It will be covered in different aspects, since the view in the society, in different history times, passing by biblical dimension, to culminate in Christian understanding. This last one is the great interest from this development, because it is it the truth and authentic human freedom. The release of the human being is only possible and complete through the Christian perspective, for both it is necessary to look with affection to the person Jesus, the greatest reference of freedom to men and women. He becomes a model in the moment that He lets to be guided by the Spirit of God, i.e., the Holy Ghost. We contemplated many authors, but the centrality is in theologian J?rgen Moltmann, that has a theology deeply imbued in the spirit, mainly in the book The Life s Spirit: a full pneumatology (O Esp?rito da Vida: uma pneumatologia integral). In this work he highlights the vitality that the spirit brings to the person, becoming him or her able to live his or her freedom, letting to be a slave and making him or her free in all its fullness. The three freedoms quoted and understood by Moltmann are defined as: free domain, communion and future. The first one, according to him, own from the bourgeois world; the second one in the construction of a fraternal society, in which we are all siblings and as such a living for others. However, the fullness exists, according to the author, in the future, where we book the real human freedom, it is the Sky Kingdom, in which the humanity lives what Jesus lived, in other words, the resurrection experience, the definite victory from good above evil, from life to death. All of this as a work from the Holy Ghost, the spirit of God, that makes the humanity live to freedom and not more to slavery, as stated in G?lagas 5,1: it was for freedom that Christ set us free , or as suggested in this work title, from Letter of Paul to the Corinthians: where the Spirit of God is, there reigns freedom. / Neste trabalho de pesquisa, o tema a ser abordado ? a liberdade. Ela ser? contemplada sob diferentes aspectos, desde a vis?o na sociedade, em diferentes per?odos da hist?ria, passando pela dimens?o b?blica, para desembocar na compreens?o crist?. Esta ?ltima ? o grande interesse desse desenvolvimento, pois ? ela a verdadeira e aut?ntica liberdade humana. A liberta??o do ser humano s? ? poss?vel e plena mediante a perspectiva crist?, para tanto ? preciso olhar com carinho para a pessoa de Jesus, a maior refer?ncia de liberdade para os homens e mulheres. Ele torna-se modelo no instante que se deixa conduzir pelo Esp?rito de Deus, isto ?, o Esp?rito Santo. Contemplamos v?rios autores, mas a centralidade toda est? no te?logo J?rgen Moltmann, o qual tem uma teologia profundamente imbu?da do esp?rito, principalmente no livro O Esp?rito da Vida: uma pneumatologia integral. Nesta obra ele ressalta a vitalidade que o esp?rito gera na pessoa, tornando-a capaz de viver a sua liberdade, deixando de ser escrava e fazendo-a livre em toda sua plenitude. As tr?s liberdades citadas e compreendidas por Moltmann, ele as define como: liberdade de dom?nio, comunh?o e de futuro. A primeira, segundo ele, pr?pria do mundo burgu?s; a segunda na constru??o de uma sociedade fraterna, na qual todos s?o irm?os e como tal uns vivem para com os outros. Todavia, a plenitude existe, segundo o autor, no futuro, aonde se reserva a verdadeira liberta??o humana, esta no Reino dos C?us, em que a humanidade vivencia o que o Jesus tamb?m viveu em si mesmo, ou seja, a experi?ncia da ressurrei??o, vit?ria definitiva do bem sobre o mal, da vida sobre a morte. Tudo isto como obra do Esp?rito Santo, o esp?rito de Deus, o qual faz a humanidade viver para a liberdade e n?o mais a escravid?o, pois como diz em G?lalas 5,1: foi para a liberdade que Cristo nos libertou , ou como nos sugere o t?tulo deste trabalho, a partir da Carta de Paulo aos Cor?ntios: onde est? o Esp?rito do Senhor, ali reina a liberdade .

The analysis explores the context of creation of local parties ? liberals and conservatives ? through three ways: the press, the Provincial Assembly and the local political elite. Thus, this study relies on the analysis of various political journals of the period, which were reached the main ideas, projects and policy languages of each party. From the information obtained was developing the profile of the local intellectual elite: the writers. We also observed in this work the analysis of discourses and conflicts that emerge in the Provincial Assembly from 1860 to 1880, addressing the political vocabulary of deputies, and exposure of their proposals facing the political unrest in the Court. Finally, in order to get as much information as possible, an analysis was made of the profile of provincial deputies, focusing on aspects such as education level, academic training, employment and place of birth. The study demonstrated that the province of the Esp?rito Santo has a different demeanor from other provinces when compared to the date of creation of the two major parties in the rest of the Empire. In addition, the province shows after 1860, new political practices and a political vocabulary permeated by new ideas that coming to the province from the new composition of the political and intellectual elite. / Este trabalho tem como objeto principal a din?mica pol?tica da prov?ncia do Esp?rito Santo a partir das transforma??es que emergem ap?s 1860, per?odo em que ocorre uma transforma??o dos grupos pol?ticos pessoais para os verdadeiros partidos pol?ticos de cunho ideol?gico. A an?lise aborda o contexto de cria??o dos partidos locais ? liberais e conservadores- por meio de tr?s formas: a imprensa, a Assembleia Provincial e a elite pol?tica local. Desta forma, este estudo conta com a an?lise de diversos jornais pol?ticos do per?odo, pelos quais foram levantadas as principais ideias, projetos e linguagens pol?ticas de cada partido. A partir dos dados obtidos foi elaborando o perfil da elite intelectual local, ou seja, os redatores. Tamb?m se verifica nesta disserta??o a an?lise dos discursos e conflitos que emergem na Assembleia Provincial entre 1860 e 1880, abordando o vocabul?rio pol?tico dos deputados e a exposi??o de suas propostas diante das agita??es pol?ticas que eram vislumbradas na Corte. Por fim, com a finalidade de levantar o maior n?mero poss?vel de informa??es, foi feita uma an?lise do perfil dos deputados provinciais, concentrando-se em dados como escolaridade, forma??o, ocupa??o e local de nascimento.
