South Africa’s transition to a low-carbon economy: skills availability implicationsMyeki, Pumla Qamisa January 2017 (has links)
South Africa together with the rest of the world have been caught up in a new policy wave of developing policies that support the move towards sustainable, low-carbon and climate resilient economies. However, like any other transition, the social and economic impact of the new policy initiative towards a low-carbon economy is not yet fully understood, both in short- and long-term. While it is clear that the low carbon agenda presents major opportunities in terms of job creation, improved standard of living levels, improved resource consumption patterns as well as economic benefits. It also presents challenges, given the level of education and lack of skills for the installation, construction and operation of many technologies during the process of retrofitting the existing plants as well as infrastructures associated with the new low carbon agenda. The primary objective of this research study is to explore implications of skills availability in order to gain better understanding into the nature, extent and severity of skills shortage impact on the transition to a low-carbon economic future. The research study has revealed that shortage of skills may have a negative impact on the progress of the envisaged South Africa’s transition to a low-carbon economic growth trajectory. However, to varied factors, the study could not clearly articulate the nature, extent and severity of the skills shortages impact on the transition to a low-carbon economic future. These factors may include but not limited to the following: The concept of low-carbon economy is still a new concept with no universally agreed on definition, thus; leading uncertainties with regards to what it entails as well as policy dilemmas; Low-carbon economy is cross-cutting and cannot be clearly defined as a sector. With no clear sectorial boundaries it is difficult to plan for low-carbon economy sector; Skills shortage is chronic and is persistent but due to the fragmented and non-coherent approach by South African government when dealing with skills development. There are a number of reports by different departments on skills shortages but these reports do not talk to each other making it difficult to articulate at national level the nature, extent and severity of the challenge, due to scattered research. This research study has recommended some initiatives that the government of South Africa can consider in order to deal with uncertainties surrounding the low-carbon economy as well as the nature, extent and severity of skills shortages in South Africa. The study also suggested some possible future research interests that need to be pursued in order to develop useful data for decision makers both in the low-carbon economy and skills shortage space.

Modelling the ecological-economic impacts of restoring natural capital, with a special focus on water and agriculture, at eight sites in South AfricaCrookes, Douglas John 12 1900 (has links)
Thesis (PhD)--Stellenbosch University, 2012. / ENGLISH ABSTRACT: The restoration of natural capital has ecological, hydrological and economic benefits. Are these benefits greater than the costs of restoration when compared across a range of dissimilar sites? This study examines the impact of restoration at eight case study sites distributed throughout South Africa. The benefits of restoration include improved grazing values and crop yields, improvements in water yield and quality, soil carbon improvements, wild products, lumber, fuelwood and electricity. The impact of restoration on all forms of natural capital (i.e. cultivated, replenishable, renewable and non-renewable) is therefore quantified. The costs of restoration include depreciation on capital expenditure, labour costs, equipment and bond refinancing costs. The literature review done during this study presents three frameworks. The first framework classifies social science using the classification scheme of Burrell and Morgan. It shows that system dynamics modelling and neoclassical economics share the same epistemological and ontological characteristics, both of these fall within the naturalistic paradigm, which also characterises most of scientific research. System dynamics modelling and neoclassical economics, however, digress in the Flood and Jackson classification scheme, which is the second framework for classifying social science. Neoclassical economics is characterised by a small number of elements and few interactions between the elements. Systems dynamics modelling, on the other hand, is characterised by a large number of elements and many interactions between the elements. The nature-freedom ground motive is subject to a number of criticisms, including the fact that it introduces dualistic thinking into the analysis, as well as that it does not adequately address normative or moral issues. The framework of Dooyeweerd, the third framework, is presented as a means of transcending the nature-freedom ground motive. Although the nature-freedom ground motive is largely utilised in this study, the analysis does transcend the traditional economic approach in a number of areas. These include, for example, a focus on transdisciplinary methods, disequilibria, adopting a case study approach, and empirical estimation instead of theoretical models. The restoration case studies in this study