本文旨在探討經濟外交理論對俄羅斯外交決策的影響。俄羅斯經濟外交政策主要是積極發展對外的經濟關係，創造對俄羅斯友善的國際環境，希望藉此帶動國內經濟的發展。而在俄羅斯牽涉經濟外交的各領域中，能源的因素尤其重要，由於俄羅斯境內蘊藏豐富的天然資源，尤其是天然氣，因此利用能源做為籌碼的經濟外交政策是俄羅斯對外政策中常見的情況。 而俄羅斯的經濟外交政策場域中，本文主要以近鄰和歐洲國家為主，由於許多俄羅斯的近鄰是前蘇聯的加盟共和國，同時也是能源的過境運輸國，因此俄羅斯常利用能源做為手段，藉此影響近鄰的對外政策。而歐洲國家大部份是俄羅斯的主要能源消費國，因此俄羅斯也可利用能源的出口為手段，打進歐洲各國的能源市場，藉此創造對俄羅斯友好的國際環境。 其中德國身為俄羅斯在歐洲最大的貿易夥伴，在政治和經濟上面的互動十分頻繁，德國主要從俄羅斯進口石油、天然氣。研究發現德國和其他歐洲國家相比，較為依賴俄羅斯能源的進口，因此給予俄羅斯對德國實行經濟外交戰略時的有效籌碼，特別是在天然氣領域中貿易互動方面，俄羅斯藉由能源公司對德國的能源領域的投資，企圖藉由深入德國的能源市場，進入歐洲的能源貿易體系。 / This thesis aims to discuss the Russian economic diplomacy. Russian economic diplomacy mainly focuses on using economic as a leverage to influence other countries policies to Russia with the purpose of creating an amicable international situation, and promoting Russian domestic economic situation. Due to the fact that Russia possesses various natural recourses, energy is the main theme in Russia economic diplomacy, especially natural gas. The topic of this study mainly discusses the economic diplomacy relations between Russia with near abroad and Europe. Most of the near abroad countries are former Soviet Union republics and the energy transit countries of Russia as well. As the result, Russia can use energy issue as a tool to sway these countries policies. Additionally, Russia can also utilize energy export to enter the Europe energy market because most of the European countries are the main energy consumer of Russia. The study has shown that German is the main political and economical partner of Russia, and is also the biggest trade partner and energy consumer of Russia compared to other countries throughout Europe. Thus, German is strongly dependent on Russia energy export, especially on petroleum and natural gas. This condition benefited Russia by providing a window for Russia to enter Germany energy market in terms of energy enterprise trade and investment to German. Furthermore, by entering German energy market, Russia can enter European energy trading system.

自1970年代開始，美國國防部為了因應長期軍事規劃不足之處，而發展出一套名為「淨評估」(Net Assessment)的分析技術，最初是針對當時的蘇聯以及華沙公約組織，以進行軍事能力的評估分析，然而，隨著歷史的演變，軍事作為主要保障國家安全的要素固然不變，但有更多的領域逐漸受到人們的重視，所以淨評估觀念發展至今，已大為擴張，舉凡科技、政治、經濟、社會、意識形態，甚至疾病等足以影響到整個國家興衰的因素，都應是淨評估分析的目標。1990年之後國際能源短缺問題甚為嚴重，許多衝突雖未以爭奪能源為名，但究其根本，仍是為了各國日益短缺的生存命脈，因此能源的競逐似乎已成未來國與國間最為激烈的導火線，而就台灣來說，對外能源的依賴度達到98%以上，在亞太局勢愈趨險峻、台海衝突一觸及發的當下，如何擬定一套能源戰略，實為迫在眉睫，本文便以淨評估的角度，對台灣能源戰略環境進行全面性的診斷與機會探索，試圖回答以下的問題：(一)目前台灣在能源戰略環境中所面臨之態勢；(二)在如是能源戰略環境下的演變趨勢與預測。 / Since the 1970s, in order to cope with the defective plan of military for a long time, US DOD develops one set of analytical technology － Net Assessment. At first, it used to the Former Soviet Union and WTO assessment analysis of carrying on military ability. Doubtless, an essential factor of the military affairs is the guarantee national security. However, more fields are paid attention to by people gradually. The concept of the Net Assessment, therefore, is society, ideology, even the diseases are enough to influence the rise and fall of the nation, there are all targets that the Net Assessment should analyze. The international energy shortage is a very serious problem after the 1990s. Although many conflicts between the countries are not fighting for the energy, to get bottom of an affair, for lifeblood in short day by day in each country. Therefore the energy competition seems to be the direct cause of the fight/ conflict between countries in future. As to Taiwan, Dependence on imported energy is up to 98%. At the moment the relationship in the Asia Pacific is more and more tense. Besides, the conflict of the Taiwan Straits can be happened any time. How to draft a set of energy strategy is an extremely urgent mission. The author used the Net Assessment point to write this article. Focus on comprehensive diagnosis and chance to explore to Taiwan energy's strategic environment; moreover, try to find out the following questions. First, the posture Taiwan faces in the energy strategy environment at present. Second, the trend of evolvement and prediction is under the energy strategy environment.

Hlavným cieľom diplomovej práce je kriticky analyzovať politiku Európskej Únie a jej dopad na činnosť nadnárodnej spoločnosti E.ON. Keďže politika Európskej Únie má za cieľ zefektívniť spôsob podnikania vykonávaného v rámci Európskej Únie a okrem iného má predstavovať garanciu zodpovednosti jak spotrebiteľov, tak dodávateľov operujúcich na trhu, tak zámer práce bol definovaný na analýzu politického vplyvu rozhodnutí Európskej Únie a ich dopad na následné strategické rozhodnutia firmy. Analytická čas práce je preto zameraná na analýzu Európskej energetickej politiky s kladením dôrazu na profil spoločnosti E.ON, Európsku energetickú stratégiu, obnoviteľné zdroje, jadrovú energetiku, bezpečnosť energetickej dodávky a na Európsky systém obchodovania s emisiami.

The diploma thesis is focused on the energy security of the European union, specifically on the import of natural gas. The dependence on the import of natural gas is one of the key questions for the energy security of the EU. One of the tools for dealing with this issue is diversification of the suppliers a searching for a new sources of energy to sustain the economical development of the EU. One of the goals of the EU' Energy security strategy is to lower its dependence on gas imports from Russia. In the lights of recent events, when the gas supply was disrupted a few times, because of the events on Ukraine, Russian aggression in the eastern part of Ukraine and annexation of the Crimea, EU is looking for a better alternative. The research is trying to find out what is the role of the Nord Stream 2 gas pipeline, which will bypass Ukraine and go straight from Russia to Germany and will have impact on other Central and Eastern European countries. The question is whether the project is viable vis-a-vis energy security framework metrics and whether there are better alternatives such as the Southern Gas Corridor or the possibility to import liquified natural gas LNG from elsewhere. The diploma thesis "Implementation of the European Directive on the energy performance of buildings in the Czech Republic" is a case study of the application of European law in the sector of efficient use of energy by the end user. This is a very complex issue, because the sector of energy policy is interdisciplinary theme, touching a wide range of actors and the strategies for energy policy are formed at different levels of governance. The degree of harmony of these strategies affect the success of the transposition of European law at the national level. Czech Republic has implemented the directive into national law through the amendment to the Energy Management Act. The new legislation follows the existing trend of increasing requirements on building energy standard and extends the use of certification in the real estate market as an instrument of consumer protection. The adoption of these measures means the interaction of public and private sector, where is a conflict of interests and values of individual actors. A significant degree of controversy has an impact on the success of the implementation.
