Kylkontrollrapporter vid Dalslands Miljökontor från 2007-2013 : Vikten av instruktioner för likriktad handläggning

The aim of the study was to investigate how Dalsland’s environmental office have managed the yearly reports on fluorinated greenhouse gasses and substances that deplete the ozone layer during the period 2007-2013. The environmental office’s methods, existing routines, present regulations and guidelines have been studied. The purpose of this report was to present suggestions on how the managing of these yearly reports can be improved, and to construct a document of guidelines for the environmental officers, that can be used to make the managing more efficient. The Environmental Office of Dalsland was established 1 January, 2007, when the municipalities of Bengtsfors, Dals Ed, Färgelanda and Mellerud merged their environmental offices together under a joint Environmental committee. The supervision concerning the yearly reports on fluorinated greenhouse gasses and substances that deplete the ozone layer, have varied and the organization within the environmental office have changed over time. There are areas where improvements are needed in order to insure that the auditing of the reports becomes more efficient. The operators should be offered more guidance and information about the current legislation and the demands these rules make on them. Internal routines need to be established on how to register the information that the reports contains, in order to make it easier to extract information for statistical purposes.

Granskning av miljöförvaltningens remissyttrande i bygglovsärenden i Malmö stad

Uppsatsen handlar om ansökan av bygglov i Malmö stad som tagits på remiss av miljöförvaltningen. Efter att ha fått en lista över förslag på uppsatsämnen av Malmö stad, bestämde vi oss för att studera ämnet ”bygglov” mer. De två centrala frågeställningarna är 1. Vad händer med de bygglov som Miljöförvaltningen på Malmö stad har avstyrkt? Har de ändå blivit beviljade, och på vilka grunder? 2. Identifieras miljöaspekter i bygglovsansökningar i samma grad och utsträckning oavsett om det är stadsbyggnadskontoret eller miljöförvaltningen som gör bedömningen? Bygglovsansökningar som blivit behandlade av Miljöförvaltningen på Malmö stad under åren 2015–2017 utvärderades. Vi genomförde intervjuer med handläggare på miljöförvaltningen och stadsbyggnadskontoret, samt en dokumentgranskning av de beslut som tagits på remiss av miljöförvaltningen. Analysen visar att bygglov som tagits på remiss av miljöförvaltningen och fått avstyrkan, ändå blivit beviljade av stadsbyggnadskontoret samt att stadsbyggnadskontoret inte lägger någon större vikt vid miljöförvaltningens yttrande så länge det inte innebär en risk för människors liv eller hälsa. The two key issues are: 1. What happens to the building permits that the Environmental Office in Malmö city has suppressed? Have they still been granted, and for what reasons? 2. Is environmental aspects identified in building permits in the same degree and extent, regardless of whether it is the City Building Office or Environmental Office who make the assessment? The purpose is to assess building permit applications that have been processed by the Environmental Office in Malmö city in 2015-2017. To answer the questions, we conducted interviews with staff at the Environmental Office and City Building Office and also a document review of the decisions taken on Environmental Office. The paper concludes that the building permits issued by the Environmental Office have been granted permission by the city building office, and that the City Building Office does not make a major assessment in the Environmental Offices opinion if it does not endanger human life or health.

Novostavba polyfunkčního objektu na ulici Jana Babáka, Brno / Multi-purpose Building, Jana Babaka, Brno

Project's goal is to test the large buildings' design options in regards to permanently sustainable construction. The author's aim is to design energy efficient multipurpose building, with minimal negative effects on environment. The positive impact on environment is visible on the preference of natural materials used in construction. External constructions of thermal conductivity coefficient at the level of passive standard are designed using objects of renewable energy. The location in Brno has been chosen for the proposed building, specifically the location known as brownfields. Lot is accessible from the street of Jan Babak, where public transport is available. The shape of the lot is in the form of incomplete oval with internal open atrium. The administrative part of the building takes half of the area with the rest of the area being used for other businesses, such as fitness centre and restaurant. Garages are proposed to be located underneath the main building, which is built on rigid structure. This rigid structure is a steel skeleton one with linked ceilings. The foundation of building is on stilt. The roof is of a flat type with variable slope, its structure and slope are of metal construction. Claddings are designed in the form of wooden structure filled with straw bales, the exterior is thermally insulated using fibreboard thermal insulation. Inner tract facade is proposed to be panelled with wooden planks. Photovoltaic panels will be placed both from the south and southeast of the outer oval. The rest of the facade will be panelled with grate for creepers. Only environment-friendly sources of energy are considered for the proposed building. Heating and cooling is based on the heat pump air-water system; using the rainwater as an example of renewing natural energy.
