O intuito da pesquisa é verificar se o PNAES tem obtido sucesso como medida para reduzir as taxas de retenção e evasão acadêmica, conforme determinado em seus objetivos. Buscamos investigar a contribuição do programa para o bom desempenho acadêmico dos estudantes bolsistas em vulnerabilidade socioeconômica. O referencial teórico-metodológico centra-se no método dialético, mais especificamente, na historicidade e na contradição, para investigação dos períodos considerados como as fases da assistência estudantil, assim como, compreender o debate contemporâneo das políticas sociais no âmbito do neoliberalismo e da assistência estudantil enquanto estratégia da política educacional. Para realizar a análise da trajetória acadêmica dos bolsistas do PNAES nos utilizamos de dados disponibilizados pelo Núcleo de Informação e Tecnologia da Universidade Federal de Pernambuco dos campi Reitor Joaquim Amazonas (Recife), Centro Acadêmico de Vitória (CAV) e Centro Acadêmico do Agreste (CAA). De acordo com dados em relação ao desempenho e o quantitativo de estudantes que conseguiram concluir a graduação, há uma perspectiva que apontaria para o sucesso do programa. No entanto, o PNAES está distante de desenvolver uma política estudantil (PAE) que tenham ações que venham a atender as necessidades integrais dos estudantes, constituindo-se como política focalizada e seletiva, que enfrenta dificuldades orçamentárias e não tem dado conta de atender a demanda que se apresenta na realidade das IFES. / In this study we evaluated the National Program of Assistance (PNAES) whereas the analysis of the trajectory of students on scholarships the Student Assistance (AE) at the Federal University of Pernambuco (UFPE). The aim of the research is to verify if the PNAES has achieved success as a measure to reduce retention rates and school dropout, as determined in their goals. We seek to investigate the contribution of the program to the good academic performance of scholarship students in socioeconomic vulnerability. The theoreticalmethodological framework focuses on the dialectic method, more specifically, the historicity and in contradiction, for investigation of periods regarded as the phases of assistance, as well as understand the contemporary debate of social politics in the context of neoliberalism and the student assistance as a strategy of educational politic. In order to analyze the academic trajectory of the PNAES scholarship students, we used data from the Information and Technology Center of the Federal University of Pernambuco, the Rector Joaquim Amazonas (Recife), the Academic Center of Vitória (CAV) and the Agreste Academic Center (CAA) ). According to the data in relation to the performance and the number of students who were able to complete the graduation, there is a perspective that would point to the success of the program. However the PNAES is far from developing a polict (PAE) which actions will meet the students' integral needs, becoming as common focused and selective, which faces budgetary difficulties and has not been able to meet the demand that presents itself in the reality of IFES.

Distingue-se como objetivo analisar a Política Nacional de Assistência Estudantil (PNAES, decreto n° 7.234, de 19/07/2010) e identificar as condições de acesso e permanência dos discentes atendidos na ProACE, setor de Serviço Social. Na pauta dos objetivos, esta dissertação explora as formas como se dá a implementação da política de assistência estudantil e os condicionantes políticos e sociais que norteiam a efetivação da mesma. Para fundamentação deste trabalho, utilizou-se o referencial da teoria social crítica, visando a apreensão do processo histórico das relações sociais, repercutido nas políticas públicas educacionais. A metodologia foi pautada na pesquisa bibliográfica, pesquisa documental e pesquisa de campo. Os principais resultados foram o conhecimento das políticas públicas educacionais no contexto das políticas educacionais de cunho neoliberal, o momento de reestruturação das universidades federais, a necessidade dos auxílios para a permanência dos discentes nesta IFES e, ao mesmo tempo, o desconhecimento da PNAES, enquanto direito, do público da assistência estudantil. Espera-se contribuir para a análise crítica da implementação das políticas públicas educacionais nas Instituições Públicas Federais, mais especificamente na UFTM e os reais interesses do governo para com a política de assistência estudantil / Abstract: This Master‟s thesis, entitled "Educational Public Policies: an analysis about national policy of student assistance in the context of the Universidade Federal do Triângulo Mineiro - UFTM", aims to learn about the Policy of Student Assistance in the Pro-Rectory of Student and Community Issues (Pró-Reitoria de Assuntos Comunitários e Estudantis - ProACE). The methodology was based in the bibliographical, documental and field research. The main results were the knowledge of the educational public policies in the context of the neoliberal educational policies, the moment of federal universities restructuring, the need of assistance for the students‟ permanence in this IFES and, at the same time, the ignorance of the PNAES as a right of the student assistance group.