are examples of individual complex systems. Eight system dynamics models are developed to model interactions between the economic, ecological and hydrological components of each of the case studies. The eight system dynamics models are then used to inform a risk analysis process that culminates in a portfolio mapping exercise. This portfolio mapping exercise is then used to identify the characteristics and features of the different case study sites based on the risk profile of each sites. This study is the first known application of system dynamics, risk analysis and portfolio mapping to an environmental restoration project. This framework could potentially be used by policymakers confronted with budgetary constraints to select and prioritise between competing restoration projects. / AFRIKAANSE OPSOMMING: Die restorasie van natuurlike kapitaal het ekologiese, hidrologiese en ekonomiese voordele. Maar is hierdie voordele groter as die kostes verbonde aan restorasie wanneer dit oor verskeie ongelyksoortige terreine vergelyk word? Hierdie studie bestudeer die impak van restorasie op agt verskillende studie terreine versprei regoor Suid-Afrika. Die voordele van restorasie sluit die volgende in: beter weiding waardes en oes opbrengste, verbeterde water lewering en water kwaliteit, verbetering van grondkoolstof, wilde produkte, hout, brandstofhout en elektrisiteit. Die impak van restorasie op alle vorme van natuurlike kapitaal (gekultiveerd, aanvulbaar, hernubaar en nie-hernubaar) is daarom gekwantifiseer. An exploratory study of an environmental conflict : the case of Thyspunt, Oyster Bay in the Eastern CapePotts, Glynn Shirley January 2008 (has links)
As the global energy crisis continues to have an impact on developing countries such as South Africa, stakeholders form an increasingly significant role especially around the concerns of development and the impact on the environment. Environmental conflicts have risen to the forefront in many areas in South Africa. Environmental conflicts fall under public disputes, which often occur as a result of human needs. This study is an attempt to explore the environmental conflict surrounding the proposed Nuclear Power station at Thyspunt, Oyster Bay in the Eastern Cape. Stakeholders are an integral part of environmental conflicts, and analyzing interests of stakeholders is vital in understanding environmental conflicts. This explorative study, seeks explore and to describe the interests of homeowners who are one of the key stakeholders involved the environmental conflict at Thyspunt, Oyster Bay in the Eastern Cape. The homeowners are represented by the St Francis Residents/ Ratepayers Association. The researcher conducted extensive face-face interviews with these homeowners. The organizations official documents, minutes of their meetings, letters to the media and various publications in which homeowners expressed their feelings were also made use of by the researcher in order to triangulate findings, as well as for data collection methods. The major themes were constructed from the study include: Security, Trust, Power and the various sources thereof, as well as a need for self-actualization based on values, and a final theme of the positive functions of conflict. The challenges facing the homeowners in terms of human security and environmental impact of the nuclear development are highlighted. Further recommendations for a more in-depth study are also made.

Barriers and drivers to the implementation of the "clean development mechanism" within the Nelson Mandela Bay Municipality: a case studyWilson, Craig Michael January 2008 (has links)
The global threat of climate change is one of the most crucial environmental issues facing the world in modern times. In response to this threat, international governments have drafted the Kyoto Protocol which included the Clean Development Mechanism (CDM). The CDM is a scheme which invited developing countries, like South Africa, to become involved in climate change mitigation projects. While South Africa has been identified as an attractive host country for CDM projects, research has revealed that it lags behind other developing countries in this regard. This study provides a theoretical background to the CDM and grounds the subject within the field of Environmental Economics. Following a literature review of factors that could influence the involvement of a municipality in CDM projects, this thesis undertook a case study of the barriers and drivers to CDM implementation within the Nelson Mandela Bay Municipality (NMBM). Use was made of semi-structured interviews, where a questionnaire was used to guide the researcher’s interview process. Five NMBM officers, who were likely to have been involved with CDM project implementation, were interviewed. Data collected was analyzed using a coding technique and was compared and contrasted to the literature in a process of explanation building. It was possible to elicit 14 factors that acted as CDM-barriers; seven that acted as CDM-drivers; and 10 that were required to change within the NMBM to encourage greater CDM involvement. Of the barriers, lack of awareness, poor political will and lack of funding emerged as the most inhibiting. Of the CDM-drivers, the potential financial benefits; ownership of infrastructure capable of producing carbon assets; and technology transfer emerged as the factors most likely to promote CDM involvement. With regards