Democratic Self-Determination in Nunavut: Representation, Reciprocity and Mineral Development

Inuit exercise a significant degree of self-determination in Nunavut through the Nunavut Land Claims Agreement, particularly in the area of non-renewable resource development. Self-determination is linked to both Inuit and Canadian identity and conceptualized in its democratic form as relationships of autonomy and interdependence mediated by resource management institutions. This thesis argues that democratic self-determination depends on local experiences of reciprocity and legitimate institutional representation. Nunavut’s institutional actors have the potential to establish locally acceptable norms of reciprocity and representation through (quasi-) constitutionally mandated Inuit Associations, an Inuit public government at the municipal and territorial levels, and resource co-management boards. Using a qualitative research methodology involving document analysis, semi-structured interviews and participant observation, this thesis explores how residents of Cambridge Bay, Nunavut, are experiencing democratic self-determination from the perspectives of representation and reciprocity. Results indicate that conflict between municipalities and Inuit Associations over the distribution of resource benefits can overshadow attitudes of reciprocity between public and Inuit spheres. Although both Inuit Associations and public governments are seen as legitimately representing local interests in resource development, each have distinct roles: Inuit Associations negotiate Impact and Benefit Agreements with industry as a matter of right, while public government’s role is the responsible delivery of social services. The legitimacy of Inuit Associations as representatives of Inuit interests was challenged by a minority of research participants who expressed concerns about elitism and unaccountability of Inuit officials, and educational barriers to non-elite participation in decision-making. Meanwhile the criticisms registered against the public governments illustrated contemporary attitudes of resentment based on a history of colonialism and distance from centre to periphery. The Nunavut Impact Review Board was found to be a valuable mechanism for managing Inuit-state relations in its ability to foster trust, though its ability to determine the just distribution of resource benefits is circumscribed. Ultimately, this research suggests that from the perspective of reciprocity and legitimate representation, the birth of Nunavut should not be considered an end to the struggle for greater local democratic control over economic and political destinies.

The Multiple Barrier Approach to Safe Drinking Water for First Nations Communities: A Case Study

The drinking water contamination tragedy in Walkerton, Ontario during the spring of 2000 led to many changes in water management for the province. Among these changes has been the increased use of the multiple barrier approach (MBA) to safe drinking water as the basis of water management for communities throughout Ontario. The MBA is also used in the management of water for First Nations communities throughout Ontario and Canada. Literature on water quality management for First Nations suggests that despite these changes, many communities continue to face challenges for ensuring the safety and quality of their drinking water supplies. Fort William First Nation, Gull Bay First Nation, and Mattagami First Nation, were selected for this study in order to investigate the use of the MBA in these communities. Data was collected using key informant interviews with representatives of institutions that affect water management for the case study communities, direct observations during visits to two of the communities and attendance at a First Nations water policy forum, and through a review of recent reports and publications on safe drinking water for First Nations. The research has provided insight into the challenges that the case study communities face for ensuring safe drinking water under the MBA, as well as opportunities that exist to address those challenges. The findings suggest that the MBA currently does not meet the unique needs of some First Nations communities. They also suggest that specific adaptations of existing water management strategies to the MBA framework may lead to a more effective approach to ensure safe drinking water for First Nations communities. This thesis focuses on several key ways to make these changes: Strengthen public involvement and awareness; Introduce effective legislative and policy frameworks; Encourage research, science and technology for First Nations’ water management; Allocate sufficient financial resources to First Nations to recruit, train and retain qualified water managers and maintain drinking water infrastructure, and; Increase efforts to ensure that water management goals are supported by local and indigenous traditional knowledge, beliefs and perspectives.

Examining Place-based Governance Principles in Two Atlantic Canada Protected Areas

A historical approach to preserving biodiversity throughout the world is the establishment of protected areas, with the underlying philosophy that the greatest public benefit is achieved by protecting natural resources, despite exclusion of affected human communities. Consequently, protected areas can become arenas of struggle between local communities and state conservation agendas. Some suggest socio-ecological sustainability is gained by shifting to decentralized governance structures and interjurisdictional arrangements. Biosphere reserves allow for policies, management and institutional arrangements that integrate social, economic, political and environmental issues and better aligns them with decision-making processes, place-based governance and dynamic socio-ecological systems. This research project explores the real-life experiences and unanticipated outcomes of public participation in conservation projects and compares them against the scholarly discourse to examine our understanding of public participation and place-based governance in two Atlantic Canada protected areas. Using case studies of South West Nova Biosphere Region, Nova Scotia and Burnt Cape Ecological Reserve region, Newfoundland and Labrador, this study assesses levels of public participation by various stakeholder groups within the two case studies, examines the credibility of the public participation criteria and explores the challenges and opportunities of implementing community-based conservation projects. The case studies were assessed against eight criteria for effective public participation, focusing on public engagement (strategic, inclusive, transparent), the decision-making process (enabling, respectful, constructive) and desired outcomes (instrumental and meaningful). Based on semi-structured interviews, participant observation and a literature review, results suggest that open and public deliberative activities seeking and incorporating public interests into decision-making processes throughout an initiative contributes to local legitimacy, credibility and fairness. The case studies provide insight into the value of the public participation criteria, the long-term regional commitment required, the complexity in shifting to place-based governance arrangements and the importance of linking individual and collective identity with public participation. The primary research findings advocate a comprehensive, flexible, pluralistic, bioregional and contextually responsive approach to public participation and place-based governance.

