one group consisting of fifty members and the other fifty non-members; all these farmers were randomly selected from Ndonga and Maqhashu in Lady frère. The study investigated and profiled the socio-economic situation of the communities of Ndonga and Maqhashu with particular emphasis on the employment and poverty situations, as well as the income earning opportunities in the communities. It also undertook a comparison of the members and non-members of the co-operatives in terms of their production results under the sorghum production programmes in the two communities.The data were analyzed by means of descriptive and inferential statistics which explain some measures of central tendency and dispersion as well as levels of significance. A t-test of independent samples was used to compare the means for the sorghum yields and revenues for non-members and members of the co-operative. Gross margin analysis was also used to determine the financial implications of cooperation for the smallholders. In addition, a multiple regression model and a discriminant function were fitted to determine the factors explaining the differences in performance of members and non-members of the cooperative society. The Gross Margin analysis shows that the cooperatives are operating at a loss, meaning they produce less with high production costs. However, the results also show that the Ndonga and Maqhashu sorghum co-operative did not benefit only its members but the whole community through significant job creation for the local population.

The Eastern Cape Department of Education has a constitutional and legislative mandate to provide quality public education in all public schools within the province. The commitment to improve also involves ensuring effective educator personnel provisioning in public secondary xii schools. However, despite various legislative and policy measures relating to educator personnel provisioning, serious concerns have been raised. There have been concerns over the shortage of educators. There are concerns over the lack of suitably qualified educators, especially in Mathematics and Science subjects. Disparities have been noted between legislative and policy directives with regard to educator personnel provisioning and the expectations of educators based on the realities in public secondary schools. The complications and challenges thereof have called upon for the appraisal of educator provisioning. The objective of the study is to describe and explain the nature and place of personnel provisioning in public secondary schools. Thereafter, evaluate its application at selected public secondary schools in the Eastern Cape Province. The basic intention is to prove that the educator personnel provision policy implementation in public schools needs to be examined and possibly changed for effective results. Basically, personnel provisioning is the first step in the personnel process. It is classified into: Human resources determination; and the Filling of posts The process of filling public personnel posts involves recruitment, selection, appointment, placement, transfer and promotion. In evaluating personnel provisioning policy in public secondary schools, a research study has to be conducted. As an integral part of scope of study, the survey area includes public secondary schools, provincial department offices and educator union/association offices. The questionnaire is used as the appropriate data collection instrument for this survey. The total population for the study are provincial department officials, public secondary school principals, school governing body chairpersons and educator unions/associations. xiii When data was analysed and interpreted, there were various significant findings. The respondents’ demographic details provided a significant insight into the study and its findings. They ensured divergence of opinions and understanding of the personnel provisioning. Regarding human resources determination and the filling of posts in public secondary schools, it was found that there are challenges in terms of the employment of suitably qualified educators. These include among other issues educator dissatisfaction and lack of effective procedures in the filling of posts. This also results in educator shortage in public secondary schools.

