This paper investigates that relationship from the 1990s, considering the expansion of globalized capital in field, under the strategy of confrontation with crisis of the 1970s; that was a movement of capital that contributed to the intensification of the Agrarian Question, within a process that, in Brazil and Maranhão, progresses through agribusiness, with the State as mediator, and in which, field workers organize themselves and strive, but they have find new and important challenges. In the analysis of Social Work, is considered that the debate about the relationship between social service and Agrarian Question, in the context of affirmation of the ethical-political project of the profession in Brazil and the tendency of similarities and differences in this historical relationship; the text focuses on the analysis of this relationship through the identification and characterization of insertion and the practice of social workers in the workplaces of FETAEMA and MST-MA, where the relationship is driven by the prospect of strengthening the struggle, the organization of field workers in the process of coping with the Agrarian Question and ensuring the universal rights of workers. It is considered that the this relationship shows the affirmation efforts of the ethical-political project of Social Work, although it needs articulation of Social Workers of FETAEMA and MST-MA with the professional category in the space of intellectual production, of professional trainning and the practical and political-professional organization. / A presente dissertação é um estudo sobre a relação do Serviço Social com a Questão Agrária no Maranhão, com destaque para a mediação da inserção de Assistentes Sociais na FETAEMA e no MST-MA. Investiga-se essa relação a partir dos anos 1990, considerando a expansão do capital mundializado no campo, no âmbito da estratégia de enfrentamento à crise capitalista dos anos 1970; um movimento do capital que contribuiu para o acirramento da questão agrária em um processo que, no Brasil e no Maranhão, avança através do agronegócio, tendo o Estado como mediador, e no qual os trabalhadores no campo se organizam e lutam, mas encontram novos e importantes desafios. Na análise do Serviço Social, considera-se o debate sobre a relação Serviço Social e Questão Agrária no contexto de afirmação do projeto ético-político da profissão no Brasil e a tendência de aproximações e distanciamentos nessa relação histórica; particulariza-se a análise dessa relação através da identificação e caracterização da inserção e da prática de Assistentes Sociais nos espaços de trabalho da FETAEMA e do MST-MA, onde tal relação é orientada pela perspectiva de fortalecimento da luta e organização dos trabalhadores camponeses no processo de enfrentamento da Questão Agrária e pela garantia à universalização dos direitos dos trabalhadores. Considera-se que essa relação evidencia os esforços de afirmação do projeto ético-político do Serviço Social, embora careça de articulação dos Assistentes Sociais da FETAEMA e do MST-MA com a categoria profissional nos espaços de produção intelectual, de formação profissional, e da prática e organização político-profissional.

The research was a central issue: how to express themselves and relate to the PPP and PEPPSSB in the process of training of the Social Worker at graduation? To answer, and provisionally assumed this question, I elaborated the hypothesis that in Social Work courses at IES in São Paulo / SP relationships exist convergence in Education and Social Services, about the design of training emancipatory, referenced in the matrix critical social theory, albeit with different theoretical perspectives. These strands in the operationalization and implementation of PPP guided by PEPPSSB brings distinct implications for teaching and learning process. These relations between the PPP and PEPPSSB express contradictions, empowered by the IES of PDI, business character. The research had as reference the central theoretical and methodological perspective on the dialectical approach of the Marxist tradition, choosing as main categories: all, contradiction and mediation. The conceptual references are in contemporary authors primarily in the areas of Education and Social Work. The methodology that guided the research was based on the principles of investigation, of quanti covered the landscape of higher education in São Paulo, in which there are 18 private higher education institutions with courses in Social Work. The methodological procedures included the use of bibliographical research, questionnaires and focus group interviews with people involved in this process: engineers, teachers and students. The historical background covered the debate on the Brazilian scene of higher education and vocational training in social work in dialogue with the PPP. Analysis, in summary, the PPP of IES surveyed, although drawn from the DCN ABEPSS was a perceived distancing of PEPPSSB, since the operation of the PPP has its corporate-type management, coordinators, teachers and students are located between the desire, the real opportunities and challenges for the deployment of an emancipatory nature of PPP. To cope with these dilemmas is necessary to break with the design of the arrays and fragmented disciplinary curriculum for working with educational arenas that have as main organizers of learning designs originated in the concrete reality of the environment in which they live / A presente tese constitui-se de um processo de trabalho investigativo, cujo objetivo