In Perpetuity: Governance and Capacity Building of Local Land Trusts in Ontario

This study examines the extent to which volunteer-run local land trusts in Ontario are governed in a manner that will allow them to protect valued ecosystems effectively in perpetuity. It also identifies needs and opportunities for building the capacities of land trusts as long term stewardship organizations. The primary academic contribution of this research is the identification of criteria for evaluating land trust governance and their ability to meet their conservation aims. The criteria are applied in a case study of the Niagara Land Trust, a local land trust in the process of incorporating. Specific recommendations are made to assist this organization to improve its operations. The principal findings of this research are that some local land trusts have attained a level of governance which will allow them to protect land in perpetuity, but some land trusts have not. The failure of some land trusts could result in donors and government questioning the movement as a whole. Generally, the main gaps in capacity centre on weaknesses in financial sustainability, training/managing of volunteers, record-keeping, baseline inventories and continued monitoring, and the problem of requiring people to have specific professional skills in largely volunteer organizations. The thesis concludes by offering specific suggestions to the Niagara Land Trust, the Ontario Land Trust Alliance and the Canadian Land Trust Alliance. Local land trusts have provided many communities with an attractive option for conserving land; strengthening the movement will ensure that this grassroots work can continue.

Managing an urban forest: Have street tree populations of Acer platanoides invaded forested parks?

This study examined the existing, or potential, risk of invasion by street trees into an urban forested park (Breithaupt Park, a 32.5 hectare semi-forested park, and its surrounding residential neighbourhood in the City of Kitchener.). The primary research question is: What are the spatial distribution and dispersal patterns of street trees and park trees in urban areas? For street populations, height, crown spread, diameter at breast height (DBH), tree condition, trunk condition and foliage transparency were measured. Qualitative tree health indicators were used to gauge the condition of the street tree population only. For trees in Breithaupt Park, a point-quarter sampling method combined with a line-plot sampling method was used. There were 33 identified (and several unidentified) species of street trees and 24 identified species of forest trees. Acer platanoides was the most abundant street tree species, while Acer saccharum was the most abundant forest tree species. 52% of the street tree population and 9% of the forest tree population were exotic species; however, the exotics were mainly species not originating from the nearby streets (i.e. Rhamnus cathartica). Despite the well-established population of exotic invasive species such as Acer platanoides on the streets, spatial assessment of the nearby forested park revealed that relatively few exotic species had actually established there. Acer platanoides composed 1.9% of all trees, 3.2% of all saplings and 2.7% of all seedlings in the forest sample. The four possible sources of Acer platanoides seeds were trees planted on the street, trees planted in backyards, the leaf drop site in the parking lot of Breithaupt Park (only in the fall) and trees potentially planted directly in the forest. Explanations for the lack of invasion by Acer platanoides (in particular) include: 1) houses located between Acer platanoides street trees and Breithaupt Park functioning as a barrier to seed dispersal; 2) the highway traversing the northeast corner of the park; 3) the short length of time since Acer platanoides street trees reached their age of maturity to produce enough viable seeds to invade the forest and the lag time in the establishment phase; 4) unique park characteristics; and 5) opposing predominant wind directions. While Acer platanoides may be more invasive under different circumstances, it was concluded that Acer platanoides is not currently invading the park at a considerable rate but may be tending towards a future invasion. The main recommendations are: 1) to not cut down the Acer platanoides currently growing as street trees as they do not pose a high risk of invasion (though this is specific to the current study); 2) to manage the forest for invasive species and remove and restore the ecology of the forest as necessary; 3) to remove Acer platanoides currently growing in the forest; and 4) to replace dead street trees with non-invasive, hardy native trees instead of the historical planting of Acer platanoides and other exotics, in case the risk of invasion changes because of climate or urban design changes.

