Crisis of the public sector : a philosophical analysis of new public management through MacIntyre and Foucault

This thesis is a philosophical study of New Public Management (NPM). NPM is a theme used within the mainstream public management literature to explain and critically evaluate the changes that occurred within the public sector since the 1990s. In this study, I aim to develop the argument that there is a crisis in the public sector that results from the NPM regime. To develop this argument, I draw upon the Aristotelian philosophy of Alasdair MacIntyre and identify two distinct spheres of the public sector: practices and institutions. I then argue that NPM generates a certain type of conflict between these two spheres of the public sector. This is a conflict that is related, first, to different and rival presuppositions of practices and institutions, regarding the good of human beings, and then, to the power relationships that are introduced to the public sector through new management methods of NPM. These new management methods assert power over the practices through redefining the meaning of quality and good performance in a way that is contrary to the meanings attached to them by the practitioners. Practitioners in turn resist to this process and conflict with the institutions. The conflict turns into a crisis because the conflict can only be resolved, if either the NPM is removed from the public sector or practices cease to exist in the way that MacIntyre understands them.

Viešojo administravimo etika Europos Sąjungoje ir Lietuvoje / Ethics of public administration in EU and Lithuania institutions

In final MA degree work it is reviewed ethics place in public administration institutions of EU and Lithuania, identified some problems and possible treats, discussed some EU ethics aspects in forming policy and examined the acknowledged common ethics principles, values and standards of EU. In the work it is estimated EU influence and new challenges upon ethics of Lithuania office employees after she became EU member. As well it is analyzed ethics infrastructure and its establishment development in public administration and government of state of Lithuania. It was attempt to look at office employee real values from the point of view of the current situation and values to be strived for after municipalities and ministries employee questioning. Summarizing findings some attention should be attract to the fact that in public administration system of Lithuania we feel the absence of ethics values emphasized in European Union, and there is need for office employees professional ethics improvement. In the work some appropriate recommendations for establishing and improving ethical infrastructure (conduct code, anticorruption services, ethic education and so on) in the Republic of Lithuania are presented.

Demokratiškoje visuomenėje pageidaujama skaidraus bei atidaus viešųjų įstaigų darbuotojo elgesio, kuris įmanomas tinkamai atliekant savo prievoles ir tiesiogines pareigas. Darbo tikslas - išanalizuoti ir įvertinti Radviliškio savivaldybės valstybės tarnautojų darbo etinį aspektą. Darbo objektas – valstybės tarnautojų etika. Darbo uždaviniai: 1) pristatyti valstybės tarnautojo etikos teorinius pagrindus; 2) išanalizuoti Radviliškio rajono savivaldybės valstybės tarnautojų elgesį jo etiškumo aspektu; 3) sudaryti Radviliškio rajono savivaldybėje dirbančių valstybės tarnautojų etiško elgesio modelį. Darbo hipotezė: Radviliškio r. savivaldybės valstybės tarnautojai savo kasdieninėje veikloje susiduria su etinėmis problemomis. Darbo metodai: mokslinės literatūros analizė, Interneto puslapių analizė, statistinių duomenų analizė, įstatymų analizė, anketinė apklausa. Tyrimo išvados: Radviliškio r. savivaldybėje dirbantys valstybės tarnautojai susiduria su etinėmis problemomis. Taigi, darbe iškelta hipotezė pasitvirtino. Daugumai respondentų yra tekę veikti ne pagal savo profesinius reikalavimus. Už nusižengimą etiniams principams respondentai yra baudžiami labai retai, nes tokių nusižengimų pasitaiko taip pat labai retai. Radviliškio rajono savivaldybėje egzistuoja tam tikros formalios ir neformalios darbuotojų elgesio reguliavimo taisyklės. 83 proc. visų tyrime dalyvavusių Radviliškio rajono savivaldybės valstybės tarnautojų laikosi jų įstaigoje galiojančių formalių jų elgesį... [toliau žr. visą tekstą] / In democratic society it is desired bright and accurate behavior of civil servants, which is possible when they fulfill their duties appropriately. The aim of the thesis is to analyze and evaluate ethical aspect of civil servants in Radviliskis Municipality. The main object of the thesis is ethics for civil servants. The tasks of the thesis are: 1) to introduce theoretical basis of ethics of civil servants; 2) to analyze ethics for civil servants; 3) to make a model of ethical behavior; The hypothesis of the thesis is: civil servants in Radviliškis Municipality face ethical problems at work. The methods of the thesis are: the analysis of scientific sources, internet sites, statistic data, law and survey of questionnaire. The findings of research: Civil servants in Radviliškis Municipality face different ethical problems. So, the respondents had to work not according to their professional standards. The respondents are rarely punished for offending ethical principles. There are formal and informal rules of servant’s behavior. 83 percent of the participants in the survey stick to the formal rules of civil servants. According to research, the model of the ethical behavior for civil servants in Radviliškis Municipality has been arranged.