consistiu em conhecer e analisar as relações entre os PPP dos cursos de Serviço Social de quatro IES e o PEPPSSB no processo de formação profissional do Assistente Social na cidade de São Paulo, em 2010. A pesquisa teve como questão central: como se expressam e se relacionam o PPP e PEPPSSB no processo de formação profissional do Assistente Social na graduação? Para responder, suposta e provisoriamente esta pergunta, elaborei como hipótese que nos cursos de Serviço Social nas IES da cidade de São Paulo/SP há relações de convergência na Educação e no Serviço Social, quanto à concepção de formação profissional emancipatória, referenciada na matriz da teoria social crítica, embora com vertentes teóricas distintas. Estas vertentes no processo de operacionalização e implementação do PPP norteado pelo PEPPSSB traz implicações distintas para o processo de ensino aprendizagem. Essas relações entre o PPP e o PEPPSSB expressam contradições, potencializadas pelos PDI das IES, de caráter empresarial. A pesquisa teve como referência teórico-metodológica central a abordagem dialética na perspectiva da tradição marxista, elegendo-se como categorias principais: a totalidade, contradição e a mediação. As referências conceituais encontram-se em autores contemporâneos principalmente, nas áreas da Educação e do Serviço Social. A opção metodológica que orientou a pesquisa foi pautada nos princípios da investigação, de caráter quantiqualitativo, abrangeu o cenário do ensino superior da cidade de São Paulo, na qual há 18 IES privadas com cursos de Serviço Social. Os procedimentos metodológicos adotados compreenderam a utilização de pesquisa bibliográfica, documental, questionários, entrevistas e grupo focal com atores envolvidos neste processo: coordenadores, docentes e discentes. O contexto histórico abrangeu o debate sobre o cenário brasileiro do ensino superior e da formação profissional em Serviço Social em diálogo com o PPP. Da análise, em síntese, o PPP das IES pesquisadas, apesar de elaborado a partir da DCN da ABEPSS, foi percebido um distanciamento do PEPPSSB, visto que a operacionalização do PPP tem sua gestão do tipo empresarial; Os coordenadores, docentes e discentes se situam entre o desejo, a possibilidades concretas e os desafios de operacionalização de um PPP de caráter emancipatório. Para o enfrentamento desses dilemas é necessário romper com a concepção disciplinar e fragmentada das matrizes curriculares para trabalhar com espaços de formação que têm como principais articuladores os projetos de aprendizagens, originados na realidade concreta do meio em que estão inseridos

Viewing the expressions of contemporary social issues, there is also a reflection on the science role now, approaching ideological expressions and its implications in the adopted methodologies. The reflections on instrumentality, teleology and professional ethics were inherent to the research sequence. In addition, this research is guided by an ideopolitical horizon. This set of elements appears in the lines, which support this analysis. In relation to the field research, jurisprudential cases were elected, in which conformed conflicts are expressed in a civil action. Among the cases judged in ten years (1991 to 2001), an intentional sample with significant cases was extracted. Eight cases were wholly studied and three cases presented in detail due to their complexity and for the study relevance. It is affirmed that law professionals acknowledge the importance of the social worker performance because it supplies them with data to support their performance, so the research brought up the elements used in this way. Also, oriented through a criticalpropositive prospective, it identified some fragilities. Therefore, the study makes evident some clues for a professional exercise that contributes for not only law enforcement, but also mainly for decisions which are the most beneficial in order to bring into effect social justice and rights / A partir do conhecimento acumulado sobre a atuação do assistente social junto ao Poder Judiciário, a pesquisa buscou levantar a contribuição deste profissional nos casos relacionados ao direito da criança e do adolescente. Frente às expressões da questão social contemporânea, também refletiu sobre o papel da ciência na contemporaneidade, abordando as expressões ideológicas e suas implicações nas metodologias adotadas. As reflexões sobre instrumentalidade, teleologia e ética profissional foram inerentes ao percurso da pesquisa. Há, inclusive, um horizonte ideopolítico que orienta este pesquisar. Esse conjunto de elementos se mostra nas linhas de sustentam esta análise. Para a pesquisa de campo, elegeram-se casos jurisprudenciais, em que se expressam conflitos conformados num processo judicial. Do conjunto de casos julgados em dez anos (1991 a 2001) extraiu-se uma amostra intencional, com casos significativos. Numa reavaliação, oito casos foram estudados integralmente e três casos apresentados em detalhes, por sua complexidade e sua relevância para o estudo. Afirma-se que os operadores do Direito reconhecem a importância do trabalho do assistente social para subsidiar sua atuação, e a pesquisa, então, levantou os elementos que foram utilizados com esse fim. Pautado num olhar crítico-propositivo, identificou algumas fragilidades. Assim, o estudo evidencia algumas pistas para um exercício profissional que contribua não apenas para a aplicação das leis, mas, principalmente, para que as decisões sejam as mais benéficas para a efetivação de direitos e da justiça social