Water Soft-Path Application in Industrial Systems: A Pulp and Paper Case Study

Freshwater availability, allocation and quality are increasingly becoming a concern in Canada. Canada’s apparent availability of abundant freshwater is not what it was thought to be. With increasing competition for water sources and inadequate management systems water use and management approaches are being re-examined. While urban and municipal water uses are highly studied, Canadian industrial water use is not. Despite that industrial water use is understudied, the Canadian pulp and paper industry is a major user of water and contributes to quality water issues where mills are located. This thesis is divided into two equally important parts. First, this research seeks to understand the influences and prevailing conditions on the decision-making framework of pulp and paper mills. Second, it seeks to understand how the prevailing conditions affect the applicability of the water soft-path concept in the pulp and paper industry. It will contribute to the literature of Canadian industrial water management. This research specifically examines the applicability of the water soft-path concept under the stresses and realities of the systems of influence identified as market forces, policy and regulation, and technology faced by the Canadian pulp and paper industry. Corporate culture was an implicitly common thread that ran through these systems of influence. A variety of methods were used in this study including, a literature review conducted by themes, surveys, interviews, analysis of archival data and backcasting were used as the methodological approaches. The literature review was conducted by themes of water management, technology, market forces, regulation and corporate culture. Surveys were conducted to gain water use data from specific mills but a low response rate required a widening of the research boundaries. Interviews were conducted with government officials, industry representatives, and environmental non-governmental organizations. The interviews contributed to the boundary setting and understanding of the influences that impact decision-making for industry. The analysis of archival data was to better understand how water use in pulp and paper mills has changed through the years. Understandably the systems of influence (market forces, policy and regulation, and technology) work independently and together to create a complex environment in which decisions on water use in pulp and paper mills are made. The complexity of the decision-making framework is great and the barriers to water soft-path application difficult. Market forces are less capable of addressing environmental externalities such as water. Regulation and policy has yet to address water use in industry. Technology does provide an important opportunity for efficient water use and application of the pulp and paper industry. Ultimately, the Canadian pulp and paper industry is in a redefining moment where opportunity exists to create a new direction and approach to water use in the Canadian pulp and paper industry.

Canadian-American Environmental Relations: A Case Study of the Ontario-Michigan Municipal Solid Waste Dispute

Canada and the United States are faced with many cross-border environmental issues and therefore must negotiate potential solutions with one another. Complicating such negotiations is the fact that both countries are federal systems which require negotiations and decision-making interactions amongst various levels of government domestically which, in turn, influence and are influenced by bilateral relations. Therefore, this study focuses on governmental relations both within each country (intergovernmental relations) and between the two countries (bilateral/international relations). Using the Ontario-Michigan Municipal Solid Waste dispute (1996-2006) as a case study, this thesis advances an organizational framework for the examination of the role of formal and informal interactions in shaping bilateral environmental policy. Through application of this framework, it is revealed that both formal and informal federal level relations in the U.S. prevented sub-national and local level authorities from effectively developing a solution to the dispute. Future studies which apply the organizational framework used in this thesis to other cross-border environmental issues are needed in order to determine whether such conclusions hold true in the case of all cross border disputes.

The Effect of Electricity-Use Feedback on Residential Consumption: A Case Study of Customers with Smart Meters in Milton, Ontario

Faced with a looming electricity crisis, the provincial government is calling for Ontarians to adopt a “culture of conservation”, and is planning to equip all residential dwellings with new metering infrastructure known as “smart meters” by 2010. In addition to providing residents with the ability to “shift” their electricity consumption from the most expensive “on-peak” times of the day, the data from these meters can be used to provide residents with detailed information, or feedback, regarding their consumption patterns. This research assessed whether electricity-use feedback affected households’ electricity consumption behaviour, whether feedback effected pro-conservation attitude changes, and what types of feedback were most effective in these regards. An initial mail survey was sent to 1,257 smart metered Milton, Ontario homes to obtain information regarding residents’ appliances and their consumption behaviour and attitudes. Of the 298 respondents, most of whom were living in homes that were less than seven years old, 106 were chosen to receive weekly household-specific feedback in various formats from July to October 2006. A follow-up survey was conducted to assess any changes in attitude as a result of the feedback, and weather-adjusted 2005 and 2006 consumption data were used to quantitatively discern any resulting consumption changes. While overall results revealed that the feedback made little difference in household consumption levels compared to the 2005 baseline period, there were some indications that it was effective in encouraging shifting, and had the opposite effect on overall conservation (i.e. it encouraged increased consumption). Also, while the comparison of “pre-” and “postfeedback” surveys revealed the feedback had no measured effect on encouraging proconservation attitudes, overall, customer acceptance of the feedback was high.