Measures to improve retention of nurses in a KwaZulu-Natal hospital : nurse managers' viewsPillay, Zoe 02 1900 (has links)
The shortage of nurses in any health care setting increases workloads and complicates workflow. In South Africa the shortage is exacerbated by multiple factors, one of which is the emigration of nurses to countries that offer better benefits and working conditions.
The purpose of the study was to explore and determine the views of nurse managers regarding staff turnover and retention, and to recommend effective measures to improve the retention of nurses.
The inquiry was conducted in a KwaZulu-Natal hospital, a natural setting for the participants. The study utilized a qualitative, explorative, descriptive design. The population of this study comprised of 36 nurse managers. Purposive and convenience sampling techniques were applied to select a sample of 18 nurse managers. Data were collected through focus groups. Data were transcribed and analysed thematically, emerging patterns were noted. The researchers examined these categories closely and compared them for similarities and differences. identifying the most frequent or significant codes in order to develop the prominent categories. These were summarised in a narrative form.
Four themes emerged from the findings: the staff turnover challenge; current retention strategies; measures to improve retention and strengthening management. The shortage of nursing staff was critical at this selected hospital, and this situation could be considered to be a microcosm of what is happening in public health care sectors in South Africa. Various measures were put in place to curb the high turnover. However, these measures had a fair to low level of success. Therefore, improved retention strategies are required to reduce the staff turnover. It is evident from the findings that needs to be done to investigate, plan and implement effective measures that are likely to retain nursing staff and recruit more nurses into the profession. / Health Studies / M. Rangers, as vanguards of wildlife conservation, are constantly fighting off armed poachers. That makes their work stressful and dangerous. In spite of this, their needs are neglected and are not considered as the focus is on saving wildlife. Undoubtedly, the African continent is not spared from the unrelenting poaching menace that threatens to drive the world’s wildlife spicies into extinction. In response to this scourge, countries, in their quest to safeguard these species from extermination, have signed various treaties, continuously come up with different strategies and pledged their support to fight illegal wildlife trading.
This study was conducted at Hluhluwe-iMfolozi Park (HIP) and Mkhuze Game Reserve, which are under the management of Ezemvelo KwaZulu-Natal (KZN) Wildlife Management. These parks have turned into a battlefield between poachers and rangers. The intrinsic case study approach which is explorative and interpretive in perspective was used to unravel and describe the experiences from the world view of rangers. A descriptive qualitative research design was used to gain insight from the rangers about their challenges and needs in the workplace.
Furthermore, developmental research was used to design and develop a tailor- made technology – a ranger resilience-building model – to assist rangers to deal with their workplace challenges. Focus group discussions were conducted with a group of rangers, while individual semi-structured interviews were conducted with managers in order to solicit information from purposively selected sample of rangers and managers at HIP and Mkhuze game reserve, that assisted in the development of the model.
Ethical considerations, which involve the informed consent of the participants, confidentiality and privacy, participants’ right to withdraw from the study and the management of information, were applied to ensure that the participants were protected from harm.
The collected data was analysed by using codes and themes that best described the experiences of the rangers, and data verification was done before the process of model development. It was evident that rangers are faced with a variety of workplace challenges, such as poor quality of work life, unpleasant living conditions, coupled with poor amenities, inadequte wellness interventions, and the poor management and implementation of policies by the Human Resources (HR) Department. Nevertheless, teamwork and their cultural practices were positive aspects that promoted their coping capacities in dealing with their everyday challenges. / Social Work / D. Phil. (Social Work)

Text in English / The purpose of this study was to explore the work-life balance experiences of female engineers as they progress through various career life stages. Research has demon-strated that female engineers experience unique challenges as a result of gendered norms within male-dominated occupations, with changing life-roles, needs and ex-pectations across the various career life stages, impacting how they negotiate and perceive work-life balance. A qualitative research approach was followed using a her-meneutic phenomenology paradigm that employed a multiple case study approach consisting of semi-structured interviews with nine female engineers across three career life stages. The findings of the study confirmed current research into work-life balance, highlighting that work-life balance needs and expectations are different across the lifespan and are particularly affected by the changing nature of the work role within the lives of female engineers. The relationship between graduate employability and work performance in the mining industry in South AfricaBreedt, M. 06 1900 (has links)
In a rapid changing environment mining companies have to change the way in which they do
business, while employees have to manage their careers and ensure they are multi-skilled.
Organisations are looking to employ individuals who are career driven, highly adaptable and
flexible and display the necessary employability skills.
The main purpose of this study was to determine if any relationship exists between the
different factors of graduate employability and work performance in the mining industry in
South Africa. A cross-sectional quantitative research approach was followed. A simple random
sample was drawn from graduate male and female employees between the ages of 18 – 30
years with any post-matric qualification employed in the mining industry in South Africa.
Through the process of exploratory factor analysis, six graduate employability factors and four
work performance factors were identified. The graduate employability factors included career
self-management drive, cultural competence, career resilience, emotional literacy, career
literacy and self-efficacy. The work performance factors included the supervisor role,
employee role, recognition and organisation support. Correlation and regression analyses
were conducted.
The results indicated a relationship between graduate employability and work performance.
Strong, positive correlations were found between graduate employability and work
performance with career self-management drive being the strongest predictor of work
performance. Recommendations for the mining industry focused on how employability could