the factors that require change, it emerged that a positive response would result from a proactive stance by National Government on the CDM; the use of Public-Private-Partnerships to facilitate CDM projects; and improved communication and capacity building within the NMBM and the Nelson Mandela Bay business community. The main recommendation offered to the NMBM was for it to draft a Sustainable Development Policy as well as a formal sustainable development strategy to drive a coherent and consolidated approach to the Municipality’s involvement with CDM projects. Further, it was proposed that the NMBM should, lobby National Government for it to promulgate enabling legislation and a framework which would encourage CDM investment in South Africa; and engage with local business to promote the active involvement of the Nelson Mandela Bay with the implementation of CDM projects. The evaluation of environmental reporting by publicly listed South African banks / Evaluation of environmental reporting by listed South African banksOduro-Kwateng, George January 2010 (has links)
Recently, bankers have come to realise that banking operations, especially corporate lending, affect and are affected by the natural environment and that consequently, the banks might have an important role to play in helping to raise environmental standards. Although the environment presents significant risks to banks, in particular environmental credit risk, it also perhaps presents profitable opportunities. Stricter environmental regulations have forced companies to invest in environmentally friendly technologies and pollution control measures and in tum generated lending opportunities for bankers. This research examines the corporate practices of three of the four dominant banks in South Africa with respect to the environment, focusing on issues of climate change and environmental risk management by way of reporting and disclosure to all stakeholders. The emphasis on environmental reporting by South African banks has been reinforced by the latest release of the King III Report on Corporate Governance in South Africa. Global governance requires that the triple-bottom line should be applied in all corporate undertakings due to globalisation and trade liberalisation; however, the banking sector has responded poorly to the clarion call. The false view that the banks have no significant relationship with environmental degradation is being disproved. Environmental management is a huge and massive reconstruction of what has gone wrong with nature by human influence. The South African banks have had to face with the challenging tasks of reporting on the direct and mostly the indirect impacts of their environmental activities. Based on the three sampled banks which incidentally had greater percentages of the market capitalizations, the banks have fairly performed in environmental reporting. For example, Standard Bank (SA) Ltd has just signed the Equator Principles in 2007 implying corporate lending was done in 2007 without any respect to environmental impact assessments by corporate borrowers. Consequently, environmental reporting was not done to facilitate informed decision-making by stakeholders mostly shareholders and the communities where borrowers tun businesses. The objective of this research study is to investigate the extent and quantity of/voluntary environmental disclosures in the annual and sustainability reports of the banks listed on Johannesburg Stock Exchange. The periods examined were those subsequent to the release of the Exposure Draft Coalition for Environmentally Responsible Economies (CERES) Global Reporting Initiatives (GRI) issued in 1999. Using content analysis to focus on the environmental aspects, the research study compared three annual reports and three sustainability reports of 2007 year for the three sampled banks in order to evaluate reporting practices in the period surrounding this intervention. The results suggest a trend to triple bottom-line reporting and the extent and quantity of environmental information, albeit in specific categories.

An evaluation of the feasibility of obtaining payment for ecosystem services for the Baviaanskloof Nature ReserveErlank, Wayne Michael January 2011 (has links)
Cities must go further and further away to find new, more costly sources of water for human consumption while industries and agriculture continue to compete for increasingly scarce water resources. This may already be seen occurring within the Nelson Mandela Bay Metro where the severe drought being experienced during the past 18 months has severely depleted water supply dams. One of the main supply dams to the Nelson Mandela Bay Municipality is situated within the Baviaanskloof Nature Reserve and World Heritage Site. The potential of funding the Baviaanskloof Nature Reserve and World Heritage Site with payments for ecosystem services (water) obtained for water services supplied to the Nelson Mandela Bay Municipalities and agriculture in the Gamtoos River Valley will ensure financial sustainable for the Baviaanskloof Nature Reserve and World Heritage Site in the long term. This ability to become financially independent and generate its own income will place the Baviaanskloof Nature Reserve and World Heritage Site in a unique position within the conservation community in South Africa as only a very few protected areas are self sustaining through payment for an ecosystem service.