Citizens' Attitudes to Re-Establish a Permanent Water Flow for the Colorado River Delta, North Western Mexico

Ecosystem services and goods are non-market values that are increasingly being accounted through contingent valuation methods and more specifically by studying people’s willingness-to-pay for them. Large ecosystem restoration is an area that benefits from economic valuation because placing a monetary value proves that restoration efforts are justified to preserve resources for future generations, wanted by a community, and even a profitable investment of public funds. However, what determines that a community supports and understands restoration efforts is linked to their social, economic, cultural, and geographic reality. In this study I adopted the idea of willingness-to-pay to examine people’s attitudes towards river flow restoration efforts in the Colorado River Delta. The Colorado River Delta is a resilient ecosystem that has endured severe river flow depravation for more than 70 years now; yet, this ecosystem still provides many environmental services and goods and its restoration is well justified for that. This research mainly reveals that the Colorado River Delta is still an undervalued ecosystem despite its resiliency and the many regional benefits it still provides. This study has two research questions. Fist, I determined what factors influence Mexicali’s willingness-to-pay. Second, I compared willingness-to-pay attitudes between the cities of Mexicali and San Luis Rio Colorado (SLRC); two neighboring Mexican cities of different size and economic structure but of similar social, ecologic and geographical conditions. The instrument to collect field data was a survey that posed a realistic river flow restoration scenario at a range of prices from 10 to 90 pesos in order to test people’s willingness-to-pay; a total of 564 surveys were delivered face to face in Mexicali. Subsequently, I compared Mexicali survey results with a previous SLRC survey. Descriptive statistics, non-parametric analysis, and qualitative analysis were the main instruments to arrive to my conclusions. Within Mexicali, I found that parenthood and the perception of received benefits from the river were the most significant factors that determined people’s willingness-to-pay. Migration was also a salient socio-demographic factor that probably has an influence on people’s attitudes towards river flow restoration. When making comparisons between cities I found that SLRC is more willing to pay than Mexicali, which confirmed my hypothesis that environmental awareness influences willingness-to-pay in each city given that SLRC is a true river city while Mexicali is 64 km away from the river. Pricing was also influential in both cities. People’s exposure to the river varied from one city to the other –SLRC people have more interactions with the river than people from Mexicali do, thus matching again the difference in willingness-to-pay attitudes of each city. Although income, education, frequency of visits, and awareness of dry river conditions were expected to have a clear connection to willingness-to-pay within Mexicali, I found only a marginal statistical relationship that was very close to be significant. This was due to the fact that I analyzed the dependency of those variables for all prices and not at a specific price range where the actual average willingness-to-pay resides. Finding that average and then analyzing the relationships again should clarify this issue. What motivates people to pay was related to resource conservation and the recognition of the river’s ecological importance. What motivates people to not pay relates to negative attitudes such as incredulity and lack of trust in Mexican institutions. My main recommendations are to raise local environmental awareness of river issues with environmental education, to address local negative attitudes towards river restoration, and to explore the analysis of these data with other approaches such as socio-psychological models.

Investigation of Correlation between Remotely Sensed Impervious Surfaces and Chloride Concentrations

Water quality and nonpoint source (NPS) pollution are important issues in many areas of the world, including the Greater Toronto Area where urban development is changing formerly rural watersheds into impervious surfaces. Impervious surfaces (i.e. roads, sidewalks, parking lots, strip malls, building rooftops, etc.) made out of impenetrable materials directly impact hydrological attributes of a watershed. Therefore, understanding the degree and spatial distribution of impervious surfaces in a watershed is an important component of overall watershed management. According to Environment Canada’s estimates, road salts, also considered nonpoint source pollutants, represent the largest chemical loading to Canadian surface waters. The main objective of this study is to verify the often assumed correlation between impervious surfaces and chlorides that result from the application of road salts, focusing on a case study in the selected six major watersheds within the Greater Toronto Area. In this study, Landsat-5 TM images from 1990, 1995, 2000, and 2005 were used in mapping urban impervious surface changes within the study area. Pixel-based unsupervised classification technique was utilized in estimation of percentage impervious surface coverage for each watershed. Chloride concentrations collected at Water Quality Monitoring Stations within the watersheds were then mapped against impervious surface estimates and their spatiotemporal distribution was assessed. In a GIS environment, remotely sensed impervious surface maps and chloride maps were overlaid for the investigation of their potential correlation. The main findings of this research demonstrate an average of 12.9% increase in impervious surface areas as well as a three-fold increase in chloride concentrations between 1990 and 2005. Water quality monitoring stations exhibiting the highest amounts of chloride concentrations correspond with the most impervious parts of the watersheds. The results also show a correlation (coefficient of determination of 0.82) between impervious surfaces and chloride concentrations. The findings demonstrate that the increase in imperviousness do generate higher chloride concentrations. Correspondingly, the higher levels of chloride can potentially degrade quality of surface waters in the region. Through an innovative integrated remote sensing approach, the study was successful in identifying areas most vulnerable to surface water quality degradation by road salts.
